Extremely big ($129 million big) news in this newsletter, but let me start by
congratulating a group of very important Philadelphians.

Folks, we are in very good company. Pennsylvania Environmental Council just recognized
40 of Pennsylvania's young and talented environmental leaders and an impressive six of
them are not only leaders in their respective organizations, but are also active
Stakeholders in the Green Economy Task Force. Please take a moment to congratulate

$129M Investment in Navy Yard to Create Energy


Efficiency Research Hub

The Greater Philadelphia Innovation Cluster (GPIC) received a


$129 million grant from the U.S. Department of Energy. The grant
is to develop an Energy Innovation HUB and its objective will be
to create technologies that can make building more energy
efficient. This five year project will be headed up The Pennsylvania
State University and will take place at the Philadelphia Navy Yard.

How the Stimulus Is Changing America

"The American Recovery and Reinvestment Act of 2009 - President


Obama's $787 billion stimulus - has been marketed as a jobs bill,
and that's how it's been judged. The White House says it has saved
or created about 3 million jobs, helping avoid a depression and end
a recession. Republicans mock it as a Big Government boondoggle
that has failed to prevent rampant unemployment despite a
massive expansion of the deficit. Liberals complain that it wasn't
massive enough."

U.S. Wind Energy Capacity increases again in 2009

The U.S. wind power industry had another record breaking year in
2009 due to the addition of 10 gigawatts of capacity and receiving
$21 billion in investments. The Dept. of Energy's Lawrence
Berkeley National Laboratory (LBNL) showed that for the fifth
straight year, wind has only been second to natural gas in adding
capacity to the United States electrical grid. New challenges are
coming for the wind industry to sustain its bottom line due to a
reduction in wholesale electricity prices which is partly related to a
decrease in natural gas prices over the last year.

Philadelphia Habitat for Humanity to Receive


Funding for Weatherization Efforts

Habitat for Humanity International (HFHI) in Atlanta, Georgia has


received $3 million to deliver weatherization services to low-income
homes. The HFHI will distribute the funding between 18 chapters
across the country and the Philadelphia chapter will be one of the
18 to receive it.

PECO Launches $15.3 Million Environmental


Initiative

PECO has launched an initiative to preserve the environment and


help customers become more environmentally responsible. Totaling
more than $15.3 million of work, the comprehensive program
includes the installation of a green roof and a new Crown Lights
system at the company's Center City headquarters; the opening of
PECO's first 'green building' in West Chester, recently awarded
silver certification for Leadership in Energy and Environmental
Design (LEED); improvements to secure LEED certification for
many other company work sites; the increased use of hybrid and
biodiesel vehicles; support for community environmental projects;
and enhanced tools and programs to help customers use energy
more efficiently.

Green Jobs Training Growing in Philadelphia


"The term 'green jobs' has a clean, futuristic ring to it, but a growing
amount of training in the region is more closely tied to construction
work than developing new technologies - specifically, how to
weatherize and retrofit buildings to make them energy efficient.

The Energy Coordinating Agency of Philadelphia Inc. opened a


green-jobs training facility last November and Bucks County
Community College followed in April."

EPA, Philadelphia International Airport and US


Airways Unveil New Low Emission Shuttle Buses
for Passengers

"Today, the U.S. Environmental Protection Agency awarded a


$475,669 grant to the Philadelphia International Airport to help put
eight highly efficient, low emission, low-floor passenger buses into
service at airport. By replacing older diesel powered shuttle buses
this project will reduce air pollution and improve air quality. EPA's
grant was awarded under the Diesel Emissions Reduction Act. In
addition to EPA's grant, US Airways will spend more than $3.5
million to replace the older shuttle buses.

Officials from EPA, Philadelphia International Airport and US


Airways took part in a ribbon cutting ceremony today to unveil one
of the new low emissions buses on display for everyone to tour."

We Still Don't Get It: Energy Efficiency Makes Cents
"In a national online survey, 505 participants reported their
perceptions of energy consumption and savings for a variety of
household, transportation, and recycling activities. When asked for
the most effective strategy they could implement to conserve
energy, most participants mentioned curtailment (e.g., turning off
lights, driving less) rather than efficiency improvements (e.g.,
installing more efficient light bulbs and appliances), in contrast to
experts' recommendations.

For a sample of 15 activities, participants underestimated energy


use and savings by a factor of 2.8 on average, with small
overestimates for low-energy activities and large underestimates for
high-energy activities. Additional estimation and ranking tasks also
yielded relatively flat functions for perceived energy use and
savings. Across several tasks, participants with higher numeracy
scores and stronger proenvironmental attitudes had more accurate
perceptions. The serious deficiencies highlighted by these results
suggest that well-designed efforts to improve the public's
understanding of energy use and savings could pay large
dividends."

PennFuture Asks: Won't You be my Partner?


The goal of Pennsylvania's Industry Partnership program is to
develop partnerships between business, labor, and government.
The partnership of these sectors is to focus on job training needs
and enhance the competition of similar business operating in close
proximity by learning the opportunities and challenges they face.

