The board having been assembled at CTC Coimbatore to review the present status of the camp
security and to access the increased threat perception based on the intelligence inputs received from various
intelligence agencies on present security scenario prevailing in the state. The board has scrutinized the camp
security of CTC Coimbatore camp which is being provided by A/1st Bn, CRPF. The board has also
recommended some vital steps to be taken to further strengthen the security of the camp.
The proceedings along with recommendations are placed below for your kind perusal.

1) Introduction :- the central training college Coimbatore CRPF is located on the foot hills of nilgiris
covering 400 acres of land with village (puchiyur) 01 km to its North; village
(Kathernakanpalayam) 1.5 km to its south; village (Nehru Nagar) 1 km to its East and the Nilgiri hills to
its West. The camp is located tactically on the inferior ground as its "West" and "West-West-North"
sides being dominated by Nilgiri hills. Accordingly The deployment of the A/1st Bn has been placed in
order to effectively secure the camp.

6) Communication Between Morchas And Control Room And Morchas To Guard Room:-
8) Camp Contingency Drill:- contingency/stand-to drill rehearsed regularly as per directions of CTC
coimbatore camp standing order. Troops are sensitized about threat perception and how to deal with
the situations during roll call regularly.
9) QAT :- QAT of the camp is provided with light vehicle and kept in readiness to respond to
emergencies. QAT is located strategically at firing range and Gazetted officers mess old
annexe to be reach at the place of incident without losing time .
The board recommends the following to further strengthen the security of the
campus;-
I) Laser security system can be installed along the boundary wall, it will alert
the camp without harming the animals and any infiltration can be
countered effectively.
II) Wifi security cameras for boundary wall facing the Nilgiri foot hills from where the
maximum threat is expected
III) Camp attack siren be installed so that the whole camp can be alerted if the
camp is attacked.

7) Access Control :-
Main gate is the only point to enter the camp. access control Systems is supplemented with
barriers , CCTV of Main Gate being checked regularly. Spike barrier fitting on the front side of the
entry gate for preventing the entry of hostile vehicles. Nobody can enter the camp without prior
permission /gate pass given by Main Gate supervisor. Access control barriers at all possible entry
points regulate entry through gate at night by using pass and physical identification. frisking and
vehicle searching is done by main gate duty personnel. There is no access point except main gate.
8) Camp Contingency Drill:- contingency/stand-to drill rehearsed regularly as per directions of CTC
camp standing order troops are fully sensitized about threat perception and how to deal with the
situations .
9) QAT :- QAT of the camp is equipped as per ops scale with light vehicle and kept in
readiness to respond to emergencies. proper deployment of qat at appropriate place with
adequate weapons as per authorization and form room intervention parties to counter any
such possible attack without loosing time
5,Infiltration of elephants in the camp all round electric fence to prevent elephant enter the
camp.
6,Long distance between morchas cctv cameras should be placed covering boundary
wall monitored by control room / main gate

7,Dense bushes around posts and along area cleaning maintained by respective posts
with boundary wall
8,Firing range perimeter wall is only 2-3
feet in height due undulating land. It
requires to be raised.

Keeping in view the increased threat perception, camp security of CTC, Coimbatore camp
which is being guarded by A/1st Bn, CRPF has been reviewed to avoid untoward incident. In this regard
Polcent Ops Dte has also been directed to review the Camp Security of the all the institutions . Therefore,
the following points emerged after reviewing the Camp Security of ctc crpf cbe camp .
1) Introduction :- A/1st Bn, CRPF has been detailed for camp security of ctc cbe camp ofter
taken over the charge from A/97 bn the duty deployment of A1st bn as follows

The Officer Commanding A/1st Bn, CRPF will ensure the deployment of above
Guards.
3) THREAT PERCEPTIONS :-
a) Planting of IEDs
b) Barging with vehicles laden with explosives
e) Ambush on Patrol moving in and out side of the camp .
f) Attack on isolated post.
g) theft and sabotage.

7) Tin Sheet Roof of Morcha No. 7 (Field Firing Range) required to be re-built/repaired.
8) Cleaning of bushes around the posts and along with boundary wall is necessary for clear
surveillance/vision and field of fire.
9) At many places between Firing range and Morcha No. 13 perimeter wall is of only 2-3 feet
height due undulating land. It require to be raised.
10) Visibility of Morcha No. 11 (Mandir Command Post) is not clear and guard room tent is also
unsafe because of elephants. Hence it is suggested that Guard Room should be shifted in Morcha
and sentry post should be built on the Roof of Morcha for clear surveillance ensuring safety of
troops .
12) PROPER ACCESS CONTROL MEASURES ALONG WITH ADEQUATE BARRIERS,
SPEED BREAKERS AT ENTRY POINT BE PUT IN PLACE, PROPER
IDENTIFICATION AND CHECKING DRILLS BE DEVISED AND STRICTLY
ADHERED TO
access control Systems should be supplemented with barriers , CCTV of Main

