Activists call on Fenty to ‘restore’ police liaison unit
Letter to mayor cites
recent anti-LGBT attacks

Several local LGBT organizations have
sent Mayor Adrian Fenty an open letter ask-
ing him to overrule the city’s police chief,
Cathy Lanier, by directing her to upgrade the
headquarters staff at the police depart-
ment’s Gay & Lesbian Liaison Unit.
Gays and Lesbians Opposing Violence,
the D.C. Center for the LGBT Community,
the Gay and Lesbian Activists Alliance, and
the Gertrude Stein Democratic Club cited in
the Aug. 26 letter a recent surge in anti-
LGBT assaults in the city as demonstrating
the need for strengthening the GLLU
through an expanded staff.
“In light of this continuing history of vio-
lence against members of our community,
we seek your immediate attention to fully
restore the staffing levels of the GLLU to
six full-time officers,” the groups said in
the letter.
“Further, we ask that the unit be led by
a full-time officer devoted to these duties
with the authority to report directly to
Chief Lanier. It is our hope that a restored
GLLU will serve as a more effective liai-
son between the LGBT community and
MPD,” the letter says.
The letter emerged from an Aug. 26
town hall meeting on anti-LGBT violence
sponsored by the D.C. Center. Several
people attending the meeting expressed
support for a suggestion by gay activist
Peter Rosenstein that activists stage a sit-
in protest in Fenty’s office to dramatize the
need for immediate action on his part to
strengthen the GLLU.
Rosenstein said this week that he has
no immediate plans for a mayoral protest
or sit-in but said such an action would be
considered sometime later.
GLOV co-chairs Kelly Pickard and Joe
Montoni briefed town hall meeting atten-
dees on some of the recent incidents of
anti-LGBT violence, including about a
half-dozen incidents in the Dupont Circle
area near several gay bars. The two said
they were especially troubled over the
murder last month of gay federal worker
Delando King, who was stabbed to death
in his apartment near Massachusetts
Avenue and 10th Street, N.W.
Police have charged a 24-year-old D.C.
man with first-degree murder in connec-
tion with the case, and court documents
filed by police say King appears to have
invited his attacker home after meeting
him in a gay bar.
GLOV co-chair Montoni said the group
believes King’s murder should be listed as a
hate crime, even though police have said
the motive appears to have been robbery.
GLOV praised police investigators for work-
ing with the GLLU to make an arrest in the
case within a week of the murder.
The GLLU currently has four full-time offi-
cers, an increase from two years ago, when
the unit’s staff dropped to just one or two
officers due to attrition and a decision by

Lanier has said budget cuts and the need
for more officers on street patrol duty forced
her to reduce the number of officers at the
GLLU’s headquarters office in Dupont Circle
from its high point in 2007 of six full-time offi-
cers and a full-time sergeant who served as
its supervisor. The current GLLU supervisor,
Sgt. Carlos Mejia, divides his duties
between the GLLU and the department’s
Latino Liaison Unit.
With the backing of Fenty, Lanier
decentralized the GLLU and three other
specialized police units working with the
Latino, Asian American, and deaf and
hard of hearing communities by establish-
ing affiliate members of the units in each
of the department’s seven police districts.
Officials with GLOV and other LGBT
activists have expressed general support for
the affiliate program, in which officers
assigned to regular patrol duties are trained
to respond to calls involving LGBT-related
crimes. Lanier said there are currently about
a dozen GLLU affiliate members in addition
to the four full-time members.
But GLOV and other local LGBT
groups have expressed concern that the
affiliate members don’t have the time or
expertise to handle all of the LGBT-related
calls for police help, including calls related
to hate crimes.
“Having affiliate officers trained to recog-
nize and respond to LGBT crimes in every
district is admirable in intent,” the groups
said in their letter to Fenty. “In practice, how-
ever, not having officers dedicated to the
GLLU full-time has led to, in our opinion,
diminished effectiveness in recognizing and
responding to bias crimes. We ask that you
fully restore staffing to the GLLU and grant
the officer in charge with direct reporting to
Chief Lanier.”
The mayor’s office did not respond to a
request for comment by press time.

Town woos bears with pizza, draft beer

The local bear crowd that used to gather every Friday night at EFN
Lounge/Motley Bar has unofficially settled on Town as its new home.
Though the group has no established leadership, former Motley bartender
Nicholas Baatz negotiated with Town owner Ed Bailey to have the group gather
there. Green Lantern and Cobalt also made efforts to woo the bears but Town has
had the largest turnout the last two Fridays.
“Without a doubt, Town is the new space,” said Kevin Smiffy, a bear happy hour
regular. “I went to all three places the first week. I know [Green Lantern owner]
Greg [Zehn]. He’s a good friend so I kind of owed it to him to stop by but there
were maybe 20 people there as opposed to a couple hundred at Town. Town, by
far, was the place to be.”
But doesn’t Green Lantern’s vibe suit the Bear crowd better?
“You would think on paper it seems that way,” Smiffy said. “But Green Lantern
isn’t really conducive to bear happy hour because it’s two levels and the upstairs
really isn’t that big. Town is one big open space with the bar against the wall. Yes,
it’s more posh and not what you think a bear would be into, but who knows?”
Bailey said he and Baatz discussed that concern.
“I think they had some questions about whether or not we would even be inter-
ested,” Bailey said. “They perceived the image of our business, I guess, and did-
n’t know if we would even want their crowd there. It was a little bit of an eye open-
er for us because evidently some people think of us as a twink bar, which we
aren’t. I mean, yes, we have our fair share of twinks, but I wouldn’t call us that
though some have that perception. But yes, we’re excited to have them and it’s
been a fantastic showing so far.”
Bailey says about 250 attended Aug. 20 and about 350 last week. Several pro-
visions were made. Ordinarily Town doesn’t open until 10 on Friday nights but
opens now at 6 on Fridays for the bears. They stay downstairs and Baatz arranged
to bring their own DJ. Bailey provides pizza — they went through 30 extra-large
pizzas last week. Bailey also installed draft beer kegs which Town didn’t previous-
ly have. Bud Lite and Shock Top are on tap. And rail drinks and bottled beers are
sold for $2 cheaper than usual.
Bailey even instructed the drag troupe, which goes on at 10, to alter its first few
numbers to find things that would appeal to the bears so they’d stick around.
“Everything’s been well worth it,” Bailey said. “It’s been delightful.”

