INTRODUCTION

In observance to the Department of Education’s Mission and Vision, Taligaman


National High School continue to sustain its commitment to better serve its clientele
especially the students.
In the school year 2014-2015, TNHS garnered a number of accomplishments
in the Division, Regional and National contest.
For the last 3 consecutive years, Taligaman National High School caps a
number of achievements under her belt. It’s the drive of the school to provide quality
education to Filipino students in the Barangay and the neighboring barangays.
Moreover, the school is an internet connected school which makes the access
of information by the students relatively fast and easy. Because of the internet, the
students are updated of the latest scopes, fresh bits, and trivia of the technology-driven
world.
The school also performs well in the Division, Regional, and National
competitions. It receives certificate of commendations and plaque of appreciations
from private and public sectors.
The school adheres and adapts monthly activities, latest campaigns, and priority
projects of the Department of Education as evident in this annual report.

BRIEF PROFILE AND DESCRIPTION OF THE SCHOOL
Barangay Taligaman is situated in the East of Butuan City, eleven (11 km)
kilometers away from the city proper. Its boundaries are Barangay Antongalon,
Barangay De Oro, Barangay Bugsukan and Barangay Basag. Its topography is partly
hilly and plain.
Taligaman National High School teaches students in grades seventh through
tenth in Butuan City, Agusan Del Norte of Caraga (Region XIII). The school has 29
instructional rooms and 4 non-instructional rooms, which are all powered by a power
grid. With 953 students, class size is around 33 students. Ruth A. Castromayor is in
charge of the school, acting as the school's Principal.
For the 2015 – 2016 school year, Taligaman had 987 students enrolled. This
makes the school a big school, with 703 more students than the average school and
635 more students than the average school in Butuan City. The school has more
female students (499) than male students (488) - for every one male student there are
1.1 female students. This is unlike the average gender breakdown in Butuan City,
which sees on average 0.9 female students per male.
Taligaman has a total of 33 rooms - 29 of which are for instructional purposes
and the remaining 4 for non-instructional uses. All in all, the school has at least one
canteen, clinic, computer lab, general academic classroom, home economics,
industrial/workshop, laboratory, library, and office. Of the instructional rooms, all of
them are standard rooms, meaning they meet the DepEd's guidelines for safety and
usability.
With 987 students and 29 rooms actively used for teaching, Taligaman has an
average class size of 33. This puts Taligaman's classes on the smaller side, as the
school has 3 less students per class than the average of all schools, and 10 less
students per class than the average in Butuan City, Agusan Del Norte.

BASIC EDUCATION PERFORMANCE

On ACCESS

Access is expansion of coverage to show extent of participation of school


children in early childhood development programs and in basic education. It basically
deals on the enrolment and participation of children.
Table 1 presents the 3 Year Comparative Enrolment of Kindergarten Pupils both
in public and private schools in the Division.

As shown in the table, the trend of Gross Enrolment (GE) in TNHS for three
comparative years from SY 2013 - 2014 to SY 2015 - 2016 is increasing.

The increase is attributed to the massive advocacy and implementation of the
K – 12 Program per R.A. 10533. Information drives, early registration and strong
linkages with the stakeholders were initiated to come up with the increasing number of
enrollees.

On EFFICIENCY

Efficiency assesses the holding power of the school system. The subsequent
presentations highlight the Performance Indicators (PIs) of the division for CY 2015.
The data are composed of cohort survival rate, drop-out rate and completion rate for
for three comparative years, SY 2013 –2015.

Cohort-Survival Rate refers to the proportion of enrollees at the beginning grade/year


level who reach the final grade/year level at the end of the required number of years
of study.

As shown on Figure 4, there was a rapid increase of the drop-out rate of TNHS
from S.Y. 2013-2014 to S.Y. 2014-2015. This is due to financial problems, had to take
care of siblings, addiction to computer games and other distractions. Due to this
scenario, Taligaman National High School had made various steps to make lessen if
not eradicate this problem. Such actions involve Home Visitations, dialog with students
and parents which are at risk of dropping – out, strengthened involvement of the
stakeholders in the implementation of the existing policies of the school and
involvement of the students in the various activities of the school to sustain their
interest.

On QUALITY

Quality measures the effectiveness of basic education provision in terms of


learning achievement through examinations.

The conduct of the National Achievement Test (NAT) by the NETRC for
elementary and secondary is the only definitive measure to assess the performance
and the learning outcomes of the pupils and students.

As shown in Table 3, as a whole the NAT performance of TNHS is decreasing


especially in the areas of Araling Panlipunan and English. There was an increase in
Mathematics for 3 consecutive years.
Based on the leaning of the performance, some reasons are identified as
causes of the decrease such as;
 Utilization of advisers as coaches in journalism and athletic events.
 Overlapping of academic and extra-curricular activities.
 Natural calamities; typhoon, flood.

I. JOURNALISM

In accordance to Republic Act 7079, otherwise known as the Campus Journalism


Act, providing for the development and promotion of campus journalism to schools,
schools are encouraged to actively participate in all the journalism activities initiated
by the department to the region and division like the press conferences and others.

