Background of the Study
According to Steinberg, the police body are thinking about the challenges they are about to face

in the 21st century.10 years ago the police engaged in similar exercise to prepare for new

problems and improve their ability to carry out their roles and responsibilities. He also argues

that all police services in the world have existed for a long period of time that they should be

able to pre-emptying police service challenges and opportunities, especially based on their

experiences. He further argues that the current police service should in a position to cup their

challenges. The modern police service must apply discretion and to know what to prioritize.

Steinberg used South Africa Police (SAPS) whose discretion is exercised at the national level.

action targets to meet. This helps the police to be vigilant and well informed on how to handle

best deployed to achieve avility, order and security which the society requires.

prioritize all their money, time and energy. These will help in that a problem will be solved ones
and for all and the people (convicts) will be held accountable of the offence committed. There

should be justified resources mobilization in the police service.

Policing lies at the heart of an effective criminal justice system, and many of the

challenges faced by the judicial system directly confront police forces. With the increase

populations and rising crime rates, is confronted by the under-resourced police force, which later

reduce the capacity of the police to prevent and investigate crime in the country.

Across the United States, in spite of the challenges such as budget constraints and

difficult working conditions, police organizations are striving for new professionalism. The

leaders are committed themselves to stricter accountability for both their effectiveness and their

conduct while they seek to increase legitimacy and encourage innovation in police practice. If

Narok police follow strict accountability of anybody found offending will help reduce the

problem in the Kenya police service, increasing legitimacy and allowing innovation with the

police these will help them be able to face their challenges.

oriented policing. People normally assume that police continually focus on the problem they are

expected to handle. Problem oriented policing recognizes at the results that the police are to deal
with an increased problem and challenges faced by the people in the society not only crime. For

a criminal offence to occur there must be a root cause of the problem therefore the police should

also look at the cause to the criminal acts of an individual so as to be able to to prevent some

criminal offences there will help to provide a crime free society. The ultimate goal of the police

is not only to enforce the law but also to deal with the problem effectively- ideally, this is by

preventing them before they occur. These therefore will require the police into in depth study of

the specific problem they are tackling.

Reaves Brian (2004) states that the biggest challenges faced by the police in the world is

lack of professionalism. Either the police in developing and developed countries have not

understood the new professionalism because it is made up of four principles accountability,

legitimacy, innovation and coherence; they provide an account of development from the last 20

years that distinguish the past policing to the present ones. Like other organizations, the police

agencies must balance constancy and predict ability with adaptation and changes.

Statement of the Research Problem.


The importance of the police legitimacy in shaping effective and efficient maintenance

researchers have sought to explicate the ways that influence legitimacy, identifying procedural

justice as the most important aspect of police legitimacy. The importance of these research is to

help the police and policy makers understand more about direct and indirect crime control out of

these research. Public adherence to the law and their co-operation with the legal authorities is

importance for the maintenance of law and order. Some people commit crime out of ignorance

but if the public is educated about the where about of some illegal act will help reduce crime in

Narok town.
In Kenya today, police forces are battling the legacy of their past and still struggling to

enforce the highest ethical standards in an environment where their political masters appears not

to prioritize the independency and capability of the police. In the context of the Narok police,

there is a little written about the police and lack of synthesis and analysis of the empirical

evidence of the policing methods that can encourage improvement in policing. The Narok police

have to fight harder so as to be viewed as a service group and not just a force. These project will

therefore help in guiding stakeholders, police and even the public.

Importance of the Study.


The aim of this research is for public awareness of the rights and help the county reduce

the rate of criminality. In addition, the police can enhance its legitimacy, which will help in

reducing the crime rate. It also aims to provide new information as power to improve legitimacy.

Through these projects, policy makers and policy agencies will understand more about

direct and indirect, it will also add value to the police reforms. It will empower scholars, as

currently there is very little comprehensive literature on legitimacy.
