Scope of the Study: This study involves the systems developments design and testing of
the BSRS with the objectives of eradicating the problems
encountered in the manual process of operation, administrating the
barangay records such as; barangay assistance, business permit,
indigency, clearance etc. This study concentrated only in the
development of the record systems, which is intended beneficial for
the residents of Barangay Santiago. It can be an easier and accessible
way of processing data information, and different transaction.
Keeping files will be more manageable too.

Limitation of the Payment of said transaction is not yet covered by the system.

Design/Development The proposed system has the following:
plan: 1. The BSRS is considered a friendly user system.
2. The BSRS has a password for the security of files.
3. The proposed system is easy to operate.
4. The system can search data in a short time.
5. The system can easily trace the name of inhabitants whom
availing the services offered by the Barangay.
6. The Services can easily afford.

Software Specification:
The proponents will use Microsoft Visual Basic 6.0 as a computer
programming language. Adobe photo shop cs6. HeidiSQL a useful and
reliable tool designed using the popular MySQL server and Microsoft
SQL data bases.

PPHardware Specification:
Processor: 36 Hz or Higher
Memory: 2 Gigabyte or Higher
Hard drive: 300 Gigabyte or Higher

Chapter I

The Problem and Its Background

Chapter 1 covers the discussion of introduction, background of the study, objective of the study,
statement of the problem, scope of the study, limitation of the study, significance of the study
together with conceptual framework, and the definition of terms for better understanding of the
study.

INTRODUCTION:

Computer is a programmable machine that perform high-speed of procedure. All

computers contain a central processing unit that interprets and administer instructions; input
devices which data and command enter the computer, memory to store programs and data,
output devices that show the result after the computer has administered.
It is considered as one of the important things we use in our daily lives, which boost the
quickness of work, helps compiling data used in records and become a daily gadget of every age.
Computer makes our daily life easier, because computer technology today is at the threshold of
making life easier for everyone in the world. Computers play a huge part in many all of our lives
in one way or another. They have many purposes and are used in various types of environments
such as; government offices and households.
One of the major problems we encountered today is the slow processing in getting files
from different government offices. It takes a lot of time before we get our needed documents.
We also encountered it in a small area like in our Barangay. Examples of files are barangay
clearance, certificate of indigency and residency, business certificate, list of barangay inhabitants
etc.
Based on the observation conducted, the proponents proposed Barangay Santiago
Record System (BSRS) that will give safer storage of records, fast retrieval of files, maintains
reliability, and accuracy, and fast tracking of files. This system is very useful and profitable to the
barangay officials, from hand written records and manual issuing of clearances and certificates
into an automated processing system.

Background of the Study

Barangay Santiago is 1.5 kilometer along the town proper, it covers a land area of
353.9558 hectares with almost 2200 inhabitant. Honorable Thelma B. Aguilar is the one who
leads on the barangay Council. The barangay Secretary and Treasurer is the one who performs
permits, certificates, transaction, clearances. They are also in charge of keeping tracks of record,
capture and maintain up-to-date records of all issuance transactions and daily, monthly, yearly
reports. These records are sufficient for various purposes that required an appropriate,
consistent and secured storage files. The system that they are using until now is a manual based
process for all services to its constituent. Because of the pressure encountered in the multiple
paper works of the barangay, the proponents are aiming to develop a system that help lighten
their work. It is called Barangay Santiago Record System (BSRS). This involve the operation of a
computer for processing, accessing and updating files and also printing by just clicking buttons.
It will be conducive not only to the one who is working but also to every individual.

Objectives of the Study

General Objectives:
To design and develop a computerized system that would be beneficial to barangay
Santiago to eradicate the slow process of issuance of clearances, certificates and permits
updating the manual process of record of barangay inhabitant.

Specific Objectives:
1.To develop a system that is easy to operate.
2.To develop a system that can search data in a short time.
3.To develop a system that can easily trace the name of inhabitants of the Barangay.
4. To develop a system that can easily give the certificates and clearances needed.
5. To develop an automated system that can easily find the records so that it is accurate,
complete accessible and usable.

Statement of the Problem

The barangay is using the manual process in most services the barangay is giving to its
constituent. For instance, in keeping record and issuances. The main problem concerning the
barangay is they do not have a centralized and accurate system for storing records they have to
these are very important to them. How they will have a file maintenance system and will lessen
the burden of works they usually do in getting, keeping and updating the files.
Related to the main problem, the Barangay is also faces problems like:
1. Lots of paper they issued and store as barangay records that sometimes it is not
important. Also with this, specifically with the clearance, the redundancy of the records
of one resident.
2. Having a hard time in accessing the records and information of a specific person for it is
not sorted out accordingly.
3. The safety of all the files they store.
4. How they will maintain and update the records.

Scope of the Study

This system is to provide efficient, reliable, fast, accurate information to provide good
quality service to secure file of the client and to ensure that services and information are given
at the right time to satisfy the needs of the client, to provide user efficient working environment
and generates more output. This system provides friendly user interface resulting in knowledge
each and every usability features of the system. It prepares and prints barangay permits and
certificate and etc. It also enables easy searching of records of inhabitant.

Limitation of the Study

The limitation of the system is restricted in some barangay related functions. Recording
of blotter, issuance of summon, releasing of medicines, profiling of women and youth, minutes
of the regular session, payment of transaction are not yet covered by the system.

Significance of the Study

This study was made to find out that the use of barangay record system will lessen the
time for the transaction. The system will be effective in maintaining, searching and storing of
records of all resident in the barangay. The proposed system will be significant to the following:
 Residence of the Barangay - For they will be accommodated easily in requesting some
information and services. This will also assure the residents that their information is
properly secured and maintain through the manipulation of the proposed system.
 Secretary/Treasurer of the Barangay- It will help to organize the record, fast retrieval of
files, maintains reliability, and accuracy, and fast tracking of files.
