TECHNICAL DESCRIPTION
Subic Water and Sewerage Co., Inc (SUBICWATER) is Southeast Asia's pioneer company
which introduced the first public-private partnership (PPP), build-operate-and transfer (BOT)
model in the water and wastewater services industry. SUBICWATER manages a comprehensive
sewage collection and treatment system located in Subic Bay Freeport, having a total of seven
sewage treatment plants (STPs), about 80 kilometers of sewer pipelines, 1378 sewer manholes,
and 32 sewage lift stations.

SUBICWATER officially began operations last April 1, 1997, and granted the exclusive
right and privilege to operate, maintain and improve the water and sewerage systems of
Olongapo City and Subic Bay Freeport under a 30-year franchise term. The company was
developed due of the impending water crisis in Olongapo City during the '90s, and the growing
commercial water requirements of the booming Subic Bay Freeport Zone.

The SUBICWATER became the first ISO-certified water utility in South East Asia, and in
the present, the company is certified to meet the terms of ISO 9001:2008 (Quality Management
System), ISO 14001:2004+Cor 1:2009 (Environmental Management System), and OHSAS
18001:2001 (Occupational Health and Safety Management System).

II. MANUFACTURING PROCESS

SUBICWATER relies heavily on raw surface water to supply the needs of the region.
Ninety nine percent of its raw water comes from rivers, thereby requiring a multi-stage
treatment process, as opposed to water from deep wells, which require a minimal disinfection
only.

The collection, treatment, and disposal of wastewater in Subic Bay Freeport are
accomplished through seven separate sewerage systems in the areas of Central Business
District, Enron, Binictican, Kalayaan, Boton, Cubi, and Cubi Hospital.

III. QUALITY CONTROL PROCEDURE

Online analyzers were installed so that SUBICWATER can generate real-time data on
water turbidity, residual chlorine, and pH level—its acidic and alkaline properties—in all stages
of the treatment cycle, from raw water extraction to purification and filtration.

The operators do a thorough analysis and testing for chemicals in the water that they
accept and return for better quality. They have a disinfection and chlorine contact tank in order
to double the cleaning and sterilizing of waters before releasing it.
IV. WATER AND WASTE WATER TREATMENT

SUBICWATER operates two conventional-type water treatment plants with a combined


daily production capacity of 77 million liters. The output from the two plants is being
augmented by four active deep wells located in various parts of the franchise area. In total, the
company’s water production capacity is at 84.05 MLD (million liters per day).

Water treatment process is as follows: The first step in the water treatment is the addition
of different chemicals that have specific roles in the purification process. Chlorine is responsible
for killing bacteria and other microorganisms. Coagulants are also incorporated to bind to
impurities, moreover, polymers boost coagulation process and its integration is also vital. Lime
is also mixed to control acidity.

The chemicals then go to the flocculation chamber. At this point the coagulants bind to
impurities such as dirt, and the minute quantities formed are termed as flocs. These flocs turn
larger and heavier as the process continues to flow and eventually lay at the bottom of the
tank.

The latter process is somehow similar to decantation wherein the upper portion of the
chamber is collected and transferred to a clarifier. At this stage the gathered water is set aside
for a longer period of time for the finer flocs to settle.

The water on the upper portion of the clarifier is then sent to a filtration medium to
screen the finest impurities.

The last process involves the integration of the right amount of chlorine to completely free
the water from bacteria. The final product can already be sent to household and business
establishments for specific usage.

V. ROLES/JOBS OF CHEMICAL ENGINEERS

Chemical Engineers are in charge of the wastewater treatment, quality control,


operation of the process, testing of the chemical composition of water and treated water, and in
process control.

VI. OBSERVATIONS AND RECOMMENDATIONS

We observed that the company’s best asset is their workforce. Their workers are very
much accommodating and are willing to answer the questions we raise to them. We are able to
tour the plant and observe the field of wastewater treatment. We observed that chemical
engineers play a big role in this company, so we recommend that they accept more chemical
engineers in their company to be of great help for the future.

The place reeks of bad odour coming from the wastewater so we recommend that for
future plant tours to happen, they should be aware of this an prepare.
