amounts to the Highway Trust Fund equivalent to his-
toric levels of assistance to Pakistan.

1 Be it enacted by the Senate and House of Representa-

2 tives of the United States of America in Congress assembled,
3 SECTION 1. PROHIBITION ON ASSISTANCE TO PAKISTAN.

4 No amounts appropriated or otherwise made avail-

5 able to the Department of State or the United States
6 Agency for International Development may be made avail-
7 able as assistance to the Government of Pakistan.

1 SEC. 2. REQUIRED TRANSFERS TO THE HIGHWAY TRUST

2 FUND.

3 (a) DEPARTMENT OF STATE.—Upon receipt of ap-

4 propriations for the balance of fiscal year 2018, the Sec-
5 retary of State shall transfer $1,280,000,000 to the High-
6 way Trust Fund.
7 (b) UNITED STATES AGENCY FOR INTERNATIONAL
8 DEVELOPMENT.—Upon receipt of appropriations for the
9 balance of fiscal year 2018, the Administrator of the
10 United States Agency for International Development shall
11 transfer $852,000,000 to the Highway Trust Fund.
