Agenda

HR penetration is very high even cell utilization is low after swapping the cluster with
NSN BTS.

SQI is not found up to the mark and huge half penetration is suspected for the same.

We have prepared 2 category to improve the HR/FR penetration, specifically when


cell load is not so high.

We have selected following 2 condition for parameters.


• Case-1: cells having utilization <90%. Target is to improve the FR penetration,
provided that there should not be any impact on TCH blocking. We have set FRL
and FRU to 20 and 40 respectively.
• Case-2: Cells having utilization >90%. Need to observe that there should not be
remarkable TCH blocking after tuning this parameter. We have set FRL and FRU
to 40 and 60 respectively.

Result- Case:1 (Cell <90% utilization)

• From above graph, it is clear that HR penetration was reduced overall. And there
is major improvement during the peak hour.
• Stats shows that there is no blocking too.

Result- Case-2 (Cell >90% utilizaton)

• From above graph, it is observed that HR penetration was reduced during the
time when utilization was lower (Hour-2 to 8).
• There is minor improvement in HR reduction during the cell is near 100%
utilization.
• HR penetration is same during the peak hour (Hour-20 & 21).

Result- Case-2 (Cell >90% utilizaton)

There is no remarkable changes are observed in TCH blocking as shown


above.

Conclusion

Half rate traffic is reduced dramatically for the cells having utilization less then 90%
after changing parameters to recommended value.

Half rate traffic is reduced during the lower traffic for the cells having utilization
greater then 90% after changing parameters to recommended value.

No remarkable impact observed on the TCH blocking.

We recommend following FRL/FRU setting based on trail:


• If cell utilization <90%, then FRL/FRU to 20/40 respectively
• If cell utilization >90%, then FRL/FRU to 40/60 respectively
