Eric and Stephanie reviewed the document and the comments are attached. Also
noted: Due to some changes being proposed that appear to reduce the factors for
lateral deflection below what is required by SAE in the U.S. we must vote
disapproved.

I would be concerned if this document got ramrodded through quickly without enough
thought and discussion on this topic. Also, there is another crane type that needs to
be included in this document that is missing (telescopic crawlers), and they need to
be added as well.

I think we need to remind the committee that CD stage should be used to ensure
that all the technical content is hashed out and that DIS really should be for final
tweaking. If we move to DIS too soon, we risk letting something run its course in an
incomplete fashion.

Proposed action – US TAG vote on this item and Secretary to send vote in
during meeting.

Administered U.S. Technical Advisory Groups for ISO Activities

The provisions within the following supplement, in conjunction with the ASME
P rocedures for ASME Administered U.S. Technical Advisory Groups for ISO Activities
[Revision 3, Dated May 2016] shall constitute the formal operating procedures for the
US TAG to ISO/TC 96.

General [Ref. 1]

This US TAG is related to ISO/TC 096 Cranes, the Subcommittees noted below and their
related Working Groups.

ISO TC 96 Scope: Standardization in the field of cranes and related equipment which
suspend loads by means of a load-handling device, particularly in respect of terminology,
load rating, testing, safety, general design principles, maintenance, operation and load
lifting attachments.

Recommendation [Ref. 5.2]

The membership of the TAG shall consist of not more than 30 voting members.

Classification of Members [Ref. 5.6]

The members of the US TAG shall be classified in accordance with their major interests
from among the following categories, as appropriate. The ISO TC 96 standards are dealing
with ISO product standards, therefore no single category shall have a majority on the U.S.
TAG.

AD (Distributor) - Involved with the sale and distribution of the equipment or the
installation.

AE (Employee/Union) - The representation of workers.

AF (General Interest) - Specialists who have expert knowledge in the field of the
Committee's work, including consultants, who are not otherwise covered by another
category of interest.
AG (Installer) - The assembler or erector of parts or equipment.

AH (Insurer) - Insurer of manufacturing, operations, or equipment.

AK – Manufacturer. An organization which produces complete lifting systems


covered by any of the applicable standards.

AM – Material Manufacturer. An organization which produces parts or assemblies


used as part of or an accessory to a complete lifting system covered by any of the
applicable standards, i.e. wire rope, chain, slings, shackles, below-the-hook lifters,
electrical components, hydraulic
components, and personnel baskets.

AT (Regulatory) - Issuer and enforcer of rules that govern the public installation,
operation, inspection, and maintenance of parts, assemblies, or equipment.

AV (Trainer) - The provider of training related to the equipment covered by the


standard

AW (User/Owner) - Owner or operator of the parts, assemblies, or equipment.

14th September 2015 in Sydney, Australia

1 Opening of the meeting


The Chairman opened the meeting welcoming all those present to attend the meeting.
On behalf of TC 96, he thanked the Australian hosts for providing the meeting venue, and
wished the plenary meeting every success.
2 Roll call of delegations and circulation of attendance sheet
A roll call of delegations was taken. The following were in attendance:

Sub Committee 2 – Terminology

The Chairman Mr. Kotelnikov was unable to attend the meeting. In his absence, Prof. Zhang was
elected the pro tem chairman for the meeting. The meeting reported that the voting results on ISO
4306-1:2007/NP Amd 1 «Cranes — Vocabulary — Part 1: General. AMENDMENT 1» will be sent
to ISO/CS.

The meeting adopted resolution N 289/2015 of ISO/TC96/SC8, and agreed to change China’s
member status from O-Member to P-Member.

