Former Owner of Three-Quarter
Houses Pleads Guilty to Fraud
BROOKLYN:
T he former owner of a company that oper-
ated three-quarter houses in Brooklyn
pleaded guilty to scheme to defraud and will
be sentenced to up to three years in prison.
The defendant Yury Baumblit, 67, of
Brighton Beach, Brooklyn pleaded guilty re-
cently before Brooklyn Supreme Court Justice
Danny Chun to first-degree scheme to defraud
in exchange for a promised sentence of one
and a half to three years in prison.
Sentencing was scheduled for March 7,
2018. The sentence will run concurrently with
a sentence in a separate case that’s being han-
dled by the New York State Attorney Gen-
eral’s Office.
Brooklyn District Attorney Eric Gonza-
lez today said that the defendant used various
tactics to evict residents without a court order,
including putting their belongings on the
street, removing their mattresses, preventing
them from cooking by breaking stoves and
locking the doors to the residences to prevent
entry after forcing them out during the day-
time.
District Attorney Gonzalez said, “This
defendant victimized the most vulnerable
among us by treating them inhumanely – they
were used to make him a profit and then liter-
ally thrown to the curb. His actions were un-
lawful and unconscionable, making the prison
sentence he will receive appropriate. I remain
committed to protecting everyone in Brooklyn
from fraud and illegal evictions such as
these.”
The District Attorney said that, according
to the investigation, Baumblit operated Back

on Track Inc., a company that rented out
three-quarter houses (also known as transi-
tional houses or sober houses). Most tenants
in his houses received shelter allowance from
the New York City Human Resources Admin-
istration and others paid the landlord in cash.
Between April 2014 and March 16, 2016,
the defendant unlawfully evicted at least 10
tenants who occupied rooms for over 30 days
– even though landlords cannot evict a tenant
who occupies a room or a bed for 30 consec-
utive days without a court order. That consti-
tuted an ongoing scheme to defraud these
tenants of their property. All the tenants were
directed by Baumblit to attend a substance
abuse program, even when they did not have
a substance abuse problem.

Honoring 'black
Panther' Director:
C ouncil Member Jumaane D. Williams recently pre-
sented Ryan Coogler, the writer and director of
Black Panther and Creed, among other films, with an
NYC Council Proclamation, recognizing the contribu-
tions that the young artist has made to cinema, and in
particular, the way in which his films have celebrated
Black culture.
‘'Black Panther' has already shattered several box
office records, earning $242 million dollars in its open-
ing weekend and taking the nation, and the world by
storm. But last week, at a preview screening, Council
Member Williams recognized its creator for the other
ways that the film, and its writer/director, have made
history.
"It is of vital importance to celebrate heroes of
color, to create role models in the super hero universe
and to unabashedly celebrate Black culture in a block-
buster motion picture. Children, and people of all ages,
all over the world, are looking to Black Panther as an
icon, and in bringing this story to life on such a grand
stage, Ryan Coogler has inspired millions. Amid com-
mercial success, he continues to uphold his artistic vi-
sion and his passion for storytelling."
As a former film student and actor, Council Mem-
ber Williams deeply appreciates the work of Coogler

Former FBI agent wants to be Jamaican Police Chief

W ith Jamaica’s crime rate spiraling out
of control, including more 1,600
murders in 2017, a retired Federal Bureau
of Investigation (FBI) agent has expressed
an interest in returning to his homeland to
help tackle the island’s prolonged crime
problem.
Wilfred Rattigan, 58, recently submit-
ted a letter to the Jamaican’s Police Service
Commission indicating an interest in the
vacant Commissioner of Police position at
the Jamaica Constable Force (JCF).
Speaking on Groovin Radio, a popular col-
laborative Caribbean radio program hosted
on WVIP 93.5 FM in New Rochelle on
(Saturday) March 3rd, Rattigan told host
Clement "Ras Clem" Hume he would put
forward a number of the approaches to ad-
dress the national security/crime issue in Ja-
maica.
Rattigan explained that he would re-
view and revamp the JCF’s
organizational/reporting structure because
the current structure is too “top heavy and
the system of reporting system is ineffi-
cient.”

ference meetings with commanders, a
robust visible policing mandate and pres-
ence, a DNA database for convicted crimi-
nals, regularly scheduled and unscheduled
polygraphs, lifestyle background investiga-
tions and the tracking of law enforcement

In 2014 the Police Service Commis-
sion turned down Rattigan who was among
nearly 20 aspirants seeking to replace
Owen Ellington as Police Commissioner.