GLAA gives highest marks to Mendelson, Graham

from the Gay and Lesbian
Activists Alliance (GLAA) last
week, while mayoral hopeful Leo
Alexander, a Democrat who didn’t
return the group’s questionnaire,
got the lowest ranking of -3.
The group, a volunteer, non-
partisan, non-profit founded in
1971, ranks candidates from a
range of -10 to +10. Members
met Tuesday in the National
Press Club building for a three
hour-plus discussion in which
the 17 candidates who returned
questionnaires were evaluated
along with several who did not.
The group says its rankings are
not endorsements.
Council Chair and mayoral
hopeful Vincent Gray outranked
incumbent Adrian Fenty in the
group’s rankings. Gray earned
+8.5 while Fenty trailed with +4.
In its written explanations, the
group said Gray’s score “reflects
his agreement with GLAA on all
issues and his efforts in leading
the Council in support of equal
marriage rights, setting a tone
and leading hesitant coun-
cilmembers by his example.”

Brown, a Democratic Party
activist and political consultant,
isn’t actively campaigning and
has raised only a token amount
of funds for his candidacy.
The poll, released by the Post on
Tuesday, shows that gay former city
parks and recreation director Clark
Ray, who is also running for the at-
large seat, garnered only 7 percent
support from voters eligible to cast
their ballots in the Sept. 14
Democratic primary.

activists following the contest.
“I think that would be the best
situation,” said gay Democratic
activist Phil Pannell, in urging
Ray backers to vote for
Mendelson. “I cannot see Clark
picking up the votes needed to
win. Phil Mendelson has been
not just a friend and advocate for
our community, he’s been a true
champion,” said Pannell.

on since he entered the race

Tea Party focus doesn’t include LGBT issues
Jobs, spending are priorities
for nascent movement

The Tea Party is making headlines for
energizing the Republican Party base and
ousting incumbent GOP lawmakers from
Congress, but some observers say the
movement is having limited impact on
LGBT issues.
The movement is focused on econom-
ic issues and limited government rather
than anti-gay rhetoric in its bid for growth
and acceptance.
Michael Cole, a Human Rights
Campaign spokesperson, said the Tea
Party movement has “taken a lot of the
wind out of the LGBT demagoguery sails.”
“Their relentless focus on economic
issues has really taken a lot of the attention
away from some of the attacks on LGBT
people that we usually see from elements of
the conservative movement,” he said.
Cole acknowledged the Tea Party may
have anti-gay extremists in its ranks,
recalling how tea partiers reportedly
called Rep. Barney Frank (D-Mass.) anti-
gay epithets during a March rally at the
U.S. Capitol, but maintained members of
the movement have been reticent to
address social issues.
“You don’t see as much rhetoric around
choice or LGBT issues or some of the
other things as you do around taxes and
the deficit and health care and things like
that,” he said.
Jimmy LaSalvia, executive director of
GOProud, a gay conservative group, also
maintained the focus of the Tea Party is
on economic issues and not blocking the
advancement of LGBT issues in
Congress.
“The focus of the Tea Party is on fiscal
issues and the growth of government, and
their influence on Congress is to get
Congress focused on those issues,”
LaSalvia said. “And so, I think, if it’s hav-
ing any influence on Congress, it’s telling
Capitol Hill to wake up and quit spending
all the money.”
But the perception that the Tea Party isn’t
relevant to LGBT issues isn’t universal.
Michael Mitchell, executive director of
the National Stonewall Democrats, char-
acterized the Tea Party as the reincarna-
tion of previous anti-gay movements.
“There is, indeed, a very conservative
movement out there that is finding a voice
and turning some races, but I believe it’s
the same anti-equality, anti-gay elements
that have been roadblocks and are going
to be roadblocks for us,” Mitchell said.
Mitchell said he fears what will happen to
LGBT issues if leaders from the Tea Party
movement are elected to public office.
“I think if these Tea Party folks are in
power – Sarah Palin, for example, if she
were to somehow get back into power –
believe me, our issues are not going to
be anywhere near their agenda at all,”
he said.
Supporters of the Tea Party movement gathered last weekend in D.C. Gay rights issues haven’t yet played a big role in the movement.
The fallout of recent Republican pri-
maries suggests that LGBT issues may in
fact be playing a role in how in the Tea
Party is shaping national elections.
Sen. Lisa Murkowski (R-Alaska) was
trailing in her bid to retain the
Republican nomination following a pri-
mary last week that as of Blade dead-
line was too close to call.
Murkowski’s Tea Party opponent in the
primary, Joe Miller, led the senator by
1,688 votes on Tuesday. The Alaska
Division of Elections was set to count this
week 15,272 absentee, questioned and
early ballots as part of at least 25,500
uncounted ballots, according to the
Associated Press.
Known in some circles as a moderate
Republican, Murkowski was among four
GOP senators to vote for cloture on
attaching hate crimes protection legisla-
tion to the Fiscal Year 2010 Defense
Authorization Act.
Miller, on the other hand, has on his
campaign website a letter explaining his
opposition to hate crimes laws because
he says they violate First Amendment
rights. The letter criticizes Murkowski for
her vote for the measure.
“At the time of Senator Murkowski’s
vote to expand hate crimes into the realm
of sexual orientation, the latest FBI statis-
tics at her disposal relating to crimes of
bias motivated by sexual orientation
reported exactly ONE case in all of
Alaska,” writes Miller.
In Arizona, some observers believe
the Tea Party also had an impact on
moving Sen. John McCain (R-Ariz.) to
become the most vocal opponent in the
U.S. Senate of repealing “Don’t Ask,
Don’t Tell” as he faced a primary chal-
lenge from J.D. Hayworth.
McCain has threatened to filibuster the
fiscal year 2011 defense authorization bill
based on the “Don’t Ask, Don’t Tell” repeal
language and has spoken out against
repeal in committee hearings. Before law-
makers broke for August recess, McCain
objected to bringing the defense bill to the
floor because of the repeal language.
The senator’s opposition to “Don’t Ask,
Don’t Tell” repeal may have paid off in his
primary last week. He trounced Hayworth
in the Republican primary by securing 56
percent of the vote.
There is much debate about the Tea
Party’s role in the aftermath of those cam-
paigns.
LaSalvia maintained that Murkowski’s
situation isn’t the result of her hate crimes
vote because of her positions on govern-
ment spending.
“She wasn’t voted out because she
voted for hate crimes; she was voted out
because she’s a porker,” LaSalvia said.
“That’s a stretch to look at any race and
draw a gay connection to really any race
like that. The election cycle is shaping up
to be an election about jobs, the economy
and spending.”
Cole also said he didn’t think hate
crimes legislation played a significant role
in the Alaska primary.
“If you just look at the reporting after-
wards analyzing the race, it was all about
these sort of economic issues and these
homegrown things,” he said. “Her vote on
hate crimes I just never heard once
brought up.”
As for McCain, Cole cautioned against
making too much of his opposition to
“Don’t Ask, Don’t Tell” repeal.

