Dear Sir:
Our understanding of the questioning in your inquiry and our reply are as follows:
Question: Is it appropriate for users of ASME B31.4 to obtain Specified Minimum Yield Strength
for materials from ASME B31.3?
Reply: No. The user should obtain material specification data from the appropriate
manufacturing standard, whether ASTM, API or other approved materials standard
listed in Table 423.1.1 of the B31.4 Standard.
Sincerely,
Umberto D’Urso
Secretary, ASME B31.4

Question (1): ASME B31.4 (2016) Chapter IX para. A402.3.5(a)(1) provides allowable
hoop stress values for designing offshore pipelines.
The text explains that the hoop stress formula should be based on “t =
nominal wall thickness, in. (mm)”.
Explanation (1): The section of code that would apply in this case is para. 403.2.1 Criteria for
Pipe Wall Thicknesses and Allowances. All provisions of the first eight chapters of the Code are
also requirements of Chapter IX unless specifically modified in Chapter IX. Thank you for your
inquiry.

Table 402.1-1
NOTES:
(3) For fittings and miter bends, the flexibility factors, k, and stress intensification factors, i, in the
Table apply to bending in any plane and shall cannot be less than unity; factors for torsion equal unity.
Both factors apply over the effective arc length (shown by heavy centerlines in the sketches) for curved and
miter elbows, and to the intersection point for tees.
(5) Where flanges are attached to one or both ends, the values of k and i in this Table shall be are
corrected by the factors C1 given below, which can be read directly from Chart B, entering with the computed
h: one end flanged, h1/6 1; both ends flanged, h1/3 1.
Alternative is to replace “NOTE” from the column head [two places] and on each line with “See” and then
change “Notes” in the bottom to “Additional Information”
402.5.2
NOTE: Thermal stress shall be is to be (or is) calculated for the range of minimum and maximum operating temperatures.
402.6.2
Note that Longitudinal stress from pressure in an unrestrained line shall include consideration of bending
stress or axial stress that may be caused by elongation of the pipe due to internal pressure and result in stress
at bends and at connections and produce additional loads on equipment and on supports.
Table 403.3.1-1
NOTES:
(1) Beam-bending stresses shall be must be (or are)included in the longitudinal stress for those portions of
the restrained or unrestrained line that are supported aboveground.
Alternative is to replace “NOTE” in the table on each applicable line with “See” and then change “Notes”
in the bottom to “Additional Requirements”
Figure 404.3.4-1
NOTES:
(3) If the encircling member for tee, sleeve, or saddle type is thicker than the header and its ends are to
be welded to the header, the ends shall be must be (or are) chamfered (at approximately 45 deg) down to a
thickness not in excess of the header thickness.
Alternative is to replace “NOTE” in the figure on each applicable line with “See” and then change “Notes”
in the bottom to “Additional Information”
Figure 404.3.4-2
NOTES
(b) If the reinforcing member is thicker at its edge than the header, the edge shall be is chamfered (at
approximately 45 deg) down to a thickness such that leg dimensions of the fillet weld shall be within the
minimum and maximum dimensions specified above.
(c) A hole shall be must be (or is) provided in reinforcement to reveal leakage in buried welds and to
provide venting during welding and heat treatment [see para. 404.3.5(h)].
Alternative is to replace “GENERAL NOTE” in the figure on each applicable line with “See” and then change
“Notes” in the bottom to “Additional Information” [inconsistent use of header…”Notes” in previous figure
and “General Notes in -2 and -3 figures]

