with a trend (600 rpm ) up to the moment of reaching the testing speed. After reaching the
testing speed the signal light “TESTING SPEED” is lit and the entered speed value set point is
switched back to the manual entry mode and the set point illuminative button “M/A” is lit
“MAN”.
Automatic starting up to the testing speed can be stopped at any time by switching the
speed set point value to the manual entry mode by pressing the,
set point illuminative button “M/A” that will be lit “MAN”. The speed set point value
also switches automatically into the mode of manual entry if the value of the generated speed
set point is higher by more than 200 rpm then the actual turbine speed.
This mode is active if the turbine is engaged (stop valves are opened), not
synchronized, the automatic mode for speed set point is chosen by button or if there is request
from turbostep and conditions above mentioned and in Start-up diagram are fulfilled.
- Starting up first warming speed
If the hot reheat steam temperature is higher than limit in Start-up diagram
(Tp111640-S, part of document “CFE-P0M27039-V002-DM-0004“), the temperature of inner
HP part and top outer HP part is higher than 180 °C, the condenser pressure does not exceed
0.5 bar(a) and the entered speed set point is lower than the first warming speed (1500 rpm)
then the set point value can be switched into the automatic starting up mode by pressing the
set point illuminative button “M/A” (“AUTO” is lit) and this will cause an automatic increase of

speed with a trend (600 rpm ) up to the moment of reaching the first warming speed. After
reaching the testing speed the signal light “WARMING SPEED I” is lit and the entered speed
value set point is switched back to the manual entry mode and the set point illuminative button
“M/A” is lit “MAN”.

button “M/A” that will be lit “MAN”. The speed set point value also switches automatically into
the mode of manual entry if the value of the generated speed set point is higher by more than

from turbostep and conditions above mentioned and in Start-up diagram are fulfilled.
- Starting up to second warming speed
If the temperature of the live steam before the turbine is above T min (see Start-up
diagram, Tp111640-S, part of document “CFE-P0M27039-V002-DM-0004“), the condenser
pressure does not exceed 0.2 bar(a), the warming time delay is completed and the entered
speed set point is lower than the warming speed (2800 rpm) then the set point value can be
switched into the automatic starting up mode by pressing the set point illuminative button
“M/A” (“AUTO” is lit) and this will cause an automatic increase of speed with a trend (600

rpm ) up to the moment of reaching the second warming speed. After reaching the warming
speed the signal light “WARMING SPEED II” is lit and the entered speed value set point is
switched back to the manual entry mode and the set point illuminative button “M/A” is lit
“MAN”.
Automatic starting up to the warming speed can be stopped at any time by switching
the speed set point value to the manual entry mode by pressing the set point illuminative
button “M/A” that will be lit “MAN”. The speed set point value also switches automatically into
the mode of manual entry if the value of the generated speed set point is higher by more than
200 rpm then the actual turbine speed.
This mode is active if the turbine is engaged (stop valves are opened), not
synchronized, the automatic mode for speed set point is chosen by button (turbostep waiting
on eccentricity check) and conditions above mentioned and in Start-up diagram are fulfilled.
- Warming time delay (both warming speeds)

