El despliegue de NGN no es sencillo…
40
Estrategias de migración en NGN
41
• OPEX: Una sola red. Equipamiento fácilmente gestionable
• Calidad y disponibilidad (carrier grade)
equipo, o bien añadir nuevos elementos a coste razonable.

Fiber Access
• Since March 2007 FT offers a total of 2.5 Gbps (each 1.2 Gbps download und
upload) (per „tree“) in Paris.
• Inhouse cabling by FT
FT deploys fiber up to the apartment in
which a „Boîtier optique“
(electrical-optical interface)
changes the optical signal into an
electrical signal. Each customer
receives such a device
in his/her apartment.
• British Telecom
• FT
– FTTB/FTTH in áreas metropolitanas densamente pobladas.
– FTTB/FTTH in áreas metropolitanas densamente pobladas.
blucle..

Importante impacto en el marco regulatorio
• Global Instruments
– International Telecommunication Regulations - originally crafted as core
“protective” internet instrument for meeting infrastructure protection and
other public requirements
– Cybercrime Convention – crafted as a post hoc internet instrument for
dealing with the resulting problems of inaction
• CEC Instruments
– Directives, legislation, action plans: Framework, eEurope, Internet,
Network Security, Data Protection
– Consultations and Reports: IP Voice and Associated Convergent
Services, Convergence of Naming Numbering and Addressing,
• State (Spain CMT – as an example of many)
– Consultas sobre NGN: NGN, roaming, number portability, universal
service

• The inherent IP-based nature of the NGN potentially opens the network to
third party applications, including VoIP
– Will best-efforts IP be fully open to competitors, or will incumbents with SMP*
prefer their own services?
– Will IP with assured Quality of Service (QoS) be fully open to competitors, or
will incumbents with SMP prefer their own services?
• Best-efforts IP-based services could, in most cases, enable effective
competition to the incumbent’s own QoS-enhanced applications
• Network operators may prefer a closed environment (“walled garden”)
• Will the incumbent attempt to impact performance of best-efforts IP (QoS
degradation)?
– Intentional degradation
– Failure to upgrade infrastructure as needed (equivalent)
• Regulatory remedies to QoS degradation
– Ex ante nondiscrimination obligations
– Obligation to publish QoS under Article 22 USD
– Competition law (foreclosure)

CSCF – Call Session Control Function
El I-

MGW.
En el sentido Red IP>RTC la
elección del MGW lo establecerá el MGW-1
elemento de control en función del (MADRID)
destino de la llamada.
