1.0 CALL TO ORDER AND INTRODUCTIONS


The meeting was called to Order by the Chair, Ms. Carolyn E. Kolovich at 8:20 AM on January 31st
and at 8:10 AM on February 1st. The Professional Development Hours can be found on pages 16-
19. Refer to pages 20-21 for a full attendance list from these meetings.
2.0 ADOPTION OF AGENDA
The agenda was unanimously voted approved as issued.
3.0 APPROVAL OF MINUTES – SEPTEMBER 20-21, 2016
The agenda was unanimously voted approved as issued.
4.0 ANNOUNCEMENTS
Dave Warman from Enterprise provided a presentation on undermatched welds, higher grades of
pipe and strain based design, the presentation has not been approved for distribution and will be
sent to the committee once permitted.
5.0 MEMBERSHIP
5.1. ROSTER
The latest membership roster is shown on page 22.

Trino Gutierrez, Robert Duran, Lyle Sweeney, Benny Mumme were appointed as
members. Ray Lewis and Amir Esmaeili have been appointed as contributing members.

material of fabrication.

March 27, 2013 – Sample letter has been drafted suggesting review of paragraph
423 along with Mandatory Appendix 5 of BPVC Section II, Part D and sent to the
Chair for review before issuance.
September 25, 2013 – Workgroup has reviewed materials and accept the suggestion
to have materials included in the Code. A request will be made to Section II to
provide values.
November 2013 – BPVII Staff Secretary has requested the following information in
order to provide stress values for the B31.4 Code:
 Construction Code of Use (in this case B31.4)
 Temperature Range of Application
 Stress Criteria under B31.4 Code
Note: It can be indicated if the stress criteria is the same as another B31 or BPV
Code.

March 5, 2014 – The Section Committee proposes the following response to the
staff secretary of BPVII:
 Construction Code of Use: ASME B31.4
 Application Temperature Range: -50°F – 250°F
 Stress Criteria – Section 402 of ASME B31.4.
September 16, 2014 – Work in Progress. Secretary to contact BPV II Secretary for
follow-up.
January 13, 2015 – Work in progress.
September 15, 2015 – Approved by BPV II in Ballot 15-1996. PM changed to Steven
McKenna. The Secretary will forward a copy of Table 403.2.1-1 from the new
edition (once finalized) to Mr. McKenna. Proposal will be developed for B31.4 ballot
consideration.
February 23, 2016 – Ron Derammelaere will review proposal on C&S Connect to
determine if it should be in the slurry pipe section.
September 2016- The secretary will contact Ron Derammelaere to open a new
record for this topic in the slurry section. This item will proceed to a subcommittee
ballot.
January 2017 – Ballot #16-3171 was approved by the subcommittee. Ballot #16-
3748 was not approved by the Standards Committee and received 3 comments. Two
of the editorial comments were addressed and the proposal was revised. The third
comment is a technical question which will be directed to the Mechanical Design
Committee for a recommendation.

September 2016 – B31 Standards Committee Ballot #16-2387 was not approved for
this record with two disapprovals from Mr. Flenner and Mr. Tatar. Comments
received from Mr. Tatar, Mr. Monday, Mr. Frikken, and Mr. Flenner. Proposal was
updated and was unanimously voted approved by the B31.4 committee. This item
will proceed to a B31 Standards Committee Ballot.
January 2017 – Standards Committee Ballot #16-2387RC1 was disapproved and the
proposal was revised and reballoted to the subcommittee. Ballot #16-3203 was
disapproved by the B31.4 subcommittee, revised and recirculated. Ballot #16-
3203RC1 was approved by the subcommittee and received various comments.
Editorial changes were made to the proposal to accommodate these comments and
this item was sent to the Standards Committee. Standards Committee Ballot #16-
3622 was disapproved and received 4 comments. The proposal was revised,
unanimously voted approved, and will be sent to the Standards Committee for
Balloting.

returned votes. Motion to endorse the proposal and issue to the B31 Standards
Committee for ballot consideration was unanimously voted approved.

September 15, 2015 – It was noted that the proposal will be clarified to show that
the “No” is being deleted from Table 451.6.2.9-1. Ms. Kolovich will respond to
comments from Ballot 15-127, and a recirculation ballot will be issued to the B31
Standards Committee.
February 23, 2016 – Recirculation ballot to the B31 Standards Committee will be
issued.
September 2016 –B31 Standards Committee Ballot #15-127RC1 was approved,
comments pending from Mr. Tatar and Mr. Frikken. Ms. Kolovich will update the

Melvin R. Green Codes and Standards Medal


The Melvin R. Green Codes and Standards Medal recognizes outstanding contributions
to: (1) the development, promulgation, or management of documents, objects, or devices
used in ASME programs of technical codification, standardization, and conformity
assessment, or (2) the acceptance of ASME Codes and Standards within the United States
or internationally.

