1. The AGENCY shall provide with one (1) Detachment Commander (DC), three (3) Shift Supervisors or Shift-
In-Charge (SICs), and Fifty Seven (71) Security Guards (SGs) 24 hours a day, 7 days a week, including
Sundays and Holidays.
2. Does the guards possess the required qualifications?
3. The AGENCY shall provide firearms, ammunitions, handheld radios, night sticks, flashlights, whistles and
other paraphernalia to the guards assigned to the PROCURING ENTITY.
4. A certification by the AGENCY that all guards assigned to the PROCURINGENTITY have been paid their
wages as provided under pertinent Wage orders and Social Security Laws in effect as of the execution of
the Contract.
5. Does the AGENCY follows the INTERNAL HOUSE RULES specified in the contract?
6. Proper Monitoring of Schedule of Posts/Security Personnel as provided in Section VI of bidding documents.
The guards shall be licensed, uniformed, bonded and with the following qualifications:
1. Filipino citizen;
2. At least High School graduate for plain security guards;
3. College graduate for Detachment Commander and Shift Supervisors;
4. Physically and mentally fit;
5. Height at least 165 cm (5’4”) and weight at least 54.4 kg (120 lbs);
6. Not less than 21 years old nor more than 45 years old;
7. Good moral character;
8. Passed neuro-psychiatric test; and
9. Possessing valid security guard license issued by the PNP-SOSIA.
1. AGENCY shall provide appropriate number of guards for three (3) shifts and special shift a day. The regular tour of
duty for each guard shall be eight (8) hours, and no guard shall be made to render more than eight (8) hours duty
within a 24-hour period except in cases of extreme necessity. To avoid any AGENCY guard from posting in excess
of eight (8) hours, AGENCY shall provide reserved guards (reliever) of not less than ten percent (10%) of the
number of the regular guards required under this Contract.
2. AGENCY, shall at all times, extend security and protection to the PROCURING ENTITY’S personnel and authorized
visitors and their personnel’s properties within the premises.
3. AGENCY shall ensure and guarantee that its security guards shall familiarize themselves with the PROCURING
ENTITY’S officials and personnel and at all times accord to them the highest respect and courtesy.
4. AGENCY shall exercise effective administration, control, supervision and inspection through its Shift-In-Charge to
prevent any violation, omission, and other anomalous act of the guards on duty.
5. AGENCY shall not implement any action affecting the guard’s services without the prior knowledge of the Chief
Security Officer of the PROCURING ENTITY.
6. AGENCY shall guarantee that guards follow all regulations, policies and security programs and plans of the
PROCURING ENTITY and to continuously improve their performance, efficiency, discipline, fitness and
preparedness.
7. PROCURING ENTITY shall have the authority and prerogative to conduct inspection of the guards during their tour
of duty and to institute measures and implement plans/programs aimed to upgrade their state of morale, discipline,
efficiency, fitness and general preparedness.
8. Whenever PROCURING ENTITY shall inform the AGENCY in writing that any contracted guard, including any
AGENCY personnel is, in its findings and/or opinion, undesirable, such AGENCY guard shall, within twenty four
(24) hours from notice, be relieved by AGENCY and never again be assigned to the PROCURING ENTITY, and
if for any reason which it deem necessary to protect its interest, PROCURING ENTITY may request in writing for
the revamp of the entire security force, the same shall be effected without additional cost on the part of the
PROCURING ENTITY.
9. AGENCY security guards shall be under the supervision and control of PROCURING ENTITY with respect to
deployment, work shifts and execution of security plans.
10. AGENCY management shall at all times coordinate with the PROCURING ENTITY before conducting spot checks
or surprise visits to their security guards on duty in order to prevent occurrence of any untoward incident or
misunderstanding between representatives of both parties.
