Philosophy of Technical-Vocational Education

In TESDA¶s declaration of policy, the state is responsible for providing ³relevant,


accessible, high quality and efficient technological education and skills development of
high-quality Filipino middle-level manpower responsive to and in accordance with
Philippines development goals and priorities´. Toward this end ,´ the State shall
encourage active participation of various concerned sectors, particularly , private
enterprises, being direct participants in and immediate beneficiaries of a trained and
skilled workforce, in providing technical education and skills development opportunities´.

Vision

TESDA is the leading partner in the development of the Filipino workforce with
world-class competence and positive work values.

Mission

TESDA provides direction, policies, programs and standards towards quality


technical education and skill development .

V TESD philosophy seeks to provide technically trained and morally upright young
people who will be qualified to compete for jobs internationally as well as
nationally. The entire idea is to produce graduates who fit in existing or yet-to-be
created jobs.

V What seems to be overlooked is the fact that the bulk of the national economy is
agriculture-based.

V Moreover, the major industries are in automotive, electronics, energy generation,


oil-based enterprises and manufacturing such as of garments, furniture, office
supplies and home amenities.
Care and astuteness

V Care must be taken to prevent TESDA from falling into the trap of becoming
nothing more than a service center for foreign industries, and promoter of the
importation of technological equipment from abroad.
Train entrepreneurs not just job-seekers

V The country needs Filipinos who possess the expertise to establish, operate,
manage and maintain new enterprises, particularly those which make use of
locally available resources and raw materials.

V Producing industrial products out of raw agricultural products. For instance, to


export copra or semi-processed carrageen and then import the industrial
products produced abroad from them.