This medal was established in 1976 as the Codes and Standards Medal and renamed the
Melvin R. Green Codes and Standards Medal in 1996 to honor the memory and
extraordinary contributions of Melvin R. Green, an ardent supporter of industrial
standards. He was a past recipient of the Codes and Standards Medal, ASME Fellow and
longtime employee of the Society.
J. Hall Taylor Medal
The J. Hall Taylor Medal is presented for distinguished service or eminent achievement
in the field of codes and standards pertaining to the broad fields of piping and pressure
vessels which are sponsored or undertaken by ASME. The scope includes contributions
to technical advancement and administration.

In 1965, by a bequest through the ASME activity in codes and standards, the Taylor
Forge and Pipe Works established this award to commemorate the pioneering work of J.
Hall Taylor in the field of standardization of industrial products and safety codes for their
usage.

Dedicated Service Award


In 1983, the ASME Board of Governors approved the establishment of the Dedicated
Service Award. It honors unusual dedicated voluntary service to the Society marked by
outstanding performance, demonstrated effective leadership, prolonged and committed
service, devotion, enthusiasm and faithfulness. The award may be presented to selected
individuals who have served the Society for at least ten years in one or more of the
following areas: Codes and Standards; Centers; Strategic Management; Knowledge &
Community; Board of Governors; Institutes; The ASME Foundation; The AME
Auxiliary, Inc.; Committees reporting to the Board of Governors. No more than 44

DESCRIPTIONS OF COMMITTEE HONORS AND AWARDS

HONORARY MEMBERSHIP AND CERTIFICATES OF APPRECIATION


A. Honorary Membership. The Standards Committee or Subcommittee may appoint a
retiring member to honorary membership. Such member shall not have the right to vote
and honorary membership on the Standards Committee or Subcommittee shall be
continued for life.

Honorary membership shall be conferred upon a former Committee member only after
ten years of dedicated service during which time the member shall have made significant
contributions to the activities of the Committee. At least five of the ten years shall have
been as a member of the Standards Committee.

Election to Honorary membership to the Standards Committee or Subcommittee shall be


discussed in administrative session of the Standards Committee. Following discussion,
the Chair shall determine if a secret ballot can be conducted at the meeting based on
attendance of listed membership present at the meeting, or be conducted by letter ballot.
A ninety percent affirmative vote of the listed membership is required for election to
honorary membership.

Upon election, a Certificate is issued.

Honorary members may take part in, as applicable, the Standards Committee or
Subcommittee affairs in accordance with their individual desires, under the following
procedure:
(a) They are invited to submit individually or jointly to the Chair their recommendations
on any matter, which they believe would benefit the activities of the Committee.
(b) They may be appointed to any special Committee, or constituted into a temporary
advisory Committee to handle a special subject.
(c) Upon request, they will receive notices of meetings of the Standards Committee or
Subcommittee and copies of minutes.

B. Certificate of Appreciation*. The Standards Committee may make recommendations


to Board on Pressure Technology Codes and Standards for the issuance of Certificates of
Appreciation to individuals who have given meritorious service to the Committee. The
following guidelines, although not mandatory, should be used in making these
recommendations:
(a) The wording of the Certificate should refer in a general way to service to the activities
of the Committee, rather than to service on specific subtier Committee(s).
(b) The usual times for the Standards Committee to consider the recommendation of a
Certificate should be either: (i) ten years after the date of an individual’s first formal
appointment to a Committee activity, or (ii) at the time of his resignation from
Committee activities.

(c) Factors to be considered in the decision of whether or not a recommendation should


be made are length, continuity and diligence of service. Except for an unusually
meritorious contribution, a Certificate should not be recommended at the time of the
resignation of any person whose total service to the Committee has been less than one
term (five years).
(d) No more than one Certificate for general service should be recommended for any
individual. A Certificate for general service may be recommended for an individual who
has already received a Certificate for a specific service, but only if it is believed that the
specific service mentioned on the existing Certificate does not cover a significant portion
of his actual contribution.

* Membership Service Award – Certificate of Appreciation - ASME Staff will be


responsible for tracking those individuals’, and on concurrence from the Committee
Chairman, will issue a Certificate of Appreciation and a pin with a rocker bar after 10
years as a member of a committee. Also, will issue a new rocker bar at intervals of 5
years thereafter.

