My nearly 29 years of professional law enforcement experience has afforded me the opportunity to proudly
serve the residents of Montgomery County, while working across the entire department and in all facets of
policing. Montgomery County is a Major City Police Department encompassing 1,300 sworn officers and over
600 non-sworn personnel. The county is broken into six districts, serving a population of 1.1-million residents
and 500-square miles. We border Washington, D.C., as an integral partner in the National Capital Region.
Our troops serve metropolitan/urbanized as well as rural areas within a complex, sophisticated and robust
form of county government. Our communities are highly diverse, representing over 150 languages and an
even larger number of cultures. The department is highly unionized with a collective-bargaining agreement
and contract system, utilizing a well organized and codified system of formal and informal negotiations and
binding arbitration.

Professional Employment History

Assistant Chief, Montgomery County (MD) Department of Police, [Patrol Services Bureau] 2017–present
• Directly report to, represent and support the Chief of Police; Operationally second in command
• Oversight and responsibility for 24/7 patrol operations which includes 6 District Commands and
approximately 900 employees. Within these commands are the School Resource Officers, Community
Service Officers, Plain Clothes Teams, Community Action Teams, Central Business District, other
Sector Teams and the executive staff.
• Oversight and responsibility for the Community Engagement Division (encompassing many related
programs, relationships and engagement activities).
• Development of Patrol Bureau Strategic Goals, responsible parties and change processes.

• Oversaw entry level and in-service training for the entire department; earned a high level of trust,
respect and mutual support from area municipalities; worked together with area officers, executives
and chiefs.
• Created strategic training plan, gained buy-in support and resources for execution
• “Re-branded” the training academy; instituted a sense of relevance and excellence
• IACP Training Committee member; authored articles in Police Chief magazine, presented at the annual
conference, have actively participated in initiatives and committee work/national discussions
• Facilitated building of an integrated active-shooter program, highly successful and recognized
• Created the Leadership Development Institute; selected cadre, active trainer, adopted the Leadership

• Directed the daily operations of a full-service, human-resources function
• Directed the hiring and recruiting process for large recruit classes; hired approximately 330 sworn
officers during this time and numerous non-sworn and management-level positions
• Contributed to and increased the diversity of the police department
• Created a steering committee to work through hiring and retention efforts with the 911 Center
