Chapter 1
INTRODUCTION
Schools, students, rules and discipline will always come together when talking about
resources in education. School is place where students meet different types of people as well as
different kinds of attitudes a student may possess. Perhaps, students are considered as the
building blocks of school wherein they implicate personalities that may, sometimes, be against
rules and regulations. Somehow, rules and regulations are the guidelines in which students can
evaluate actions in terms of good and bad. These are also the things that input discipline as part
of the students. Nowadays, it is believed that existing rules and regulations is one of the most
important parts in education because it maintains the students discipline and help attain oneness
has to offer students for it indicates the values of education as school needed in order to continue
developing student’s minds and attitudes. Rules and Regulations are the prerequisites and the
most essential resources in education. It is something that students must follow and authorities
must imply. Implementation of such, in an attempt to achieve an organized and peaceful school
environment and maintain law and order, school management specifies Rules and Regulations
to guide the activities of members of the educational institutions. Rules and Regulations are
guidelines or actions and for the evaluation of actions in terms of good and bad, or right and

done. It is made to maintain the good image of school and to have unity, peace and order, and
oneness in the policies that are must to be follow by the students. To most students, following
Rules and Regulations is the best way to be on the right path but following it without even thinking
may also lead to destruction. As what, L.E. Modisit Jr. said “Rules are useful guidelines and
generally should be heeded, but blindly following them eventually and inevitably leads to disaster”
that is why implementation of Rules and Regulations must be well-studied by the authorities to be
matter how difficult and subjective and biased, just become part of the normal life of students and
school officials.
Since Rules and Regulations are considered as chains that binds school organization and
provides oneness to the academic institutions, the level of implementation of Rules and

National High School, together with the authority’s failures and any room for improvement. The

and Regulations inside the school. After doing this research, the researcher can help the rule
makers innovate, improve, develop, and move towards a better way of implementing Rules and
Regulations.
According to some school official and base on the observation of the researchers, most of
the normal students in our school is experiencing biased level of implementation because of some
student-officers give special treatment to other students just because they are their close friends,
classmates, or closely related. The researchers are aiming lessen the issues related to the
negativity in the system, fairness, consistency, standard procedure and objectivity of implemented
Rules and Regulations even though still, there are many students who usually follow rules
because of fear.
The researchers wanted to understand the reason of the students for following the Rules
and Regulation, since all the researchers are student of Senior High School that experience the
implementation of Rules and Regulations, they are curious to know why other students failed to
follow the rules and regulations. Even one of the researchers had experienced biased
implementation of Rules and Regulation that is why they want to find out how the students take
in consideration the fact that the rules are made to protect and promote their welfare

and Regulations in Vicente Madrigal national High School. In addition to this, the researchers aim
to have an in-depth knowledge in the level of satisfaction of the respondents in the school Rules
and regulations.
Specifically, this study seeks to understand and explain implemented Rules and
regulations in Vicente Madrigal National High School. At the same time, the researchers aspire
to know the level of satisfaction of the students in school Rules and Regulation. Further, it seeks

Significance of the Study
This study is believed to benefit others through enhancing their knowledge and awareness
on the implemented rules and regulations in VMNHS. Through this research, school officials may
also be guided on how they should develop school rules and regulations for the students and
authorities with consistency and objectiveness. Aside from the mention above, the researchers

needs, in order to cope up with proper approach on the students emotional and social adjustments

Guidance Counselor. The findings of the study will enable them to decide on the
