1 Overview
Al Dhafra Petroleum Operations Company Limited is a joint venture between ADNOC and
KADOC established in late 2013 and assigned with Onshore and Offshore concession
areas in Abu Dhabi. One of these areas, Area-1 is located onshore in Abu Dhabi and
currently includes four discovered fields, namely Haliba, Bu Qalla, Riqueah and L1-G. The
EPF will be in the Haliba field, located about 150km South from Abu Dhabi.
The ongoing Haliba Full Field Development (FFD)-EPC Project for the permanent facilities
is under T&A phase and in order to accelerate the First Oil target in Haliba field, an Early
Production Facility (EPF) will be installed to commence production from already drilled
wells.
The EPF will be implemented to produce stabilized crude to ADCO export specification,
locally in Haliba, using modular processing skids provided by Schlumberger. The stabilized
crude oil produced at the EPF will be transported from Haliba Field to tie-in to a nearby
ADCO facility, Asab CDS.
Stabilised crude will be transported to the ASAB-CDS facility via either oil trucking or by
pipeline. Associated gas may either be flared on site or will be routed by pipeline to ASAB-
CDS. The bid will make provisions for all the above options.
EPF operations will cease after 18 months or if required to operate for a longer period will
be instructed by Al Dhafra. Upon completion of EPF operations, the site shall be reinstated
to its original state unless Al Dhafra elect to continue EPF operation.
An overall plan of the project site location is as shown below. The proposed FFD pipeline
is shown in green. The existing Qashwira-Asab pipeline is shown in blue and the proposed
tanker road (currently sand track) is shown in black:

The tie-in to ASAB is shown below in closer detail. The yellow pipeline ties-in directly to the
Asab piperack. The position of the pipeline tie-in / pigging / tanker offloading compound is
shown as a white box:
• Water injection system comprising of Aquifer Water Supply well (1 number), Injection
water surface pumps and injection wells (11 Numbers);
• Storage tank, pumps and allocation metering for loading operation (for trucking
option)
• Nitrogen package
• Flare package
• Control Room
• Storage tank, pumps, instrumentation and radio communications (oil pipeline option;
• Nitrogen package:
• Radio communication hardware and interface with ADCO ASAB CDS Control Room.
Option 1: Pipeline:
• Oil Export Pipeline to ASAB-CDS with pigging facilities
Option 2: Road:
• Trucking Road between EPF facilities for oil trucking. If the oil trucking options is
chosen, the oil flow line will not be required. In this option, a 1.5km pipeline from
unloading station to tie-in will be needed.
To support the process development, civil works will need to be undertaken to prepare all
site areas including but not limited to the wellpad area, the EPF area, the export routes and
any access road improvements. Electrical and instrumentation is required throughout the
EPF area and also to interface with existing ADCO controls and instruments at the ASAB-
CDS facility. All accommodation and ancillary support shall also be provided by COMPANY
and its Subcontractors. Upon completion, all installed equipment shall be removed and site
returned to original state.
Schedule
All activities including handover and pre-commissioning must be completed within the schedule
as per below.