tion,” Cole said. “Certainly, he was never
a fan of “Don’t Ask, Don’t Tell” repeal,
and he increased his rhetoric faced from
the threat with his right, but I think that
those sorts of instances are exceptions
rather than the rule for the way that
these campaigns have been fought.”
Another example suggests that the Tea
Party movement is throwing out incum-
bent Republicans regardless of their
views on LGBT issues.
Sen. Robert Bennett (R-Utah), who
was unable to secure the Republican
nomination in May after finishing third in
the second round of balloting at the Utah
Republican Convention, has a strong anti-
gay record this Congress.
In March, the Senate defeated the
senator’s attempt to amend health care
reform legislation to include a provision
calling for a vote on same-sex marriage
in D.C. Additionally, late last year,
Bennett was the sole committee vote
against reporting out the Domestic
Partnership Benefits & Obligations Act
to the Senate floor.
LaSalvia said Bennett’s loss of the
Republican nomination even with this
record underscores the Tea Party is
focused on economic issues rather than
social issues.
“Bob Bennett got voted out because
he’s been part of the problem,” he said.
“He’s been in Congress a long time and
spent a lot of money and hasn’t stood up
to change things.”
LaSalvia noted that Bennett’s vote for
the bank bailout as part of the Troubled
Asset Relief Program was among the
actions that frustrated Republican voters.

Gay journalists to face hotel union picket line
NLGJA declines to
move convention

The National Lesbian & Gay
Journalists Association has
declined a request to withdraw
its annual convention from San
Francisco’s Hyatt Regency Hotel
this weekend in connection with
a labor union boycott of the
hotel.
In a statement posted on its
website, NLGJA officials said a
cancellation of its contract with
the hotel, which was signed
three years ago, would result in a
$150,000 penalty that could
bankrupt the group.
The San Francisco chapter of
Pride at Work, an LGBT labor
group affiliated with the AFL-
CIO, joined the city’s hotel work-
ers union, Unite Here! Local 2, in
calling on NLGJA to honor the
union-initiated boycott of the
Hyatt in an effort to win a long-
delayed union contract for hotel
employees.
“Although NLGJA under-
stands the importance of collec-
tive bargaining and recognizes
that worker actions are not to be
blithely ignored, it is simply

and Lesbian Activists Alliance
exhibited partisan bias against the
two Republicans by assigning them
rating scores lower than what they
believe they deserve.
The local gay GOP group Log
Cabin Republicans and the gay
chair of the D.C. Republican
Party, Robert Kabel, backed up
the two candidates’ allegation.
“It’s outrageous that GLAA
thinks they can rate two gay men
so low for ‘gay-supportiveness’
and get away with it without any-
one asking questions,” said D.C.

Marc Morgan, who is running
for the Ward 1 Council seat,
received a GLAA rating of +3.
Tim Day, who is running for
Council in Ward 5, received a
GLAA rating of +1.5.
The GLAA rating system
includes scores ranging from -10 to
+10 based on the group’s evalua-
tion of candidates’ responses to a
GLAA questionnaire and their
record on LGBT and other issues

David Steinberg said in a state-
ment.
“NLGJA was contacted by
organizers from Unite Here!
Local 2 in June, and we have
had conversations with them for
more than a month,” the state-
ment says.
About 225 people were
expected to attend the NLGJA
convention, which was sched-
uled to take place at the Hyatt
Regency in San Francisco’s
Embarcadero waterfront district
Sept. 2-5, according to NLGJA
executive director Michael Tune.
Tune said the group knows of
about 10 people who were
scheduled to attend or speak at
the convention and cancelled
their attendance due to the union
boycott.
“It’s been very positive,” he
said. “I think most folks have
understood it’s not an issue
against NLGJA. This is some-
thing, of course, going on with
the Hyatt. We happened to be
having our convention here.”
NLGJA describes itself as
the leading professional organ-
ization for LGBT journalists and
an advocate for fair and accu-
rate reporting on LGBT issues
the group deems important.
GLAA Vice President Rick
Rosendall disputed complaints
that Morgan and Day were sin-
gled out for partisan bias in a
statement on the group’s online
forum. He said their question-
naire responses did not show a
full understanding of some of the
complex issues raised in the
questionnaire, even though the
two expressed support for LGBT
causes and concerns.
GLAA noted that Day lost points
when he appeared to state on the
questionnaire that he supports a
proposal by D.C. Council member
Yvette Alexander calling for adding
a “conscience” clause to the city’s
same-sex marriage law. The
clause, which was defeated in com-
mittee, would have allowed busi-
nesses providing wedding-related
services that are not linked to reli-
gious institutions to refuse on reli-
gious or moral grounds to provide
those services for same-sex wed-
dings.
Morgan told the Blade that
GLAA apparently wasn’t aware of
his longstanding record of support
in the U.S. and abroad.
Members of the organization
include editors and reporters
from some of the nation’s
largest and most prominent
news organizations, including
the New York Times and broad-
cast news outlets as well as
LGBT news organizations.
Although the hotel union
has not called a strike against
the San Francisco Hyatt, more
than a month ago it scheduled
a national, one-day protest
against Hyatt hotels, including
the San Francisco Hyatt, for
Sept. 2. At the San Francisco
Hyatt, union members and
supporters were scheduled to
form a picket line for the Sept.

primary. Thomas received a
GLAA rating of +6.