GENERAL NOTE: When a welding saddle is used, it shall be must be (or is)inserted over this type of
connection. See Fig. 404.3.4-2.
Table 426.1-1
GENERAL NOTE: Specific editions of standards incorporated in this Code by reference, and the names and
addresses of the sponsoring organizations, are shown in Mandatory Appendix I, since it is not practical to
refer to a specific edition of each standard in Table 426.1-1 and throughout the Code text. Mandatory
Appendix I will be revised at intervals as needed.
Table 434.6-3
NOTE:
(1) Pipelines may require deeper burial to avoid damage from deep plowing; the designer is cautioned to
account for this possibility
Replace “NOTE” in table with “See” and then change “Notes” in the bottom to “Additional Information”
Figure 434.8.6-2
GENERAL NOTES
(b) The wall thickness of the pipes to be joined, beyond the joint design area, shall comply with must
conform to (or conforms to) the design requirements of this Code.
(c) When the specified minimum yield strengths of the pipes to be joined are unequal, the deposited weld
metal shall have must have (or has) mechanical properties at least equal to those of the pipe having the
higher strength.
(e) Sharp notches or grooves at the edge of the weld where it joins a slanted surface shall is to be
avoided.
(g) The effective weld throat, tW, shall be is used for determining postweld heat treatment requirements.
NOTES:
(2) Maximum thickness, tD, for design purposes shall is not to be greater than 1.5t.
(3) Internal Diameters Unequal
(b) Where the nominal internal offset is more than 3⁄32 in. (2.5 mm) and there is no access to the inside of
the pipe for welding, the transition shall be is made by a taper cut on the inside end of the thicker pipe.
See illustration (b). The taper angle shall is not to be steeper than 30 deg nor less that 14 deg.
(c) For hoop stresses of more than 20% of the specified minimum yield strength of the pipe, where the nominal
internal offset is more than 3⁄32 in. (2.5 mm) but does not exceed one-half the wall thickness of the thinner
pipe, and there is access to the inside of the pipe for welding, the transition may be made wih a tapered
weld. See illustration (c). The land on the thicker pipe shall be is equal to the offset plus the land on
abutting pipe.
(4) External Diameters Unequal
(b) Where there is an external offset exceeding one-half the wall thickness of the thinner pipe, that
portion of the offset over one-half the wall thickness of the thinner pipe shall be is tapered. See
illustration (f).
(5) Internal and External Diameters Unequal. Where there is both an internal and an external offset, the joint
design shall be is a combination of illustrations (a) through (f). See illustration (g). Particular
attention shall be is paid to proper alignment under these conditions.
Alternative is to replace “NOTE” in the figure with “See” and then change “GENERAL NOTES” in the bottom to
“General Requirements” and “NOTES” to “Additional Specific Requirements”
54
Table 451.6.2.9-1
NOTES:
(1) Replacement pipe should have a minimum length of one-half of its diameter or 3 in. (76.2 mm), whichever
is greater, and shall meet or exceed the same design requirements as those of the carrier pipe. For
replacement pipe, a minimum length of one-half of its diameter or 3 in. (76.2 mm), whichever is greater is
typical, and it must meet or exceed the same design requirements as those of the carrier pipe
(2) The welding-procedure specification shall defines minimum remaining wall thickness in the area to be
repaired and maximum level of internal pressure during repair. Low-hydrogen welding process must be used.
(3) Tight-fitting sleeve at area of defect must be ensured or a hardenable filler such as epoxy or polyester
resin shall be is used to fill the void or annular space between the pipe and the repair sleeve.
(5) The defect shall be must be (or is) contained entirely within the fitting and the fitting size shall not
exceed NPS 3.
Alternative is to replace “NOTE” in the table with “See” and then change “NOTES” in the bottom to
“Additional Requirements”

B31 Basis for Displacement Stress
• Code books allow plastic deformation of piping
systems under displacement loading
– Thermal expansion/contraction
– Seismic anchor movement
– Etc.
• B31 Codes establish elastic action in a piping
system (“shakedown”) and to protect against
fatigue.
– Reference Markl papers from early 1950’s
• SE and SA are the vehicle to provide this
protection

B31.4-2016 SA Calculation
𝑆𝐴 = 𝑓(1.25 𝑆𝑐 + 𝑆ℎ − 𝑆𝐿 )
Where,

Consider case where SL = 0 to determine margin
on displacement stress
𝑆𝐴 ≤ 𝑓 ∗ 1.67𝑆𝑌
Where

B31.4-2016 SA Calculation - cont
• So, for zero sustained stress and f = 1.2, the
displacement stress range within B31.4 is
calculated as,
𝑆𝐴 = 2.0𝑆𝑌
• Thus, B31.4 contains no margin on the 2*SY
shakedown criteria
• How does this compare against other code
books?
– Need to compare both SA and SE, as they are both
calculated differently amongst the code books
𝑆𝐸 ≤ 𝑆𝐴

SA Comparison Against B31.8
• Comparison of SA values for B31.4 vs B31.8 for
common materials. N=7,000 cycles, T=1.
78
Conclusion & Recommendation
• B31.4-2016 currently specifies SA in a manner
consistent with the basis of shakedown (2*SY)
• B31.8 and B31.4 treat SE calculations similarly
• B31.8 does not allow f to be greater than 1
• Recommendation:
– Align B31.4 with B31.8 on the Sc, Sh definitions
and with the limitation on f (<=1)
– Close this ballot and open another to incorporate
the change.

