ABSTRACT:
The level of insecurity in the world today cannot be overemphasized. Despite the great
noise made by the United Nations (UN) and its other allied bodies like the Peace and
Security Council (PSC) of African Union (AU), the global peace is now in more threat
than ever. There is sporadic cold and open wars among families, kindred, towns, states,
nations and continents the world over. All the peacekeeping move by the United Nations,
African Union, ECOWAS and so on, has never yielded lasting peace. The peace support
and military intervention in Iraq, Darfur, Afghanistan, Liberia, and so on had ended with
any thing but peace. The present paper employed analytic approach to trace the true
origin of security system, the folly of the world security- wise and recommended
Constructive Security System (CSS) as the only true and sustainable solution to global
peace crises.

INTRODUCTION
The African Union from its objectives to promote democracy, good governance,
peace, security, human rights in African and integration of the African countries
economies all geared towards lifting the majority of the African people out of poverty,
diseases and the state of under-development. The African union (AU) in May 2004
formally established a Peace and Security Council (PSC) after the simple majority
requirement for its ratification was secured. (Dappa, Thom-Otuya, and Anaele, 2008).
As Imobighe (2008) observed, “the PSC is expected to take over the functions
earlier performed by the Commission of Mediation, Conciliation and Arbitration
(CMCA) and later, from 1993, by the Mechanism for Conflict Prevention, Management
and Resolution. The general belief, which tallied with those of Africa’s previous leaders
who had an earlier vision about the need for a PSC is that the council would enhance the
organization’s ability to promptly respond to matters affecting the peace and security of
the continent.” Even before the PSC of the AU become fully operational from May 2004,
according to (Dappa, Thom-Otuya and Anaele (2008), the AU was already playing
pivotal roles in the on going efforts by the international Communities to resolve the
Darfur conflict in Western Sudan. The Darfur conflict which the United Nations
Organization (UNO) has described as one of the worse humanitarian disasters in the
contemporary world affairs blew into full skirmishes in February 2003, when the
Sudanese government sponsored Arab militia, called the Janjaweed, working in
connivance with armed forces personnel of the country attacked rebel groups and the
civilian populace in the Darfur region with resultant causalities in human and other
material resources.
The publication of the Difference Newspapers of 25th of February, 2008 alarmed,
“Experts at the International Association of Atomic Scientist, say it’s time to prepare for
the worst as the fate of the world in which we live now hangs in the balance”. The report
further stated, “The latest report of the International Association of the Atomic Scientists
says the earlier we all start preparing for the worst, the better. The report identified at
least three different major threats to life on earth. Indeed, for the first time in 24 years, the
International Association of Atomic Scientist had moved the famous Doomsday Clock to
five minutes to midnight, indicating that the world is close than even to a major
catastrophe. The Bulletin of the Atomic Scientists’ Doomsday Clock conveys how close
humanity is to catastrophic destruction - the figurative midnight and monitors the means
humankind could use to obliterate itself. First and foremost, these include nuclear
weapon, but they also encompass climate changing technologies and new developments
in the life sciences and nanotechnology that could inflict irrevocable harm”.
The present paper has heaped the entire blame on destructive (Satan’s inspired)
Western Education; Research, Science and Technology (Dst) which have spread its ugly
tentacles the world over. The paper posits the African born Constructive Education,
Research, Science and Technology which will invariably lead to Constructive security
system as the only force that can crush this dragon (Dst) and thus usher humanity to the
reign of peace – paradise of planet earth.
THEORETICAL FRAMEWORK
There is no doubt that in recent times, the theory of conflict has moved away from its pre-
occupations with psychological variables into a structural analysis of conflict situations.
The theory of conflict also abandoned the concept of resolution and suppression as a
sociological mistaken ideology since complete elimination of conflicts is not only
possible but also desirable and opted for conflict regulation and management. (Dappa,
Thom- Otuya and Anaele, 2008). Imobighe (2005) however, regretted the tendency of
some scholars to compartmentalize the various activities embodied in a conflict
management system. These scholars tend to see conflict management as distinct from
conflict rather than in terms of conflict prevention or its resolution. This type of
compartmentalization encourages a piecemeal response to conflict and creates gaps in
terms of institutional provision as well as in the integrative use of the available
institutions to deal with conflicts. Imobighe propounded the concept of integrative
conflict management system in which all the vital modes of responding to conflict are
comprehensively viewed as a process in an integrated conflict management circle.

Dappa, Thom-Otuya and Anaele, 2008 correlating the above model with the Darfur crises
wrote, ‘This study which is an assessment of AU’s efforts so far at resolving the ongoing
conflict in Darfur Western Sudan can best be analyzed, using the Imobighan model of
integrative conflict management system. The model best describes the holistic nature of
the excepted conflict management model is an integrated process, comprising conflict
prevention and/or Peace Promotion/Consolidation: conflict control/abatement; and
conflict resolution. How has the AU fared so far in its on-going efforts to resolve the
conflict in Western Sudan region of Darfur? Can AU successfully mange the conflict,
resolve it and embark on peace promotion and consolidation? How is the AU currently
faring in the efforts to control and abate the Darfur conflict?”
RECOMMENDATIONS
Otuiwu (2009) wrote;
“A new system is endemic now! Nothing can prevent it as nothing can
save the old rag you and I have damaged. Let the wise and of course all men
of goodwill begin to have a rethink, retreat and a radical change of live now so
as not to go to oblivion with this system and nation that no medicine can
cure”.
In as much as the assumed world power and chief operator of Dst and DSS
(USA) had known since 30th November 2007 that they have been dethroned
from their position as world power and also the giant of Africa in her leaders
(President, Senators and House of Representatives) have received quit notice
proposal from Him who created this world, then those who are wise must keep
their lamps ready, with enough oil and be ready for any eventuality as
humanity has already reached a cross road.
CONCLUSION
The scripture says that there is no peace for the wicked. The highest form
of wickedness is when one abandons light and prefers darkness. Now that the
world in its stakeholders and military personnel’s have allied forces with
Lucifer to produce Dst and DSS, then nobody should deceive himself
expecting global peace. Evil is fighting its last course on earth with the
greatest momentum it can foster, because even Lucifer knows that his time is
up. Then, the peace loving flock, who depend on God alone should rejoice
even a midst the ruins of our present system, for a new era science, technology
and Education Cst that has God as its umpire, with constructive security
system has emerged in Africa, in a divine nation inside the Giant of Africa as
MCst once told President Yaradua, to bring to zilch the kingdom of darkness
and his DSS and thus usher man to paradise of peace and joy on the planet
earth.
