Mostafa has been involved for the last 12 years in infrastructural electrical power system
engineering and design. His experience includes preparing specifications, conceptual and
detailed design for AIS & GIS substations up to 500 kV, power system analysis, earthing
design, insulation coordination, material evaluation, safety assessment and procurement
assistance.

He has hands on electrical design and operation for water and wastewater treatment
facilities. He is also responsible for job management, work planning, graduate’s
assessment and supervising, interdisciplinary coordination and budget control.

Power Transmission & Distribution
Moenge 132/30 kV Power Supply Substation and Lunga-Vasa Line Tee Off Point – Congo, 2016-2017
Design manager, primary reviewer and designer. The owner requested to design the AIS substation
at 220 kV in future with a double bus single breaker configuration but it would operate initially as a
single bus at 132 kV. Consideration for voltage up-rating and configuration modification
necessitates the careful planning for station area with provision for extendibility. The project had
little done with conceptual design. Detailed engineering assessment was carried out to optimise
economics with structure placement, insulators, conductor and tubular bus-bar selection, power
transformer foundation and control building design.

SAFCO 220/115 kV Power Supply Substation – SABIC, 2015-2016


A short term contract with China Tianchen Engineering Corporation (TCC) in Tianjin, China. Lead
Electrical Engineer responsible for primary and secondary design review. Duties included reviewing
both primary and secondary equipment suppliers’ design and contractor proposals against owner
specifications, feasibility and maintainability practices. The substation is located within a fertilizer
factory in Saudi Arabia where the need for careful selection of equipment and transformer
placement was very important.

Manshiat Nasser 220/66/11 kV Substation – EETC, 2014


Lead Electrical Engineer responsible for primary and secondary design. The proposed substation
area is an unsymmetrical polygon where building and equipment need careful arrangement to
ensure best area utilization, equipment accessibility, extendibility and maintainability. 220 kV and
66 kV switchgears are GIS type housed in separate buildings with underground incoming and
outgoing cables and SF6/Air bushings for power transformer connections. 11 kV Switchgear is of
metal clad type housed within control building. The station earthing system required careful
consideration with abnormally low electric soil resistivity measurements due to the substation
proposed area with scrap vehicles buried under it.

Timaru 110/11 kV Supply Transformers Upgrade - Transpower NZ Ltd., 2012 – 2014


Lead primary designer providing support for two transformer replacements, one new transformer
and the decommissioning of one existing transformer, as part of improving supply security to the
Alpine energy network in Timaru area. The project involved coordination with other structural and
civil disciplines, production of SLD, phase diagram, 11 kV cable sizing calculations, detailed design
plan and elevation drawings and system project overview (listing the required sequencing of new
installations, outages and safety precautions).

Huirangi Additional 33 kV Circuits - Transpower NZ Ltd., 2012 – 2014


Primary design reviewer investigating the placement of two new 60 MVA transformers. The work
involved the addition of two 33 kV cable feeders to the Powerco network at Bell Block and Waitara
East zone Substations. Mostafa has been providing technical assistance to the primary designer to
carry out the required conceptual design investigation preparation of cost estimate, material list and
SSR (Solution Study Report).

Kawerau 220/110/11 kV SS T12 Transformer Replacement – Transpower NZ Ltd., 2012 – 2013

Primary design reviewer investigating various possibilities for new 250 MVA ttransformer placement
against constructional, operational, economical and future extendibility aspects. The replacement
aimed to improve the power generation share between existing transformers, by mitigating the
impedance mismatch.

Sale Zone Substation Transformer Replacement – SPA AusNet – Australia, 2011 – 2012

Secondary designer assisting with the new 22 kV indoor switchgear. The work involved interfacing
the new indoor 22 kV switchgear with the existing substation protection and control schemes.

Islington Additional Bus Coupler - Transpower NZ Ltd., 2011

Lead primary designer responsible for equipment layout design. The work involved investigating
various possibilities of equipment placement, against the safety zone aspects in order to achieve
minimum outages and enhance the supply continuity. The investigation of existing 66 kV cables
crossing under the proposed additional coupler foundations was part of my duties as well.
Masterton 110/11 kV Substation Upgrade - Transpower NZ Ltd. 2011 – 2012

Lead primary designer responsible for 2 x three single phase transformers replacement including
33 kV switchgear outdoor to indoor conversion, with additional feeders to Powerco network. The
project involved coordination with other structural and civil disciplines, production of SLD, phase
diagram, 11 kV cable sizing calculations, detailed design plan and elevation drawings and system
project overview (listing the required sequencing of new installations, outages and safety
precautions).

