EXPRESSION OF INTEREST
For
Development of specifications to meet the enclosed functional requirements for Guard
Comfort Kit using Axle-end cap mounted generator to be installed in Guard Vans-
(BVCM/ BVZI/BVZC) of Freight Trains.

RDSO is the sole Research, Design and Standards Organization of Indian Railways, dedicated to create &
adopt technology solutions for Indian Railways. Wagon Directorate of RDSO is dealing with design and
development of wagon items, its assemblies/sub-assemblies.

Guard Vans are used mostly as last vehicles in freight trains & are manned by train guard. Currently the
guard vans do not carry any power generating source & hence no power consuming fittings (light/ fan) are
fitted inside the guard vans. The guard van is a partially covered vehicle & has a covered cabin for the
guard. It is proposed to develop a guard comfort kit including Light/ Fan/ Mobile charging facilities for the
guard using an Axle end cap mounted generator as the prime power generating sources & associated light/
fan/switch fittings.

Owing to guard vans being part of freight trains, they generally lie unattended in freight maintenance lines/
sick lines/ w’shops & are hence prone to theft/ vandalism. Thus, instead of other conventional power
generating sources such as belt driven axle mounted generator (used in self generating passenger coaches) or
solar panels, which are prone to theft/ vandalism, it is proposed to provide power using an axle end- cap
mounted generator.

This EOI is being floated to finalize specifications to meet the enclosed functional requirements for Guard
Comfort Kit using Axle-end cap mounted generator to be installed in Guard Vans- (BVCM/ BVZI/BVZC)
of Freight Trains.

Functional Requirements for Guard Comfort Kit using Axle-end cap mounted generator to be installed in
Brake Vans- BVCM/ BVZI/BVZC

1. Purpose:
The end purpose is to provide Light, Fan, Mobile Charging facility inside Guard Van using
axle end-cap mounted generator alongwith its associated equipment (Batteries, Inverter,
Light, Fan, Switch, Socket, Any other) & necessary connections.
2. About the Guard Van:
Guard Vans are used mostly as last vehicles in freight trains & are manned by train guard.
Owing to guard vans being part of freight trains, they generally lie unattended in freight
maintenance lines/ sick lines/ w’shops. Currently the guard vans do not carry any power
generating source & hence no power consuming fittings (light/ fan) are fitted inside the
guard vans. The guard van is a partially covered vehicle & has a covered cabin for the guard.
The guard Vans, as part of freight trains mostly work at low road speeds. Loaded freight
trains could be expected to operate at average speeds of 25-30 kmph. (Although running
speeds could be as high as 75 kmph- Loaded or 100 kmph empty). Since it is proposed to
provide power using an axle end- cap mounted generator, it is pertinent to mention the
type of axle end arrangements in the different types of brake vans:

For reference & for the purpose of better understanding, an illustration of the proposed
Axle End Cap Mounted generator is also pictorially depicted below:
3. Functional Proposal:
Broadly two options of equipment arrangements are proposed to be developed:
(A) Fixed/ Pre-Installed equipment powered by one or more Axle End Cap mounted
generator(s): Under this option, equipment detailed in 3.1 shall be fixed/ permanently
mounted inside the guard van & the equipments would be powered by the axle end cap
mounted generator(s).
(B) Portable Integrated Equipment Set capable to be powered & charged using axle end cap
mounted generator(s): Under this option, a portable self contained unit incorporating a
LED light, Fan & USB charging port, with requirements detailed in 3.2 below, is proposed
to be developed capable to be powered & charged using the axle end cap mounted
generator(s).

3.1 Technical Requirements of Equipment to be mounted/ fixed permanently in Guard Van


(Under OPTION A, above): The technical requirements of the proposed to be fitted
equipments are detailed below:

Mounting/ Location of Equipment:

The proposed location of the equipment, detailed in 3.1 above, is shown in the attached
schematic layout diagram. However, the locations marked are tentative & can be revised
based on recommendations/ requirements/ selection of the supplier.
3.1.2 Other Requirements:
3.1.2.1 Protection against Pilferage/ Vandalism:
Guard Vans , during operations, typically lie unmanned in yards/
examination lines. The equipment has hence to be designed/ packaged/
mounted in a manner to ensure protection against vandalism & pilferage.
Equipment constituents such light fittings, fans are to be especially cared-
for. Wherever possible these equipment are to be mounted in a sealed,
tamper proof manner to guard against theft/ damage.