Sub Committee 3 – Selection of wire ropes
Chair: Mr. S. Cawthorne
Sec: Ms. C. Lecler
The SC3 meeting was attended by 11 delegations. The meeting agreed to establish a new working
group (WG 3) dedicated to the revision of ISO 16625 with Mr Cawthorne as convenor and agreed
to register the revision of ISO 16625 in the work program at the preliminary stage and to nominate
Prof. Golder as project leader. All interested experts were invited to join the working group

The scope of the working group is


a) static and fatigue calculation of single-layer spooling including consideration of
M/A-classifications,
b) an evaluation to confirm that the current safety factors as specified in ISO 16625 for multi-layer
spooling are retained. Fatigue calculations shall not be applied.

The meeting agreed to:

· Submit the revised draft ISO 4309 prepared by WG 2 to the DIS enquiry in January 2016.

· Change the title of SC 3 to ―Selection of ropes‖.

· Retain the following members as P-member status:

a) Russia in attendance at the present meeting

b) Brazil and Italy as they have commented on current technical documents.

Sub Committee 4 – Test Methods


Chair: Mr. P. Terblanche (South Africa)– For this meeting only
Sec: Mr. D. Plotnikov
The SC4 meeting was attended by 7 delegations. The meeting agreed to:
· Confirm ISO 4310:2009 Cranes — Test code and procedures. Based on the comments
received from the USA, SC4 requests members to consider whether the Standard should
be revised. The ballot will commence on the 31 January 2016;
· Replace the members of the WG 1 for WD 20230 Cranes — Methods and procedures for
assessment and reduction risks - Part 1: General;

· Request China to forward the completed Form 4 «New work item proposal», with an
attached draft standard to the secretary before 31 October 2015. Secretary should send a
ballot to SC4 by 30 November 2015 for Proposal Item: Cranes - Energy efficiency test
methods of electrical hoists
· Discuss new requirements for P-Member participation later in the meeting.

Sub Committee 5 – Use, operation and maintenance


Chair: Prof. N. Kobayashi
Sec: Mr. H. Ueda
The meeting was attended by 13 delegates from 12 countries. The meeting agreed that:
· China should make revised draft of new work item proposal at preliminary stage regarding
the safety standard for use of remote controls for crane operation and send to the secretary
before December 2015. The secretary will circulate the draft to the delegates for review
with comments back to China before end of May 2016 for discussion at the next annual
meeting.
· The working group (Project leader: Mr. Pierre Terblanche) shall compare and identify
conflicts and make recommendations for the following standards by the end of March 2016:
-ISO 9926-1:1990 Cranes – Training of drivers – Part 1: General
-ISO 15513: 2000 Cranes – Competency requirement for crane drivers
-ISO 17024: 2003 Conformity assessment - General Requirements for Bodies operating
Certification of Persons
-ISO 12480-1 Cranes-Safe use

The meeting agreed to nominate Mr. Pierre Terblanche, South Africa and Mr. Shia, Japan as
experts which were requested from SC4 for ISO/WD20230-1 Cranes-Methods and procedures for
assessment and reduction risks-Part1:General.

The meeting thanked Standards Australia for hosting the meeting.

The meeting was attended by 21 delegates from 9 countries. The meeting worked on 6
documents and agreed that:
· A request not to withdraw ISO 10972-2:2009 Cranes-- Requirements for mechanisms --
Part 2: Mobile cranes -- would be made to Central Secretariat since, at the meeting, four (4)
countries (US, South Africa, Germany and Australia) changed their vote in respect to
Question 4 of the systematic review, bringing the number of countries either adopting or
using the standard to six (6), one more than the required five (5) votes necessary to retain
the standard..
· On multi-layer drum rope systems used on mobile cranes, the rope selection should be
based on static design with appropriate safety factors, and that limit state fatigue design
methods do not apply.
· SC 6 should share the following ISO standards under the control of SC 6 with the ISO
Off-Road TC Coordination N12 Committee for the purposes of reference and possible
adoption: TR 19661, ISO 11662-2 and ISO 15442.
· SC 6 should request that due to lack of participation, Central Secretariat should move the
following P-Member countries to O-Member status: Belgium, Ireland and Switzerland.

