1. SCOPE

NIOEC Specification covers the general requirements for detailed engineering,


procurements, testing inspection & construction of refinery/ oil plant, distribution depots,
pump stations and pipelines.
1.1. This Specification covers the basic requirements for low pressure centrifugal air
blowers, motor / gear driven.

1.2 This Specification supplements the data sheets for each individual machine on
which the operating conditions and special requirements are listed in detail.

1.3 Compliance by the manufacturer with the provisions of this Specification does not
relieve him of the responsibility of furnishing properly designed equipment,
mechanically and electrically suited to meet the operating conditions.

1.4 Order of Precedence

In the event of a conflict among the various documents, the order of precedence
shall be as follows:
- The purchase order (including attachments) and variations thereon.
- The data sheets and drawings.
- This Specification.
- Additional NIOEC Referenced Specifications
If conflict is discovered between the items listed, it shall be the responsibility of the
Vendor to call attention to the conflict and inform Employer

2. REFERENCES

Throughout this Specification the following dated and undated standards/ codes are
referred to. These referenced documents shall, to the extent specified herein, form a part
of this Specification.
For undated references, the latest edition of the referenced document (including any
supplements and amendments) applies. For dated references, the edition cited applies.
The applicability of changes in dated references that occur after the cited date shall
mutually be agreed upon by NIOEC and the Vendor/Contractor.

3. UNITS

International system of units (SI) shall be used in accordance with NIOEC-SP-00-10,


unless otherwise specified.

4. DEFINITION & THERMINOLOGY

4.1 “Employer” means “National Iranian Oil Engineering & Construction Company”.
(NIOEC)

4.2 “Purchaser” means “National Iranian Oil Engineering & Construction Company”.
When quoted in this Specification as part of a direct purchase order by NIOEC and
“Contractor” where this Specification is part of Contract Documents.

4.3 “Vendor” means the manufacturer's from which the equipment is to be purchased.

4.4 “Contractor” the party which carries out all or part of the design, engineering,
procurement, construction, commissioning or management of a project or
operation of a facility.

4.5 “Inspector” the inspector or engineer by the Purchaser and acting as the Purchaser's
representative, the inspector's or engineer's respective assistants properly
authorized and limited to the particular duties assigned to them, or the Purchaser
acting as the inspector.

5. GENERAL BLOWER REQUIREMENTS

5. 1 Unless otherwise specified in this Specification, the air blower to be furnished


according to the manufacturers standard design. Accessory modifications thereof,
however, may be required due to the nature of plant environment.

5. 2 The Vendor shall provide and deliver a complete factory assembled package.

5. 3 All equipment covered by this Specification shall be suitable for the specified
operating conditions and shall be designed and constructed for at least 3 years of
uninterrupted continuous service life.

5. 4 The Vendor shall be responsible for coordination and guarantee of the overall,
performance of the blower, driver, gear and all auxiliaries.

5. 5 Blower, gear and all auxiliary equipment shall be furnished by the Vendor. The
main motor driver shall be requisitioned from Vendors specified in the request for
quotation.

5. 6 All electrical components shall be suitable for the area classification and grouping
specified by the Purchaser on the data sheets.

5. 7 Provisions shall be made for blower, gear and driver with couplings and guards to
be mounted on a common structural steel welded base plate sufficiently rigid to lift
the entire package as a complete unit. Blower, gear and accessories shall be shipped
with baseplate to the jobsite.

5. 8 The blower package shall be installed outdoors without roof, exposed to a plant
atmosphere, in an area subject to occasional sandstorms.

5. 9 The vendor shall assume full responsibility for the compatibility of starting
characteristics.

5. 10 Winterization is required.

6. BASIC DESIGN

6. 1 The blowers shall be of oil-free multistage centrifugal design.

6. 2 No critical speed shall be within 20% above or below the operating speed.

6. 3 Torsional vibration compatibility (and analysis, if performed) for the blower, gear
and motor is the complete responsibility of the vendor.

6. 4 Vibration shall not exceed 2.0 mils at any operating speed measured on the bearing
housing.

6. 5 Fully enclosed removable coupling guards (preferable aluminum) shall be provided


for all couplings to prevent bodily contact with either the coupling or the shaft.

6. 6 Main Motor Driver

6.6.1 For motor driven units, the motor nameplate rating (exclusive of service
factor) shall be a minimum of 110 percent of the greatest horse power
(including gear and coupling losses) required for any of the specified operating
conditions.
Vendor shall identify the order with his Employer Purchase Order Number and
shall include the following minimum motor ordering information:

A. Employer Equipment Tag Number


B. Power Output in Kilowatts ( as noted in the Employer Data Sheet )
C. Speed in RPM
D. Direction of Rotation ( as viewed from Motor Drive End )
E. Enclosure ( All TEFC, IP-54 )
F. Voltage, Phase, Frequency
G. Shipping Destination

Any special requirements shall be called out specifically in the requisition. i. e.


explosion proof enclosures, special mounting configurations, etc.