3.1.2.2 Maintenance Requirements:

Typically freight trains follow a 35 day maintenance schedule. Thus all


equipment should necessarily meet the minimum requirement that no
attention/ examination is needed for atleast 40 days of usage. Further,
the equipment (such as fan/ light fittings) should be so chosen that
maintenance frequency coincides with the presently prescribed
maintenance schedule of the guard vans i.e. POH (Periodic Overhaul) in
24 months frequency.
The maintenance requirement of each equipment, should be detailed by
the supplier.

3.1.2.3 Internal Wiring:

The internal wiring from/ to the switch board, should be properly


ducted using conduits/ pipes, securely mounted on the guard van’s
roof/ wall.

3.2 Technical Requirements of Portable Integrated Equipment Set capable to be powered &
charged using axle end cap mounted generator(s) (Under OPTION B, above): The technical
requirements of the proposed portable, integrated equipment are detailed below:

carrying handles.

4. Details to be provided by Bidders to enable framing of Specifications:


The following details should be forwarded by interested stakeholders as part of their response
against the EoI:
(A) Details regarding Axle End Cap Mounted Generator:
A.1 Dimensional Details (Size & Weight)
A.2 Details of Mounting arrangement.
A.3 Technical details of components: Windings, Type/ Mat of Stator/ No. of Poles/ Bearings
used/ Other component details. It be also confirmed whether one or multiple axle end
cap mounted generators would be needed to satisfactorily meet the electrical power
requirement of fittings detailed in the above functional requirements.
A.4 Min road speed at which generation starts alongwith fitness to operate till road speed of
120 kmph.
A.5 Capacity to withstand shocks/ generation.
A.6 Type / Class of insulation.
A.7 Testing procedure/ Test Protocol to validate working on Test Bench.
A.8 Design measures to prevent pilferage/ damages due to vandalism.
A.9 Maintenance Requirements including periodic & repair maintenance.
A.10 Governing IS/ International specs for any of the above or any other technical
features.
A.11 Any other relevant feature/ Details.

(B) Details regarding Fixed/ Pre-Installed equipment:


B.1 Technical Details of Lights: Wattage, Type of Fitting, Make (If a particular make is
proposed), Anti-Pilferage arrangement/ features.
B.2 Technical Details of Fans: Wattage, Size, Make (If a particular make is proposed), Anti-
Pilferage arrangement/ features.
B.3 Technical Details of Switch Board/ Mobile Charging Point: Wattage, Size, Number, Make
(If a particular make is proposed), Anti-Pilferage arrangement/ features.
B.4 Technical details of Battery included in the unit. Capacity, Type.
B.5 Details/ Proposed arrangement for wiring/ connections to axle generator/ switches.
B.6 Maintenance Requirements including periodic & repair maintenance.

(C) Details regarding Portable Integrated Equipment Set
C.1 Technical Details of the Integrated Unit: Wattage of Lights, Type, Wattage, Size of Fan,
Wattage, Size, Number of switches & mobile charge point, Make (If a particular make is
proposed), Anti-Pilferage arrangement/ features.
C.2 Details/ Proposed arrangement for wiring/ connection to axle generator/ switches.
C.3 Maintenance Requirements including periodic & repair maintenance.
C.4 Governing IS/ International specs for any of the above or any other technical features.
C.5 Any other relevant feature/ Details.

Apart from the above details, the respondents to the EoI may also kindly forward relevant details
pertaining to:

(a) Brief of the Company & projects undertaken recently.


(b) Details of an existing/ similar product, as detailed in the functional requirements.
(c) Contact details.
(d) Willingness to develop prototype & supply initial lot of axle end cap mounted generators
alongwith above detailed equipment for 50 nos of guard brake vans (BVCM type), on which
initial trials are contemplated.
