To highlight that a complex system for learning and teaching of foreign
languages focused on upbringing of comprehensively developed, educated and
intellectual young generation of people, and further integration of the republic
with the global community has been established within the frames of the Law on
Education and the National Programme for Personnel Training.

Over the period of Independence, we have had over 51,7 thousand of teachers of the
foreign languages trained, multimedia textbooks in the English, German and French
languages for pupils of 5-9th forms of general secondary schools and electronic
resource materials for teaching English at primary schools designed, and over 5
thousand language laboratories at general secondary schools, vocational colleges and
academic lyceums - equipped.
However the review of the current foreign languages teaching system proves that
educational standards, curricula and textbooks do not fully meet the up-to-date
requirements in terms of application of the advanced information and media
technologies. Teaching is being conducted using traditional methodologies. Both
consistent learning of the foreign languages at all levels of the education system and
teachers’ professional upgrading and equipping them with modern educational
literature require further enhancement.
In view of entire enhancement of the system of teaching youths the foreign languages
and training of specialists able to communicate in foreign languages fluently, by
introducing progressive teaching methods using modern teaching and information-
communication technologies thus enabling them to access the achievements of the
world civilization and globally available information resources, ensuring international
collaboration and communication:
1. Establish that as of 2013/2014 academic year:
Teaching of foreign languages, mostly English, gradually throughout the territory of
the republic, shall be started in the first grade of the primary school in the format of
games and oral speech lessons, starting from the second form of the primary school –
teaching alphabet, reading and grammar;
Classes at higher educational institutions in major subjects of technical and
international specialties shall be conducted in the foreign languages;
Provision of students and teachers of the general secondary, senior secondary
specialized vocational schools with textbooks and instructional materials for teaching
foreign languages shall be accomplished on the free of charge basis using the current
assets of the National target book fund at the Ministry of Finance of the Republic of
Uzbekistan, however observing republishing terms established for textbooks and
teaching materials.
2. Approve of the Programme of measures for extension of foreign languages at all
levels of the education system of the Republic of Uzbekistan in accordance with
Appendix № 1*.

Assign executives of the Ministries of Public Education, Higher and Secondary
Specialized Education of the Republic of Uzbekistan, other ministries, agencies and
organizations with personal responsibility for quality and timely implementation of
the measures foreseen in the Programme in compliance with established deadlines.
3.Set up a permanent Coordination Council for further development of the foreign
languages learning and teaching system (further referred to as Coordination Council),
the membership of which is defined as per Appendix № 2*, appointing the Uzbekistan
State World Languages University as a working unit of the Coordination Council.

The Coordination Council (Ikramov A.) jointly with concerned ministries, agencies
with participation of leading scholars and specialists, shall:
No later than before March 1st, 2013, ensure approval of new education standards
describing detailed criteria for mastering foreign languages at each stage of learning;
No later than before May 1st, 2013, ensure approval of new curricula and syllabus of
general secondary -, senior secondary specialized vocational schools and higher
education institutions, providing consistent teaching of foreign languages starting
from the first grade of the general secondary schools, and succession of the education
at all stages of learning;
Get leading foreign education centres, international experts and specialists in related
foreign languages involved in designing of education standards, curricula and
syllabus, textbooks and organization of the education process;
Ensure entire revision and enforcement of the foreign languages teaching system on a
part-time basis followed by testing at the end of the teaching periods.
4. Set up a Department at the National Testing Centre under the Council of Ministers
of the Republic of Uzbekistan for assessing the level of mastering the foreign
language, with a membership of up to 12 people, defining its tasks as follows:
Developing and introducing National testing system for assessing the level of
knowledge of the foreign language, in compliance with internationally recognized
Organizing fee-based testing for candidates, also remotely via Internet, for defining
the level of their knowledge and competence of the foreign language followed by
awarding of the appropriate qualification certificate of the state pattern;
Designing and locating in the Internet of materials required for self training of
potential candidates to take the test for knowledge of the foreign language.
The Centre shall be entitled to invite independent experts and examiners to fulfill
assigned tasks, however remunerating the latter on account of the extra-budgetary
assets of the Centre.
5. The National Testing Centre jointly with concerned ministries and agencies shall,
no longer than in two months period, make proposals to the Council of Ministers on
introducing foreign languages into the block of entrance tests to all higher education
institutions in 2015/2016.
6. Establish a procedure allowing:
A special (privileged) admission to higher education institutions for specialties of
teachers of foreign languages, of candidates residing in remote rural areas where there
is the scarce need for teachers of foreign languages in general secondary schools,
senior secondary vocational institutions, provided that education authorities at places
issue letters of recommendation;
Entities signed for higher education institutions on the privileged admission basis, are
obliged to work in the acquired specialty at the education institution located at places
of their residence and those indicated in the reference letters from the education
authorities at places, for at least 5 years.
7. Consider the proposal from the Ministry of Public Education, Ministry of Higher
and Secondary Specialized Education and Ministry of Finance of the Republic of
Uzbekistan on introducing monthly increase to remuneration rates of teachers of
foreign languages in size of 30 per cent for those working at schools located in rural
areas, and 15 per cent — for those working in remaining educational institutions,
considering them when calculating their salaries and other incentives and increases
maintained by the government.
8. Ministry of Public Education, Ministry of Higher and Secondary Specialized
Education, Centre for Senior Secondary Vocational Education of the Republic of
Uzbekistan shall, in three months period, develop and introduce to the Council of
Ministers a programme for 2013-2016 envisaging intensive equipping of classrooms
of foreign languages with modern information and communication as well as
technological training facilities. Prior to being introduced to the Council of Ministers
for consideration, the programme shall be provisionally approved of by the Ministries
of Economy and Finance of the Republic of Uzbekistan. Financing of the programme
shall be implemented via National budget and extra-budgetary funds, foreign loans
and international grants, as well as using funds derived from sponsorship and
benevolence activities.
9. National Television and Radio Company of Uzbekistan, State Committee of
Communication, Informatization and Telecommunication Technologies, Press and
Information Agency of the Republic of Uzbekistan and the National Information
Agency of Uzbekistan shall ensure, however with account of interests of children and
Preparation and TV broadcast, also using local channels, of TV programmes
educating children and teenagers in foreign languages, regular broadcast of science
and popular, intellectual programmes on history and culture of different nations,
development of the world science and technology, foreign feature films and cartoons
provided with subtitles in the Uzbek language;
Wide access for educational institutions to international education and intellectual
resources via «ZiyoNet» network, saturation of the network resource centre with
multimedia resources, training applications for personal computers and mobile
devices, and publication of education literature and fiction, special illustrated
newspapers and magazines in the English language, introducing special columns and
enclosures to them.
10. Ministry of Finance of the Republic of Uzbekistan, as of 2013, shall consider
annual allocation of budgetary funds based on the approved estimates however, for
implementation of activities envisaged by the present decree.
11. Ministry of Public Education, Ministry of Higher and Secondary Specialized
Education jointly with Ministries of Economy and Finance of the Republic of
Uzbekistan and other concerned ministries and agencies shall in course of one month
prepare and introduce to the Council of Ministers proposals on amendments and
additions to the current legislation, deriving from the present decree, and make
amendments into the official normative documentation.
12. Control on implementing of the present decree shall be assigned to the Deputy
Prime Minister of the Republic of Uzbekistan Mr. Ikramov A.
