1. Introduction
The Karachi Bus Rapid Transit (BRT) Red Line Corridor Project Package 1 Detailed Engineering
Design, Procurement and Construction Management (EPCM) have been launched by Government of
Sindh (the Client) in collaboration with Asian Development Bank (ADB). Mott MacDonald International
in association with MM Pakistan have been awarded the Consultancy for the Detailed Engineering
Design and the preparation of the Bidding Documents, with the overall objective of completing the
entire project from design phase through to bid evaluation in 16 months.

1.1 Background of the Project

The Japan international corporation agency (JICA) provided assistance to the Government of Sindh
(GoS) to jointly developed the details and comprehensive Karachi Transportation improvement
project(KTIP) conducted in 2012, comprising a transport master plan and the feasibility study for the
green and red line. It is described in JICA Feasibility Study Volume II that Karachi transport system
has prominent characteristics of low mobility and long commuter trip times, and its trip model sharing
percentage is Public transport (buses) 22.2%, Motorcycles 10.9% , Cars 10.7%, Para transit modes
10.4%, (foot / bicycles 45.8%. Private modes represent 84% of all vehicles plying on Karachi’s Street
but transport only 40% of total passengers, while buses represent only 4.5% of all vehicles but
transport 42% of total passengers. Approximately 10,000 large and mini buses, shared between a
multitude of semi-public and private operators, run through the city. The level of service is
nonetheless deficient; the bus fleet is in poor condition; bus stops are rudimentary, without information
on schedule or itinerary; the ticketing system is obsolete; and operators compete for passengers,
worsening congestion and impairing safety. Fatal and non-fatal traffic accidents are increasing,
affecting pedestrians due non availability of pedestrian facility..

The corridor has heavy traffic with more than 125,000 vehicles (92,000 PCUs) per day between NIPA
and Civic Center. Universities and colleges are located along University Road, and more and more
students are compelled to use motorcycles in absence of proper public transport system.

1.2 Project Objectives

Karachi BRT Redline project, being a part of KITP, the project will contribute to develop sustainable
Urban Transport System (UTS) in Karachi through the delivery of a bus rapid transit (BRT) corridor,
focusing on accessibility and people's mobility needs. It will aim at organizing the urban growth and
public space along the selected corridor through integration of land-use and transport planning
(transit-oriented development), making the city more pleasant to live in, providing a holistic solution for
integrated urban mobility, and bearing a demonstration value as no modern mass transit system
exists in Karachi yet.

The project impact will develop sustainable Urban Transport System (UTS) in Karachi. The project
outcome will be improved quality of public transport along a selected corridor in Karachi. The project
will consist of the following two interlinked outputs.

The BRT Redline objectives are to improve the quality of ridership from Mazar e Quaid (M.A.Jinnah
Road) to Model Colony and vice versa with less travel time, at high speed, economical fares, easy
transfer of ridership from one BRT line to another, along with providing sustainable infrastructure,
frequent bus operation, avoid traffic congestion on university road and its surrounding road network.

1.3 Project Location

The project alignment starts from Mazar e Quaid at junction of Quaid’s Mausoleum and MA Jinnah
road interfacing with BRT Green line which is under construction, traversing through New M.A. Jinnah
road, Jail Chowrangi, Askari Park, Civic Centre, University road, Safoora Chowk, Malir Cantt gate No.
6, and finally end at Liaquat Avenue, Model Colony near Karachi International airport.

2. Consultancy Services
2.1 Contractual Context

2.1.1 Commencement of Services

The agreement for the Detailed Engineering Design vide EPCM Consultancy was signed between the
SMTC/TMTD and MML-MMP on 10th August 2017 and the Consultant has therefore commenced the
field surveys and studies.

2.1.2 Submission of Deliverables

The contract for engineering consultancy services agreement was initially 24 months but it was
reduced to 16 months. The revised detail contractual milestones and deliverables are given below in
Table 2.1:

2.1.3 Project Office Karachi

MMP has its offices on 1st floor and 3rd floor of Dolmen Estate, Shaheed e Millat Road, Karachi.
However to supplement space due to enhanced requirement, it has rented additional floor (4th Floor)
in the same building and it is in process of renovation.

