The ambulance must be type A2, designed and build according existing standards SR EN 1789+ A2:2015

for medical vehicles and their equipment.

C.1. The vehicle must be M1 category, according RNTR-2

C.3. The vehicle must be 4x4

C.20. Must have video system with connection to the acoustic and lighting system,

Patient compartment

C.24. Must be designed that one or several persons can work in a vertical position
under comfortable conditions

C.25. The roof, interior walls and doors of the compartment must be coated with
washable materials

C.26. Surface joints must be designed or sealed against infiltration of fluids

C.27. Open shelves must be built with rounded edges

C.28. Drawers must be secured against accidental opening

C.29. Must have one or several handle above the stretcher , on longitudinal axis

C.30. The left wall (on driver side) must be used to secure the medical equipment or
the batteries of the portable medical equipment , such as: secretion suction,
oxygen transport system

C.31. The vehicle must allow the transportation of one patient on the stretcher and
three on the seats

C.32. All the seats will be provided with safety belts

C.33. On the wall, near the patient, must be one cabinet for medicines, fixed , with
locking system

C.34. The stretcher support will be located in the left side of the compartment

C.35. The storage space of the above mentioned equipment must be as small as
possible in the medical compartment so as not to become an impediment to
staff moving around the patient, according European standard EN 1789

C.36. The floor must be:

a. To ensure adequate adhesion, including when is wet


b. Durable and easy to clean
c. To ensure flow of fluids
d. resistant to the action of chemical substances specific to the field

C.37. The parts of the wall located outside the windows, above the stretcher level
(included the cabinets and drawers) must absorb shocks and made of washable
materials.

C.38. Must be provided with ventilation system:

a. Will provide a minimum of 20 hours of air volume replacement per


hour when the vehicle is stationary
b. Will have the possibility to bring and evacuate air in/from patient
compartment
c. Will provide filtered air (purified)
d. Will be provided with an adjustable air heating system, additional to
the heating the driver's compartment. The system will be provided with
thermostat, so the temperatures variations not to exceed ± 5°C
e. Will be provided with air cooling system (air conditioning) independent
from the air in driver’s cabin
f. The configuration of the cooling/heating system will prevent the gas
from entering in the patient compartment

C.39. In the patient compartment must be the following openings:

a. 2 rear doors for patient access and one right side door for access of the
specialized personnel
b. Sliding window on the side door of the patient compartment
c. 2 windows on the rear doors of the patient compartment

C.40. The doors must have devices that :

a. Will keep in the open position (self-locking device)


b. The rear doors must open at 180°

C.41. All the opening will be sealed against water infiltration

C.42. The windows must be positioned so to provide patient intimacy


C.43. The lighting should be done by a system that will produce balanced light and as
close as possible to the color of natural light

C.44. The noise level in interior , depending the on the running speed, will be
according with HG nr.674/2007

C.45. Must be provided with at least 2 sockets -12 V for medical devices

C.46. All the circuits from the inside patient compartment will have separate fuses or
switches provided by the building

C.47. The fuses or switches must be adequate marked

C.48. The medical part will have at least 2 circuits so in case of a malfunction of one
circuit not to disturb the lighting and medical devices

C.49. The cables and pipes must withstand vibrations. The cables will not cross the
area where gaseous substances are used

Devices for communications / warning

C.50. The Ambulance will be provided with optical and acoustic warning system
composed of:

a. Blue light bar with 2 stroboscopic xenon lamps, fixed above dividing
wall
b. 2 blue signaling lamps – stroboscopic , integrated in the front grille
c. 2 blue beacons with xenon lamps located on the roof, in the rear of
ambulance, visible from all directions; the beacons will be homologated
according R 65 CEE-ONU and will be placed according 74/483 CEE
d. The general switcher, that connect the warning system to the vehicle
electrical system

C.51. The ambulance will be provided with public warning system:

a. 100 W siren , incorporated in the lighting bar with 3 tones –


international system, operated from the driver’s compartment, with an
on/off switch
b. 6 lamps with halogen lamps located on the upper side of the car, 2 pcs
on the right and left side, respectively rear
c. The system will be designed so the sire will be operated only when the
lighting warning system will run

C.52. Mobile radio broadcast station MTM 800 series, purchased and installed by
MApN

C.53. Portable radio broadcast station MTP 850 series, purchased and installed by
MApN

C.54. The provider will anticipate and assure the technical conditions for electrical
installation and supply of the mobile radio broadcast station MTM 800 series in
the driver’s cabin

C.55. Interphone that assure the duplex voice communication between driver’s
compartment and patient compartment

C.56. The essential devices for an intervention outside of the vehicle must be easy
accessible through the ambulances doors

C.57. The medical devices must allow their use both in travel conditions and
stationary

C.58. The portable equipment must be according EN 60601-0:1990 and must:

a. To be transported by one person


b. To be used outside the vehicle
c. Have own energy source for those that work with electrical energy

Equipment for patient handling, immobilization and transport will be composed


of:

C.59. A main stretcher:

a. Will have folding legs with wheels


b. Will have the possibility to change the cephalic position of the stretcher
at least 1/3 of the length of the stretcher, up to an angle of 70° from
the horizontal position
c. Will have fastening system for the patient
d. Loading capacity up to 170 kg
e. Will have infusion hanger
f. Will have brakes for wheels

C.110. The uninterrupted operating time will be at least 8 hours for all equipment

C.111. The life period of the ambulance is at least 10 years

C.112. Average running time should be over 1 year

Maintenance requirements

C113. Average repairing time should be less than 48 hours

C.114. Probability of faultless operation: 95%

Hardware and software

C.115. The hardware and software structure will be conceived in a modular system
that facilitates access to troubleshoot and, at the same time, allow separate
testing of each module

Mechanical and climatic requirements

C.116. Function temperature: -32°C ÷ +50°C

C.117. Relative humidity: 30% ÷ 75%

C.118. Atmospheric pressure: 700 HpA ÷ 1060 HpA

C.119. The medical equipment should not be influenced by the sudden temperature
changes

Transport

C.120. The ambulance transportation may be on road, air or water


C.121. For the transport, special packages will be provided for the fragile equipment of
the vehicle

C.122. The ambulance will be able to circulate on all land transport routes arranged for
public car traffic

Electromagnetic compatibility

C.123. From the point of view of electromagnetic compatibility, the product must
comply with the requirements of IEC 60601-1 Ed.3.1 Medical electrical
equipment – Part 1-2: General requirements for basic safety and essential
performance – Collateral standard: Electromagnetic disturbances –
Requirements and test.

Identification and marking

C.124. The ambulance will be marked with :

a. Star of Life logo (reflective) – front/ rear/ sides


b. Reflective band at least 10 cm width on the rear sides
c. The word “Ambulance” written in the front side

C.125. The details on the inscriptions will be settle after with the company that wins
the Tender

Interchangeability

C.126. The main subassemblies, equipment and devices must be interchangeable to


the entire equipment batch

Safety in exploitation

C.127. The ambulance, equipment and devices will function according to the labor
protection rules and will have the following safety systems:

a. ABS
b. Emergency braking assistance
c. ESP
d. Front airbags
e. Pretension safety belts
f. Central locking

Storage

C.128. All equipment will be transported in an insured way to prevent hitting or


injuring while driving
