CHAPTER II

TECHNICAL ASPECT

There will be an analysis and evaluation of a proposed project to determine if it is

technically and operationally feasible. It is feasible if it has the necessary expertise,

infrastructure, and capital to develop. This section includes the description of a mobile

bus that is essential in the operation, service flow, service schedule activities, materials

and equipment to use, project site and layout design which can help the proponents to

analyze the viability of this study. Some other necessary factors will also be given in

consideration to install, operate and maintain the proposed project, and that by

establishing such, the proposed project will be realized successfully at budgeted cost by

future implementers.

SERVICE DESCRIPTION

A mobile school acts as an extended classroom that will provide quality service in

Brgy. Basak San Nicolas, particularly in Alumnos area. This will help to educate the

underprivileged youth of the said place. They will be given the opportunity to learn basic

education.

Reasons why Alumnos, Basak San Nicolas specifically the Alumnos Seaside Urban

Poor Homeowners Association (ASUPHOA) is the chosen beneficiary or the pilot

barangay.

1. The barangay officials support the proposal of the proponents.

2. It has the appropriate location for the parking of the bus.

3. The place is secured and free from harm.


4. Lesser cost with regards to fuel because it is only 1.9 km away from USJ-R

Basak.

5. Less fortunate families are located in this area.

6. High illiteracy rate.

SERVICE FLOW

The proponents proposed Mobile School laid down the following steps to avail

the service:

1.) The researchers will distribute the tickets/ passes to the participants of their study on

Fridays- the day before they conduct their activity.

2.) They will give a brief orientation to the parents of the participants the same day they

will give the pass, about what the activity is all about.

3.) Upon the arrival of the mobile school to the location, the volunteers will prepare the

materials needed for the activity. The operation starts at one (1) PM until five (5) PM on

Saturdays. The proponents will be assisted by the "barangay tanod" to avoid chaos and

disorganized venue.

4.) The participants will present their passes to the volunteers/facilitators upon entering

the venue to join the activities.

5.) The volunteers/facilitators will teach the participants on how to read, write, do simple

math and about Religious Education.

6.) After the session, the participants will be given snacks and passes for the next

session of the activity. Interested participants can also get passes to the facilitator.

SERVICE CAPACITY

The targeted underprivileged youth are those whose ages are six (6) to eighteen

(18). The number of students to be included will be 20 per session every Saturday

afternoon. It is noted that there will be 20 students per scheme, thus each scheme of

students will attend teaching session twice a month. Refer to the tables below:

It is noted that there will be a change of students every after two years. The table below

Reminder: The proponents will inform ASUPHOA’s President one week before the

scheduled tutorial if there is fortuitous event.

Criteria for Selection of Students

1. Youth’s family must be a resident of Alumnos Basak, San Nicolas and a

member of the Alumnos Seaside Urban Poor Homeowners Association

(ASUPHOA)

2. Underprivileged youth must be 6-18 years old.

3. Maximum of four children per family can avail the service.


SERVICE SCHEDULE OF ACTIVITIES

To prevent disorganized event, the proponents design schedule of activities to be

done. It is highly expected that the schedule shown below must be followed strictly to be

productive.

SERVICE LOCATION

The proposed site is in Alumnos, Brgy. Basak San Nicholas, Cebu City. The said

site is located at ASUPHOA, an urban poor in Alumnos where the less fortunate families

are situated. There are lots of children who are not given the chance to attend school..

The proposed site is shown in Figure 2.

UTILITIES

Fuel

The mobile school bus will consume diesel to operate the engine. From

University of San Jose – Recoletos Basak Campus to ASUPHOA Alumnos, Brgy. Basak

San Nicholas, Cebu City, it is estimated distance is 1.9 Kilometers and the travel time is

estimated to take 10 to 15 minutes. The estimated cost for the diesel is 4 liters during
session and a total of 16 liters for a month. The two liters of diesel will be shouldered by

the INFECOP and the other two by the implementer. Based on the Tax Reform for

Acceleration and Inclusion (TRAIN), which is newly signed by the President, the price

per liter of the diesel will increase by P2.50 in 2018, P4.50 in 2019 and P6 in 2020. The

price per liter is 49.50 that was based on September 25, 2017 to January 1, 2018 diesel

price per liter from Global Petrol Prices.

