The development of this technology now has many remarkable progress shows. Many
thingsof the life sector who have used the existence of the technology itself. Its
presence has provided a considerable impact on the lives of human beings in various
aspects and dimensions. Such is the case with communications technology that is
thehardwareequipment in the organizational structure that contains the value
of the social that allowindividuals to collect, process and exchange information
(according to the Rogers,1986).Circumstances, where a technology capable
to change something that is not necessarily can be made into a reality. For example, if
the first person cannot speak with others who are in a place that is far away, then after
the phone people can talk without limits of time and distance.
From this, again with the discovery of various simple devices, ranging from analog-
basedphones, developed and developing, continue to appear a variety of other
electronic devices.Until these technologies integrate with each
other. Existing communication technology is ananswer of the times. This happens
because of growing forward ahuman civilization thentechnology will continue
to undergo development to align patterns developing era of mankinditself.

1. The notion of communication technology and information technology

According to Rogers,1986 technology is hardware equipment in the organizational

structurethat contains the value of the social that allow individuals to collect,
process and exchangeinformation (in the quotation from the

be said that communications technology is a new discovery in the aspect of life where

2. Development of communication technology

At this time the need for technology, information
and telecommunications technology wasvery high from the start to the middle to the
bottom and the middle to the top. All individualsdesperately need technology
to accelerate development or improving the construction ofboth individual
and group development. The development of technology which is currentlyvery quickly is
the communications technology, which presents a selection of formstechnology
and sophistication.
Development of the communication itself is actually in line with the life
and existence ofmankind itself. There are four main determinant point in the history
of human communication. According to Nordenstreng and Varis (1973) are:
1. Acquisition (aquisition) language that is at the same time with the birth of a human
being.
2. the development of the art of writing with a communication based on
the talk. 3.reproduction of the written word (written words) by using the alt printer,
allowing the realization of mass communication.
4. the advent of electronic communications, ranging from the Telegraph, telephone,
radio, television, up to the satellite.

technology itself that is, the age of the agriculture, industry and the lastdays of the age of

Previous just scratch the back, that the actual communications technology itself has
emerged since pre-historic Times. Where at that time were already able to use a form of
communication. But the form is still very simple. For example forms limited the
movement ofthe tool body, as the language of images, sounds of bones and so
on. But even so, it has been regarded as a form of communication that are
appropriate at the time.

Further development has been a little progress a step better, for

example in pictograf forms of communication used by the Sumerians, Hierogliph by
the Ancient Egypt.

Perkembangan teknologi sekarang ini telah banyak menunjukkan kemajuan yang luar
biasa. Banyak hal dari sektor kehidupan yang telah menggunakan keberadaan dari
teknologi itu sendiri. Kehadirannya telah memberikan dampak yang cukup besar
terhadap kehidupan umat manusia dalam berbagai aspek dan dimensi. Demikian halnya
dengan teknologi komunikasi yang merupakan peralatan perangkat keras dalam struktur
organisasi yang mengandung nilai sosial yang memungkinkan individu untuk
mengumpulkan, memproses dan saling tukar informasi (menurut Rogers,1986).
Keadaan yang demikian, dimana sebuah teknologi mampu merubah sesuatu yang
belum tentu dapat dilakukan menjadi sebuah kenyataan. Misalnya, kalau dahulu orang
tidak dapat berbicara dengan orang lain yang berada di suatu tempat yang berjarak
jauh, maka setelah adanya telepon orang dapat berbicara tanpa batas dan jarak waktu.
Dari sinilah, semula dengan ditemukannya berbagai perangkat sederhana, mulai dari
telepon, yang berbasis analog, maju dan berkembang terus hingga muncul berbagai
perangkat elektronik lainnya. Hingga akhirnya teknologi ini berintegrasi satu dengan
lainnya. Teknologi komunikasi yang telah ada merupakan sebuah jawaban dari adanya
perkembangan zaman. Hal ini terjadi karena semakin berkembang maju sebuah
peradaban manusia maka teknologi pun akan terus mengalami perkembangan untuk
menyelaraskan pola peradapan manusia itu sendiri.

