DRAFT INDIVIDUAL SCHOOL CLINICAL SUPERVISION
AND TEACHER APPRAISAL POLICY

Rationale
Performance evaluations at [Name of School] are intended to foster teaching
effectiveness and professional growth. Performance evaluations provide a formal means
of communicating feedback to the teacher regarding his/her professional strengths and/or
weaknesses. In essence, the performance evaluation system is an accountability tool.
The Clinical Supervision Process and Teacher Appraisal Processes will comprise the
performance evaluation system at [Name of School].

Clinical Supervision

Clinical Supervision is professional development conducted over a period of time in the


form in-class technical assistance. The purpose of clinical supervision is to make
improvements in teaching, thereby enabling teachers to modify, where necessary,
ineffective teaching practices.

Clinical supervision is mandatory and will be provided for both experience and novice
teachers as needed using the process outlined in the Government of St. Kitts and Nevis
2005 Clinical Supervision of Teaching Document. The Clinical Supervision Data
Collection Observation Form will be used to guide the process.

New and untrained teachers will receive clinical supervision until the teacher attains the
desired level of competence. At least two (2) clinical supervision sessions will be
conducted with 1) all teachers new to the school, regardless of status, and 2) all untrained
teachers BEFORE they undergo the teacher appraisal process for the first time.

Teacher Appraisal

The purpose of the Teacher Appraisal Process, as outlined in the Government of St.
Kitts and Nevis 2005 Guide for the Use of the Teacher Appraisal Instrument, is to collect

data for decision-making (e.g.: awards, adherence to professional responsibilities,
placement of teachers in subject areas/grades/forms).

Teacher Appraisal will occur at the end of the term using the Teacher Appraisal
Instrument.

 All teachers new to [Name of School], regardless of status, will be evaluated once
per term for the first year.

 Untrained teachers, after one year’s successful teaching, will be evaluated at least
twice per year.

 Trained, Specialist and Graduate teachers, after one year’s successful teaching,
will be evaluated at least once per year after one year of successful teaching.

The school reserves the right to change the teacher appraisal schedule given good reasons
for doing so.

Clinical Supervision and Teacher Appraisal Process

 Only the Principal, a designate of the Principal, and/or members of the


Management Team trained in the clinical supervision process can conduct clinical
supervision.

 Only the Principal, a designate of the Principal, and/or members of the


Management Team trained in the teacher appraisal process can conduct
appraisals

 For both clinical supervision visits and appraisals, there must be a pre and post
appraisal conference with the teacher.

 All Clinical Supervision and Appraisals forms must be signed and dated by the
teacher and the appraiser.

 A Teacher Improvement Plan must be prepared by the Principal, or designate of


the Principal, for any teacher whose appraisal has resulted in an Unsatisfactory
Rating.

 A copy will be placed in the teacher’s file at school, in the Department of
Education and a copy will be given to the teacher.

Grievance Procedure

 Teachers are entitled to file written complaints about appraisals with the
Department of Education within fifteen (15) working days of receiving the
completed clinical supervision or appraisal document.