Currently, there are two bills in the General Assembly that could
expand the program. One of the bills, Rep. Marc Gergely's House
Bill 2230, was passed earlier this year and the other, Sen. Michael
Brubaker's Senate Bill 1409, is awaiting a vote in the Senate.

Unions Back 'Just Transition' to Green Transport

"Transport workers must take responsibility for tackling climate


change, their unions have agreed. The first-ever climate change
conference of ITF, the global union federation for the sector, heard
delegates urge ITF to develop sustainable means to achieve
emission reductions from the transport industry.

The conference, which preceded ITF's congress in Mexico City this


month and which itself had a 'Strong unions - sustainable transport'
theme, attracted over 300 delegates. And the green transport
theme was approved by the congress, where a motion calling for
'fundamental changes in the current system of globalised
production which relies on global supply chains, low transport costs
and cheap and increasingly casual labour' garnered wide support."

Mayors Endorse 'Green' Construction Code,


Natural-Gas Vehicles
"The U.S. Conference of Mayors is backing a mandatory 'green'
construction code that would slash the negative effects of
commercial buildings on the natural environment.

The International Green Construction Code, which is being


developed by the International Code Council with input from the
American Institute of Architects, ASTM International and other
stakeholders, includes energy, water, air-quality and safety
benchmarks that states and cities may adopt as mandatory
provisions for commercial buildings. The code incorporates the
American Society of Heating, Refrigerating and Air-Conditioning
Engineers' (ASHRAE) Standard 189.1 as an optional path to
compliance.

The green code, which is amid a public-comment period and slated


for release in November, would join the Washington, D.C.-based
ICC's family of plumbing, mechanical and residential building
codes, explained Jessyca Henderson, AIA's director of
sustainability advocacy."

Urban Sustainability Forum Presents Digging in to


Home Energy Savings: How to Take Advantage of
New Incentives

Start the fall by Saving Energy! The first Urban Sustainability


Program of the fall will help home and business owners understand
all the new tax credits, rebates, loan programs, and other incentives
available to help them save energy-and money-in homes and
commercial buildings, while lowering their carbon footprints.

The speakers include Liz Robinson, Executive Director of the


Energy Coordinating Agency; Andy Rachlin, Deputy Chief of Staff
for Economic Development, City of Philadelphia; Frank Jiruska,
Director of Energy and Marketing Services, PECO; Steve Hershey,

Save-The-Date GETF Stakeholders Meeting

Over the last year Green Economy Task Force Stakeholders have
been hard at work growing green jobs and training opportunities in
the Philadelphia region. Join us for the annual Green Economy
Task Force Stakeholders Meeting to hear about our region's
progress and begin to tackle challenges for the year ahead.

Become a Tree Tender

Does your training program prepare


workers for landscaping and grounds
maintenance jobs? Tree Tenders is a
training program for tree planting
volunteers, but would also be a good
addition to your program participants'
resumes. This course was developed
by the Pennsylvania Horticultural Society
(PHS) and Penn State Cooperative
Extension and meant for citizens and
experts alike. Please note these
following classes are the only Tree Tenders training scheduled
within Pennsylvania at this time (No Cost). The next trainings will
not be scheduled until spring 2011.

SCI West Community Grant Opportunity

The Sustainable Communities Initiative West Philadelphia is


beginning another cycle of grants for community-based
organizations. The purpose of this grant is to support collaborative
community development activities that enhance West Philadelphia
in one or more of the following five areas:

2) Safety/Security

3) Community Based Events

4) Educational Programs

5) Environmental projects / programs

Loan Solicitation for Renewable Energy


Manufacturing

"Energy Secretary Steven Chu announced today a new loan


guarantee solicitation for renewable energy manufacturing projects.
The Commercial Technology Manufacturing Systems and
Components solicitation is supported by the American Recovery
and Reinvestment Act through Section 1705 of the Loan Guarantee
Program. The solicitation will support the deployment of renewable
energy technologies that reduce greenhouse gas emissions and
help increase employment in the nation's green manufacturing
sector, which is part of the Administration's long-term plan to create
new green energy jobs. The solicitation will seek applications for
projects that manufacture commercial technology renewable
energy systems and components, such as wind turbine systems,
blades or solar photovoltaic components."

Department of Energy Announces $15 Million to


Promote Innovative Geothermal Heat Recovery
Methods and Technologies

"The U.S. Department of Energy's (DOE) Geothermal Technologies


Program today announced a $15 million funding opportunity to
research and develop innovative methods to extract heat from
geothermal resources from the Earth's crust to produce clean,
renewable energy. DOE's objective through this funding is to
promote the advancement and commercialization of technologies
for heat recovery with potentially lower environmental, technical,
and financial risks than currently available methods.

This funding opportunity seeks applicants to expand geothermal


power generation into geologically diverse environments, such as
permeable sedimentary formations, a widespread geologic
resource of which a number of reservoirs are located in regions
with high electricity prices. Naturally permeable rock formations not
only reduce the need to increase permeability artificially, but also
minimize the risk of rapid drawdown of the reservoir's heat to allow
for sustained heat recovery."
