Duterte okays
nationwide
smoking ban
MANILA — President Rodrigo R. Duterte has signed
an executive order (EO) that bans smoking in all public
places, including public conveyances, throughout the
Philippines.
The President signed EO NO. 26 on May 16 but was
only released to media Thursday.
As provided under EO 26, smoking is banned altogether
in schools, including universities, and recreational facilities
for minors throughout the country and sets strict guidelines
on designated smoking areas (DSAs).
Areas where smoking is not allowed includes centers of
youth activity such as playschools, preparatory schools, el-
ementary schools, high schools, colleges and universities,
youth hostels and recreational facilities for minors.
Also included are elevators and stairwells, locations
where fire hazards are present, premises of public and pri-
vate hospitals, medical, dental, optical clinics and food
preparation areas
No designated smoking areas are allowed to be put up
in these areas.
Meanwhile, DSAs are defined in the EO as an "an area of
a building or conveyance where smoking may be allowed,
which may be in an open space or separate area with proper
ventilation."
The EO also specifies that a "non-smoking buffer zone"
be established for DSAs not located in open spaces.
The buffer zone must be between the door of the DSA
and the rest of the building.
There should be no part of the buffer zone that will allow
air to escape to the smoke-free area except for a "single door
with an automatic door closer."
To further achieve the government’s policy to guarantee
the right of every citizen to breathe clean air, the EO stipu-
lates that a building or conveyance can only have one DSA.
Minors are strictly prohibited from entering the DSA or
its buffer zone.
Incidentally, EO 26 was signed on the occasion of the
World Non Tobacco Day that will be celebrated on May 31.
Even before he became president, Duterte had been an
advocate to banning smoking in public spaces.
He first instituted the ban in Davao City when he was the
mayor, a position he held for years prior to running for the

economy grew at a faster rate of 6.9%
in the first quarter of 2017 - fueled by

and consumption. Moody’s Analytics
said the first quarter GDP was briskier

cation’s Brigada Eskwela
2017, the Camarines Sur
National High School
(CSNHS) opened its gates
early in the morning, Mon-
day, May 15, to welcome
hundreds of volunteers who
will partake in the prepara-
tion of classrooms here for
the start of a new schooly-
ear.
Brigada Eskwela, is an an-
nual repair, repaint and clean-
up drive spearheaded by
DepEd to ensure that on the
first day of school, no time
devoted for learning will be
wasted since teachers will go
straight with their lessons in-
stead of dusting off the school
break’s accumulated dirt.
Expecting almost 10,000
students for schoolyear 2017-
2018, CSNHS sought assis-
tance from various govern-
ment agencies and private
sectors to ensure that their
facilities will be ready for
use before the summer break
ends.
“We sent invitations to the
Philippine National Police,
Philippine Army, Bureau of
Fire Protection, and Metro
Naga Water District”, chair-
man of this year’s Brigada
Eskwela, Jose B. Cielo said
during an interview. “We
also sent invitations to food
chains like Jollibee and Mc-
Donald’s for them to donate
snacks”, he added.
However, Cam High still
faces problems brought by
their rapidly growing stu-
dent population. Cielo stated
that they plan to utilize shift-
ing schedules just to accom-
modate the incoming senior
high students. Five new basic
classrooms are also under

industrial and commercial uses
of cassava aside from being a
major raw material for animal
feeds. A field demonstration of
some cassava equipment be-
ing provided by the DA was lat-

Agricultual Engineering Divi-
sion and the farm machinery

DOE Rolls Out Hybrid "Energy Efficient "Cars
Taguig City --- The
days of fuel-guzzling gov-
ernment agency vehicles are
numbered.
The Department of Energy
(DOE) is introducing the re-
placement of service vehicles
of the national government of-
fices with hybrid cars as part of
its campaign to promote energy
efficiency and clean air across
the country.
At 10:00 a.m. on Friday,
May 19 at the DOE Sunken

24 Japan-made Toyota Prius
(2017 model) to the Office of

top officials of this city, Al-
bay province and the United
States Agency for Interna-
tional Development (USAID)
on Wednesday led the sign-
ing of a Memorandum of Un-
derstanding (MOU) after Le-
gazpi City has been selected
as one of the partner cities of
USAID-funded development
projects.
“Today marks the day that
Legazpi City joins our USAID
partner cities,” said Dr. Susan

She said the MOU would
form the basis of the partner-
ship “for us to pursue together
inclusive and resilient eco-

many workers know that
when they suffer income loss
due to work-related sickness,
disability or death there is
the Employees’ Compensa-
tion Program (ECP), a social
insurance program being im-
plemented by the Employees’
Compensation Commission
(ECC), that can protect them.
Romel Mirabel, 31, of Ba-
rangay Bonga, Bacacay, Albay
is one of such workers.
He said he used to be a mo-
torcycle rider delivering goods
to various retail outlets for a
big distributor of supermarket
goods in this city.
“On February 27, 2015,
however, while traveling
along the bypass road of Ba-
rangay Gugon enroute to Ba-
rangay Bogtong (in this city),
I smashed into a post while
trying to avoid a van that was
making a left turn in my direc-
tion,” said Mirabel. The acci-
dent caused the amputation of
Romel’s right leg.
He said did not know how
he could continue to provide
for his family, that included his
wife Loriedette and their child,
who was three years old at that
time.

friend brought them to the De-
partment of Labor and Employ-
ment (DOLE)-Bicol office here

tion programs with 191 report-
ed as having graduated from the
program.
She said there were also 20
drug users categorized as “se-
vere” cases, who were commit-
ted to two private rehabilitation
centers and two public rehab
centers in the region.
“They are still undergoing
the process of rehabilitation and
detoxification,” she added.

How do I define Teacher? Teaching profession is not
easy as the way we look at them. Among all professions,
teacher is the only one who did not stop from schooling
after graduation. But much compensated us with the “con-
tinuous process of learning”. It seems that they were al-
ways a student but she/he is receiving salaries monthly.
But her work does not end up to 5 pm. However, let us give
them the praise and honor for their unselfish dedication to
work because without them there are no professionals like
engineers, doctors and even teacher at that. Thus, to give
more emphasis what really a teacher is, here what I can
say: TEACHER…
T-eaches students who wanted to learn by all means or
not wanted to learn in some cases; however he/she
E-ncourages students who don’t want to learn because
of some reasons, family problems, and financial problems,
social or emotional disturbance, but then here he/she is to;

were students unknowingly done but we keep all those