The meeting thanked Standards Australia for hosting, and The Crane Industry Council of Australia
(CICA) for sponsoring, the 2015 meetings of SC 6.

Requirements for 2016:


· 1 day meeting
· SC 6 & SC 3/SC 7 not to overlap
· SC 10 Working Group meetings not to overlap with other SC meetings

Sub Committee 7 – Tower cranes


Chair: Mme C. Dussaugey
Sec: Ms C. Lecler
The meeting was attended by 9 delegations. The meeting agreed to:
· Register at the preliminary stage the revision of ISO 10245-3"Cranes – Limiting and
indicating devices – Part 3: Tower cranes" in the work program.
· Confirm ISO 8566-1 ―Cranes – Cabins – Part 1: General‖ and ISO 8566-3 ―Cranes – Cabins
– Part 3: Tower cranes‖.
· Recommend: for future work P-Members are asked
a) to participate in one meeting minimum every three years,
b) to justify their vote including abstention (for CIB balloting, SC secretariat will need to
make mandatory the justification of abstention)
c) to submit less than 50 % of the abstention vote with the stated reason that the P-member

does not have the technical expertise required
· Support SC 3 resolution N 140/2015 and nominates Ch. Eiwan (Germany) as an expert
representing SC 7 in the working group ISO/TC 96/SC 3/WG 3.

Mme Dussaugey reiterated that request made last year about Systematic reviews, since multiple
SRs arise along the year, including ones that arise just 1-2 days after the meeting. The committee
would needs to wait till the next meeting to discuss the SRs.
Requirements for 2016:
· SC 7/WG3: 0.5 day meeting;
· SC 7: 1 day meeting;
· SC 7 & SC 3/SC 6/SC 10 not to overlap

Sub Committee 8 – Jib cranes


Chair: Mr. D. Eckstine
Sec: Mr. G. Brent
The meeting was attended by 19 delegates from 9 countries. The meeting worked on 4 documents
and agreed to:
· Nominate Peter Juhren as liaison officer to SC 10.
· Recommend to the Central Secretariat to cancel the work item for the working group
developing ISO/CD 18467, Offshore cranes, and to disband the WG. This committee
believes that this working group cannot come to a consensus within the allotted time, even
with an extension. The disbanding of this working group is not taken lightly. However, this
group has been in existence over two years and it seems that philosophical differences in
most areas of the standards development cannot be overcome. The last ballot had in
excess of 300 comments, of which over half were technical comments. The votes of the six
countries participating on the committee were five negative and one positive. Moreover,
there are already standards widely used internationally addressing the same classification
of offshore cranes.
· Recommend new requirements for P-Member participation, as follows:
All P-members shall attend in person at least one meeting every three years, or
Provide valid comments to all abstention ballots, and
No more than 50% of abstention ballots may be submitted with the stated reason that
the P-member does not have the technical expertise required.
P-members not meeting the above requirements shall have their membership status
changed to O-members.
· Support the retention of the safety factors associated with current M-classifications for
multi-layer spooling, and to support the move from time-based to cycle-based criteria for
rope selection for single-layer repetitive spooling applications, in the revision of ISO 16625;
and participate in SC 3/WG 3 that is revising ISO 16625 and to send a technical expert to
work with the WG, namely Stephanie Wood.
· Request SC10 to supply information (e.g. table from EN/FEM as discussed by Prof. Golder
during the SC3 meeting) regarding the replacement of M-classification by A-classification
for drives and other similar affected components. The purpose of such information is to

support the designers who will have to reclassify drives and other similar affected
components which are classified according to previous standards or previous versions.
This may be in the form of an Informative Annex of the new ISO 4301-1.