3. Physical Progress on Field Surveys


3.1 Inception Report

The inception Report preparation is in progress.

3.2 Output 1: Field Survey

3.2.1 Output 1.1: Topographical Survey

1. Marking of Chainage at interval of 20 meter from Mausoleum of Quid e Azam to Tank Chowk
(22.5 KM) of corridor has been completed
2. Marking of transverse points at interval of 500 meter has been completed.
3. Benchmark has been established for BRT Red line, tied up with BRT Green line Bench Mark at
Guru Mander.
4. Tachometry survey has been completed.
5. Compiling of the data and survey drawings are being prepared in the office.

3.2.2 Output 1.2: Existing Condition Survey

1. Reconnaissance, Visual and Existing condition survey has been completed including physical
measurement of road cross-section at 100m intervals.
2. Preparation of drawings for existing cross section of roadway is in progress.
3. Condition survey of bridges, culverts and pedestrian bridges is in progress.

4. There are number of existing pedestrian bridges, mostly with steel structure at BRT corridor.

3.2.3 Output 1.3: Hydrological Investigation

1. Initial Reconnaissance survey of hydrological survey has been completed.


2. Work methodology has been completed.
3. Preparation of proposal for initial 2.1 Kms is in process.

3.2.4 Output 1.4: Geo Technical and Soil Investigation

Contractor was mobilized at site on 11th September, 2017. So far following work has been completed.

1. Out of 24 boreholes 16 has been completed.


2. Out of 28 test pits (1mx1mx1m) at existing pavement, 16 have been completed.
3. To determine the existing pavement structure, engineering properties of various pavement layers
and in situ density of sub grade soil.
4. Laboratory testing of various ample collected from site is in progress.

3.2.5 Output 1.5: Utilities

1. Coordination has commenced, initially we have gathered some information from Civic Centre to
Samama regarding underground water and sewerage line from Karachi Water & Sewerage Board
(K.W.S.B).

3.2.6 Output 1.8: Traffic Survey

1. Co-ordination is in hand with Package 3 ODBM Consultants w.r.t. Traffic Surveys and location of
stations.

3.3 Output 2: Detailed Design of the BRT / Road Corridor and Depot

3.3.1 Output 2.1: BRT Road Section Geometric Design

1. Satellite Imagery has been obtained for the route in AutoCAD format for the preparation of
Concept drawings.
2. Conceptual geometric design of BRT corridor from People's Secretariat to Jail Chowrangi is in
progress. It includes highlighting of cross section elements, intersections, footpaths, pavements,
connecting streets etc. is in progress.
3. To address the problem of motorist using the road in opposite side of traffic and posing serious
threat to the traffic, prepared proposal to streamline the traffic at elevated U-turn near Nipa
Chowrangi.
4. To reduce traffic congestion after introduction BRT Bus, consultant proposed underpass at
People’s Secretariats.
5. To address the congestion at samama shopping mall situated at intersection of university road
with Gulistan e johar main access road, proposal was prepared and present to the client.

3.3.2 Output 2.2: BRT Station Detailed Engineering and Architectural Design

1. Four different proposal of BRT stations layout for 60 meter and 40 meter wide presented to client
for their review. While input from ODBM is to be provided according to fleet size and station
platform arrangement.

3.3.3 Output 2.12: Safeguards

Locations and program for ambient air quality and noise survey have been finalized for Baseline
environmental monitoring.

4. Impediments
1. PPTA documents as provided by SMTC, PIU and ITP does not contain Interim Report along with
Traffic Surveys.
2. PPTA consultant had not provided an EIA containing an updated EMP, SEMP, Resettlement Plan
and baseline monitoring including ambient air, noise and water analytical testing results.
Additional resources allocation shall have to be provisioned to accomplish this task.
3. PPTA report proposed location of Depot at junction of university road and SUPARCO road.
Availability of this plot is to be confirmed by client as already requested vide our letter No.
MAS/MVR/KB RT/0014 dated 11th September 2017.