NLGJA says it would face.
“I’ve seen groups break con-
tracts with these hotels over boy-
cotts before and they have never
been charged a dime,” Haaland
said. “More than one group has
gone to the discomfort of moving
their meetings because some of
these folks are some of the low-
est wage workers and, honestly,
many of them are gay.”

never got to that point,” Alvaran
said. “They never took the first
step to look into moving the

Although NLGA’s Steinberg
and other members of the
group’s board said they could not
move the convention to another
hotel, they urged attendees to
consider reporting on the union’s
grievances in their role as jour-
nalists.

Some fear ‘Don’t Ask’ vote too risky just before elections

Nicholson said he thinks Reid
may not schedule a vote on the
defense authorization bill in
September because he’s reluc-
tant to force members to vote on
controversial measures prior to
the election.
The consequence of not hav-
ing a vote by the end of the first
week of October, Nicholson said,
is that all the gains made so far
over “Don’t Ask, Don’t Tell” will be
“put at great risk.”
“Once the Senate goes into
recess for election season, any-
thing could happen,” Nicholson
said. “So putting the [‘Don’t Ask,
Don’t Tell’] vote off until after
October is simply gambling with
this very important issue. I don’t
see how we will be able to forgive
the president or Sen. Reid if that
happens, because between the
two of them they have the power to

uling time for those bills would
mean putting off a vote on the
defense authorization bill,
Manley replied, “I don’t do hypo-
theticals.”

Mehlman’s secret finally revealed

Ken Mehlman, former
Republican National Committee
chair and campaign manager for
Bush-Cheney in 2004, came out
as gay in a stupefying interview
with the Atlantic last week.
In it, Mehlman says he only
recently realized he’s gay — an
absurd claim — and insists that he
worked behind the scenes to beat
back efforts to attack same-sex
marriage during the Bush years.
That’s a staggering claim from
someone who presided over a
campaign that exploited homo-
phobia to advance constitutional
amendments in 11 states banning
same-sex marriage.
Now, long after leaving the
public eye and public service,
Mehlman wants our collective
“understanding” because “every-

As summer begins to wind
down and kids head back to
school, those of us who are advo-
cates for reproductive health edu-
cation that addresses sexual ori-
entation, gender identity and
HIV/STD prevention have reason
to feel hopeful.
In the city with the nation’s high-
est rates of new HIV/AIDS infec-
tions, the role of education is cru-
cial to keeping ALL youth safe and
to ensure that future generations
live free from HIV. Appreciating this
connection, city leaders have
shown considerable commitment
to improving schools.
In December 2007, the D.C.
State Board of Education passed
Health Learning Standards,
which were based on national
best practices and outline what
information and skills students
should be acquiring in
Washington, D.C. classrooms.
Since then, the leadership at
D.C. Public Schools (DCPS) has
taken these standards seriously
and begun to move forward, and
the results are very promising.
In the last three years, D.C.
Public Schools have been working
diligently to ensure that all stu-
dents receive a complete, age-
appropriate, science-based health
education. The DCPS curriculum,

True, but for most of us, the
journey didn’t involve working
side-by-side with those who
fought to enshrine our second-
class status in the U.S.
Constitution, not to mention what
Bush-Cheney did to advance the
cause of torture.
Mehlman is the Roy Cohn of
his generation, quietly enabling
which meets the Standards, cov-
ers everything from the diversity of
family configurations to the impor-
tance of family and trusted adults
when questions about sexual ori-
entation arise. The curriculum also
emphasizes the importance of
abstinence while also providing
students all the information and
skills needed to protect against
HIV, STIs and unwanted pregnan-
cies. Teachers’ training on content
and sensitivity has increased and
there has been positive movement
on instructional quality.
Building up from the
Standards, the D.C. Council
passed the Healthy Schools Act
in May, 2010. Although the
media focused primarily on obe-
sity and soda taxes, the Act con-
tained much that will ensure that
more youth will have access to
high quality health education.
We now believe that all the
regulatory and legislative barri-
ers to effective, age appropriate
and comprehensive health edu-
cation in D.C.’s public and char-
ter schools have been removed.
The last hurdle, as is often the
case, is implementation.

Briggs as we plan for assessing
the quality of health education in
D.C. and the full implementation

prominent voices in the move-
ment seem to have amnesia
about that past. Chad Griffin and
Dustin Lance Black of the
American Foundation for Equal
Rights are singing Mehlman’s
praises. Griffin told the Atlantic,
“when we achieve equal equality,
he will be one of the people to
thank for it.” Really? Mehlman
will need to devote the rest of his
life to undoing the damage he
helped foster before he earns
any thanks. It turns out that
Mehlman is helping to raise
money for AFER, so the praise is
predictable and hollow.
Mehlman’s sexual orientation
was the subject of rumors for
years and the Blade looked into
the story numerous times. He
dodged the question and flat out
denied it on several occasions. We
were alternately accused of cover-
ing up to protect his secret or prop-
agating salacious gossip. Neither
was true; Mehlman remained

bag Karl Rove deliberately creat-
ed a Republican campaign that
attacked gay people and gay mar-
riage in particular. He knew very
well what he was doing, but didn’t
care, because he was and still is
a hate-mongering Republican
first. Even Log Cabin failed to
endorse Bush in 2004 thanks to
his gay-bashing positions, which
Mehlman supported.