Requirements for 2016:


· 1 day meeting

Sub Committee 9 – Bridge and gantry cranes


Chair: Mr. P. Terblanche (South Africa)– For this meeting only
Sec: Ms. N. Weerasuriya
The meeting was attended by19 delegates from 10 countries. The meeting agreed to:
· Submit ISO 4306-5:2005 (N425) to ISO/CS for FDIS and publication, since ballot results
from the Systematic Review only requested the addition of Russian terms of reference and
definitions.
· Request SC10 to supply information (e.g. table from EN/FEM as discussed by Prof. Golder
during the SC3 meeting) regarding the replacement of M-classification by A-classification
for drives and other similar affected components. The purpose of such information is to
support the designers who will have to re-evaluate drives and other similar affected
components which are classified according to previous standards or previous versions.
This may be in the form of an Informative Annex of the new ISO 4301-1.
· Revise ISO 16881-1 and the ownership of this Standard should be transferred to ISO/TC
96/SC 10.
· Request ISO/CS to produce a 2015 edition of ISO CD-ROM on Cranes as was published in
2009.

Requirements for 2016:

Sub Committee 10 – Design- Principles and requirements


Chair: Prof. G. Wagner
Sec: Mr. G. Novak (Germany)– For this meeting only
The meeting was attended by 7 delegations. The meeting agreed to:
· Ask SC3 to convene a working group comprised of experts from SC3 and SC10 and other
SCs to revise ISO 16625 based on loads and load combinations of ISO 8686-1 and the new
ISO 4301-1. If this new working group is established, due to the expected amount of work,
further meetings prior to next year’s annual meeting should be scheduled.
· Have the submitted editorial comments incorporated by the chairman of SC10 prior to
ISO/DIS 4301-1 (Ed 3) "Cranes –Classification – Part 1: General” being submitted to ISO

Central Secretariat for ISO/FDIS by end of this year.
· Have an internal circulation of ISO/DIS 4302 "Cranes - Wind load assessment" by end of
March 2016 latest, after the approved editorial comments have been incorporated by the
secretariat of SC10, and prior to the document being submitted to ISO Central Secretariat
for ISO/FDIS.
· Have an internal circulation of ISO/DIS 11031 ―Cranes – Principles for seismically resistant
design‖ after the approved comments and changed figures have been incorporated by the
secretariat of SC10, and prior to the document being submitted to ISO Central Secretariat
for ISO/FDIS. Special attention must be taken by the secretariat to speed up the
development of the revised figures because of the ISO limit date 2015-12-19.
· Incorporate editorial changes and circulate the revised ISO/FDIS 20332 ―Cranes – Proof
of competence of steel structures‖ to SC10 members, prior to submission for publication.
· Start a new work item on wheel/rail contact and allow SC10 to do the initial work.
· Transfer the ownership of ISO 16881-1 from ISO/TC 96/SC 9 to SC 10.
· Thank the host for the good facilities provided for this year’s meeting.

Requirements for 2016:


· 1 day meeting;
· SC 10 & SC 3 not to overlap

After Subcommittee Chairman’s reports, decisions regarding Joint SC's Meeting in Sydney were
discussed and reached the following conclusions:

It was agreed to revise ISO 16625 (SC 10 recommends considering loads and load combinations of
ISO 8686-1 and the new ISO 4301-1) in a new working group (ISO/TC 96/SC 3/WG 3) with Mr.
Cawthorne as convenor and Prof. Golder as project leader.

The scope of the working group is


a) static and fatigue calculation of single-layer spooling including consideration of
M/A-classifications,
b) an evaluation to confirm that the current safety factors as specified in ISO 16625 for
multi-layer spooling are retained. Fatigue calculations shall not be applied in general.

Resolution No.103/2015

The meeting requested SC10 to supply information (e.g. table from EN/FEM as discussed by Prof.
Golder during the SC3 meeting) regarding the replacement of M-classification by A-classification
for drives and other similar affected components. The purpose of such information is to support the
designers who will have to re-evaluate drives and other similar affected components which are
classified according to previous standards or previous versions. This may be in the form of an
Informative Annex of the new ISO 4301-1.