C. Certificate of Acclamation.
(a) Annually, the Committee Chair of Standards Committee may make nomination to
the Board on Pressure Technology Codes and Standards for issuance of
Certificates of Acclamation.
(b) This award is intended to recognize excellence in development of a new or
revised code standard or other work product. It is not intended to be a general
service award. The form of the award consists of a Certificate and
commemorative.
(c) The Committee Chair may solicit recommendations from the Committee
membership, including subtier Committee Chairs.
(d) The nomination shall consist of the name(s) of an individual or a small group of
individuals most responsible for the development of a specific Committee work
product (e.g. new document, major revision).
(e) A member may receive more than one Certificate of Acclamation, if so deserving.
(f) Approval by the Board on Pressure Technology Codes and Standards, acting on
behalf of the Council on Codes and standards, is required. The Board exercises
control to maintain the integrity of the award.

D. Certificate of Achievement
(a) Annually, the Standards Committee may make recommendation to the Board on
Pressure Technology Codes and Standards for the issuance of a Certificate of
Achievement to an individual for significant personal achievement in the development
and promulgation of codes, standards or other documents under the Committee’s
jurisdiction. The nomination shall be unanimously voted by the Committee and
forwarded to the Board on Pressure Technology Codes and Standards for final approval
on behalf of the Council on Codes and Standards.

E. Membership in the Society is not a requirement for Honorary Member, Certificates


of Appreciation, Certificates of Acclamation or Certificates of Achievement.

F. ASME B31 Leadership Award


1. This award is given to an individual that has chaired a B31 Standards,
Executive, Section Committee, Technical Committee or other subordinate
Committeee that has been created by the B31 Standards Committee.
2. The individual shall have served at least one full term in accordance with the
B31 Committee’s Operation Procedures.
3. The individual shall receive a B31 Leadership Award and a pin or bar
identifying that status as a Past Chair. The Award will be issued to an
individual that has completed the services (stepping down) as Chair of a
Standards, Executive, Section, Technical or newly created subordinate
Committee.
4. The effective date of this award is January 2005.

ASME Staff will be responsible for tracking those individuals’ serving as Chair and on
completion (stepping down) of the individual’s Chair will automatically issue the
Certificate. The ASME B31 H & A Committee will prepare a citation if required. A bar
or pin will be a one time issue.

Per Section 423.2.3 “Steel pipe designed to be operated at a hoop stress of more than 20% Sy shall be impact tested in
accordance with the procedures of API 5L, PSL 2, or ASTM A333. The test temperature shall be the lower of 32°F (0°C) or
the lowest expected metal temperature during service, having regard to past recorded temperature data and possible
effects of lower air and ground temperatures.”
 
In 2012 ASME B31.11 was included in B31.4 including a revised scope and a new chapter to incorporate the requirements
from B31.11, Slurry Transportation Piping Systems. ASME B31.11 did not have above requirements for Slurry
Transportation Piping Systems.

Question (1): ASME B31.4 (2016) Chapter IX para. A402.3.5(a)(1) provides allowable
hoop stress values for designing offshore pipelines.

The text explains that the hoop stress formula should be based on “t =
nominal wall thickness, in. (mm)”.

However, if the pipeline is to be designed with a corrosion allowance


(CA), should the CA be subtracted from the nominal wall thickness when
applying the hoop stress formula?

Reply (1): Yes.

Explanation (1): The section of code that would apply in this case is para. 403.2.1 Criteria for
Pipe Wall Thicknesses and Allowances. All provisions of the first eight chapters of the Code are
also requirements of Chapter IX unless specifically modified in Chapter IX. Thank you for your

pipe, and there is access to the inside of the pipe for welding, the transition may be made wih a tapered
weld. See illustration (c). The land on the thicker pipe shall be is equal to the offset plus the land on
abutting pipe.
(4) External Diameters Unequal
(b) Where there is an external offset exceeding one-half the wall thickness of the thinner pipe, that
portion of the offset over one-half the wall thickness of the thinner pipe shall be is tapered. See
illustration (f).
(5) Internal and External Diameters Unequal. Where there is both an internal and an external offset, the joint
design shall be is a combination of illustrations (a) through (f). See illustration (g). Particular
attention shall be is paid to proper alignment under these conditions.

"shall" instead of "should" the words in paragraph
451.6.2.9(a) should be changed since they state "The
replacement pipe shall meet the requirements of para.
401.2.2 and where possible should have a length of not
less than one­half the diameter or not less than 3 in. (76.2
mm), whichever is greater." Also the proposal field in the
record should stat that the proposal is to revise, not
investigate.