II. READING PROGRAM

In support to the institutionalization of “Every Child a Reader Program”


(ECARP), the Division of Butuan City continues to implement varied reading
intervention activities to address the reading problem of our pupils today as shown in
the results of the Phil-IRI, a large proportion of our pupils is in the frustration level.
Thus, there is a need for an intensive remedial reading intervention to help learners
become independent readers, enabling every Filipino child to read and communicate
both in English and Filipino through effective reading instruction

III. TEACHER EDUCATION DEVELOPMENT PROGRAM (TEDP)

The Teacher Induction Program (TIP). The first year of teaching is usually a time of
considerable stress and burnout. This is true particularly in some schools where the
first year of teaching is considered a form of initiation to test the mettle of neophyte
teachers. They are posted to the more remote schools of the division and assigned to
teach the “problem classes.” In addition, they are given co-curricular responsibilities
and other non teaching tasks in the community. As a result, some beginning teachers
resort to questionable tactics to survive, and some potentially valuable members of the

profession are disheartened and quit. Substantial teacher preparation resources are
thus put to waste (Huling Agustin, 1990; Haton, Watson, Squires and Soliman, 1991).

While it is true that pre service training includes one or two semesters of practice
teaching, the term itself seems to suggest that the practicum is only a rehearsal. It is
in their first teaching assignment that new teachers are confronted by the realities of
the classroom, an experience that can be bewildering or even traumatic. The literature
on beginning teachers notes that they are often ‘hired at the last moment, left isolated
in their classrooms and given little help- a true example of the ‘sink or swim’ attitude
towards those newly hired.”

The Teacher Education Council created by virtue of RA No. 7784 is mandated


to strengthen teacher education in the country. One of its functions is to ‘design
collaboration’ programs and projects that would enhance pre service and in-service
teacher training, retraining, orientation, orientation and teacher development.’
Pursuant to this mandate, the TEC has embarked on a project to systematize teacher
induction nationwide.

Induction activities are not really new to basic education schools. School
administrators profess that they provide activities to assist and support beginning
teachers. They may take the form of orientation seminars, attendance in professional
meetings, conferences and School Learning Action cell (SLAC) sessions and
mentoring by Master Teachers. These efforts, while commendable, are not formal
programs and appear to be localized to individual schools or school divisions.

The Council conceptualized the Teacher Induction Program (TIP) during the
2003 Strategic Workshop after a series of zonal conferences with teacher education
institutions and the field offices of the Department of Education. The results of the
consultations further validated the findings of the Third Elementary Education Project
(TEEP) that induction programs were conducted in the division and school levels but
there was a need to “systematize, structure and organize” the program for teachers
with 0-3 years’ experience. Related studies reviewed by the Council reinforced the
need for a structured teacher support. There was the consensus that the beginning

teacher should not develop a “curve of disenchantment” especially in their first three
years of teaching.

The principle of shared governance is operationalized in the concept of School


Based Management (SBM). The past and incumbent leadership of the DepED
underscored the importance of a systematic and organized induction program,
preferably on the school level, as part of the institutionalization of SBM. The truism is
empowered schools shall be in the best position to create dramatic improvements in
the basic education with school heads playing crucial roles in ensuring the effective
learning of students and overall school performance.

B. Hosting of the 4th Division Technolypics

This year the school was able to sponsor the 4th Division Technolypics. This
activity was held last November 18, 2015 and participated by the Secondary schools
throughout the Division of Butuan City. TNHS catered on the different contests which
showcased the skills of the students in the technical and vocational fields such as
experimental dish cooking, nail arts, Make-up and facial, children’s wear construction,
landscaping, electrical maintenance and troubleshooting and electrical installation.

SCHOOL SITE TITLING

One of the major problems that the school and its stakeholders had faced this
year was about the land ownership of the school site. Around the 3rd quarter of this
year, the decision on the title of Taligaman NHS had been given. The school was
able to won over its ownership against the Atega Heirs. Presently, the titling of the
land is being processed.

V. ADOPT-A-SCHOOL PROGRAM (ASP)

Adopt-A-School Program is one of the DepEd’s program being implemented to


make hustle to everyone most especially to people with deeper concerns on the
education of children.

Part of the education of children are the preparation of school buildings,


facilities, teacher’s trainings, provision of school supplies, augmentation of the basic
needs of children in school or whatever is best for children to be educated or become
an active learner and responsible citizens.
In a way, school heads have to have networking with anybody whom they
believed can help their school and beneficial to the learners. This has been proven
practiced by the schools thereby making visible improvement of the school facilities
and increased participation and completion rates in their locality.

1. In recognition of the invaluable support and cooperation of the stakeholders
to Taligaman National High School, awards and certificates were given to them during
the Alumni Homecoming last August 2015. One of the awardees was Ms. Mayglen D.
Gondaya (Alumni) who donated Php. 60,000.00 worth of Sound System (Unit 330
watts Pinoneer Amplifier Ohm Gem Speakers, microphone). A microphone was also
donated by Mrs. Josie Gemida and a floor fan was also donated by Mardilene Reyes
and Marites Ybanez.

2. Brigada Eskwela is one of the first step forward to come back to school. Since
then it is really a part of the practices and events happened every third week of the
month of May. Brigada Eskwela is also known as National Schools Maintenance Week
implemented by the Department of Education as a preparation for the incoming school
year classes. Teachers, parents, students as well as the stakeholders are aware on
this and voluntarily engage in this activity to a support for the cleanliness and
preparedness of the schools intended for the students and for the goodness of all the
people inside and outside of the institution.
May 18-23, 2015 was the schedule for the Brigada Eskwela 2015 nationwide,
therefore the Taligaman National High School actively participated the nationwide one
week cleaning the school. The Student Government Officers headed by the SSG
President Angelica Plantado as well as the officers under her presidency actively
participated and take charge of their responsibilities as a student leaders of the school.
