If there are many MSs supporting GPRS in a cell or some MS attach failed, there will be
many Packet immediate assignment requests. It is possible to obtain the information of packet
immediate assignment by comparing "Successful packet immediate assignments" and "Packet
immediate assignment requests". The interface information tracing function provided by BSC
and PCU can be used to trace the information at Pb interface.

The measurement object of GPRS Related Measurement Function is cell.

Traffic volume items provide information about the utilization situation of radio resources by
means of the items concerning number of MRs and traffic volume.
Resource configuration items provide information about the current radio resource
configuration and utilization by means of items concerning number of channels actually
configured, number of initial configuration, number of available ones, and number of
channels in various status.
The six categories of items provide information of channel allocation, channel utilization and
resource configuration of Full rate and Half rate TCH. If Half rate function is provided, it is
possible to know the operations on Full rate and Half rate TCH with the help of these items. If
the Half rate function is provided, the TCH measurement in cell measurement can provide the
information of TCH operation.
The object of Cell Measurement Function (2) is cell. In the object definition interface user can
select some cells or all cells as the object.
It is recommended that all items of this measurement be registered in three tasks after BSC
system startup. When registering, the related template is recommended and the best choice for
measurement period is 60 minutes.
The 900/850 cell refers to the cell with 900 MHz main BCCH or 850 MHz main BCCH.
The 1800/1900 cell refers to the cell with 1800 MHz main BCCH or 1900 MHz main BCCH.
In the table above, "First" stands for the first channel allocation, and "second" stands for second channel
allocation.
2. "Capacity and quality" switch in "Software parameter table":
This item is measured when the allocated channel type is Full or Half rate TCH channel,
Full rate preferred, changes between Full rate and Half rate not allowed also after first
channel allocation as a result of the request.

MSC specifies channel type in the assignment request. Different service types (voice or data) correspond
to different channel types.
The channel types for voice service include:

z Full or Half rate TCH channel, Full rate preferred, changes between Full rate and Half rate not
allowed after first channel allocation as a result of the request.

z Full rate TCH channels in a multislot configuration, changes by the BSS of the number of TCHs and
if applicable the used radio interface rate per channel allowed after first channel allocation as a result

In intra BSC intercell handover procedure, the source cell sends Intercell Handover Request to target cell
containing the channel mode of the current call. On reception of this message, the target cell decides the
channel type to be allocated for this handover according to handover type, the capability of the circuit
pool of the A interface, channel type of the current call and the channel rate and channel type requested
by MSC during call setup. There can be the following several cases:
1. If the handover cause is direct retry, it means that the source cell has not allocated TCH for this call.
Therefore, the target cell will decide the channel type to be allocated for this handover according to
handover type, the capability of the circuit pool of the A interface, channel type of the current call and
the channel rate and channel type requested by MSC (ASSIGNMENT REQUEST or HANDOVER
REQUEST) during call setup.
z If the circuit pool can support Full rate or Half rate only, the target cell can allocate Full rate or Half
rate only.
z If the circuit pool supports both Full rate and Half rate, the target cell will allocate the TCH of the
same channel type as the one requested by MSC.
2. If the cause of non direct retry, it means that the source cell has allocate TCH for this call. Therefore,
the target cell will decide the channel type to be allocated for this handover according to handover type,
the capability of the circuit pool of the A interface, channel type of the current call and the channel rate
and channel type requested by MSC (ASSIGNMENT REQUEST or HANDOVER REQUEST) during
call setup.
z When this handover is a signaling channel handover, system does not allow change of channel type.
Therefore, the target cell will allocate the TCH of the same channel type as the TCH currently
seized.
z If the circuit pool can support Full rate or Half rate only, the target cell can allocate Full rate or Half
rate only.
z If the circuit pool supports both Full rate and Half rate, the target cell will allocate the TCH of the
same channel type as the one requested by MSC. If the channel rate and channel type is not allowed
to change, the target cell will allocate a TCH with the same channel type as the current seized TCH.
If the channel rate and channel type is allowed to change, the target cell will allocate a TCH with the
same channel type as the one requested by MSC.
z Measurement point: In intra BSC handover procedure, on reception of the Intercell
Handover Request from the source cell, the target cell will decide that the channel type
to be allocated for this handover is "Full rate TCH" according to handover type, the
capability of the circuit pool of the A interface, channel type of the current call and the
channel rate and channel type requested by MSC during call setup. This item is
measured in this case.

In intra cell handover procedure, the serving cell receives Intercell Handover Request containing the
channel mode of the current call. On reception of this message, BSC decides the channel type to be
allocated for this handover according to handover type, the capability of the circuit pool of the A
interface, channel type of the current call and the channel rate and channel type requested by MSC
during call setup. There can be the following several cases:
1. If the handover is a signaling channel handover, system will not allow change of channel types.
Therefore the serving cell will allocate the channel of the same type as the currently seized channel.
2. If the circuit pool can support Full rate or Half rate only, the serving cell can allocate Full rate or Half
rate only.
3. If the circuit pool supports both Full rate and Half rate, the serving cell will allocate the TCH of the
same channel type as the one requested by MSC during call setup.
z If the channel rate and channel type requested by MSC during call setup are not allowed to be
changed, then the serving cell will allocate a channel of same type as the currently seized one.
z If the channel rate and channel type requested by MSC during call setup are allowed to be changed,
the serving cell will allocate the channel of the same channel type as the one requested by MSC
during call setup.
Please note that in 2), BSC will treat the "Full or Half rate TCH channel, changes between full and Half
rate allowed also after first channel allocation as a result of the request" as "Full or Half rate TCH
channel, Full rate preferred, changes between Full rate and Half rate allowed also after first channel
allocation as a result of the request". Therefore, for intra cell handover, there are only four channel types:
"Full rate TCH", "Half rate TCH", "Full or Half rate TCH channel, Full rate preferred, changes between
Full rate and Half rate allowed also after first channel allocation as a result of the request" and "Full or
Half rate TCH channel, Half rate preferred, changes between Full rate and Half rate allowed also after
first channel allocation as a result of the request".