At the beginning of the startup process (during rolling with the turning gear), the
needed time delay at the warming speed is generated according to the calculated mean
integral temperature of the turbine rotor. During warming at the warming speed the signals
light “WARMING TIME DELAY (WARM SPEED) I” or “WARMING TIME DELAY (WARM
SPEED) II” is lit and the analogue value of the time delay is displayed simultaneously (t1 and
t2 in the start-up diagram). The speed set point value is in the mode of manual entry during
the time of the warming delay, the set point illuminative button “M/A” is lit “MAN”.
After the time delay elapses, the signal light “WARMING TIME DELAY
(WARM.SPEED)” disappears.
This mode is activated automatically if the warming speed is reached during the
startup period (Turbine is engaged and not synchronized).
- Starting up to the synchronizing speed
If turbine speed is higher than the second warming speed (2800 rpm) and lower than
the synchronizing speed (3600 rpm), the condenser pressure does not exceed 0.2 bar(a), the
warming time delay is completed, the IP inner casing temperature is higher than 150 °C and
other conditions given by the starting diagram are met then the speed set point value can be
switched into the automatic starting up mode by pressing the set point illuminative button
“M/A” and this causes an automatic increase of speed; the set point illuminative button “M/A”
will lit “AUTO”.
After reaching the synchronizing speed, the signal light “SYNCHRO SPEED” is lit and
the speed set point value will switch into the mode of manual entry, the set point illuminative
button “M/A” will lit “MAN”.
Automatic starting up to the warming or synchronizing speed can be stopped at any
time by switching the speed set point value into the manual entry mode by pressing the set
point illuminative button “M/A” that will lit “MAN”. The speed set point value also switch into the
manual mode automatically if the value of the generated speed set point is higher by more
than 200 rpm then the actual speed of the turbine.
This mode is active if the turbine is engaged, not synchronized, the automatic mode
for speed set point is chosen and conditions in Start-up diagram are fulfilled.
Important!
Under the condition that the above-stated conditions are not fulfilled the further increase of
speed is possible only by using the manual mode of entering the required speed value.
d) Automatically – by externally entered speed set point value (synchronization).
If the synchronizing speed is reached, HP steam temperature is higher than 540 °C
or the difference between the HP steam temperature and the HP case temperature is
90÷160 °C for hot start, 90÷250 °C for warm start or 90÷305 °C for cold start, difference
between the IP steam temperature and the IP case temperature is lower than 140 °C for hot
start, lower than 240 °C for warm start or lower than 295 °C for cold start, it is possible to
select the mode of external entry of set point by pressing the set point illuminative button
“M/A” (enabling of signals +;- from the synchronization set). In this mode the “M/A” is lit
“AUT” and the signal light “SYNCHRONIZATION ENABLED” is lit.
The transition back to the mode of manual entry is performed by repeated pressing
the set point illuminative button “M/A” that will lit “MAN”.
This mode is active if the turbine is engaged, not synchronized, the automatic mode
for speed set point is chosen and above mentioned conditions are fulfilled.
Important!
Under the condition that the above-stated conditions are not fulfilled the synchronization
sequence is not enabled!
e) Automatically – by tracking the synchronizing speed value.
The speed set point value switches into this mode after the synchronizing of the
turbine generator. After the signal “synchronized” get in, the set point value is automatically

