Financial Benefit to BSNL by replacing Package A/C plants with inverter type

Split A/C Units


1] T.E KARKALA

A] Air Conditioning load is to be reduced by following Measures

1] Exclude return air area by closing all openings for return air on false ceiling-Return air is
solar exposed and there is high heat gain through this area.

2] Close all supply air openings by providing dummy GI sheets and make them air tight

3] Isolate OMC room from Air-conditioning area.

4] The present DC current consumption is 240Amps and heat dissipation in the room from
equipments approximately 13kw.On this basis total peak heat gain in the room is
approximately 7.5 TR and 5Nos 1.5 TR split type A/C UNITS are to be operated in noon
period. However 4 Nos. AC units are sufficient in night time and during monsoon period
considering low temperature in these periods.

B] Present power Consumption of package A/C Plants[Measured at site]-10.5kw

One plant is continuously operated during day time and night time and second plant is
generally operated for approximately 8Hrs/day in day time depending on switch room
temperature. In peak

Summer period all three plants also are operated to maintain inside conditions.

The approximate annual Energy consumption for the period is worked out with the
assumption that

a ] Two plants are working for 8 Hrs /day for 365 days

The annual energy consumption with measured power consumption of 10.5kw/plant=

2x 10.5Kw x 365 daysx8=61,320kWh

b] The annual energy consumption

Annual Energy consumption for operating one A/C plant for balance 16 Hrs=

10.5Kw x 365 daysx16=61,320kWh

Total Annual Energy consumption =61,320kWh +61,320kWh=1,22,640kWh

C] Annual Energy consumption when existing package A/C units are replaced with split
type A/C units.

No of A/C units to be operated during day time [say for 8HRS]=5Nos.

No of A/C units to be operated in night time and low heat period of the day=4Nos.
As per claims of the industry the power consumption of inverter air-conditioners vary as per
heat load.

In the room and average power consumption of 1.5 Tr inverter A/C can be taken as 1.2Kw
Annual Energy consumption on replacement=
[1.2kwx5Nosx365DAYSX8Hr]+[1.2Kwx4Nosx365Daysx16Hrs]=

17520kWh +28032kWh=45,552kWh

Annual Energy savings=1,22,640kWh-45,552kWh =77088kWh

Annual Energy cost savings =77088kWh xRs8.75 = Rs6,74,520/-

2] Telephone Exchange-Pandeshwar –[5ESS Exchange-Second Floor]

At present 3 package A/C plants are operated in this room.

A] Following Measures Are Suggested for Reducing Heat Load in the Room.

a] The air-conditioning is provided for OMC and DDF rooms –These rooms does not require
Air-conditioning and these two rooms can be isolated from A/C area.
b] Switch Room area can be reduced by approximately 35sq:mt by shifting partition.

c] Return air path is solar exposed and effective air-conditioned volume and heat gain
through solar exposure can be considerably reduced by isolating the return air path.
d] The exchange load DC power consumption is 13kWand on this basis total peak heat load
works out to 8 Tr and this means that approximately 6 inverter type Air-conditioners are
to be operated in the room.
e] Either some wall mounting /pedestal fans are to be provided for staff in O.M.C room or
switch room partition can be made such that three staff members accommodated in
switch Room.
B]Heat Load After Modification

After all the above process actual heat load comes down to approximately 8TR and
to meet this heat load 6Nos. 1.5 TR Inverter A/C units are to be operated during peak heat
hours of the day. Operation of 4 to 5A/C units will be sufficient during night/low heat gain
periods of the day. However9 /10 Nos. 1.5TR split type A/C units are required to be installed
considering that this is a main Telephone exchange and adequate number of stand by air-
conditioners are required.

C] Energy Cost Savings from Above Proposals


a] Present Energy Consumption of package A/C Plants

During inspection it is found three package A/C plants are operated and out of this in
one plant compressor is tripped due to overcooling. The measured energy consumption for
all the A/C plant in this condition=25Kw

Normally when three plants are operated and working the power consumption will be
more than 30Kw and here the power consumption is lower due to tripping of compressor as
the test was conducted in mourning period and atmospheric temperature was low. In this
case the annual Energy consumption of A/C plant at T.E. Pandeshwar is worked out with
following assumption.

Three A/C plants are operated and one compressor remains tripped during low heat
periods of the day [16Hrs] and measured power consumption during this period=25Kw. The
power consumption during hotter periods [8Hrs] of the day[When three A/C units are
operated and all compressors are functioning]=30kw[Three plants are continuously
operated and power consumption per plant] =10Kw.