1. Pengertian Teknologi Komunikasi dan Teknologi Informasi

Menurut Rogers,1986 teknologi merupakan peralatan perangkat keras dalam struktur

organisasi yang mengandung nilai sosial yang memungkinkan individu untuk
mengumpulkan, memproses dan saling tukar informasi (di kutip dari materi kuliah
Perkembangan Teknologi Komunikasi, Jamroji S.Sos: hal 1). Dapat dikatakan pula
bahwa teknologi komunikasi adalah sebuah penemuan baru dalam aspek kehidupan
dimana setiap individu dapat menggunakan, mengakses, dan memberikan segala hal
informasi kepada orang lain secara universal. Sedangkan menurut Ely, 1982 yang
dimaksud dengan Teknologi Informasi yaitu mencangkup sistem-sistem komunikasi
seperti satelit siaran langsung, kabel interaktif dua-arah, penyiaran bertenaga rendah

informasi itu sendiri sebenarnya saling terkait. akan tetapi tetap ada sisi yang
membedakan antara keduanya.

2. Perkembangan Teknologi Komunikasi

Saat ini kebutuhan akan teknologi, baik itu teknologi informasi maupun telekomunikasi
sangat tinggi dari mulai golongan menengah kebawah dan golongan menengah ke atas.
Semua individu sangat membutuhkan teknologi untuk mempercepat perkembangan
atau meningkatkan pembangunan baik pembangunan individu maupun kelompok.
Perkembangan teknologi yang saat ini sangat cepat adalah teknologi komunikasi, yang
menghadirkan beragam pilihan bentuk teknologi dan kecanggihannya.

Perkembangan komunikasi itu sendiri sebenarnya sejalan dengan kehidupan serta

keberadaan dari manusia itu sendiri. Ada empat titik penentu yang utama dalam sejarah
komunikasi manusia. Menurut Nordenstreng dan Varis (1973) adalah:

1. Perolehan (aquisition) bahasa yaitu pada saat yang sama dengan lahirnya manusia.
2. pengembangan seni tulisan berdampingan dengan komunikasi yang berdasarkan
pada bicara.3. reproduksi kata-kata tertulis (written words) dengan menggunakan alt
pencetak, sehingga memungkinkan terwujudnya komunikasi massa yang sebenarnya.
4. munculnya komunikasi elektronik, mulai dari telegraf, telepon, radio, Televisi, sampai
dengan satelit.

Toffler terdapat tiga peradaban dalam perkembangan dari teknologi itu sendiri yakni,
zaman pertanian, zaman industri dan yang terakhir zaman informasi (dikutip dari
Teknologi Komunikasi dalam Perspektif Latar Belakang & Perkembangannya,
Zulkarimein Nasution.1989: hal 2).
Sebelumnya sekedar menengok kembali, bahwa sebenarnya teknologi komunikasi itu
sendiri telah muncul semenjak Zaman Pra-Sejarah. Dimana pada waktu itu orang sudah
mampu menggunakan bentuk komunikasi. Akan tetapi bentuknya, masih sangat
sederhana. Misalnya bentuk-bentuk sebatas gerakan alat tubuh, gambar-gambar
sebagai bahasa, bunyi-bunyian dari tulang dan sebagainya. Akan tetapi meskipun
demikian, hal tersebut telah dianggap sebagai sebuah bentuk komunikasi yang sesuai
pada saat itu.

Perkembangan selanjutnya telah sedikit mengalami kemajuan yang selangkah lebih

baik lagi, misalnya bentuk komunikasi dalam huruf pictograf yang digunakan oleh
bangsa Sumeria, Hierogliph oleh bangsa Mesir Kuno.