Is there a technical or safety­related reason to require the
minimum length of pipe be one­half the diameter? Does
the existing language provide inadequate or incorrect
guidance? If "no" to either question, then changing
"should to "shall" in this case seems a bit arbitrary.

It seems to me that “should” is used in the current
wording to provide guidance, not requirements. Is there
really a technical basis to require a 40 in. length for NPS
80 replacement pipe? For that matter, is there a technical
basis for requiring a 3 in. minimum length?
 
If the Committee truly believes that this is necessary, the
wording needs to be made more explicit. What does
“one­half of its diameter” mean? Inside or outside
diameter? For an NPS 6 pipe, do you mean 3 in., one­
half of its nominal outside diameter, namely, 3.3125 in.,
one­half of its actual measured outside diameter, one­
half of its actual measured inside diameter, etc.?

There is continuing agreement to use similar wording in
B31.8 and B31.4 when appropriate. Also the ballot

approved." The wording in this ballot does not use the
B31.8 wording. I suggest this is reballotted to include the
the first sentence in B31.8 part 821.2. This would also
address the comments from others.

abstain. However, from an editorial point of view it seems
that it is getting too complicated. I'm not sure what is left.
What type of process is not allowed that produces sound
welds? It could simply be, "Welding shall be performed
by a processes that has been demonstrated to produce
sound welds."

I like the proposed changes, but have a comment on the
existing words. The phrase “that have been
demonstrated” should be “that has been demonstrated”.
Since the subject of the (past tense) verb “demonstrated”
is either “process” (singular) or “combination” (also
singular), the plural “have” should instead be the singular
“has”.

3. Explanation *
There is a conflict between the text in 451.6.2.9(c) and Table 451.6.2.9­1 on acceptable repair methods. The text says that
defects in welds, corroded areas, gouges, grooves and arc burns may be repaired by depositing weld metal, whereas the
Table allows it only for external corrosion and girth welds. So the table will be updated to reflect the allowed, but limited
(Notes 2 and 7), usage of depositing weld metal for the other types of defects. Furthermore, we are including repair of a
crack not associated with a long seam in this section, also with limited use according to Notes 2 and 7.

September 16, 2014 – Ballot 14­1096 issued. Disapproved because of 9 not returned votes. Motion to endorse the
proposal and issue to the B31 Standards Committee for ballot consideration was unanimously voted approved.
 
March 5, 2014 – Project manager has responded to all comments and has revised a proposal. The Section Committee has
reviewed the revised proposal and made a motion to Approve the rewritten proposal. The motion was unanimously
approved to accept the rewritten proposal. 
 
September 25, 2013 – Project manager will respond to comments remaining on ballot and revise proposal to be presented
to the Section Committee for review. 
March 2013 ­ Staff secretary will follow up with Project Manager on comment resolution.
March 6­7, 2012 ­ The proposal has been revised and uploaded. Committee unanimously voted Approved and this item is

September 23­24, 2008:
On September 23­ Mr. Wooten brought up that this item may have been in the Standard but previously removed. WG 5 to
continue work on the item.
 
March 12­13, 2008:
On March 12 the item was assigned to WG 6 to review ballot results and address issues. 
On March 13 WG 6 reported they had developed responses that address all concerns, and the proposal had been revised
accordingly. Paul Klein agreed to send the responses and the revised proposal to the Secretary. It was agreed that a
Recirculation ballot would be issued once the responses had been posted and the revised proposal uploaded.
 
 
September 2007:
The Section committee approved a motion to adopt the revised proposal and to submit to B31 Standards Committee for
approval under new ballot.
 
February 2007:
Working group 6 reviewed the proposal and the comments received, and agreed to make technical revisions to the
proposal. The Project manager will revise the proposal and resubmit for approval under new 1st consideration ballot.
 
September 20, 2006:
The B31.4/11 Committee approved a motion to adopt the proposed revision to 451.6.2.9 (c) Deposited Weld Metal. The

deposicited weld metal doesn't make sense to me. If Note The text in 451.6.2.9 (c) allows for repair of gouges,
7 is referenced in this row, shouldn't it referenced in the grooves or arc burns by deposited weld metal provided
others as well? the flaw is removed first. If the area of metal loss after
  grinding needs reinforcement, deposited weld metal is an
option. Therefore, this ballot items was to catch our error
that Table 451.6.2.9­1, currently states "no" for this type of
repair while the text allows it. During our Jan 2017
meeting, we have opened up a new item to review all of
the table and make updates as needed. We will take your
comment into consideration. Thank you for pointing this
