I am having a bad day today. I woke up this morning and my mom told me that
my dog, Muffin, is missing. Muffin lives outside in our backyard. The door of the fence
that surrounds our backyard was open this morning when my mom woke up. My mom
walked around our neighborhood and called Muffin’s name but he did not come home.
She asked all of our neighbors but no one has seen Muffin since yesterday.
I decided that I am going to make signs to hang all over town, so if someone
finds Muffin, they can call my family. I called my next door neighbor, Kelly, to see if she
wanted to help me make the signs. Kelly came over and we made signs with a picture
of Muffin and my phone number. Muffin is a big, friendly Golden Retriever. He is five
years old but he still acts like a puppy. Before we left to hang up our signs, I put a bowl
of Muffin’s favorite treats by the fence door.
Kelly and I went to the supermarket first. We asked the cashier if we could hang
up a sign on the wall. She said yes and wished us luck. Next, we went to the library.
The librarian told us that she saw a Golden Retriever walking past the library while she
was outside during her lunch break. She said that it was walking in the direction of the
playground, so we decided to go there next.

OUTLINING
An outline is a logical and general description of a topic. It gives a schematic summary. In pre
paring an outline, one needs to follow a pattern and a conceptual design. He or she must have a
clear purpose of how the outline will look and how it will serve the reader.
An outline breaks down the parts of the thesis in a clear, hierarchical manner. It is better to st
art any writing or reading activity with an outline. It helps one focus or organise his/her thoughts
and goals.
The basic format for an outline uses an alternating series of numbers and letters, indented acc
ordingly, to indicate levels of importance. Besides the format, one must also define what order he
/she would like to follow. In dealing with historical works or time-bound topics, it is best to use th
e chronological order. At other times, spacial order is followed. Whatever kind he/she would like t
o adapt, it is best to be very consistent with it. If at the beginning he/she decided to use the chro
nological order, then he/she must use it until the end of the topic.
Outlining is important in doing research. It shows the relationship of one topic to the other, th
us lending cohesiveness to the totality of the concept or idea.

LISTENING
Listening is the ability to accurately receive and interpret messages in the communication process.
It is a key to all effective communication. Without the ability to listen effectively, messages are
easily misunderstood. As a result, communication breaks down and the sender of the message
can easily become frustrated or irritated. Listening means paying attention not only to the story,
but how it is told, the use of language and voice, and how the other person uses his or her
body. In other words, it means being aware of both verbal and non-verbal messages. Your ability
to listen effectively depends on the degree to which you perceive and understand messages.
A good listener will:
Listen closely on information that can be important or useful, even in a seemingly dull
presentation.
Realize that a lecture is not a fashion show. She/he will look for ideas, not things to
criticize.
Wants to see how facts illustrate principles, how examples illustrate ideas, and how
evidence supports arguments.
Take notes as a reminder of key main ideas and details of what was said.
Review notes soon after the lecture ends to ascertain clarity of his/her notes.

Remember that the fact is not the opposite of an opinion. They are two types of
statements. If a fact is untrue, it does not imply that it is an opinion. The same is true with
opinion. Even though many may believe a statement, it may not always turn out to be fact. If
it cannot be proven or supported by evidences, data, records, statistics and the like, one
cannot deduce that it is a fact.
Most of all, facts are not better statements of opinions. Both have equal importance.

Edward T. Hall points out bureaucracy deviates from the primary objective of education.
It makes the school comparable to a factory where the increase of students and
graduates is the yardstick for success.