z Description: Inter BSC handover is usually triggered by the causes related to receiving
level, receiving performance, TA, load-sharing, MSC interference, DIRECTED RETRY,
rapid level drop, better cell and O&M interference. In this procedure, the source cell and
target cell are controlled by different BSCs. The source cell sends HANDOVER
REQUIRED to MSC to initiate handover. This item provides the relation between the
frequencies of inter BSC handover and the types of channels currently seized by the calls.
For information about inter BSC handover see Attempted outgoing inter BSC inter cell
handovers in Cell Measurement Function.
z Measurement point: After handover algorithm decision, the source cell (i.e. the current
cell of the call) sends HANDOVER REQUIRED to MSC. This item is measured when

BSC receives CHANNEL ACTIVATION ACKNOWLEDGE from BTS, in which the
type of the requested channel is "Full or Half rate TCH channel. Half rate preferred,
changes between Full rate and Half rate not allowed after first channel allocation as a
result of the request".

− This item is also measured when BSC sends ASSIGNMENT COMPLETE to BSC
after the assignment procedure is successfully implemented, and the message

after the assignment procedure is successfully implemented, and the message
ASSIGNMENT REQUEST contains the assigned channel type of "Full or Half rate
TCH channel, Half rate preferred, changes between Full rate and Half rate not
allowed after first channel allocation as a result of the request".

BSC considers the assigned TCH successfully seized. A successful Directed Retry in
assignment procedure is also regarded as a successful TCH seizure. This item provides
the distribution of times of successful assigned TCH seizures in the messages
ASSIGNMENT REQUEST containing various types of channels.
z Measurement point:
− If the target cell of Directed Retry is controlled by other BSC, then after Directed
Retry has been successfully implemented, MSC sends CLEAR COMMAND to the
originating BSC to clear all the original connections. This item is measured when this
message contains the assigned channel type of "Full or Half rate TCH channel, Half
rate preferred, changes between Full rate and Half rate allowed also after first channel
allocation as a result of the request".
− If the destination cell of Directed Retry is controlled by the local BSC, then after
Directed Retry has been successfully implemented, the target cell will notify the

3.13.2 Principle
On the precondition that normal conversion is not affected, the uplink frequency scan function
utilizes an idle frame on a TCH of the measurement cell to conduct a cyclic test (When BSC
allocates this channel, the TCH on the TRX which BCCH belongs to is preferred), and scans
the uplink Rx level of the designated frequency. TCH is of 26-multiframe structure, and there
is one idle frame in each multiframe. So the period of the idle frame on TCH is "26
multiframe structure*0.577 (burst length)*8 (TDMA frame) =120 ms". In actual application,
it takes about 1 minute to scan 50 frequencies. In a frequency scan task, max. 124
measurement frequencies can be registered. An ergodic scan approximately takes 3 minutes.
Uplink frequency scan is triggered after a frequency scan traffic statistic task is registered.
The measurement shall be stopped when the traffic statistic task is deleted or suspended.
The measurement result output in Traffic Statistic System is the average value of the uplink
Rx level scanned from the start time of a frequency scan task till the measurement result is
output, but clipping to measurement result is performed technically. Because an idle frame is
adopted for uplink frequency scan, in actual application, the uplink Rx level of synchronous
cells (including the frequencies of the other TRXs of this cell) cannot be scanned.
The uplink frequency scan function is used to measure the interference level that affects
GSM900/1800 uplink Rx quality in the radio environment. It can measure the uplink
interference of all GSM900/1800 frequency bands. To perform more accurate measurement
for the interference band of idle TCH, please refer to the items in "Cell Measurement
Function" and "Channel Allocation Measurement Function". Measurement of this interference
band only aims at designated frequencies.
Because the main set and sub set levels are reported and processed separately, there are two
statistic values for the uplink frequency scan result of a frequency. The values adopt "main set
level/sub set level" form.
The registered task period can be set as per the actual requirement. The min. period is 15
minutes. The object type of a frequency scan traffic statistic task is "cell". For each cell we
can only register one of the following measurement types: Band 900, Band 1800/1900, Band
850, Band E-GSM, Band R-GSM.
BTS20 does not support the frequency scan function. The principle of BTS3001C frequency scan
function is similar to that of BTS3X. BTS3001C uses all the timeslots of the 8 TCHs on the whole TRX,
so the precision is comparatively higher. However, normal conversion is interrupted. BTS3001C
frequency scan function is started and controlled by BTS Maintenance System.