As a “private citizen,” Mehlman
was hired in 2008 as managing
director and head of global public
affairs at Kohlberg Kravis Roberts
& Co. in Manhattan. Undoubtedly,
KKR hired Mehlman to provide
access to his cronies at the GOP
for KKR clients (of course, never
assuming he was “gay”). Now that
his same-sex attractions have
been revealed, Kenny-boy will be a
dwindling asset. Just how many of
his homophobic cronies are going
to pick up the phone when he calls
deeply closeted during his reign of
terror and former classmates and
associates of his routinely
described him as “asexual.”
The silver lining to this sicken-
ing hypocrisy is that the dominoes
continue to fall, as more and more
prominent Republicans take up
the cause of gay rights and mar-
riage equality. The party is headed
for a reckoning in which it will need
to address the hateful rhetoric
about our families that has been
and remains a part of its national
platform. How can party stalwarts
like Mehlman, Cheney and Ted
Olson advocate for marriage
equality while their party stubborn-
ly clings to its prejudice?
Indeed, it appears the country
has reached a tipping
point on the issue of
gay rights. Too bad
Mehlman arrived
so late to the party.

What’s so great about Vincent Gray?
Council chair will
unite our divided
city as mayor

Recently, I got an email from a
friend that said, “OK, I get it. You
really dislike Adrian Fenty, but
what’s so great about Vince Gray?”
It made me realize that I’d
spent so much time pointing out
the mayor’s shortcomings that I
had failed to espouse all of the
reasons that I support Chairman
Vincent Gray for Mayor. And
there are many.
Four years ago, I supported
Adrian Fenty for mayor because
he inspired me to believe that we
could have a better city. Today, I
support Vince Gray for the same
reason. I am inspired by his
sense of duty, honesty, empathy
and determination.
I first met Vince when he was
running for Council Chair four
years ago. Since then, I’ve come

Isaiah Webster questions
whether the routine integration of
HIV testing as a medical standard
of care is a sound strategy and
suggests that doing so is “misguid-
ed and lazy.” His views on HIV
screening are surprisingly myopic
and illustrate how little success we
have had in framing HIV as a
chronic, treatable disease that
warrants integration as a routine
health service.
I am an infectious diseases
physician and see the impact of
our failure to implement routine
HIV testing into primary care. In
the short time I have been practic-
ing in the District, I have encoun-
tered many patients, already in pri-
mary care, whose stories illustrate
why opposing routine HIV screen-

a candidate was, “If the

didn’t hesitate to commit to mov-
ing forward on marriage.
At the time, I didn’t know that I
would go on to co-found DC for
Marriage and become intimately
involved in the effort to win the
freedom to marry here in the
District. That first question I
posed to Vince led to many more
conversations about the proper
strategy and timing to win mar-
riage and avoid congressional
intervention. My experience in
working with Vince on marriage
is that he was always friendly,
responsive, attentive and honest.
Along with David Catania, Jim
Graham, and Phil Mendelson,
Vince Gray was one of the
strongest allies we had on
Council for passing marriage.
Vince’s ethos is informed by a
lifetime of work on behalf of oth-

ples as a rebuttal to several points
in Webster’s editorial because they
represent missed opportunities for
HIV screening in medical settings.
A 42-year-old heterosexual
male was diagnosed with HIV in
2009. He reported no sexual activ-
ity or drug use in the previous two
years. Soon after his diagnosis, he
was admitted to the intensive care
unit with his longtime girlfriend at
his bedside. She confirmed a 12-
year sexual relationship.
A 39-year-old gay man with
hypertension and hypercholes-
terolemia who was never tested
for HIV until he developed
intractable diarrhea.
A 59-year-old woman hospital-
ized with pneumonia was not test-
ed because she was married.
These cases are neither isolated
nor unique. There are many more.
The risk-based screening strategy
Webster is supporting would have
missed each of these cases. The
point of the CDC testing recom-
mendations, in part, is to eliminate
the provider “guesswork” in decid-
ing who is at risk for HIV infection.
As illustrated by these cases,
providers repeatedly demonstrate
that we are unable to accurately

District’s first HIV/AIDS office,
among other things. Next, he
went on to head the Covenant
House, an organization serving
homeless youth. He served there
until his election to the D.C.
Council, representing Ward 7.
On the DC Council, he has
been effective at building coali-
tions and passing legislation.
While representing Ward 7, he
worked to create what is now
known as Effi Barry grants that
provide resources to build the
capacity of organizations work-
ing on HIV/AIDS issues. Those
grants have provided an untold
number of people the chance at
a better life. As chairman, Vince
shepherded legislation to reform
our schools, create universal
pre-kindergarten, and to unani-
mously censure former Mayor
Marion Barry for ethical viola-
tions. Under his leadership, the

light that reliance on provider selec-
tion is an inappropriate approach

only asking some of my patients to
be tested for HIV, this may trigger a
cascade of emotions and percep-
tions that may present barriers to
truthfulness and disclosure in our
relationship. Whereas, if I routinely
screen everyone in my practice just
as I obtain a cholesterol level or a
blood pressure, my patients begin
to see this as part of the normal
standard of care rather than a pro-
cedure only followed for “certain”
patients. Furthermore, providers
begin to frame HIV as a chronic,
treatable disease such as cancer
or heart disease. Whether advo-
cates like, accept it or not, HIV is
now a chronic, treatable disease.
Third, contrary to Webster’s
opinion that routine screening is
too costly, failure to integrate
HIV screening into the med-
D.C. Council has experienced an

tivity and civility.
The leadership and character
that Vince has shown throughout
his entire life is exactly what we
need in the mayor’s office for the
next four years. School reform
efforts are stalling. To continue
with the effort that he started,
Vince will provide leadership
from the mayor’s office to win
broad buy-in from all stakehold-
ers: teachers, students, parents,
administrators and community
partners. That is the key to suc-
cessful school reform.
To create jobs, Vince has
brought together a diverse group
of business and economic advis-
ers to brainstorm creative tactics.
One approach that I find fasci-
nating is to win approval from
Congress that allows D.C. to
have tax conditions comparable
to offshore tax havens so that we
can keep those deposits in the
U.S. and create a new banking
industry for the District.
On LGBT issues, Vince is one

