Resolution No 2018-017: 1. Authorizing the Closures of Dolores Street Between Ocean and
7th Avenues, and 7th Avenue Between Dolores and San Carlos Streets for the 26th Annual
SUBJECT: Winemakers’ Celebration Event on May 5, 2018; and 2. Authorizing the Consumption of
Alcohol at the Event.

RECOMMENDATION:
Adopt Resolution No. 2018-017 authorizing: 1. the closures of Dolores Street between Ocean and 7th Avenues,
and 7th Avenue between Dolores and San Carlos Streets for the 26 th Annual Winemakers’ Celebration event on
May 5, 2018; and 2. authorizing the consumption of alcohol at the event.
BACKGROUND/SUMMARY:
The 26th Annual Winemakers’ Celebration is an interactive event that features workshops, and wine tasting from
local wineries paired with food from local restaurants. This year’s event is scheduled to be held on Saturday,
May 5, 2018 from 12:00 PM to 4:00 PM. It will be the fifth consecutive year the event has been held in the City.

Eleven hundred people are expected to attend the event. Two streets – Dolores between Ocean and 7th
Avenues, and 7th Avenue between Dolores and San Carlos Streets – will be blocked off for the event.
Organizers will install white picket fencing in the street around the perimeter of the event in order to contain the
event to ticket holders. The fencing will be placed along curbs so that sidewalk foot traffic to local businesses
will not be impeded. Entrances to the event will be located on Ocean Avenue, 7th Avenue and the corner of
Dolores Street & 7th Avenue. Security will be stationed at all three entrances, and throughout the event. Event
organizers work with local restaurants to provide food for the event.

Per City Policy C-16-01, all events that require downtown street closures require City Council approval;
therefore, Council is requested to approve the closing of the two streets that will be utilized for the event.

City Policy C-16-01 also requires City Council approval for any events that require an exemption from current
City codes. Chapter 9.20 of the Carmel-by-the-Sea Municipal Code states that it is unlawful for any person to
drink any alcoholic beverage in or upon any public place, but that the City Council has the right, through adoption
of a resolution, to make exceptions to the regulation for specific events of limited duration; consequently,
Council is asked to adopt a resolution authorizing the consumption of alcohol at the event.

FISCAL IMPACT:
At its May 5, 2017 regular meeting, Council awarded an 80 percent credit of all total fees to the Monterey
County Vintners and Growers Association for the 26th Annual Winemaker's celebration. The City has not yet
reviewed special grant applications for 2018.

PRIOR CITY COUNCIL ACTION:


The City Council has adopted resolutions authorizing the street closures for the event and the exemption from
Carmel Municipal code Chapter 9.20 prohibiting drinking alcoholic beverages on public property annually since
2014.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA 1. AUTHORIZING THE

CELEBRATION EVENT AND 2. AUTHORIZING THE CONSUMPTION OF ALCOHOL AT THE EVENT.

WHEREAS, The 26th Annual Winemakers’ Celebration event is scheduled to be held on May 5, 2018
from noon to 4:00 p.m.; and

WHEREAS, it will be the fifth consecutive year the event has been held in the City; and

WHEREAS, per City Policy C16-01, all events that require downtown street closures require City
Council approval; and

WHEREAS, Chapter 9.20 of the Carmel-by-the-Sea Municipal Code states that it is unlawful for any
person to drink any alcoholic beverage in or upon any public place, but that the City Council has the right,
through adoption of a resolution, to make exceptions to the regulation for specific events of limited duration.

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-
THE-SEA DOES HEREBY:

1. Authorize the closures of Dolores Street between Ocean and 7th Avenues, and 7th Avenue
between Dolores and San Carlos Streets for the 26th Annual Winemakers’ Celebration event.
2. Authorize the consumption of alcohol at the event.
