MULANAY SA PUSOD NG PARAISO

(REACTION PAPER)

Mulanay sa Pusod ng Paraiso is a film that shows the real face of life, dedication and
loyalty to its work. Jacklyn Jose plays the role of Ria Espinosa who is a newly licensed doctor.
She decided to join the “Doctors to the Barrio” organization and she was assigned in the Barrio
of Mulanay in Quezon, wherein she encountered a lot of difficulties as a doctor.

Doctors are meant to save lives no matter how difficult the situation is, and that is what
Ria did. This film made me think of different things. Should I be like Ria or not? As I watched
the movie, it opens my eyes that everything needs everyone. There must be someone that will act
or move in order to achieve the changes that we want. Like what Ria did, she look at the
different situation of the people in Mulanay and they were lack of everything, power supply,
source of clean water, lack of medical supplies, and other. Because of the worse situation and the
epidemic that is happening in the Barrio, Ria made a move to find a solution for the problem that
the Barrio are facing. She calls for a meeting that aim to tell to the citizens of Barrio Mulanay
that they must help each other and clean their surroundings. With this, the people of the Barrio
follow what Ria said but it doesn’t last, the Barrio Mulanay return to its old situation.

I was touched with the dedication of Ria to help the poor people of Mulanay. She really
finds a way to have a fund for the project that she want to do for the people of Mulanay, she ask
for a fund to the officials, to her parents and even to her friends. If I were Ria, I will also do what
she did. I will also help those needy, those persons that can’t afford to go to hospital and those
persons who are seeking for a change in their lives. Because I believe that being a doctor is not
just a profession it is also a vocation, a vocation that you ought to do. Being a public servant may
not be easy but seeing those happy faces of those people that you help is enough as a payment
for the service that you gave because it means a lot. A happy community would be enough as to
compensate yours and the community’s hardships. No matter how hard it is to do that kind of
thing as long as you love what you are doing then you can achieve the things that is according to
your plan and will. Till then you can proudly say, you love what you are doing, it’s your passion,
it’s your mission and not just for some reason.

In my own, as a public servant realization of effective and productive health care delivery
system were adopted from the national government as mandate in serving the constituents. The
Systematic ways that enables sustainability and efficiency in the delivery of health care services.
As health care provider I always coordinate to deliver / provide better care to the patients. In
some view, based in the delivery of health services practically happens in consideration of the
budget. Wherein, devolution of works becomes a dominant reform in the distribution of health
services. Health care providers organized into organization or group of; physicians only much
practice in local level going to barangay level; and physicians and hospital which classified for
emergency cases or high risk patient in which practice is provincewide, up to Regional and
National level,, for example the organized physician only capable within the locality or in just
the delivery of basic health services, etc ., while the physician and hospital of District,
Provincial and Regional are capable in a high risk patient. In to this system, it simplifies the
identification in the distribution of health care services. This health care delivery network was
dominant in a fast decade up to now. This concept had been applied Province wide and in the
locality. For the province, a group of Physician in the hospital which capable into their specific
mandate or responsibility. While, in the locality distribution of Basic Health Services provides,
etc. However, another organized health providers were in to Health Market Concentration.

Now a day, Inequity is a pervasive problem in our country and it is more pronounced in
the health sector, the number of children dying is significantly higher in rural areas, among
women who have no education, and among the poorest of the poor. Previous health reforms have
resulted to significant improvements in the health system, although the shortage of health
providers makes the goal reachable, their effective health delivery strategies matters most in
achieving good impact in health system. However, we need to work more so that the most
vulnerable Filipinos will experience the benefits of health services. As mandated, I surely
implement what the government pursues. The goal of Kalusugan Pangkalahatan (KP) or
universal health care to overcome inequities in our health system and deliver better health
outcomes. KP represents our government’s efforts to address the health needs of the Filipinos,
and particularly favors the most vulnerable segments of our population. It is built on three
strategic thrusts, namely (1) financial risk protection through expansion of the National Health
Insurance Program enrollment and benefit delivery, (2) improved hospitals, health facilities and
services and (3) scaling up public health interventions to attain our health-related Millennium
Development Goals, and to control the rise of non-communicable diseases.

Through KP, poorest families from my handled barangay were ensures to have full access
in Barangay Health Center. As such, they were also enrolled through a full subsidy from the
National Government to make them rise above the financial barriers to health care access. On the
other hand, middle-class families that are not covered by PhilHealth may run the risk of being
impoverished when they get sick of chronic illnesses such as cancer, acute cardiac events, end-
stage renal diseases and other debilitating non-communicable diseases. The tremendous costs of
these illnesses are financially and emotionally burdensome to any family, hence the need to
expand the PhilHealth coverage and benefit package to cover these groups. The ongoing
nationwide effort to rehabilitate and upgrade rural health units, hospitals, and all other
government health facilities were needed to establish first, aside from health care strategies. As
Rural Health Midwife my goal is to follow Government rationalization and provide appropriate
health services accordingly, so that the priority poorest families would be able to access quality
and affordable healthcare. Most of our poor go to government-run health facilities in their time
of need and they deserve no less than the best care from these public facilities.

The National Objectives for Health 2011-2016 sets all the health program goals,
strategies, performance indicators and targets that can lead the health sector to achieve
Kalusugan Pangkalahatan by 2016. Unqualified and unwavering commitment is critical for us to
truly achieve Kalusugan Pangkalahatan, with which I want to become a part of National
Government health care provider strategist in my barangay. To this end, Let us all work together
in realizing this common dream for all Filipinos