380 kV Rabigh-2 PP Related Switching Station- SEC, Saudi Arabia, 2009 – 2010

Primary designer assisting with the 380 kV GIS building in addition to MV Cable sizing, this included
380 kV GIL interface, Auxiliary system design (LV AC) DC System design (Station battery sizing,
chargers and DC distribution), Lighting design using DIALUX™, wiring and panel schedules.

Makkah West 380/110/13.8 kV BSP- SEC, Saudi Arabia, 2010 – 2011


Primary designer assisting with the 380/110 kV GIS buildings in addition to MV/HV Cable sizing,
this included Power Transformer interface, OHTL Interface, Auxiliary system design (LV AC) DC
System design (Station battery sizing, chargers and DC distribution), Lighting design using
DIALUX™, wiring and panel schedules.

Power System Studies


Bamyan Renewable Energy Programme (BREP) Lightning Protection Assessment - MFAT, Afghanistan,
2014.
As an independent third party, the study aimed to identify the need for lightning protection for PV
solar park in Afghanistan. Based on IEC 62305 guidelines for risk assessment, cost benefit analysis
was carried out to estimate the economic justification limit for expenditure on Lightning Protection
System (LPS).

Larona and Balambano 150 kV Transmission Line EPR/LFI Investigation on pipeline – PT Vale,
Indonesia, 2012
Investigating the safety hazards to public associated with re-routing of 150 kV line on existing
nearby underground oil pipeline. The study focused on two parts, first to calculate the fault current
split into towers footing next to the pipeline and associated Earth Potential Rise (EPR) using
CDEGS™ and ARGON (risk assessment program), second to calculate the pipeline induced emf.
Hazards identified and proposed mitigations were discussed in the report.

Jazan Economic City 380/132 kV BSP,- SEC, Saudi Arabia, 2011


Insulation coordination studies (TOV, ST, FT, and VFT) in addition to ferro-resonance mitigation
recommendation / operating scheme modification for 380 kV & 132 kV systems. PSCAD™ was
used in this study along with CIGRÉ guidelines on equipment, towers, conductors, cables, slow and
fast front waves modelling.

Underground Cabling
Jeddah 110 kV Underground Cables Interconnection – SEC, Saudi Arabia, 2009 – 2010
Electrical designer for 8 route plans, cross-bonding schematics, GIS interface in 4 Remote Ends in
addition to source substation (Kandarah 380/110/13.8 kV BSP).Scope included verifying cable
screen size to accommodate short circuit current, standing voltage calculations and cross-bonding
schematics.

Makara 33 kV OHTL-U/G Cables Transmission – Transpower, New Zealand, 2012


Lead Electrical Engineer responsible for reviewing underground cable design, transition structure
and joint bays design. The work covered cable modeling using CYMCAP™ and examining the
transient response to determine the overload capability for system contingencies. Underground
services crossing had been examined in light of AS/NZS 3000 recommendations.
Irrigation and Water Pumping
Energy Auditing for Water Treatment and Pumping Stations–Egypt, 2016-2017
Energy Engineer responsible for creating energy audit criteria and evaluating existing water
pumping stations energy consumption. The energy study aims to identify operating systems with
avoidable low efficiencies and evaluate the economic and technical feasibility of remedial solutions.

Reclamation of 30,000 Acres – Toshka Area – Dahra Agricultural Company, Egypt, 2015
Electrical Engineer responsible for evaluating electromechanical offers. My responsibilities include
studying technical offers for VFDs, motors, cables, transformers, switchgears and control systems.

Power Generation
Attaqa 4 x 165 MW Gas Fired (Simple Cycle) PP (Fast Track)- Egypt, 2014-2015
Design reviewer for electrical BOP including GSU sizing, GCB selection, UAT sizing, cabling and
routing, specification preparation and system short circuit & load flow study.

Al-Zayt Wind Farm 100 x 2.5 MW ( 76 x 3.3 MW) (BOO)- Egypt, 2015 -2016
Cable reticulation study/optimization based on two alternative designs, one with 100 x 2.5 MW
WTGs and the other with 76 x 3.3 MW WTGs.

Diwaniah (Simple Cycle) PP - Iraq, 2014


Design reviewer for BOP relay coordination study including cranking motor protection, bus transfer
scheme and cable protection.

Professional Development
"Professional Engineering Job Management”, Beca Ltd. 2012-2013
The 12-weeks course focused on engineering job management. Resources, deliverables
scheduling, work package management, client negotiations, umbrella terms and conditions and
legal workflow had been covered.

"Introduction to PSCAD and Applications”, Manitoba HVDC, 2009


Power system operation / transients analysis and simulation using PSCAD™ software, the course
focused on the creating simulation models and practical site measurements comparisons.
