N.B. Candidates for election to the class of Fellow and Member shall be supported by four (4)
Corporate Members at least two of whom shall be Fellows. Candidates for election to the
Class of graduate and Associate Member shall be supported by one (1) Corporate Member.
For Student Membership, applicants’ Sponsor must be the person directly responsible for their
training (e.g. Head of College/Department Training Officer), who need not be a member of the
Institution. No Seconder is required.

ANNEX 1
QUALIFICATIONS FOR MEMBERSHIP
The Institution shall comprise members of the following classes, namely: Honorary Fellows, Fellows, Members,
Graduates, Associates, Students and Organization Member.

FELLOWS
a) Those persons who joined together to sponsor the formation of Institution and/or who were Fellows of the Hong
Kong Institution of Engineers or other recognized professional bodies and who have been engaged in Hong
Kong, or mainly in Hong Kong for a minimum of two years; OR
b) Those persons holding senior positions who reached the age of 35 who are Members of the Institution or
corporate members of the Hong Kong Institution of Engineers or such other recognized professional bodies as
the Council may, under this By-Laws, designate from time to time as being of equal status, and who have been
engaged in the profession having a minimum of ten years recognized working experience, one year of which
must have been in Hong Kong, since attaining member grade of the Institution or corporate membership of
such other designated professional body as aforesaid. The Council may, at its discretion, require the candidate
to submit to a professional interview by a Board duly authorized by the Council for that purpose. Candidates for
election to the class of fellow under this category shall be supported by four Corporate Members at least two of
whom shall be Fellows.

MEMBERS
a) Those persons who joined together to sponsor the formation of the Institution who were members of the Hong
Kong Institution of Engineers and/or such other recognized professional bodies as the Council may, under this
By-Laws, designate from time to time as being of equal status and who have been engaged in the profession in
Hong Kong, or mainly in Hong Kong for a minimum of two years; OR
b) Those persons who are at reached the age of 25 at the date of application who are corporate members of the
Hong Kong Institution of Engineers or such other recognized professional bodies as the Council may, under
this By-Laws designate from time to time as being of equal status, and who have been engaged in the
profession in Hong Kong for a minimum of one year since attaining corporate membership of the designated
professional body as aforesaid. Candidates for election to the class of member under this category shall be
supported by four Corporate Members. The Council may, at its discretion require the candidate to submit to a
professional interview by a Board duly authorized by the Council for that purpose, OR
c) Those persons who are reached the age of 25 at the date of application and
i) obtained a recognized degree or acceptable equivalent and received recognized training or acceptable

equivalent to be approved by the Council;


ii) for a sufficient period have held a position of responsibility requiring a knowledge and practice of highways
and/or transportation profession; and
iii) have passed the Membership Examination or such exempting examination as prescribed by the Council’s
examination regulations for the time being;
Candidates for election to the class of Member under this category shall be supported by four Corporate
Members, at least one of whom shall be a Fellow.
OR
d) Those person who reached the age of 35 at the date of application and have:-
i) over 10 years experience in posts of responsibility in the profession of highways and/or transportation or with

recognized academic qualifications and over 5 years experience followed by one year of responsible

experience in the profession of highways and/or transportation;


ii) attained a position demonstrating a level of competence that would admit them to Corporate membership
had they satisfied the normal academic requirements;
iii) after acceptance of their submission covering their experience and position, satisfied the academic
requirements for Membership by submitting a paper to the satisfaction of the Council on an approved
relevant subject, and normally by attending a Professional Interview which will include an oral examination
based upon the paper.
Candidates for election to the class of Member under this category shall be supported by four Corporate
Members, at least one of whom shall be a Fellow.

GRADUATE
a) Candidate for election to the class of Graduate shall be support by one Corporate member. They shall satisfy
the Council that:-
i) obtained a recognized degree or acceptable equivalent; or recognized higher diploma, higher certificate,

associated degree or acceptable equivalent;


ii) they are following or have completed a form of practical training in highways and/or transportation
profession;
b) Graduates, on attaining such age and other qualifications as may be necessary, may apply for transfer to a
higher class of membership, but no person may remain a Graduate beyond 35 years of age.

ASSOCIATE MEMBERS
a) Candidates for election to the class of Associate Member shall be supported by one Corporate Member. They
shall be not less than 23 years of age and shall satisfy the Council that:-
i) they have had such periods of practical training and experience (minimum three to five years, depending on
educational qualifications) as authorized by the Council. Experience shall involve responsibility in the
application and utilization of the professional techniques whilst engaged in or associated with the practice of
the profession;
ii) they are engaged in or associated with the highways and/or transportation profession;
iii) they are engaged in or associated with the highways and/or transportation profession;
iv) they have passed such examination or exempting examination as may be prescribed by the Council
examination regulations for the time being.

STUDENT
a) Candidate for election to the class of Student shall be supported by one Corporate Member. They shall satisfy
the Council that they have received a good general education and that they are following, or have completed, a
form of relevant education approved by the Council.
b) Students, on attaining such age and other qualifications as may be necessary, may apply for transfer to a
higher class of membership, but no person may remain a Student beyond 35 years of age.