doctors from spending time dis-

cussions with patients. I doubt
the routine integration of HIV
screening as standard of care
would negatively impact our will-
ingness or ability to hold these
sensitive discussions. Ironically,
because as a profession our per-
formance in this area is just
above abysmal, the integration is
likely to have the opposite effect.
Webster’s posture suggests
that proponents of routine screen-
ing integration believe that HIV
screening in the medical setting is
the “end all, be all” to identification
of HIV infection. Few things could
be further from the truth. In my
opinion, HIV screening in the med-
ical setting is the LEAST practical
strategy for identifying HIV-positive
persons. This is simply because

of our biggest allies. He has won
the endorsement of the Stein
Club and his rating by GLAA is
more than twice as high as the
mayor on the most important
issues to our community. He will
be a mayor that is responsive
and visible in our community
both in good times and bad.
My belief is that Vince will
bring the same kind of civility
that he brought to D.C. Council to
the mayor’s office. Our city is
divided in many ways and this
campaign has shown that. Only
one candidate will unite our city,
bringing people together to work
side by side to move our city for-
ward. I am certain that candidate
is Vince Gray and ask that you
give him your vote.

support targeted and community-
based HIV testing as a comple-
ment to HIV screening in the med-
ical setting. It is our best means of
both early diagnosis and achieving
increases in community education
and awareness. Shifting our
approach a bit toward more target-
ed, community-based testing would
then make HIV screening in the
medical setting a “no-brainer”—
simply because it would serve as a
safety net for those we missed dur-
ing community-based testing.
Let’s treat HIV like the prevent-
able and treatable public health
and medical challenge that it is
and whether via community-based
testing or in the medical setting,
let’s get committed to the business
of identifying and linking to care
every HIV-infected person, not just
in D.C. but in America.

of same-sex marriage in the
District, Freedom2Wed is spon-
soring a contest to give one
lucky gay couple the wedding
of a lifetime.
From hundreds of entries
nationwide, six couples have
been chosen to compete for the
top prize. Among the finalists
are Carl Cox, 43, and Darin
Henderson, 46, a local pair

Together for four years, Carl
arts & entertainment
and Darin, who found each
other on Match.com, have
always valued open communi-
cation. When they initially start-
ed talking online, Carl was hon-
est about not being ready for a
long-term relationship — but
Darin was undeterred.
On their first date, Carl ven-
tured from Baltimore to meet
Darin and the two enjoyed an
unexpectedly intimate dinner at
Blues Alley in Georgetown.
“Darin was persistent and
extremely likeable,” Carl says.
After hitting it off that night,
they started dating, and with time
Carl became less guarded.
“[Darin] was gentle and took
down my wall one brick at a
time,” Carl says. “He was honest,
made himself available, treated
me with respect, and was com-
pletely invested in every moment
we were spending together. It
was something I wasn’t accus-
tomed to.”
Darin never doubted that Carl
was worth the effort. A little over
a year before they met, Darin
had a series of small heart
attacks and was diagnosed with
congestive heart failure.
He was out of work for six
months and over that time, he
reflected on what he wanted out

of life. When he returned to work
healthy, he was ready to
embrace something entirely new.
“It was the right time for me to
meet him,” Darin says. “He
offered a balance to me. I’m
more serious and Carl is the
funny one, always kidding
around and cracking jokes.”
Darin was especially attracted
to Carl’s humble personality.
“He’s so warm and genuine, and
he has such a big, kind heart,”
Darin says. “Carl would give the
shirt off his back to anyone. He’s
a passionate and loving person.

QUEERY: 20 Questions for Hilary Treat

Hilary Treat got involved with DC for
Marriage last year after graduating in 2008
from American University. She co-chaired
the group and quickly found success when
same-sex marriage was legalized in
December. Though she keeps the trophy
the group won for being a Capital Pride
Hero this year — Michael Crawford is in
New York now, so she accepted on the
group’s behalf — she says much credit
needs to be given to others.
“There have been so many little events
over the last 15 to 20 years that really put
us in a good position for this,” the 24-
year-old lesbian and Belmont, Mass.,
native says. “Not just marriage, but pre-
vention of a ballot initiative, having an air-
tight human rights act and so on so for
decades and years people have been
working toward creating an environment
where marriage would stick. I think it’s
just timing that I came in at the end and
was able to see it happen.”
Known for “pretending to knit,” as she
puts it, and leaving half-finished projects
lying around, she did finish a sweater
once, a Christmas gift for her dad. “But I
didn’t get it done till Christmas Eve,” she
says with a laugh.
Treat started college in Denver but
soon found that part of the country was-
n’t for her and relocated to D.C. where
she stayed after earning her history

degree. She was unemployed for a while,
which gave her lots of time to work on
marriage rights, but is now working for
Heritage Travel, a group that works on a
travel website that leads people to cultur-
al heritage destinations and sites. Treat is
single and lives in the U Street corridor.
She enjoys reading, movies, hanging out
at the Phase and knitting, which she
learned from her mom when she was 12,

How long have you been out and
who was the hardest person to tell?
About seven years. I have not had a
difficult experience yet, but telling my
mom will be hard.
Who’s your gay hero?
Frida Kahlo. Not gay, per se, but she
was definitely into women. Her art is so
vibrant and it’s incredibly moving to see
how she just threw her physical
and emotional pain on a canvas.
What’s Washington’s best nightspot,
past or present?
Phase 1, hands down.
Describe your dream gay wedding.
It will involve cupcakes and it will
probably not take place anywhere near
a church.
What non-gay issue are you most
passionate about?
Women’s issues: reproductive rights,
the wage gap and everyday sexism.
What historical outcome would you
change?
That humans would be descended
from gorillas, rather than chim-
panzees. Gorillas are peaceful and veg-
etarian; chimpanzees will often beat the
lowest-ranking male to death.
What’s been the most memorable
pop culture moment of your life-
time?
When Michael Jackson’s “Black or
White” video came out. I was around 5
years old and I just loved how everyone
morphed into each other at the end. It
was probably the first time I had lis-
tened to something that wasn’t Raffi.

but it would be great if the Bruins could

18?
That you don’t have to have life fig-
ured out at 25. I spent too
much time worried about the future.

