Short title and commencement.— (1) These rules may be called the Central Industrial Security Force, Fire Wing, Constable (Driver-cum-pump Operator) Recruitment Rules, 2013. (2) They shall come into force on the date oftheir publication in the Official Gazette 2. Number of posts, classification and pay band and grade pay or pay scale—The number of the said posts, its classification and the pay band and grade pay or pay scale atached thereto shall be as specified in cotumns (2) to (4) of the Schedule annexed to these rule. 3. Method of recruitment, age limit, qualifications, ete.— The method of recruitment, age limit, qualifications, nd other matters relating tothe said post shall be as specified in columns (5) to (13) ofthe aforesaid Schedule. 4. Disqualification — No person, — (a) who has entered into or contracted a marriage with a person having spouse living; or (©) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts 6 ‘THE GAZETTE OF INDIA: EXTRAORDINARY (Pane ite. 30) Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and thai there are other grounds for so doing, exempt any person from the operation of this rule. 5. Medical Standards. — (1) The person who seeks appointment under these rules shall fulfil the SHAPI medical standards. . (2) For the purposes of sub-rule (1), “SHAPE —I” shall mean the medical category as specified by the Ministry ‘of Home Affairs or the Force, from time to time that is, S — Psychiatric probleins, H ~ Hearing (Ear diseases), A — ‘Appendages pertains to the problems of upper or lower limbs, tha is, arms and leg’, P — Factor is related to other disease like Hypertension (High Blood Pressure), Cardiac disease (Heart Diseases), Diabetes (High Sugar), Obesity (being Fat — overweight), Cancer, etc. and E ~ Eye sight or Eye diseases. 6. Ineligibility of aliens— No person who is nota citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules Provided that nothing contained in this rule shall apply to the appointment or employment of a subject of Nepal (or Bhutan in the Force. 7. Superannuation. —{1) Every person appointed under these rules shall retire from service in the afternoon of the last day of month in which such person attains the age of sixty years or such other age as may be specified by the Central Government from time to time: Provided that the person whose date of birth isthe first day of a month shall retire from service in the afternoon of the last day of the preceding month on attaining the age of superannuation. (2) No person shall be granted extension in service beyond the specified age of retirement on superannuation, 8. Power to relax.—Where the Central Government is ofthe opinion that itis necessary or expedient so todo, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class ‘or category of persons. . 9. Saving —Nothing in this rule shall affect reservations, relaxation of age limit and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard SCHEDULE. ‘Name of Post Number of Classification. Scheduled Tribe Candidates, Note—The crucial date for determining the age lit shall be the closing date for receipt of applications fiom candidates in India (and not the closing date prescribed for those in ‘Aslam, — Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division ‘of Jammu and Kashmir State, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, ‘Andaman and Nicobar Islands and Lakshadweep) Educational and other qualifications required for direct recruits @ (1) Pass in Matriculation or equivalent qualification from a recognised Board, (2) Having valid driving license for () Heavy Motor Vehicle or Transport Vehicle (G) Light Motor Vehicle. (Gi) Motorcycle with gear. Note: Light Motor Vehicle license should be obtained after attaining the age of eighteen years and Heavy Motor ‘Vehicle license after attaining the age of twenty years. (3) Three years experience of driving Heavy Motor vehicle or Transport Vehicle or Light Motor Vehicles and Motorcycle. (4) Physical and medical standard shall include. Physical Standard : (@ Height-167 Cms Gi) Chest- 80-85 Cms (Gil) Weight: Corresponding to height and age as per medical standards. Note(1): Minimum height may be relaxed in respect of persons falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging tothe States of Sikkim, Nagaland, Arunachal Pradesh, Manipur, ‘Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, and Jammu and Kashmir shall be 160 Cms . ‘THE GAZETTE OF INDIA : EXTRAORDINARY [Part See. 30] ‘Note (2): The minimum height may be relaxed to 160 Cms forall candidates belonging to the Scheduled Tribes. Note (3): Relaxation in chest is applicable to only Tribal and Hill areas candidates. The minimum ‘measurement of chest for this category of personnel shall be as under: - (@) Men belonging to hill areas specified at Note (1) above: 78-83 Cms. Gi) For Tribals of all States: 76-81 Cm. Medical Standard: ( Rye Sight — 1. Visual Acuity unaided (Near Vision) Better eye -N6 Worse eye - N6 2. Uncorrected visual acuity (Dist Better eye — 6/6 Worse eye - 6/6 3. Refraction ‘Visual correction of any kind is not permitted even by glasses. 4, Color Vision CP II by ISIHARA. Remarks Binocular vision is required. (i) The candidates must not have knock knees, flat foot, Varicose vein and squint in eyes. They must be in good rental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties.
