One of the main argument of using surveillance over citizen is to prevent of terrorism and organised

crimes. The terrorists attack on 11th September of 2001 known as 9/11 has changed the world we
lived today. George Walker Bush President of the United States of America signed the antiterrorism
bill on October 26 2001 that allows the NSA to do surveillance over citizen for 4 years. NSA continue
to collect data produce by US citizen until now and they record almost everything from call to
transaction. This method prevent 56 terrorists attacks on several location and it also helps the
government to identify the attacker. For example San Bernardino attacker who is an American can
be identified so quickly because NSA already had the data from bank transaction even the photo of
the attacker photo from custom office. Without surveillance over the citizen NSA wouldn’t caught
the shooter in a short period. Organised crime also prevented by the surveillance over citizen
because the NSA can get a lot of information by using microphone built in a phone, also from the
camera in a phone or laptop. With this data NSA can gathered a lot of information about human
trafficker or drug dealer even when they use burner phones(Phone that they constantly throw away
to prevent surveillance) because they also used devices around them to collect data around them.
The used of devices around them cause some people think their privacy have intruded. On the other
hand, the used of their of their data is causing more happiness to the society. Which is morally
acceptable by a utilitarian view. Morality is about making the world as happy as possible(Jeremy
Bentham).Utilitarian is one of the morality concept that always choose action that has best
consequence to the society. The action of the government collecting information from the citizen
maybe invade the privacy of the citizen but if this action produce more happiness and reduce
suffering of society it is morally right to do surveillance. You are an immoral person if you don’t let
the government collect data from your devices. With utilitarian point of view it is morally acceptable
and doing surveillance of citizen is the right thing to do by the government.

Upholding the well being of it is citizen is also another reason of using surveillance over citizen. Some
countries collect information from surveillance to find a better government decision for their citizen.
From the past, Country always do surveillance to other because it effective to gather information
about other countries so they can make a right action with other countries. In the past maybe it
helps the decision whether it is correct to start war with countries or not. In modern time,
Government spy on other government official before make a treaty or agreement that affect their
economy with another country to make sure they do their part according to the agreement and they
have financial power to do their. With impartiality concept it is wrong to do surveillance to other
government official because it broke the international laws . With using uprightness concept which
you are choosing moral action also based on a feeling, government must do an action that beneficial
with their own citizen because it is the duty of the government to uphold their citizen well-being.
This uprightness concept also used by the confuscius in his decision. So, it is morally acceptable for
countries to do surveillance over other government official because they have a duty to their own
citizen.
