My nearly 29 years of professional law enforcement experience has afforded me the opportunity to proudly
serve the residents of Montgomery County, while working across the entire department and in all facets of
policing. Montgomery County is a Major City Police Department encompassing 1,300 sworn officers and over
600 non-sworn personnel. The county is broken into six districts, serving a population of 1.1-million residents
and 500-square miles. We border Washington, D.C., as an integral partner in the National Capital Region.
Our troops serve metropolitan/urbanized as well as rural areas within a complex, sophisticated and robust
form of county government. Our communities are highly diverse, representing over 150 languages and an
even larger number of cultures. The department is highly unionized with a collective-bargaining agreement
and contract system, utilizing a well organized and codified system of formal and informal negotiations and
binding arbitration.
Assistant Chief, Montgomery County (MD) Department of Police, [Patrol Services Bureau] 2017–present
• Directly report to, represent and support the Chief of Police; Operationally second in command
• Oversight and responsibility for 24/7 patrol operations which includes 6 District Commands and
approximately 900 employees. Within these commands are the School Resource Officers, Community
Service Officers, Plain Clothes Teams, Community Action Teams, Central Business District, other
Sector Teams and the executive staff.
• Oversight and responsibility for the Community Engagement Division (encompassing many related
programs, relationships and engagement activities).
• Development of Patrol Bureau Strategic Goals, responsible parties and change processes.
Assistant Chief, Montgomery County (MD) Department of Police, [Management Services Bureau] 2013–2017
• Directly report to, represent and support the Chief of Police
• Oversight and responsibility for $270-million budget and over 300 employees
• Oversight and responsibility for training/education, technology/records, public-safety communications
center, human resources, planning/policy, and wellness, fleet management (over 1300 fleet vehicles),
a vehicles-recovery facility, multiple capital and operating projects
• Development and implementation of a strategic technology plan; full reorganization of this entity
• Development and implementation of staffing efforts – at full complement and growing
• Leading a multi-year consolidation and modernization effort affecting the E911 Center
• Design, acquisition and implementation of a Body Worn Camera Program
• Development and Implementation of a new use of force policy, training and equipment updates
• Responsibility and oversight of the Legal and Labor Division; Bargaining, Mediation and Arbitration
• Led deployments to Baltimore Riots and a level one SERT team to 2017 Presidential Inauguration

Captain/Station Commander, 5th District [Germantown], 2010–2013
• Directed the daily operations of a District Station (approximately 130 personnel)
• Developed partnerships, worked on mutual concerns with key partners; schools, corrections,
Chambers of Commerce, Police Foundation, Advisory Board, Union, Fire stations, local government
• Built a mission- and troops-oriented environment; improved productivity and problem-solving efforts
• 2011 U.S. Open Golf Tournament; initial overall Incident Commander, then Security Branch Director
• Oversaw drug-market Initiative; received local and national recognition for problem-solving efforts
• Led a robust citizens advisory board and other community meetings and outreach efforts
• Led through a years-long and ongoing protest effort at a local abortion clinic that continued to receive
much local and national attention; worked well with all groups to include the faith, business,
legislative, residential and police communities

Captain/ Station Commander, 2nd District [Bethesda], 2000-2002
• Directed the daily operations of a District Station (approximately 120 personnel)
• Directed operational deployments for the Elian Gonzalez security detail; gained national attention for
MCPD that resulted in a reputation for excellence in local, national and international media outlets
• Coordinated and led the operational deployment of large numbers of officers (over 100) to respond to
civil-disturbance problems related to the IMF rally in Washington, D.C.
• Re-established strong partnerships with various community and business groups
• Led a department retreat with then-former NYPD Commissioner William Bratton as our keynote
speaker. This was collaboratively inclusive of business, community and other municipal partners.
• Sergeant/Training and Education Division; oversight for leading the training development section
which included in-service, firearms range, leader development and catalogue courses
• Sergeant/Beat Team Leader, 5th and busiest district at the time; served as a Sergeant mentor
• Sergeant/5th District, Patrol Shift Team Leader
• Sergeant/Field Services Bureau Administration – supporting the Bureau Chief of the largest and
busiest Operational Bureau, which included all the district stations, detectives and other entities
• Police Officer III/Office of Community Oriented Policing; developed our strategic plan and was a
significant part of leading cultural and substantive changes related to implementation of Community
Oriented Policing Strategies
• Police Officer III/Germantown Investigations Division (temporary assignments)
• Police Officer I–POIII/ 5th District; at the time, by far the busiest district in the county
• Civilian employee/ handling budgets, planning and policy issues (recognized for outstanding service)
