2) allow developer console> enabled

To create/host a server:
3) copy commands into console
sv_lan 0; sv_region 0; sv_allow_lobby_connect_only 0; hostport 27015;
4) type in console "map <enter map name> <game mode>"
(e.g. map c1m1_hotel campaign)

To join the server:
5) open your web browser and open this link
https://www.whatismyip.com/
6) Copy your IP adrress shown in the webpage
7) type in console "connect <your IP>: 27015"
(e.g. connect 192.168.0.1: 27015)

and you are good to go :D