6.6.2 Dimension Drawings

Final certified drawings shall be submitted to Employer for review and


approval.

6.6.3 Motor Mounting

The motor shall be shop mounted and aligned by Vendor.

6.6.4 Motor Half Couplings

Motor half couplings shall be rough mounted by the blower Supplier.

6. 7 Gear

Gear speed increasers shall be provided by the blower Supplier. The gear shall be
rated for the nameplate rating of the driver and shall be of the double helical,
parallel shaft type. Service factor Sheet for additional requirements.

7. MATERIALS OF CONSTRUCTION

7.1 No repair shall be made without the Purchaser's prior approval based on review of
the procedures involved. Submittal of such procedures shall be made within 3
months of date of the Purchase Order.
This requirement applies to Sub-Vendors as well.

8. LUBE OLL SYSTEMS

8.1 In general, the Vendor's standard lube oil system design is acceptable. The reservoir
shall be in stainless steel and shall have a suitable level gauge glass covering the
full level range. Reservoir may be integral with the base.

8.2 Reservoir or sump drain shall be 1/2 inch NPT minimum (plugged).

9. INSPECTION

9.1 All equipment will be subject to inspection by Purchaser's inspector including


inspection during fabrication, hydrostatic tests balancing, impeller tests, running
tests and when the equipment is ready for shipment.

10. TESTS

10. 1 All rotating assemblies shall be dynamically balanced.

10. 2 The rated performance of the blower shall be verified by a certified performance
test at the Supplier's shop prior to shipment. Certified performance curves shall be
supplied to Purchaser.

10. 3 The gear shall receive a part load mechanical running test per API 613 at the gear
manufacturers shop.
11. PREPARATION FOR SHIPMENT

11. 1 "Preparation for Shipment" shall be in accordance with Vendor's Standards and as
noted herein. The Vendor shall be solely responsible for the adequacy of the

"Preparation for Shipment" provisions employed with respect to materials and


application, to provide materials to their destination in ex-works condition.

11. 2 Particular care shall be taken to prevent rusting and / or contamination of cleaned or
primed surfaces. Cleaned surfaces shall be painted as soon after cleaning as is
practical and before detrimental corrosion or recontamination occurs.

11. 3 Vendor shall provide the following minimum preparation for shipment and packing
features for all equipment.

11.3.1 After inspection and test, equipment shall be completely free of water and
prepared for shipment.

11.3.2 Adequate protection shall be provided against mechanical damage and


atmospheric corrosion in transit.
11.3.3 All equipment shall be packed, securely anchored (skid mounted when
required) and weather-protected for the shipment method called for in the
Purchase Order.
Separate, loose items and all spare parts shall be completely boxed. All pieces
of equipment and spare parts shall be identified by Purchaser's item number
and service, and marked as specified in the Purchase Order on both inside and
outside of each individual package or container.

11.3.4 Exposed finished and machined surfaces, including bolting, shall be given a
heavy coating of rust inhibiting compound. Internal metal surfaces shall be
sprayed or coated with a suitable rust preventative. All openings shall be
suitably tagged to indicate the type of rust preventative applied.

11.3.5 Bearings, bearing housings, and oil systems, including reservoirs, coolers,
filters, and piping, shall be thoroughly cleaned of metal particles, dirt and
debris, and coated with a suitable rust preventative. All openings shall be
suitably tagged to indicate the type of rust preventative applied.

11.3.6 Solid steel plugs shall be used instead of plastic plugs for any part that is
pressurized during start-up or operation.

11.3.7 All flanged openings shall be protected with metal cover plates to prevent
damage during shipment. Covers shall be a minimum of 1/4" thick and shall be
installed with a suitable gasket using a minimum of four (4) full diameter
bolts. Larger diameter flanges will require enough full diameter bolts to seat
the cover all around. The cover and flange shall be taped for waterproof
protection.

11.3.8 Bracing, supports, and rigging connections shall be provided to prevent


damage during shipment, lifting or unloading.
11.3.9 Each item shall be tagged with its item number. Tags shall be corrosion
resistant metal and impression stamped "Item No._______" Tags shall be
securely attached to each component with wire. An arrow showing direction
shall be secured to the bearing housing at each shaft.

11.3.10One complete set of the installation, operation, and maintenance instructions


shall be packed in the boxes or crates with each blower.

12. CONTRACT INFORMATION

12.1 Drawing for approval and information for record purposes shall be furnished in
accordance with the schedule listed on the "Vendor Data and Drawing Commitment
Form".
12.2 Vendor shall add to their drawings all Purchaser's requested notes and data prior to
submitting for final approval. This is required since Vendor's drawings are used by
Purchaser in the field for erection and installation instructions. Also, these drawings
are incorporated into Purchaser's bond documents for plant record.