switched to the monitoring of the synchronizing speed value, the set point illuminative button
“M/A” will lit “AUT”.
This mode is active if the turbine is engaged and synchronized.
OVERSPEED FUNCTIONAL TESTS
These functions are testing by two independent devices which are protecting turbine against not
allowed overspeed. First device is a part of the speed measurement of the turbine control system. This
device is set to trip the turbine on 3960 rpm. The "TEST TCS" verifies its functioning.
The second device is an over-speed protective system WOODWARD ProTech GII. This system
is set to trip the turbine on 3970 rpm. The "TEST OPS" verifies its functioning.
The manufacturer recommends performing both of the following described tests before
synchronizing the TG. The recommended testing period is in the document “CFE -P0M27039-V002-LT-
0016-TRIPS & ALARMS SETTINGS”.
a) Test TCS
By pressing the “TEST O.P.S.(CS)button the protective function of the TCS and its
module of measurement and evaluation of speed is released. After activation the “TEST
O.P.S.(CS)” button will be lit and the speed set point range will be stretched from 3750 rpm to
3975 rpm. Now it is possible to increase manually the entered speed set point value. After the
intervention of the overspeed protective function of the TCS (turbine trip), the speed set point
value will automatically switch into the mode of monitoring the actual speed (the set point
illuminative button “M/A” will lit “AUT”), the preselection of the test will be cancelled
automatically. The test can also be cancelled untimely by repeated pressing the “TEST
O.P.S.(CS)” button.
By acknowledging the protections and subsequent turbine “engagement” it is possible
to catch the running out turbine at speed (engagement in the zone of critical speed is not
allowed) and at once increase turbine speed up to the required speed value.
This mode should be manually activated if the turbine is engaged (stop valves are
opened), not synchronized and the speed set point is in manual mode.
b) Test OPS
By pressing the “TEST OPS” button the protective function of the overspeed protection
system is released. After activation of the ProTech GII testing mode the “TEST OPS” button will
be lit and the speed set point range will be stretched from 3750 rpm to 3975 rpm and the level
of overspeed trip in the TCS will be increased to 3980 rpm. Now it is possible to increase
manually the entered speed set point value. After the intervention of the OPS WOODWARD
ProTech (turbine trip) the speed set point value will automatically switch into a mode of
monitoring the actual speed (the set point illuminative button “M/A” will lit “AUTO”); the
preselection of the test will be cancelled automatically and the level of overspeed in the TCS will
be decreased back to 3960 rpm. The test can also be cancelled by repeated pressing the
“TEST O.P.S.(P.GII)” button.
After resetting of all channels of the OPS WOODWARD ProTech GII and
acknowledging the protections and subsequent turbine “engagement” it is possible to catch the
running out turbine at speed (engagement in the zone of critical speed is not allowed) and once
increase turbine speed up to the required speed value.
This mode should be manually activated if the turbine is engaged (stop valves are
opened), not synchronized and the speed set point is in manual mode.
RECALLING THE MAXIMUM SPEED
By pressing the “RESET” button the maximum speed reached since the last time the button was
pressed will display on the digital display for three seconds (e.g. the speed reached by the turbine
during an overrun). After the three seconds automatic resetting of the maximum speed memory takes
place and the actual speed is again show. Dots will be lit behind each numeral character or digits will
blink when the maximum speed from the device memory is displayed for recognizing the mode of
recalling the maximum speed.

We recommend performing this operation after every test of overspeed protection, before every
startup, after termination of island operation and after every overrun mode evaluation. (see below the
definition of the overrun state)
This function can be activated only manually.
EVALUATION OF OVERRUN STATE
Overrun is an operation condition when the turbine speed exceeds permitted value 3780 rpm or
the trend of the speed rise exceeds the value 180 rpm/s. Overrun could occur either under the
unsynchronized or synchronized operation of turbine. If an overrun occur then control valves are closed
immediately as a priority and remains closed all the time of overrun. The signal „OVERSPEED“ is lit.
This mode is activated automatically whenever the overrun conditions are recognized.

The entered value passes into this state at the moment (if is synchronized) if is
activated shut down (TURBO-STEP). The entered value automatically start up with a fixed trend
to the required value of the minimal load TG for trip.
g) Automatically – by entering required value from DCS
The entered value passes into this state at the moment (if is synchronization) if is
activated EXTERNAL SET MODE (preselection the load control mode, if is not activation shut
down (TURBO-STEP ) and load is higher than min. The signal “EX. MODE” will be lit.

The manual control mode of the IP control valves is available only after synchronizing the
turbine generator or for maintenance objective during shutdown time if the service mode is active. The
manual mode is automatically activated if HPCV manual control mode is active. In automatic mode the
IPCV is tracking fix coupling with HPCV.
SET POINT VALUE OF IPCV OPENING (10MAB10AA901, 10MAB20AA901)
a) Manually - by entering the required value of opening of the control valves.
The signal “MANUALLY IP VALVE CONTROL” is lit and the set point value is in the
manual entry mode.
This mode is automatically activated if the manual control mode is activated (common
with HPCV).
b) Automatically – reading the value generated by speed controller.
This mode is automatically activated if the speed control mode is active.
c) Automatically – reading the value generated by pressure controller
This mode is automatically activated if the pressure control mode is active.
d) Automatically – fix coupling with HPCV.
This mode is automatically activated after synchronization or if the manual mode is not
selected.
e) Automatically – by tracking the fix coupling.
This temporary mode is active only during a transition to automatic mode.
f) Automatically – closing of control valves by trend.
This mode is active if overrun state is evaluated (see chapter SPEED CONTROL) or by
limiting control of HP inner gland steam pressure.
INNER HP GLAND STEAM PRESSURE LIMITING CONTROL
This limiting control affects the control valves in the direction of closing upon an decrease of the
inner HP gland steam pressure of HP or IP inner glands under the allowed limit of pressure (5.5 bar(a)).
If this limiting control is active, the signal light “P,STEAM INNER GLAND HP/IP” is lit.

