D. SUMMARY: This report presents lessons learned from 18

case studies across Africa and South Asia that have

developed and delivered weather and climate information

and related advisory services for smallholder farmers.

The case studies and resulting lessons provide insights

on what will be needed to build effective national

systems for the production, delivery, communication and

evaluation of operational climate services for

smallholder farmers across the developing world. The case

studies include two national-scale programmes that have

been the subject of recent assessments: India’s

Integrated Agro meteorological Advisory Service (AAS)

Program, which provides tailored weather-based agro

meteorological advisories to millions of farmers; and

Mali’s Projet d’Assistance Agro-meteorologique au Monde

Rural, which provided innovative seasonal


agrometeorological advisory services for smallholder

farmers and 16 less mature initiatives operating at a

pilot scale across Africa and South Asia. The case

studies were examined from the standpoint of how they

address five key challenges for scaling up effective

climate services for farmers: salience, access,

legitimacy, equity and integration.

D. SUMMARY: Agriculture in India depends heavily on weather

and climate conditions. Weather forecasts are useful for

decisions regarding crop choice, crop variety,

planting/harvesting dates, and investments in farm inputs

such as irrigation, fertilizer, pesticide, herbicide etc.

Hence, improved weather forecast based agro met advisory

service greatly helps farmers to take advantage of

benevolent weather and mitigate the impacts of malevolent

weather situation. Medium range weather forecast based

agro-meteorological advisory service of NCMRWF strives to

improve and protect agricultural production, which is

crucial for food security of the country. The study

report begins with highlighting the significance of short

and medium range weather forecasts for making adjustments

in daily farm operations, followed by detailed

description of how weather forecasts are generated and

disseminated by the NCMRWF through its AAS units. The


report assesses the impact of AAS on cereals, millets,

pulses, oilseeds, fruits & vegetables and cash crops in

15 agro-ecological zones selected for the study.

D. SUMMARY: Within South Asia, efforts to develop

agricultural climate services under CSRD are led by the

International Maize and Wheat Improvement Center (CIMMYT).

CSRD supports the agricultural climate services track

described in the Investment Options Paper (IOP) for CSRD

in Bangladesh, compiled by the Asian Development Bank

(ADB) in 2016. CSRD’s core objectives are to prepare

farmers, extension services, and agricultural policy

makers with actionable climate information and crop

management advisories to reduce agricultural production

risks, thereby increasing the resilience of smallholder

farming communities. These broad objectives are

underpinned by three aligned project objectives that

include (1) the development of impact-based national-

scale decision tool platforms to support the Bangladesh

Meteorological Department’s (BMD) agrometeorology track,

(2) collaborative development and refinement of South


Asian regional-scale agro-climate decision support tools,

services, and products, and (3) coordination with the

Asian Development Bank and other CSRD partners to boost

awareness and use of climate information and services in

the agricultural sector. This report summarizes CSRD

activities, achievements, and challenges during the first

year (from November 2016 through December 2017).