Prof. Wagner suggested that publishing a technical paper on this subject not on behalf of ISO might
be more flexible as practical reference before having an Informative Annex of the new ISO 4301-1.

Mr. D. Eckstine suggested that members should be careful about Question 4 in Systematic Review
ballots as shown below:
Q.4 Is this International Standard used in your country without national adoption or are
products used in your country based on this standard?

If the answer to Q.4 is No, this would cause the standard to be withdrawn. Countries should be
aware of the consequence when answering this question.

8 Non-active P-members
It was agreed to recommend new requirements for P-Member participation, as follows:
-All P-members shall attend (including via WebEx) at least one meeting every three years,
and
-Provide valid comments to all abstention ballots (for CIB balloting, SC secretariat will need to
make mandatory the justification of abstention), and
-No more than 50% of abstention ballots may be submitted with the stated reason that the
P-member does not have the technical expertise required.

SCs shall recommend to ISO/CS that P-members not meeting the above requirements shall have
their membership status changed to O-members.

The meeting requested each Sub-committee to review participation based upon the agreed
changed rules above in the next 3 years.

9 Extension of the TC96 and its SCs Chairman's term
It was agreed to request ISO/TMB to recognize the term of TC96/SC8 Chair Dennis Eckstine’s and
all other SC Chairs’ first mandate be changed to 6 years due to recent retrospective changes in ISO
rules.

It was agreed to request ISO/TMB to recognize the term of TC96 Chair Zhang Xijun’s first mandate
be changed to 6 years until the end of 2018 due to recent retrospective changes in ISO rules.

The Secretariat briefed the TMB Draft Justification Statement Guidance (N 147) helpful for the
future work of the committee and subcommittees..

10.2 ISO 2015 Updates and Rule Changes


The Chairman gave a presentation on ISO 2015 Updates and Rule Changes (N 149) prepared by
the TPM.

10.3 ISO CD-ROM on Cranes

It was agreed to request ISO/CS to produce a 2015 edition of ISO CD-ROM on Cranes as was
published in 2009.

11 Requirements concerning subsequent meetings


The meeting accepted the confirmed offer from China, the Standardization Administration of the
People's Republic of China (SAC), to host the 2016 meetings of ISO/TC 96 and its sub-committees
during September 5th to 10th 2016 in Changsha, Hunan Province, China.
Resolution No.108/2015
The meeting accepted the confirmed offer from Japan, the Japanese Industrial Standards
Committee (JISC), to host the 2017 meetings of ISO/TC 96 and its sub-committees during
September 25th to 30th 2017, Ota City in Tokyo, Japan. Mr. Ueda gave a presentation on the
meeting venue.

South Korea expressed the willingness to investigate hosting the 2018 meeting of ISO/TC 96 in
Seoul.

The delegates to ISO/TC 96:
Agreed to request ISO/CS to produce a 2015 edition of ISO CD-ROM on Cranes as was
published in 2009.

Resolution No.108/2015-Next Meeting


The delegates to ISO/TC 96:
Accepted the confirmed offer from China, the Standardization Administration of the People's
Republic of China (SAC), to host the 2016 meetings of ISO/TC 96 and its sub-committees
during September 5th to 10th 2016 in Changsha, Hunan Province, China.

The confirmed offer from Japan, the Japanese Industrial Standards Committee (JISC), to
host the 2017 meetings of ISO/TC 96 and its sub-committees during September 25th to 30th
2017, Ota City in Tokyo, Japan.

And

South Korea’s willingness to investigate hosting the 2018 meeting of ISO/TC 96 in Seoul.

«Cranes — Vocabulary — Part 1: General. AMENDMENT 1»

The result of voting is the registration of ISO 4306-1:2007/NP Amd 1 in the program of work.
The Secretariat will report this result to ISO/CS, document ISO/TC96/SC2 N309. The
secretariat kindly asks US and UK to provide the secretariat with the justification statements
for their votes. UK also needs to name expert to this NP.