Intervention of ensured variable is signalized as well as the 1st incoming event (1st cause of
trip). The signal light “TRIP PROTECTIONS - TPS” is also lit.
ACTIVATION OF PROTECTION
The degree of activation create conditions for the action of protection systems in the course
of control process.
- permanent activation
is used for the most part of ensured variables (overspeed, speed measurement failure,
push buttons)
- activation No. 1
is used for lubrication oil, trip oil, thrust bearing wear, differential rotor expansion, thrust
and radial bearing temperature (trip by means of this protection may occurs if the speed is > 0
rpm), activation will be made manually or automatically by turbine speed higher than 0 rpm,
deactivation is carried out manually by button „ACTIVATION I“ at standstill of machine.
- activation No. 2
is used for control oil, vacuum, thermal stress, electric protection, machinery protection,
fire protection, rotor vibration (trip may occurs if the speed is > 100 rpm), activation will be made
manually or automatically if the turbine speed is higher than 100 rpm, deactivation is carried out
manually by button „ACTIVATION II“ only if turbine speed is lower than 100 rpm).
- activation No. 3
activation will be only automatically in case of synchronized state and if the steam inlet
temperature is higher than L1 limit, deactivation is carried out automatically after phased off state.
The signal light „ACTIVATION III“ will be lit.
ACKNOWLEDGEMENT OF PROTECTION INTERVENTION
Pressing the button „PROTEC.ACK.“ take into consideration (acknowledge) all incoming
signals which resulted in turbine trip. After return of ensured variables to normal operating
condition, signalization of particular interventions disappears and turbine may be operated.
TRIP PROCEDURE DESCRIPTION
There are three basic trip procedures:
1) Instantaneous trip
This trip is deployed by activation of any protections mentioned in “CFE-P0M27039-V002-LT-
0016_0_Trips & Alarms settings”. Instantaneous trip cause immediate close of the main stop valves at
STG inlet (HP, IP, LP), send information about trip to generator electrical protection and DCS. STG will
run down to 0 rpm. STG must be re-engaged during run-down and return to nominal speed by manual
speed setting and synchronize by activation of synchronization automat or the turning gear must be
activated to prevent still standing of the STG.
2) Sequential trip
This trip is activated manually by an operator or by a DCS signal “STOP FROM DCS!”. This
procedure will activate (switch to automatic mode) all functional groups which are necessary for safe
STG trip. The procedure of sequential trip is described in chapter 3.9 of this document in part “shut-
down sequence”. The sequence can be any time aborted by operator.
3) Manual trip
This trip can be activated by button on operator screen which activates STG protection and
cause instantaneous trip from procedure 1. STG function will be affected same way as in procedure 1.
Second way of manual trip activation are HW push-buttons located in control room (two buttons)
and directly on TPC cabined (cabinet is located in machine hall in front of STG). Pushing of any of the
push-buttons will cause immediate disconnection of the “protection circuit”, de-energizing of the tripping
solenoids and closing of the STG inlet valves (HP, IP, LP) and in the same time is this information also