bureaucratization . In this sense, the school is compared to vast factories where the
number of output is the gauge for success. Not only this, an increase in size of
universities even in states which can do without a new one is the basis of success.
Bureaucracy is the stumbling block in the road to success in education. Furthermore,
Edward T. Hall described it as having “no soul, no memory, and no conscience”.
When another old cave is discovered in the south of France, it is not usually news. Rather, it is
an ordinary event. Such discoveries are so frequent these days that hardly anybody pays heed
to them. However, when the Lascaux cave complex was discovered in 1940, the world was
amazed. Painted directly on its walls were hundreds of scenes showing how people lived
thousands of years ago. The scenes show people hunting animals, such as bison or wild cats.
Other images depict birds and, most noticeably, horses, which appear in more than 300 wall
images, by far outnumbering all other animals. Early artists drawing these animals
accomplished a monumental and difficult task. They did not limit themselves to the easily
accessible walls but carried their painting materials to spaces that required climbing steep walls
or crawling into narrow passages in the Lascaux complex. Unfortunately, the paintings have
been exposed to the destructive action of water and temperature changes, which easily wear
the images away. Because the Lascaux caves have many entrances, air movement has also
damaged the images inside. Although they are not out in the open air, where natural light

would have destroyed them long ago, many of the images have deteriorated and are barely
recognizable. To prevent further damage, the site was closed to tourists in 1963, 23 years after
it was discovered.

islands, where it has based missiles, armed personnel and military aircraft, using its military

The Obama Administration took virtually no action in response to Chinese belligerence against
the Philippines — a longtime military ally. Worse still, the US recently acquiesced in the seizure
of one of its unmanned underwater vehicles close to the Philippines. Chinese belligerence is
paying off. President Duterte of the Philippines has quietly acquiesced to Beijing’s territorial
demands. ASEAN countries like Malaysia, Brunei, Thailand and Cambodia are following suit.
Myanmar is being pressured by China, by permitting Chinese territory to be used by armed
ethnic groups from Myanmar’s bordering Shan and Kachin states.
It is clear that a belligerent China is no longer prepared to tolerate any challenges to its
dominance and hegemony across Asia. Agni IV, currently operational, with a range of 4,000 km,
can hit targets in southern China, while Agni V, with a range of 5,500-8000 km, can hit even at
the farthest points in China. The submarine-launched Sagarika missile, currently operational,
has a range of 750 km. Its variants — under development — can hit across China from the Bay
of Bengal. China, in turn, has transferred the designs and knowhow of the Shaheen range of
missiles to Pakistan. These missiles can hit targets across India. Moreover, Karachi and Gwadar
will be used, not only to base the eight submarines China is supplying to Pakistan, but also
serve as bases for Chinese nuclear and conventional submarines that are now venturing
increasingly into the Indian Ocean. The range of missiles being developed by India clearly
signals to China that it will find any effort to use Pakistan as a nuclear proxy against India very
costly and perhaps unaffordable. Agni V is virtually invulnerable as it is mobile and housed in
canisters.
New Delhi needs to be far more active in insisting that a comprehensive nuclear dialogue with
China is essential for strategic stability across Asia. China is loathe to enter into such a
dialogue as it evidently wishes to not formally accord recognition to India’s nuclear weapons
status, even as it peddles nuclear weapons and ballistic missile designs and materials to
Pakistan, while helping Pakistan to develop both uranium and plutonium-based nuclear
weapons. These transfers to Pakistan are in total disregard of China’s responsibilities under the
nuclear Non-Proliferation Treaty. India has been far too defensive and avoided exposing the
Sino-Pakistan nuclear/missile nexus in important world capitals, notably Washington, London,
Paris, Moscow and Tokyo. A far more determined effort on this score would be necessary once
the Trump Administration assumes office and settles down to looking at the world.
Within Asia, Chinese hubris and arrogance would need far closer consultations and dialogue
with countries like Japan, Vietnam and Indonesia. There appears to be a sentiment growing
slowly in Tokyo that in the face of Chinese territorial and geopolitical ambitions, Japan should
review its nuclear policies. The incoming Trump Administration has also indicated that allies like
Japan need to do more to defend themselves, rather than depend excessively on the US. A
nuclear-armed Japan can certainly play a key role in moderating Chinese behaviour and hubris.
This is an issue that needs to be looked at carefully. All this has to be combined with a vigorous
dialogue with China, which includes maintenance of peace and tranquility along our borders,
expanding equitable trade and economic ties and promoting peace and stability across the
entire Indo-Pacific Region.