the John Jay College of Criminal Justice,
City University of New York and Howard
University School of Law and for over 30
years, he worked with the FBI where he
was assigned to several programs and divi-
sions, including criminal, counter intelli-
gence, cyber, undercover, intelligence and
legal.
During an assignment to the Criminal
Division, he successfully operated in an un-
dercover capacity against a Jamaican crime
syndicate in the US with tentacles in Ja-
maica. In a separate investigation, he testi-
fied for two weeks against a Jamaican
national as the first patois translator in Fed-
eral court.
He has participated in the FBI's man-
agement program and successfully man-
aged thousands of FBI Agents, linguists,
analysts and intelligence partners in New
York, Mississippi, the Arabian Gulf and
South Africa.
Since retiring from the FBI, he has ex-
pressed an interest in returning to Jamaica
to assist in a law enforcement capacity

T he Canadian High Commission and the
US Embassy in Port of Spain, Trinidad,
have updated their travel advisories to citi-
zens wishing to travel to Trinidad and To-
bago in light of recent ISIS terror plots and
the upsurge in crime.
The US and Canadian travel advisory
was updated one day after diplomats met
with Prime Minister Dr Keith Rowley and
government minister Stuart Young. On
Wednesday, Rowley met with British High
Commissioner Tim Stew; Australian High
Commissioner, John Pilbeam; Canadian
High Commissioner, Carla Hogan Rufelds;
and United States Chargé d‘Affaires, John
McIntyre.

Leptospirosis cases
increase in St Lucia
CASTRIES, St Lucia:
T he ministry of health in Saint Lucia
said it is concerned over a sharp rise
in leptospirosis cases on the island. Last
year the ministry noted an increase in the
numbers of leptospirosis where 26 cases
and four deaths were confirmed.
During a stakeholder consultation
with town and village councils held on
February 2, 2018, medical officer of
health, Dr Sharon Belmar-George said it
is important to engage all stakeholders as
part of the disease program management
plan.
Belmar-George said individuals
should pay close attention to the signs and
symptoms of leptospirosis.

OPEC Fund to help
finance solar energy
project in Cuba
VIENNA, Austria:
T he International Development Fund
(OFID) with the Organization of Pe-
troleum Exporting Countries (OPEC) will
contribute to the financing of Cuba’s solar
energy development project, following a
bilateral accord signed on Thursday by
the two sides in Vienna, Austria.
The accord was signed by the acting
charge d’affairs at the Cuban embassy in
Austria, Marieta Garcia, and by the OFID
director-general Sleiman Jasir Al-Her-
bish.
The OFID executive said that a $45
million credit line has been granted to
Cuba to contribute to the modernization
and diversification of the island’s energy
matrix through the increase in the capac-
ity of current solar energy systems.

T he government is projecting 2.5 percent
economic growth for Jamaica over the
2018/19 fiscal year.
This is according to 2018/19 Fiscal Policy
Paper, which was tabled in the House of Rep-
resentatives by finance and public service min-
ister, Audley Shaw, on Thursday, February 15.
Continued strengthening of most indus-
tries, particularly agriculture, fishing and
forestry; mining and quarrying; hotels and
restaurants; and electricity and water supply is
expected to drive this growth.
This is based on increased demand asso-
ciated with projected higher levels of employ-
ment and investments; growth in external
demand for Jamaica’s goods and services;
strengthening of competitiveness in some in-
dustries, following plant upgrades during
2017/18; improvements in the business envi-
ronment; the roll-out of major strategic invest-
ment projects; and recovery from the negative
impacts of flooding and excess rainfall last
year.

New Yorkers Need a Dream Act:
Over 470,000 in NYC Could Benefit
The Mayor’s of New York City office recently
released a new analysis on the tremendous
benefit the DREAM Act (S. 1615) could have
for New Yorkers, showing that 150,000 resi-
dents would immediately benefit, or be eligi-
ble to directly benefit, from the DREAM Act.
In total, 470,000 residents could benefit
from the legislation when accounting for city
residents who could indirectly benefit – the
320,000 family members and others who live
with these 150,000 Dreamers. Studies have
shown that gaining legal status allows immi-
grants to earn higher wages, contributing to
greater economic stabilization of NYC house-
holds.
The City has found that 88,000 U.S. citi-
zen children live with a Dreamer, showing
how much as it stake for mixed-status families
in NYC. Despite a recent court decision forc-
ing the federal government to begin accepting
DACA renewal applications for some, the
need to pass a legislative solution is as urgent
as ever.
“It’s past time Congress recognize what
New York City always has: Dreamers are
Americans,” said Mayor Bill de Blasio.
“470,000 New Yorkers could benefit from the
DREAM Act. Even more of us will keep
fighting together until Washington upholds its
commitment to Dreamers.”
“We need Congress to act or more
Dreamers will suffer,” said Bitta Mostofi, Act-
ing Commissioner of the Mayor’s Office of
Immigrant Affairs. “Dreamers add billions to
our city’s GDP every year, and the DREAM
Act would economically empower and
strengthen immigrant families. Tens of thou-
sands of children go to sleep at night worried
about their Dreamer family members, and we
have legislation that would ease that burden.
All Congress has to do is pass it.”
“The Dreamers who live here are New
Yorkers: our family members, friends, neigh-
bors and U.S. residents since their childhood,”
said Matthew Klein, Executive Director of the
Mayor’s Office for Economic Opportunity.
“It’s past time that Congress act to ensure
Dreamers enjoy the opportunity to live free
from fear, achieve their full potential, and con-
tinue to contribute to our city and to our coun-
try.”