processed by TPS (turbine protection system), so the protection are deployed same way as in
procedure 1. Afterward the STG function will be affected same way as in the procedure 1.
PROTECH RESET
Operator takes reset of OPS WOODWARD ProTech by pushing of button „RESET“ in
ProTech GII frame. It is automatic sequence of resetting individual channels (channel by channel),
after intervention or failure.
ENGAGEMENT
Turbine “engagement” means the activation of electromagnets of trip oil and stop valves
opening. It is carried out by button „ENGAGE!“. Intervention of protection cannot be active to make
engagement. Successful engagement unlock IPCV to operation (speed control mode is activated).
Important!
Is not recommended to engage if the critical speed is reached or if service mode is active!
DIAGNOSTIC TESTS
Following technological diagnostic tests are available:
- Protection System Channel Test
Throw this diagnostic tests is ensured the possibility to test the functionality of each
protection system channel. Test start is done by pressing the “ON/FF” button. Energizing of
relevant solenoid evokes loss of trip oil pressure on the 2oo3 hydraulic voting unit. When the drop
of trip oil is evaluated the diagnostic solenoid is de-energized and the trip oil pressure will be
restored. Loss of one channel trip oil pressure has no influence on steam turbine operation. If two
test will start simultaneously the turbine trip will occur.
Important!
Test of two channels in the same time causes the turbine trip!
- Stop Valve Mobility Test (10% stroke)
Throw this diagnostic test is ensured the possibility to test the mobility of each stop valve.
Test start is done by pressing the correspondent “ON/FF” button. Energizing of solenoid evokes
slow closing of the appropriate stop valve by means of slow drainage of control oil. When the open
position of the stop valve is loss the diagnostic solenoid is de-energized and the stop valve will
open again. This small closing has no influence on steam turbine operation.
- Stop Valves/Flap Mobility Test (100% stroke)
Throw this diagnostic test is ensured the possibility to test the mobility of each stop valve.
Test start is done by pressing the correspondent “ON/FF” button. Energizing of solenoid evokes
quick closing of all stop valves and flaps by fast drainage of control oil. When the close position of
the stop valves and flap is reached the control valves and flap is closed, than the diagnostic
solenoid is de-energized and the stop valve will open again. After that the control valves are
opened (as per set point from controller). This test could be carried out when electrical load is
between 65 MW and 140 MW.

The magnet is automatically energized while the turbogenerator is coupled to the grid and
HP part is not blocked. The magnet is automatically de-energized if turbine protections are
intervening or if turbogenerator is not coupled to the grid (by pulse only) or if HP part is blocked.
The illuminated pushbutton “M/A“ is displaying actual status.
Note:
Only the actuator is controlled by the magnet. The NRF can remain in closed position if there is no
steam flow from the turbine.

8. HPU DESCRIPTION
Functional group HPU ensures pressure of control and trip oil for governing of actuators of the
turbine control and stop valves.
Functional group HPU includes:
- Motors Control
MOTOR - TURBINE HPU PUMP NO. 1 (10MAX10AP001)
a) manually, by ON/OFF commands
The motor is operated through control pushbuttons by operator.
b) automatically, according technological conditions
The motor will automatically start if the pump is preselected or if the pressure of control
liquid is lower than limit 130 bar. Automatic start of the pump is unblocked only if the level of
control liquid in tank is higher than limit L3 and the temperature of control liquid in tank is not
higher than limit H3. The motor will automatically stop if the pressure of control liquid is higher
than limit 130 bar, motor is running more than 120 seconds and the pump is not preselected or
if the level of control liquid in tank is lower than limit L3 or if the temperature of control liquid in
tank is higher than limit value.
MOTOR - TURBINE HPU PUMP NO. 2 (10MAX20AP001)
a) manually, by ON/OFF commands
The motor is operated through control pushbuttons by operator.
b) automatically, according technological conditions
The motor will automatically start if the pump is preselected or if the pressure of control

The preselection of the operated and stand-by motor is under operator's choice or it is
done automatically in case of preselected motor fault or every 48 hours if both pumps are ready.