Average Annual energy consumption=[30Kwx8Hrsx365days]+[25Kwx


16Hrsx365Days]=2,33,600kWh

b] Energy cost after Modifications

The peak heat load worked out =8TR

No of 1.5 TR Inverter split A/C UNITS to be operated for meeting peak heat demand=6Nos.
[For 8Hr/day]

A/C units to be operated during off peak hours of the day=5Nos. [16Hr/day]

Average power consumption of 1.5 TR inverter A/C =1.2Kw [The power consumption varies
depending On heat load]

Average Annual Energy consumption after modification

=365daysx1.2Kw[ 6 Nosx8Hrs+5Nosx16Hrs]=56064kWh

Annual Energy savings from modifications=2,33,600kWh-56064kWh=1,77,536kWh

Annual Energy cost savings =1,77,536kWh x Rs 8.75=Rs 15,53,440/-

3] Telephone Exchange –Kadri [GSM BSC Exchange]

At present two AC plants are operated continuously during day time and night time [For
24Hrs]. But in monsoon period [90days only] only one plant is operated in night time [for
12Hrs].

A]Present Annual Energy Consumption

Power consumption OF A/C plant=10.5Kw

Energy consumption in non-monsoon period=

[365-90days]x10.5Kwx24Hrx2=1,38,600kWh

Energy consumption in monsoon periods[90days]=90Daysx10.5Kwx[24hr+12hr] =34020kWh

Total Energy consumption=34020kWh+1,38,600kWh=1,72,620kWh

B] Following Measures are suggested to reduce air-conditioning heat load

1] The room volume should be reduced to minimum required size by providing partition as
per attached drawings.
2] The air-conditioning to OMC room should be cut by closing Return/Supply
air duct openings.
3] A wall mounting fan can be installed in this room for one staff member who Occupies this
room.
4] The existing GI ducts outside the plant room should be insulated to prevent Condensation
and water falling in BSC switch room.
5] The existing solar exposed return air path results in large heat gain to switch room. By
closing this return air chamber both effective air-conditioning volume and solar heat gain
to air-conditioner can be reduced.
Option No.1

With all above modification heat load will come down to 6Tr and this reduced heat load can
be met by operation of single 7Tr A/C plant instead of two numbers operated at present
Annual energy consumption after modification –for operating single A/C plant
=10.5Kwx365 days x24Hrs=91980kWh

Annual Energy savings=1,72,620kWh -91,980kWh=80,640kWh

Energy cost savings =80,640kWhx Rs 8.75=Rs3,83,250/-year=Rs7,05,600/-

Option-2

Scraping period is over for all the package A/C unit plants[installed in year 2005] and
package A/C plants can be scrapped and replaced with inverter type split air-conditioners
and 4Nos 1.5 TR split A/C units are sufficient to meet the heat load. The average power
consumption of 1.5Tr split A/C unit is 1.2Kw and based on this annual energy consumption
is worked out below.

Annual Energy consumption for operating 4Nos split Air-conditioners

=4x1.2Kwx24Hrs x365days=42048kWh

Annual Energy savings =172620kWh-42048kWh=1,30,572kWh

Annual Energy cost savings=1,30,572kWh x Rs 8.75/-=Rs-11,42,505/-

4] Telephone Exchange Puttur


4 Package A/C plants are available and temperature in air-conditioned area is maintained by
operating two package Air-conditioners in day time and night time. The package air-
conditioners are catering to following Rooms.

1] C-DOT switch room.2]BTS Room [3] OMC Room[4]STSR Transmission Room[5]SSA


Transmission Room.

A] Modification Suggested for Energy Conservation in Air-conditioning


Existing package air-conditioners can be dismantled and removed if following modifications
are made in the air-conditioned rooms.

1] Air-conditioning in OMC rooms should be avoided by providing wall mounting/pedestal


fans for staff.
2] In BTS room two A/c units [1Main+1Stand by ] are available and these units are
sufficient to maintain required temperature in BTS Room.
3] Two 1.5 TR A/C Units [[1Main+1Stand by ]should be provided in STSR transmission
room .
4] Two 1.5 TR A/C Units [[1Main+1Stand by ]should be provided in SSA transmission room .

5] In C-DOT switch room present D.C current is 280 Amps and N.G.N equipment’s are
already received at site. As per information available from the exchange after installation
of NGN equipment the DC current consumption will come down to 150Amps and there
will be proportional reduction in heat load.
6] The N.G.N equipment should installed in such a way to occupy minimum space and all
de-commissioned racks after commissioning of NGN can be isolated by providing partition
and thus air-conditioned volume can be brought down considerably
7] All return air and supply air openings should be closed to avoid solar heat gain through
solar exposed Open terrace.
8] Once partition is provided air conditioned space will come down and after installation of
N.G.N heat load also will come down and in this condition total heat load is
approximately 6TR.The inside temperature can be maintained by operating 4 Nos. split
type A/C Units and existing package A/C plants can be switched off.