13) MULTI LAYERED CAMP DEFENCE BE PREPARED AND MORCHA IN DEPHT AT
ENTRY POINTS BE USED
Multilayer camp defense in depth Morchas besides the Morchas are available at entry points
and other important places like Quarter Guard, Magazine Guard and sentry required to be placed on
duty/contingency. First floor of Quarter Guard second Morcha is available and covering to back side area.
Especially support Morchas at the Main Gate used on night hours as well as contingency purpose.
14) THE AREA AROUND THE CAMP SHOULD BE WELL LIT WITH GENERATOR
BACK UP TO COUNTER ANY INTENTIONAL ELECTRICITY FAILURE AND
SUFFICIENT DRAGON LIGHTS BE KEPT IN EVERY MORCHAS/GUARD ROOM
Camp stand-to drill rehearsed regularly and troops should be sensitized about threat
perception . All sentries Posts should be well lit and electricity should be for charging of dragon lights
emergency electricity back provided through gen. set .

15) THE QAT OF THE CAMP SHOULD BE PROPERLY EQUIPPED AND KEPT IN
READINESS TO RESPOND TO EMERGENCIES. ENSURES PROPER
DEPLOYMENT OF QAT AT APPROPRIATE PLACE WITH ADEQUATE
WEAPONS AS PER AUTHORIZATION AND FORM ROOM INTERVENTION
PARTIES TO COUNTER ANY SUCH POSSIBLE ATTACK WITHOUT
LOOSING TIME
The QAT should be well equipped With automatic weapons wireless handset - 01 Hand
and wearing of bullet proof and having NVD, Day Binocular, Metal Detector and Rope. The QAT will
trained for room intervention. Vehicle for QAT and Ambulance should be provided for 24 Hours be placed
nearby Quarter Guard.

perception, camp security in respect of CTC, Coimbatore camp which is guarding by A/1st Bn, CRPF has
been reviewed to avoid untoward incident. In this regard Polcent Ops Dte has also been directed to review
the Camp Security time to time. Therefore, the following points ensured to strengthen the Camp Security of
each and every sentry posts in respect of CTC Coimbatore (Tamilnadu).
1) Introduction :- A/1st Bn, CRPF is detailed to replace and take over the charge of A/97 Bn,
CRPF duties at CTC, Coimbatore (Tamilnadu).

height due to undulated land. It require to be heightened with pickets/concertina coils/barbered
wire.
10) Cleaning of bushes around the posts and along with boundary wall is necessary for clear
surveillance/vision and field of fire.
11) Visibility of Morcha No. 11 (Mandir Command Post) is not clear and guard room tent is also
unsafe because of elephants. Hence it is suggested that Guard Room should be shifted in Morcha
and setry post should be built on the Roof of Morcha for clear surveillance ensuring safety of
troops.
14) THE AREA AROUND THE CAMP SHOULD BE WELL LIT WITH GENERATOR
BACK UP TO COUNTER ANY INTENTIONAL ELECTRICITY FAILURE AND
SUFFICIENT DRAGON LIGHTS BE KEPT IN EVERY MORCHAS/GUARD ROOM
Camp stand-to drill rehearsed regularly and troops were given situation awareness
for effective response during the contingency. All sentry osts having given by electricity from CTC CBE
and all the sentry posts were provided sufficient dragon light and required power back up for charging
purpose, and here all guard having no generator back up. Electronic items given for repairing/ purchase must
be checked by connecting to power sources by civilians deliver.
15) THE QAT OF THE CAMP SHOULD BE PROPERLY EQUIPPED AND KEPT IN
READINESS TO RESPOND TO EMERGENCIES. ENSURES PROPER
DEPLOYMENT OF QAT AT APPROPRIATE PLACE WITH ADEQUATE

QAR teams place in various places i.e. QAT NO. 01 by A/1st Bn at Firing Range, but it is
stay better in quarter guard QAT No. 02 by A/1st Bn at Old Annexe and QAT No. 03 by staff at Drill shed
and equipped with available sources. Two QAT teams of A/1st Bn have deployed in CTC CBE and only
QAT midnight duty covered by CTC CBE staffs. Dominate such area/ location by patrol an ambushes and
EW.

51 mm Motor, wireless Handset - 01 Hand and wearing of bullet proof and having NVD,
Day Binocular, Metal Detector and Rope. The QAT will trained by room intervention. Vehicle for QAT
bunkers and Ambulance for emergency in 24 Hours continue duty should be placed nearby Quarter

Since A/1st Bn has replaced A/97 Bn, CRPF. Coy personnel are required to be familiarized
with Camp lay out and various contingency drills also be carried out on regular basis.