If the B31.4 Subcommittee believes that this should be
"shall" instead of "should" the words in paragraph
451.6.2.9(a) should be changed since they state "The
replacement pipe shall meet the requirements of para.
401.2.2 and where possible should have a length of not
less than onehalf the diameter or not less than 3 in. (76.2
mm), whichever is greater." Also the proposal field in the
record should stat that the proposal is to revise, not
investigate.
FlennerP (Disapproved)
Date Posted: 01/12/16
In agreement with Mr. Tatar.
LivingstonM (Abstain)
Date Posted: 12/16/15
I am not knowledgeable enough on the subject to know
whether "shall" is appropriate.
RosenfeldM (Approved)
Date Posted: 01/24/16
Is there a technical or safetyrelated reason to require the
minimum length of pipe be onehalf the diameter? Does
the existing language provide inadequate or incorrect
guidance? If "no" to either question, then changing
"should to "shall" in this case seems a bit arbitrary.
TatarF (Disapproved)
Date Posted: 12/22/15
It seems to me that “should” is used in the current
wording to provide guidance, not requirements. Is there
really a technical basis to require a 40 in. length for NPS
80 replacement pipe? For that matter, is there a technical
basis for requiring a 3 in. minimum length?
If the Committee truly believes that this is necessary, the
wording needs to be made more explicit. What does
“onehalf of its diameter” mean? Inside or outside
diameter? For an NPS 6 pipe, do you mean 3 in., one
half of its nominal outside diameter, namely, 3.3125 in.,
onehalf of its actual measured outside diameter, one
half of its actual measured inside diameter, etc.?

There is continuing agreement to use similar wording in
B31.8 and B31.4 when appropriate. Also the ballot
history states: " February 23, 2016 – Motion to use B31.8
language for the proposal was unanimously voted
approved." The wording in this ballot does not use the
B31.8 wording. I suggest this is reballotted to include the
the first sentence in B31.8 part 821.2. This would also
address the comments from others.
FrikkenD (Approved)
Date Posted: 12/05/16
The proposed wording is awkward. Why not just say
"Welding shall be performed by a process, or
combination of processes that has been demonstrated to
produce sound welds."? In any case, correct "have" to
"has".
LivingstonM (Abstain)
Date Posted: 12/01/16
I am not knowledgeable in the subject matter, so I will
abstain. However, from an editorial point of view it seems
that it is getting too complicated. I'm not sure what is left.
What type of process is not allowed that produces sound
welds? It could simply be, "Welding shall be performed
by a processes that has been demonstrated to produce
sound welds."
TatarF (Approved)
Date Posted: 11/30/16
I like the proposed changes, but have a comment on the
existing words. The phrase “that have been
demonstrated” should be “that has been demonstrated”.
Since the subject of the (past tense) verb “demonstrated”
is either “process” (singular) or “combination” (also
singular), the plural “have” should instead be the singular
“has”.

1. Subject *
B31.4 Repair Using Deposition of Weld Metal Revision of 451.6.2.9(c) and Table 451.6.2.91 WG 5
2. Proposal
Revise 451.6.2.9 (c) and Table 451.6.2.91 as noted
3. Explanation *
There is a conflict between the text in 451.6.2.9(c) and Table 451.6.2.91 on acceptable repair methods. The text says that
defects in welds, corroded areas, gouges, grooves and arc burns may be repaired by depositing weld metal, whereas the
Table allows it only for external corrosion and girth welds. So the table will be updated to reflect the allowed, but limited
(Notes 2 and 7), usage of depositing weld metal for the other types of defects. Furthermore, we are including repair of a
crack not associated with a long seam in this section, also with limited use according to Notes 2 and 7.
**NOTE record has been updated to reflect proper references to the 2009 Edition of the Code

Referencing Note 7 from the column on repair by KolovichC: 02/01/17
deposicited weld metal doesn't make sense to me. If Note The text in 451.6.2.9 (c) allows for repair of gouges,
7 is referenced in this row, shouldn't it referenced in the grooves or arc burns by deposited weld metal provided
others as well? the flaw is removed first. If the area of metal loss after
grinding needs reinforcement, deposited weld metal is an
option. Therefore, this ballot items was to catch our error
that Table 451.6.2.91, currently states "no" for this type of
repair while the text allows it. During our Jan 2017
meeting, we have opened up a new item to review all of
the table and make updates as needed. We will take your
comment into consideration. Thank you for pointing this
out.

I assume that the Editor will fix it, but "Limited" and " KolovichC: 02/01/17
[Notes (2),(7)]" shouldn't be on the same line. Yes, I would assume the same that the editor will take
care of formatting.
