Daily Programme
Addendum

The high level segment, to be attended by Heads of State and Heads of Government, ministers and other
heads of delegations, will be inaugurated during the afternoon of Tuesday, 19 November. Statements by Heads
of State and Heads of Government, ministers and other heads of delegations will be heard in joint meetings of
the COP and CMP. National Statements will continue on Wednesday, 20 and Thursday, 21 November. The High
Level Segment will conclude on Friday, 22 November with statements by inter-governmental and non-
governmental organizations and the adoption of decisions and conclusions by the COP and the CMP.

The high hevel segment and will be addressed by His Excellency Mr. Donald Tusk, Prime Minister of
Poland, the Secretary-General of the United Nations, Mr. Ban Ki-moon, His Excellency the President of
COP 19/CMP 9, Mr. Marcin Korolec, the President of the United Nations General Assembly at its 68th session,
His Excellency Mr. John Ashe and the Executive Secretary of the UNFCCC, Ms. Christiana Figueres. The
President of the United Republic of Tanzania will lead the national statements of the high-level segment

Access to Plenary 1

For the opening of the high level segment, access is based on a ticket system. Delegations should have
already received their tickets from the Information desk. Please note that tickets to attend the opening ceremony
of the High Level Segment can still be collected from the Main Information Desk located on Zone C, level 0.
The tickets must be collected by an authorized member of the delegation. For the subsequent days of the high
level segment, the plenary is open for all.

The Daily Programme is available electronically at <unfccc.int>. Participants are kindly reminded to consult
the CCTV monitors for any last-minute changes. In order to reduce paper consumption, participants are
kindly requested to retain copies of documents throughout the sessions.

During the high level segment on Wednesday, 20 and Thursday, 21 November, each Party will have the
opportunity to address the plenary. Only one intervention per Party has been foreseen. Heads of State and Heads
of Government will be the first to make national statements followed by Ministers, and Party representatives

Attending Heads of State or Heads of Government will be driven to the VIP entrance of the Warsaw
National Stadium. A lounge will also be available for the Heads of State or Heads of Government.

The list of speakers is included in this addendum and will be made available in the Daily Programme throughout
the high level segment. All speakers are reminded that they should be present in the plenary at least ten
minutes before (or two speakers ahead of) their presentation. Speakers will be escorted by an usher during
the presentation of the previous speaker from the seat of their delegation to a reserved seating arrangement close
to the podium and they will be invited to take the floor. After their statement, they will be escorted again to their
respective seat behind their country plates.

Arrangements for bilateral meetings

Parties who may wish to organize bilateral meetings between Heads of States or Heads of Government
should proceed to do so through the standard diplomatic channels.

Other practical and logistical questions related to the high level segment should be directed to the
External Relations team located in the Conference Affairs Office on Level -1/Zone A8 in the Conference Affairs
Services offices or in Plenary 1 during the high level segment

List of speakers for the high level segment attended by Heads of State
and Heads of Government and other heads of delegation

The list below is the preliminary list of speakers who have registered their wish to deliver a statement at
the high level segment of the COP and the CMP. The list is provisionally divided into morning and afternoon
segments to facilitate the organization of the order of speakers.

Representatives are reminded that statements made during the high-level segment should not exceed the
three-minute limit, as decided by the Conference of the Parties at its first plenary meeting. Given the large
number of statements, it is suggested that statements be as brief and concise as possible.

Parties are also advised that a bell will be used and strictly enforced during delivery of statements. The
gong will sound at 3 minutes and will continue to sound until the end of speeches.

Full texts of the official statements will not be circulated in hard copy in plenary during the high level
segment. Statements delivered during the high-level segment will be uploaded and made available on the
UNFCCC website. In order to have statements posted on the UNFCCC webpage. Parties speaking at the
high level segment are requested to e-mail a copy an electronic copy of the statement to the following e-mail
address <external-relations@unfccc.int>.

All Parties are kindly requested to provide the Conference Officer in the plenary with 15 copies of their
statements in advance to meet the needs of the interpreters and the Conference records.

Should Parties not wish to speak but prefer to only have their statements uploaded to the UNFCCC
website, the secretariat will make arrangements to have this done and enter the statement in the records of the
Conference. Parties interested in taking up this offer should communicate their interest to the External Relations
team who during the high level segment can be found in Plenary 1. Any other changes to the speakers’ list
should also be brought to the External Relations team.

Parties are requested to note that the secretariat is not in a position to accommodate individual requests
for changes in a Party’s speaking slot. Parties wishing to make a change should arrange to exchange slots with
another Party, and jointly notify the secretariat of the agreement that has been reached.