In September 2017, the Trump Adminis-
tration announced that they would terminate
DACA, or the Deferred Action for Childhood
Arrivals program. Since, Dreamers and their
allies have demanded that Congress pass a
legislative solution that would allow Dream-
ers – undocumented youth who came to the
United States as children – to retain their work
authorization, protection from deportation,
and even to chart out a pathway to citizenship.

would protect young immigrants, including
DACA recipients, from deportation and codify
in law that Dreamers are Americans. The bill
would allow Dreamers to apply for legal sta-
tus, work authorization, and eventually a path
to citizenship.
The City’s latest analysis shows that
470,000 New Yorkers could directly or indi-
rectly benefit from the DREAM Act. 150,000
Dreamers would be eligible for legal status
and work authorization, leading to decreased
anxiety about deportation and higher wages,
improving the lives of the 320,000 family
members and others they live with. One recent
survey of DACA recipients, 30,000 of whom
live in the five boroughs, found that their pre-
DACA average annual earnings of $20,068
rose to $36,232 as of about five years after
DACA began. DACA recipients strengthen
New York City’s economy and enrich local
communities every day, meaning all New
Yorkers have a stake in its success. Specifi-
cally, under the bill: 470,000 New Yorkers
could directly or indirectly benefit under the
DREAM Act.
Dreamers are deeply embedded through-
out the five boroughs, with: 29,000 in the
Bronx; 46,000 in Brooklyn; 18,000 in Man-
hattan; 55,000 in Queens; and 4,000 in Staten
Island.
In 2017, Dreamers contributed $4.7 bil-
lion in City GDP for New York City, and
Dreamers earn $2 billion every year.

Jamaican bobsleigh athlete
returns adverse drug finding

A Jamaican who competed at last month's
Winter Olympic Games in Pyeongchang,
South Korea has returned an adverse finding
for a banned drug and is now facing the pos-
sibility of a four year suspension, under the
rules of the World Anti-Doping Agency
(WADA).
However, RJR sources have revealed
that athlete returned the infraction in her "A"
sample for the banned drug clenbuterol in
mid-January, from a test done in Switzerland,
ahead of the Winter Games.
It is understood that the athlete and the
Jamaica Bobsleigh Federation, who were no-
tified of the infraction within the last 48 hours

highest-rated Caribbean Football
Union nation (CFU) when CONCACAF
launched their new rankings system this
past week.
The Jamaicans, finalists at the last
CONCACAF Gold Cup, were rated at
number six in the confederation behind
Mexico, United States, Costa Rica,
Panama, and Honduras. “The new ranking
tool will update with each match result and
will play a key role in determining qualifi-
cation for important regional and interna-
tional championships going forward,” a
note on the confederation's website stated.
“The ranking establishes a classification
that orders CONCACAF's national teams
from one to 41.
Additionally, the CONCACAF Rank-
ing Index makes it possible to calculate the
probabilities of different match results (a
win, a draw, or a loss) for all matches in the

IAAF chief
executive resigns
T he chief executive of athletics' world
governing body has resigned after 17
months in the job because of a disagree-
ment over commercial strategy.
Olivier Gers joined the International
Association of Athletics Federations
(IAAF) in October 2016.
His remit had been to increase the
sport's media coverage, audiences and
revenue following the 2016 Olympics.
The Frenchman said: "I have resigned
so the IAAF can pursue a different com-
mercial strategy for the sport."
He added: "While I am sorry to be
leaving, the pre-existing commercial
framework makes it difficult for me to
apply my talents and fully leverage the as-
sets of the IAAF in the way I would like."
Gers, who will continue in his role for
three more months before leaving, has
more than 20 years of commercial, mar-
keting and media experience.
Sebastian Coe, the IAAF president,
thanked Gers for "securing broadcast and
digital rights to expand audiences for ath-
letics globally".

C ity Councilman and mayoral can-
didate Michael Jackson was issued
a summons for driving while his license
was suspended last month, the second
time he has received such a ticket since
July, according to police reports.
Both summonses were issued dur-
ing motor vehicle incidents in Paterson.
Jackson received one suspended license
ticket from a Paterson police officer
after the councilman was in a collision
on Spruce Street in July 2017 and he
got the most recent summons on Jan. 29
