Gifts

No gifts or money shall be accepted by IRC staff from Suppliers. However, since the offer
of small gifts is generally an accepted part of commercial life, and the IRC wishes to avoid
offending or damaging relationships with Suppliers, an exception to this rule can be made
for gifts of an inexpensive or seasonal nature such as business diaries, calendars or pens. If
Suppliers are inappropriate in offers of gifts, it should be reported to the Supply Chain
Coordinator, DDO, or according to the IRC Way.

The provision of hospitality by Suppliers may represent an attempt to circumvent the rules
on acceptance of gifts. While modest, traditional hospitality may be accepted, its frequency
and scale should not be significantly greater than that which the IRC would be likely to
provide in return.

Accepting "free" travel or invitations to visit suppliers or other events, particularly to distant
or expensive locations, is likely to be regarded as having influenced a particular decision.
Staff members should not accept such travel unless approved by Chief Global Supply Chain
Officer (CGSCO).

Standard statement of conflict of interest


Also Known as Supply Chain Code of Conduct, it outlines the International Rescue
Committee, Inc (IRC) code of conduct governing the performance of its employees engaged
in supply chain activities. Supply chain employees and other IRC employees engaged in
supply chain processes are required to sign this policy statement indicating that they have
read and understood this statement.

Confidentiality
Except as provided under specific exceptions required under applicable local laws (see
below), all IRC staff shall observe strict confidentiality with all Supplier information, prices,
and terms and conditions. Contractual or pricing information should never be shared with
external sources or provided to other Suppliers as a 'benchmark' for independent
negotiations, nor shared with internal parties not involved in the transaction. This behavior
undermines the IRC’s reputation as an honest and responsible organization.

All exceptions to IRC procurement confidentiality requirements as such may be required


under applicable local laws, must be promptly submitted for review and approval to GSC
and Legal at HQ so that specific compliance processes may be appropriately set up during
the procurement procedure.

3.3 Purchases for IRC Staff


Due to tax, accountability, liability and ethical considerations it is IRC policy not to
undertake procurement on behalf of IRC staff for most personal equipment or services. Any
exception to this policy must be approved by the CGSCO.