Meals

One way for us to motivate our young learners to be energetic during the

session, the proponents decided to provide them with simple meal. The money to be

used will be from donations and the proponents intended to have a budget plan for it as

you can see the table below:

Per diem

There are 8 volunteers that will conduct the teaching session. These volunteers will be

divided by two which shows 4 volunteers per session. Each volunteer will receive

transportation allowance in going to the Basak Campus which costs P60.00.

CONTRIBUTORS

INFECOP

Institute of Non-Formal Education Community Outreach Program is one of the

Offices of the University that will provide services to any community who needs help.

The proponents asked permission to conduct the mobile school in the area held by

ASUPHOA located at Sitio Alumnos, Brgy. San Nicholas, Cebu City and they accepted

the proponents’ proposal. The proponents will use the bus from the INFECOP as the

mobile school.
Volunteers

Junior Jaycees Chambers – JJC, as one of the organizations of University of San

Jose – Recoletos envisions to help the community through outreach programs. The

student members of the said organization will be the volunteers to conduct the teaching

for the underprivileged children from the ASUPHOA.

Basak, San Nicolas Barangay Officials

The proponents coordinated with the barangay officials from the barangay of

Basak, San Nicolas to conduct the feasibility study. In connection with this, they allowed

the proponents to have “barangay tanods” headed by Mr. Jeffrey Calumpang to assist

the volunteers and the children during the teaching session to have a tight security

within the area.

ALUMNOS SEASIDE URBAN POOR HOMEOWNERS ASSOCIATION (ASUPHOA)

Through the proponents’ coordination with the barangay officials from Basak,

San Nicolas, they referred us to coordinate also with ASUPHOA for the proponents to

gather accurate data especially for the number of underprivileged children in the area.

The association will also help the proponents to select those children who really

deserve to be part of the sessions.

Sponsors of Funds

The study will be realized through donations from the sponsors. The prospective

sponsors that the proponents look forward to are the following:


Jollibee, McDonalds, VICSAL Corporation, National Bookstore, REX Bookstore, San

Miguel Corporation, JJC Donors and Private Individuals/Companies (refer to the table

below)

TEACHING TOOLS AND EQUIPMENTS

White Board

A panel covered with white, glossy plastic for writing with

erasable markers.

White board marker

A dry erase marker uses an erasable ink, made to be used

on a slick, non-porous writing surface such as white board for

temporary writing.

Board eraser

Used to remove dry-erase marks from whiteboards.

Books

These will serve as reference of the teachers and of the

students to yield knowledge and understanding on a particular

subject.
Notebooks, colored papers, intermediate pads, rulers,

pencils,pens, sharpeners, and erasers.

These will be used as materials for the teachers and

students during the teaching session.

Tables and floor (puzzle) mats

Tables are to be used by the children during session

and puzzle mats are used for sitting.

Microphone and speaker

These will be used by the teachers during the

teaching session.

EQUIPMENTS USED FOR WASTE DISPOSAL

Silent Broom and Broomstick

Broom

A cleaning tool consisting of usually stiff fibers

(often made of materials such as plastic, hair, or corn husks)

attached to, and roughly parallel to, a cylindrical handle while a

broomstick is a variety of brush with a long handle.


Dustpan

A flat handheld receptacle into which dust and waste can

be swept from the floor.

Trash bags

These are used for disposal of waste. Each bag is labeled

with biodegradable, non-biodegradable, and recyclable for the

segregation of waste or garbage.

WASTE DISPOSAL MANAGEMENT

In going to the place where the teaching session is held, two trash bags are hung

outside the bus. Each bag is labeled with biodegradable and non-biodegradable so that

people in the area will not get confused as to where should the proper place to throw

the trash. After the session, all the wastes will be brought in school and by the time the

bus arrives, some waste personnel are going to facilitate in discharging the garbages.

After discharging, the garbages will be stored in the campus depositories to be picked

by the garbage truck collector of the city through its barangay.