It’s the only place in America where
people from all over the political spec-
trum come together. Plus, political
debates are shown in bars and that’s
awesome.

Fall into great exercise weather
Cooler temps means
skipping the gym
and heading outside

Working out in the gym during
the heat of the summer months
may be more comfortable than
being outside, especially consid-
ering all the heat we had earlier
this summer.
However, not everyone enjoys
being inside and now that fall is
around the corner and the
weather will be cooler outside,
workouts are a more viable and
pleasurable option. Outdoor
exercise routines can very well
be more challenging than taking
yourself through a series of
machines, free weight exercises
or running on a treadmill.
But what do you do without
equipment and where can you
work out? Washington, D.C. has
more parks and grassy knolls
than most cities in the United
States. Whether you are in the
heart of the city or in the sub-
urbs, there is no shortage of
grass and green to take your
workouts.
Running outside does not
have to be your only exercise
option. Rock Creek Park is
award winning and many areas
have outdoor circuits with
instruction that allow you to per-
form a variety of exercises that
target all of your major muscles.
There are also rolling hills and
off-path trails throughout Rock
Creek that allow you to vary
your terrain, not to mention
breath-taking scenery.
I am partial to Meridian Hill
Park at 16th and Florida Avenue,
N.W. (www.meridianhillpark.org).
The park is an outdoor fitness
haven and stunningly beautiful
with statues, water fountains
throughout and a giant lily pond
at the base. The top of the park
houses an enormous courtyard
type “track” with vast grassy
fields in the center.
You don’t have to worry
about bringing along any
equipment. Instead, you can
use your own body weight and
you can work all your major
muscles in doing so. If you want
to add additional resistance
without lugging too much
around with you, then invest in
lightweight resist-a-bands that
allow you to simulate weight
training and offer several
degrees of resistance. They are
available at (www.power-sys-
tems.com) and they come with
diagrammatic instructions.
I generally start my boot camp
program with a warm-up consist-
ing of light jogging throughout
the park, up and down stairs and
hills and throughout the maze of
paths the park has to offer.
I will often continue the warm-
up with what I call “stair sui-
cides.” Most would argue that
this drill is not in the least a
warm-up, but it definitely revs up
the body. The gist of the drill is to
jog, walk or double step up one
flight of stairs at a time and then
down one flight. Continue by
adding another flight going up
two flights and down two flights
and then three, etc.
Then we navigate through
more paths and hills followed by
a variety of drills, calisthenics
and body weighted exercises.
Think back to your high school
gym days and do what you did
then – jumping jacks, butt kicks,
nausea inducing squat thrusts,
simulated jump rope, skipping,
side shuffles, running backwards
and more stairs and hills.
Add in pushups, dips and pull-
ups on the park benches fol-
lowed by other lower body exer-
cises such as lunging forward
and backward, squats, Bulgarian
Split Squats (yes, they are as
awful as they sound, but will give
you buns of steel), squat walks
and sumo-wrestlers.
If you have an imagination
you can create an effective out-
door workout and you may not
want to go back into a gym any-
time soon.

Despite booming sales of the iPad,
Kindle and other digital book readers,
some see a disturbing trend among gay
men: We are reading fewer books today
than previous generations.
Robert Starner, co-founder in 2004 of
the D.C.-area Big Gay Book Group, when
he was working at the Lambda Rising
bookstore on Connecticut Avenue, agrees
that “now it seems that the gay men’s
community is not reading as much as they
were in the mid-1980s and 1990s,” and he
confesses he doesn’t know why.
Starner’s lament is possibly an age-old
complaint, echoing that of the great mod-
ernist poet Ezra Pound who decades ago
rebuked his own generation when he
declared that “the classics are not read in
our time” and that this fact “sorely troubles
my mind.”
But in our day consider these doleful
facts: bookstores like Lambda Rising in
D.C. and Rehoboth Beach and the Oscar
Wilde Bookstore in New York City have
closed their doors.
Nevertheless, gay men and books con-
tinue to intersect at meetings such as
those held monthly by Starner’s group, the
Big Gay Book Group, whose next event is
Wednesday at 7 p.m. at his firm’s down-
town D.C. office location, 1155 F St.,
N.W., Suite 200.
The book under the lens that night will be
“Role Models” by Baltimore’s own gay film-
maker and provocateur John Waters. That
book is a collection of essays on such icon-
ic figures as playwright Tennessee Williams
and singer Johnny Mathis but also Esther
Martin, owner of one of the scariest bars in
Charm City. Each of the subjects is an
extreme figure who helped Waters “form his
own brand of neurotic happiness,” according
to Sarner.
Waters, discoverer of the drag person-
ality known as Divine and auteur of the
film “Hairspray,” the basis for the hit
Broadway musical of the same title, is,
according to Starner, “one of the most
unique, perverse and hilarious artistic
minds of our time.”
The range of books read in the group is
wide, says Starner, and especially heavy on
fiction in the first several years but most
recently also broadened to include non-fic-
tion titles. Classics of gay literature — like
Andrew Holleran’s “Dancer from the Dance”
and John Rechy’s “City of Night” as well as

older works including E.M. Forster’s
“Maurice” and James Baldwin’s “Giovanni’s
Room” — have been highlights, and he dis-
covered that “some of the younger men had
not read them, and more surprisingly some
of those who are older men had not either.”
Another group, Bookmen DC, meets
twice each month, on the first and third
Wednesdays for about an hour, according
to co-founder Tom Wischer. Both groups
welcome drop-ins — basically “just show
up as your interests and schedule allow,”
says Wischer, who began the group in
1999 with staff members at the Whitman-
Walker Clinic. At first the group was called
Potomac Gay Men’s Book Group, then it
was known as Boys and Books for most of

