Policy Reforms:
The MD of Kanpur Electricity Board, Mrs. Ritu Maheshwari, tightened the rules and decided to
take strict actions towards nonpayment of bills and against those who are using illegal electricity
connections.
Context
Biophysical Environment:
Kanpur was once known as the Manchester of India with booming industries, but lack of consistent
electricity supply led to closing down of these industries. Even now the economy is heavily
depended on the industries like textile, leather & metal, which requires consistent electricity
supply. Kanpur electricity board was not able to provide with enough electricity in the city.
KESCO was going through losses due to nonpayment of bills and illegal connections. One reason
for this was poor and uneducated population.
Socioeconomic Conditions:
The financial condition of the electricity board is very poor. So that it has led to financial losses
for the company. Other industries which are heavily relied on the power supply of the KESCO
were also suffering because of the lack of electricity. Another reason was the aging infrastructure
of the electricity distribution.
Institutional Arrangements:
The accountability lies in the hands of the KESCO officials to take care of the smooth working of
the system and also ruling government to see that the process runs without any hindrances. It can
be observed that tampering with the connections is something that an uneducated person cannot
do by himself. Thus, the line man or the KESCO official might be the one who gave the way for
electricity theft at first. This shows the weak institutional arrangement. Even the political situation
in the city is not good.