Resolution No. 297/2015 (Sydney 6) – Alternative terms


ISO/TC96/SC2 requests member bodies to submit alternative terms or corrections for ISO
4306-1 by 1st March, 2016.

Resolution No. 298/2015 (Sydney 7) – French version of ISO 4306-1 terms for
corrections

ISO/TC96/SC2 requests member bodies to submit any new work item proposal for

Resolution No. 300/2015 (Sydney 9) – Inactive P-member

Resolution 138/2015 (Sydney) – Drafting Committee


ISO/TC 96/SC 3 appoints the following members to act as drafting committee:

Resolution 139/2015 (Sydney) – Report of the Secretariat


ISO/TC 96/SC 3 approves the report of the secretariat as set out in document N 367 with the
modification of the status of Netherlands from P-Member to O-Member.

Resolution 140/2015 (Sydney) – ISO 16625


ISO/TC 96/SC 3 agrees to establish a new working group (WG 3) dedicated to the revision of
ISO 16625 and agrees to nominate Mr Cawthorne as convenor.
ISO/TC 96/SC 3 agrees to register the revision of ISO 16625 in the work program at the preliminary
stage and to nominate Prof. Golder as project leader.

The scope of the working group is


a) static and fatigue calculation of single-layer spooling including consideration of M/A-classifications,
b) an evaluation to confirm that the current safety factors as specified in ISO 16625 for multi-layer
spooling are retained. Fatigue calculations shall not be applied.

All interested experts are invited to join the working group.

Resolution 141/2015 (Sydney) – Revision of ISO 4309


ISO/TC 96/SC 3 agrees to submit the revised draft ISO 4309 prepared by WG 2 to the DIS enquiry in
January 2016.

Resolution 142/2015 (Sydney) – Title of SC 3


ISO/TC 96/SC 3 agrees to change the title of SC 3 to “Selection of ropes”.

Resolution 143/2015 (Sydney) – Activity of P-Member


ISO/TC 96/SC 3 supports that the following members shall be retained as P-member status:

a) Russia in attendance at the present meeting

b) Brazil and Italy as they have commented on current technical documents.

For the other identified countries, inadequate information was available to take a definitive position.

Item 7 Discussion on balloting results of systematic review: ISO 4310 «Cranes - Test
Codes and Procedures».
SC4 agreed to confirm ISO 4310:2009 Cranes — Test code and procedures. Based on the
comments received from the USA, SC4 requests members to consider whether the Standard should
be revised.
The ballot will commence on the 31 January 2016, see resolution.

Item 8 Discussion of: ISO/WD ISO/WD 20230-1 Cranes — Methods and procedures for
assessment and reduction risks. Part 1: General

In the abcence of Prof. Zaretskiy the report of the Project Leader was presented by Mr. Plotnikov.
Comments to ISO/WD 20230-1 by China and USA were presented to the delegates.

SC4 recommends to replace the members of the WG 1 with the following:


- prof. Zaretskiy (Project leader)
- Mr. Pommier (France)
- Mr. Terblanche (SA)
- Mr. Brunet (USA)

The Secretary shall send the comments and WD to the members of the WG by 31 October 2015.
WG to respond to the comments and forward the WD to the Secretariat by 31 January 2016.
Secretary shall send the WD and ballot indicating if the WD should remain or be advanced to CD
for discussion in the WG prior to the next SC4 meeting by 1 March 2016, see resolution.

Item 9 Presentation of NWIP Cranes — Energy efficiency test methods for electrical
hoists

SC4 kindly requests China to forward the completed Form 4 «New work item proposal», with an
attached draft standard to the secretary before 31 October 2015. Secretary should send a ballot to
SC4 by 30 November 2015, see resolution.

Item 10 Requirements concerning subsequent meetings


The delegates of SC4 agreed to request a half day meeting for the work group followed by a half
day for the SC meeting.