farcical humor

Thomas Edison’s discoveries changed
the world and the electricity-happy Dr.
Givings in Woolly Mammoth’s pleasing sea-
son opener — “In the Next Room or the
vibrator play” — is eager to let everyone
know it. Thanks to his idol’s inventions,
Givings’ office lights up with the flick of a
switch and his vibrators run automatically.
For a late 1880s doctor like Givings, these
quivering and humming devices are decid-
edly not sex toys, but rather miraculous tools
of the trade designed to treat women (and
occasionally men) suffering from “hysteria,” a
condition whose symptoms included fainting,
nervousness, insomnia and loss of appetite
for food or sex.
Penned by never-boring playwright
Sarah Ruhl, the 2009 comedy presents a
moment in the rather astounding history of
electric vibratory vulvalar and prostate
massage. The practice is no playwright’s
creation. In fact, the legendary bisexual
anarchist Emma Goldman lent her talents
to the cause when she opened a massage
parlor in New York City at the turn of the
century. Equally interesting, Ruhl’s play
intriguingly explores women’s attitudes
about autonomy, sex and love.
Like a broken doll, Sabrina Daldry
(Kimberly Gilbert) is delivered by her hus-
band, Mr. Daldry (stentorian-voiced James
Konicek) to the very efficient Dr. Givings (Eric
Hissom) for mending. Sabrina suffers from
nervous exhaustion. Her fingers are no
longer good for piano playing — or anything
else, Mr. Daldry naughtily quips. Offended,
the rattled patient threatens to leave at once,
but instead submits to the doctor’s treatment
as planned. After experiencing her first
“paroxysm,” she happily signs on for daily
appointments.

It seems to take music fans a while to get
gaga for Gaga. Several hardcore fans psy-
ched up for Tuesday’s concert at the Verizon
Center say they weren’t immediately blown
away by the zeitgeist-capturing pop star.
Dustin Schaad, who performs drag at
Town as Bi’Naka Devereaux, remembers
clearly the first time he heard of Lady Gaga.
“I was at my desk at the Universal Gear
corporate office and a straight female buyer
said, ‘I can’t get enough of that new Lady
Gaga,’” Schaad says. “I was like, ‘Who?’ I
YouTubed the video and was like, ‘Ehhhh,
it’s OK.’ Then her songs got very addictive
and I eventually iTuned the whole album.”
Schaad says he’s a “huge fan” now
and regularly performs Gaga routines on
Friday and Saturday nights at Town.
“She’s avant garde and crazy and bril-
liant,” he says. “The closest thing we’ve
had to Andy Warhol or Madonna in ages.
To have one who’s been this inventive
and creative, it just doesn’t happen. It’s
not all cookie-cutter and pre-packaged.”
Wess Marguerat, a Town DJ and major
Gaga fan, says when “The Fame”
dropped in 2008, it took club dancers a
while to warm to the new singer.
“I remember playing it and feeling that
I was losing people,” he says. “People
would be like, ‘What’s this? I don’t know
this song.’ Now it’s just the opposite
effect. Now you put any Gaga song on
and people run to the dance floor.”
This will be Marguerat’s third Gaga

Tuesday’s show will also be Justin
LaRocca’s third Gaga concert. The 22-year-
old gay American University student says
she’s quickly become one of his all-time
favorite singers and says he likes that she’s
been so outspoken for gay rights.
“You don’t feel she’s just using the gay
community to get ahead,” he says.
Schaad says Gaga is a logical fit for
drag queens.
“Gaga has been money in my bank
basically,” he says. “The crowd always
responds to Gaga and she’s one of the
most profitable illusions I do. Gaga just
speaks to drag queens. The outlandish
costumes and just her outrageousness.”
Some say Gaga is the biggest pop

After splitting their time between
both cities for two years, Carl moved to
D.C. The couple now lives in their
Northeast Washington home near
Union Station, along with their boxer,
Cody, and cat, Buddy. They were offi-
cially engaged this January.
“We wanted to wait until [marriage]
was legal in our hometown,” they say.
While vacationing in Puerto Vallarta, Carl
sealed the deal by getting down on one
knee and proposing to Darin. Although
they were already domestic partners and
had exchanged rings, they still wanted to
celebrate with their loved ones.
“Getting married is so important to me
because when I am 60 or 70, I want to
have that memory of when I told him how
much I loved him in front of our friends
and family,” Darin says.
Declaring their love with family in
attendance is non-negotiable for these
self-proclaimed “mommas boys.” Their
mothers, who appeared in the video
entry for the contest, were more than
happy to vouch for how much the cou-
ple deserves to win.
Darin’s mom, Cherrie Henderson,
insists that Carl, who calls her “Momma
Two,” has always been like a son to her. “It
was comfortable from the start. We have
a lot of fun together and they include me
in a lot,” she says. Cherrie admires how
well the couple gets along. “They com-
promise, share everything, and look out
for each other. If I could have a relation-
ship like that, I would be so happy.”
To do her part, Cherrie has been tire-
lessly campaigning for the couple in her
hometown of Richmond, Va. She’s been
calling and sending letters to gay bars,
posting fliers, and handing out contest
details. Unbeknownst to Carl and Darin,
she also wrote the Ellen DeGeneres
show, promising she’d dance for the TV
host in exchange for getting the word out
about the couple.
Carl’s mom, Nancy Cox, of
Annapolis, Md., is pulling for them to
win because “it would give them the
opportunity to have something they
can’t have on their own,” she says.
Nancy tells the Blade she’s inspired
largely by the couple’s honesty. “They’re
special because they are who they are.
There’s nothing phony about them.”
Blessed with a supportive network of
family and friends, Carl and Darin have
always been open about their sexual ori-
entation. “I’ve never been ashamed of who
I am, so I tote my flag, so to speak,” Darin
says.
Both men try to stay involved in LGBT
causes. Carl, who owns Baltimore-based
design firm Incite Creative, Inc., does pro
bono work for organizations like Moveable
Feast, a meal delivery service for home-
bound people living with AIDS. And Darin,
a director of operations for Xerox, is a
