EXPLANATION

A number of times, the undersigned stressed upon elimination of drugs which are eating away
the roots of our society and particularly affecting the youths in the most harmful manner.
However, no progress has so far been achieved PS City Chunian under your charge. To add further
to it, on 25-02-2018 you arrested a notorious drug dealer named Iqbal a.k.a Bali, kept him in
custody and registered an FIR 112/18 dated 26-02-2018 u/s 9-A which is in no way proportionate
to the quantity which the accused deals with. This FIR u/s 9-A is only an eye wash and did not
serve any purpose except of being a formality. Moreover, instead of focusing on your job, duties
& procedure, you delayed the registration of FIR & deliberately shared certain details to
irrelevant quarters which was uncalled for and not needed at all. All these would have been
averted had prompt registration of FIR been carried out as per procedure in the said case instead
of uselessly dragging on the matter.
Being Officer Incharge of a Police Station, it is your prime responsibility to effectively control
crime particularly the menace of drug & keep check on habitual offenders dealing in narcotics
etc. In the above mentioned case too, the notorious criminal should have been dealt with strictly
without extending him any favor so as to ensure that he do not involve himself in such a heinous
activity any time in future. It is thus evident and a point of concern that no meaningful efforts are
being observed on your part to curb the menace of drug particularly in City Chunian. This act
speaks volume of your sheer negligence/lethargic attitude and irresponsible behavior towards
the discharge of statutory duties which is reprehensible.
By reasons of the above, you are hereby called upon to explain your position in writing within 07
days of the receipt of this explanation. If no reply is received within the stipulated period, it shall
be presumed that you have nothing to say in your defense and strict departmental action under
the rules will be recommended against you to the higher-ups.