Item 11 Any other business

SC4 agreed to recommend new requirements for P-Member participation as follows:


All P-members shall attend in person at least one meeting every three years, or
- Provide valid comments to all abstention ballots, and
- No more than 50% of abstention ballots may be submitted with the stated reason that the P-
member does not have the technical expertise required.

P-members not meeting the above requirements shall have their membership status changed to
O-members.

Resolution 1/2015: It was agreed to appoint Gerhard Kaupert (Germany), Hitoshi Kurotsu
(Japan), Eric Fidler (US), Pierre Terblanche (South Africa) and Graham Brent (Secretary) to
the drafting committee.

Resolution 2/2015: It was agreed that the amendment to ISO 15442 is approved for
publication.

Resolution 3/2015: It was agreed that ISO 9926-2 will continue to be worked on and
prepared for New Work Item ballot with Ted Blanton (US) as Project Leader assisted by
Gerhard Kaupert (Germany), and Pierre Terblanche (South Africa).

Resolution 4/2015: It was agreed that work continue on revisions to ISO 8686-2. Gerhard
Kaupert (Germany) replaces Mike Brunet (US) as Project Leader assisted by Koichi Jito
(Japan), Pierre Terblanche (South Africa) and Mike Brunet (US). If needed, a New Work
Item proposal will be balloted by the end of March 2016.

Resolution 5/2015: It was agreed that the US comment on the systematic review of ISO
7296-2:1996 (vers 4) Cranes -- Graphical symbols -- Part 2: Mobile cranes would be
reviewed by the US and a report made at the next meeting.

Resolution 6/2015: It was agreed that a request not to withdraw ISO 10972-2:2009 Cranes
-- Requirements for mechanisms -- Part 2: Mobile cranes -- would be made to Central
Secretariat since, at the meeting, four (4) countries (US, South Africa, Germany and
Australia) changed their vote in respect to Question 4 of the systematic review, bringing the
number of countries either adopting or using the standard to six (6), one more than the
required five (5) votes necessary to retain the standard.

Resolution 7/2015: It was agreed that comments received from the US and China during
the systematic review of ISO 11661:1998 (vers 3) Mobile cranes -- Presentation of rated
capacity charts -- would be reviewed by a team lead by the US (Eric Fidler), China (Ren
Huili), Australia (Brandon Hitch), Germany (Gerhard Kaupert) and South Africa (Pierre
Terblanche) who would report back at the next meeting.

Resolution 8/2015: The delegates agreed to develop a New Work Item proposal to review
ISO 4301-2 with the new ISO 4301-1 once this is published. They also agreed with the
comment from China received during the systematic review of ISO 4301-2:2009 (Ed 2)
Cranes -- Classification -- Part 2: Mobile cranes -- to replace ISO 8087 with ISO 16625.

Resolution 9/2015: It was agreed that, on multi-layer drum rope systems used on mobile
cranes, the rope selection should be based on static design with appropriate safety factors,
and that limit state fatigue design methods do not apply.

Resolution 10/2015: It was agreed that SC 6 should share the following ISO standards
under the control of SC 6 with the ISO Off-Road TC Coordination N12 Committee for the
purposes of reference and possible adoption: TR 19661, ISO 11662-2 and ISO 15442.

Resolution 11/2015: It was agreed that SC 6 should request that due to lack of
participation, Central Secretariat should move the following P-Member countries to O-
Member status: Belgium, Ireland and Switzerland.

Resolution 12/2015: It was agreed to request a one-day meeting in 2016. The


subcommittee requests that SC 6 not overlap with SC 7 and SC 3 meetings. The SC also
suggests that SC 10 working group meetings are scheduled so as not to interfere with other
SC meetings as this restricts the ability for delegates to participate in other SC meetings.

Resolution 13/2015: It was agreed to thank Standards Australia for hosting, and The
Crane Industry Council of Australia (CICA) for sponsoring, the 2015 meetings of SC 6.

