DCR-58 was first introduced in 1991 which deals with the development of land of
cotton textile mills in Mumbai. In interest of mill workers, the said DCR-58 revised on
20/03/2001. According to which the open land and the balance FSI is allocated almost
equally i.e. 1/3 to Mill owner, 1/3 to MCGM & 1/3 to MHADA. The land earmarked for
MHADA shall be utilized equally for construction of houses, for Mill workers and for
Public housing.
As per the Government order dated 07/11/2006, an additional FSI to the extent of
200% over and above the permissible FSI i.e. 3.99 in city & 3.00 in suburb is permitted.
The 100% additional FSI permitted for public housing shall be utilized for construction of
mill workers houses. Similarly transit T/s shall be constructed in lieu of public housing.
Thus approximately 2/3 T/s will be constructed for mill workers and 1/3 for Transit T/s.
The carpet area for mill worker t/s & transit t/s is 225 sq.ft.
Vide G.R. dated 12/12/2006; a committee of Senior Officers has been constituted
under the Chairmanship of Hon Chief Secretary, to decide the cost of tenements to be
given to textile workers, to formulate mechanism for allotments of tenements and to
decide the eligibility of workers for allotment. A meeting of said committee was held on
26/03/2010 wherein the Hon Chief Secretary formulated a committee of
Secretary/Housing and Secretary/Labour under Chairmanship of Principal Secretary/UDD
for making recommendations on the above issues.
The detail information given by the MCGM Officer after the meeting held with
Horn. Chief Minister on 21/07/2011 & Dy.C.E.(B.P.) City, MCGM letter no.4538 dated
22/11/2011 has given the details regarding the allocation of Mill land to MHADA under
D.C.R.58 (1) (b) & 58(2). According to which there are 25 NTC Mills, 1 MSTC Mill & 32
Private Mills. Out of 58 Mills, in 12 Mills (9 NTC & 3 Private) MHADA share is yet not
decided. In 46 Mills (Annexure-1/1&1/2) MHADA's share is decided, out of which share
is nil in 10 Mills (3 NTC + 7Private).The allocated share of MHADA from remaining 36
Mills (13 NTC + 22Private +1MSTC) is 15.78 Ha (Annexure1/2).
Approximately 24500 T/s (16500 T/s for Mill workers + 8000 Transit T/s) can be
generated on MHADA's share of 15.78 Ha lands of 36 Mills. MHADA has received
9.63Ha of land from 26 Mills at 21 different locations. At present construction of 10165
T/s (6948 T/s for Mill workers+ 3204 Transit T/s & 13 shops) is physically completed on
6.83 Ha (Annexure-1/3A) lands of 18 Mills at 11 different locations and MHADA has
obtained Occupancy Certificate for Swan Mill Kurla,Simplex Mill Byculla, Standard Mill
Prabhadevi, Standard Mill (China Mill) Sewree, Swan Mill Sewree, Shriram Mill Worli,
Morarji Mill Kandivali, Piramal Mill Lower Parel and New Hind Mill Mazgaon (part) for
total 6016 T/s (254+139+177+192+714+286+810+236+3200+8 Shops). The carpet area
of tenement is 225 Sq ft and the approximate average built up area is 423.07 sq.ft.
The plot area of 5 mills (Matulya Mill, Mafatlal Mill Unit No. 3, Hindustan Mill
(Unit 1 & 2), Victoria Mill, MSTC (Free Hold) which are in possession of MHADA. The
areas of these 5 plots are small.The housing scheme on these plots is not feasible. The
proposal to obtain a big R.G. plot of MCGM adjacent to MHADA's share at Western India
lease hold land in lieu of above 5 Mills is submitted and same is tentatively accepted by
UDD.The area of land which are in possession of MHADA & where the work of
construction is not yet started compromises of 2.25 Ha.(Annexture-1/4-B).
Besides above mentioned mill lands there are 10 mills where MHADA's share of
land is yet to be obtained having about 4.83 Hectare of land in all. (Annexture-1/5C). In
this regard Hon'ble Housing Minister for state & Hon'ble Principal Secretary (UDD)
called meetings & persuaded to mill owner to handover the MHADA's share of land.
In the meeting dated 05/08/2010 the Hon Chief Minister directed to collect the data
of mill workers of 58 mills in the Mumbai. Accordingly during the first campaign dated
06/9/2010 to 28/10/2010, total 1,24,173 forms were sold out & between 06/9/2010 to
29/10/2010 total 1,10,323 forms were received.
As per the direction in the letter of GoM dated 5/10/2011, a campaign was launched
to collect the data from the legal heirs of the deceased mill workers and from such mill
workers who were unable to submit their data during previous campaign was called from
31/10/2011 to 9/12/2011.During this period of campaign total 46,336 applications were
sold. In response on 31/10/2011 to 12/12/2011, total 38,544 applications i.e. 22,701 filled
up applications from heirs and 15,843 filled up applications from mill workers were
received.
Therefore the total applications sold out during present & previous campaign is
1,70,509.Similarly the total 1,26,166 filled up application from mill workers and 22,701
applications from legal heirs are received i.e. total 1,48,867 filled up applications are received.
The compiled information of both the campaign is submitted by MHADA to GoM vide letter no.
159 dated 07/2/2012. The Lottery for eligible mill worker T/s. on 28/06/2012.

B) Transit Tenements :-
Under this category it is proposed to construct 6832 DU's and the project cost is
Rs.245.53 Crores. G.O.I share is amounting of Rs. 114.20Crores. These transit tenements
will be allotted to the tenants residing in old dilapidated cessed buildings. Total 5843 T/s
have been completed upto March -2011 with total expenditure amounting to Rs. 201.10
crores. Rs. 114.20 Crores GOI share is released.