Present power consumption of two plants [Measured at site]=19.5Kw

Annual Energy consumption=19.5Kwx24Hr x365days=1,70,820kWh

When replaced with inverter type split air-conditioners 6Nos additional A/C units are to be
operated.

[C-DOT switch room-4, STSR Transmission Room-1,SSA Transmission Room-1]

Inverter type 1.5Tr split A/C unit consume only 1.2 kw and annual energy consumption at
this condition is worked out below.

Annual Energy consumption =1.2Kwx6Nosx24Hrs x365 DAYS=63072kWh

Annual Energy SAVINGS =1,70,820kWh-63072=1,07,748kWh

Annual Energy cost savings=1,07,748kWh xRs8.75=Rs 9,42,795/-

Energy Audit of A/C plants is conducted in following Telephone Exchanges and it is
found that there is potential for large scale energy savings by reducing of effective air
conditioned volume and by replacing existing package A/C plants with inverter type split air-
conditioners which are highly energy efficient. The consolidated details of annual energy
cost savings possible per year in 5 Telephone exchanges are given in the table below.

Apart from this every 100Amps reduction in equipment current [due to installation of
N.G.N] brings in a savings of approximately 4.7 Lakhs per year as worked out below.

Reduction in power consumption for 100Amps reduction in DC load=100AX54V=5.4Kw

Actual reduction in power consumption in HT metering point considering losses in power


plant [approximately 10%] and in transformer [Approximately 2%]= 5.4kw x100/[100-
12]=6.13Kw

Annual Energy savings =6.13Kwx24Hrs x365days=53,699kWh

Annual Energy cost savings@Rs8.75/kWh=53,699kWh xRs8.75=Rs. 4,69,866/-

Another savings from the proposal is reduction in maintenance cost of A/C plants. At present
an Amount of Rs 30,000/Annum/plant is required for maintenance of package air-
conditioners and this cost also can be saved by scraping the units.

In D.K.SSA 11 Major exchanges are identified for replacement of package A/C


plants/installation of N.G.N equipments and CDMA Exchange at TE Pandeshwar along with
package A/C plant is proposed to close down. On the basis of above analysis total annual
energy cost savings from above measures will be near about 1.5 to 2 crores and this savings
is recurring for all future years.

In all major Telephone Exchanges N.G. N equipments are received and installation of these
equipment has following advantages.

1] N.G.N equipment reduces D.C power plant current and leads to Large scale Energy
savings.

2] N.G.N equipment has lesser space requirement and air –conditioned space can be
considerably reduced by providing partitions.

3] Due to lesser space requirement and due to lesser current consumption heat dissipation
in the switch room will come down leading to large reduction in Energy cost for air-
conditioning.

Similarly scrapping and replacing package A/C plants with inverter type split air
conditioners also will result in large savings in Energy cost.

Considering the equation that [Energy= Power x time] early and time bound action is
required in implementation of energy conservation proposals. If anticipated annual energy
cost reduction is 1.5 Crore /year completion of work one month early will result in savings
of 12.5 Lakhs and early completion will bring in a savings of Rs. 40,000/day where as delay
brings in opposite results.
Considering this following time bound action is suggested for achieving the projected energy
savings
1] Early action for installation of N.G.N equipments.
2] The NGN equipment should be installed in such a way as to minimize the air-conditioned
area. If racks are positioned in a scattered manner, then entire room should be air-
conditioned and this will increase recurring energy costs for air-conditioning. It is suggested
that a joint inspection with officer in charge of installation and electrical wing officers can be
conducted to solve this problem before finalizing rack lay out.
3] Wherever package A/C units are to be replaced with split type A/C units estimates are
normally sanctioned after scrapping of package A/C units. A list of A/C plants to be scraped
was forwarded vide Letter No.63[4]/BSNL/ED/MR/2017-18/575 dt 07-12-2017. Apart from
this A/C plants for C-DOT switch room and OCB switch room also can be shut down after
completion .

4] After installation of NGN equipment there will be space reduction in existing switch rooms
and partitions will be required to reduce air conditioning volume. Closing of return air
openings also is required to avoid heat from solar exposed ceiling entering in air-conditioned
area. The above works are to be executed by civil wing.

The final list of A/C plants identified for modification/replacement with split type A/C
units is indicated in the table below.

Considering high economic benefits from the above works it is requested that earliest
approval for proposal for modification of air-conditioned area and replacement of A/C units
with inverter type air-conditioners may please be given so that estimates can be forwarded
without delay. Financial benefits from replacement of package Air conditioners in other
Exchanges [7cases in D.K SSA] will be worked out and submitted after finalising N.G.N
installation layout and after getting details of power consumption of N.G.N equipments.