During the 2015 meeting, the comment from China regarding the replacement of ISO 8087 with ISO
16625 was agreed to by all delegates. The committee also agreed to a new work item to review ISO
4301-2 once the new ISO 4301-1 is published (see Resolution 8/2015). FDIS 4301-1 was approved,
awaiting publication. Action to begin work will be taken during this meeting.

7.2 ISO 7296-2 Cranes – Graphical Symbols Reviewing US comment on systematic review.
N601 ISO 7296-2:1996 systematic review results.
A report from the US will be given at this meeting.

7.3 ISO 8686-2 Cranes -- Design principles for loads and load combinations -- Part 2: Mobile cranes
It was agreed that the revisions to ISO 8686-1 be reviewed to determine if changes need to be made to
ISO 8686-2. Gerhard Kaupert (Germany) is the Project Leader and, Koichi Jito (Japan) and Pierre
Terblanche (South Africa). A new work item may be issued prior to the meeting.

7.4 ISO 9926-2 Cranes -- Training of operators -- Part 2: Mobile cranes

Resolution 353/2015 (Sydney) – ISO 8686-3 “Cranes – Design principles for loads and load
combinations – Part 3: Tower cranes"
ISO/TC 96/SC 7 agreed to create a new working group WG 3 dedicated to calculation/design. This
new working group will be in charge of revision of ISO 8686-3 which will include stability. ISO 12485
will be withdrawn when the new version of ISO 8686-3 will be published.
ISO/TC 96/SC 7 agreed to nominate Ms Dussaugey as convenor. Germany (Ch. Eiwan), France
(E. Kirchner), US (L. Shapiro), Japan (T. Fujii) and China (H. Ren) will participate to this WG.

Resolution 354/2015 (Sydney) – ISO 10245-3 "Cranes – Limiting and indicating devices – Part 3:
Tower cranes"
ISO/TC 96/SC 7 agreed to register at the preliminary stage the revision of ISO 10245-3 in the work
program.
The following P-members are in favour of this revision: Germany – US – UK – France – Japan – China
– Korea – Poland.
ISO/TC 96/SC 7 agreed to nominate Mr Wang as project leader.
The revised draft, taking into account the discussions at SC 7 meeting, will be circulated within SC 7

The delegates to ISO/TC 96/SC 8 thanked the standards body of Australia, Standards Australia, as
well as The Crane Industry Council of Australia (CICA), for their hospitality in hosting the 2015
meetings.

The delegates to ISO/TC 96/SC 8 agreed to nominate Peter Juhren as liaison officer to SC 10.

Resolution No.283/2015

The delegates to ISO/TC 96/SC 8 approved the agenda for the meeting, document ISO/TC 96/SC
8 N403, with the following amendments:

Resolution No.284/2015

The delegates to ISO/TC 96/SC 8 approved the Resolution Drafting Committee to consist of the

The delegates to ISO/TC 96/SC 8 approved the draft report of the last meeting document

Resolution No.287/2015

The delegates to ISO/TC 96/SC 8 agreed to develop a new work item, ISO 4306-4, Cranes –
Vocabulary – Part 4: Jib Cranes. China (Zhao Chunhui) will be the project leader, with U.S. (Ted
Blanton), France (Bruno Depale), U.K. (Steve Cawthorne) and Russia (Stanislav Tikhomirov)
participating.

Resolution No.288/2015

The delegates to ISO/TC 96/SC 8 agreed to recommend to the Central Secretariat to cancel the
work item for the working group developing ISO/CD 18467, Offshore cranes, and to disband the
WG. This committee believes that this working group cannot come to a consensus within the
allotted time, even with an extension.

The disbanding of this working group is not taken lightly. However, this group has been in
existence over two years and it seems that philosophical differences in most areas of the
standards development cannot be overcome. The last ballot had in excess of 300 comments, of
which over half were technical comments. The votes of the six countries participating on the
committee were five negative and one positive.

Moreover, there are already standards widely used internationally addressing the same
classification of offshore cranes.

Resolution No.289/2015

The delegates to ISO/TC 96/SC 8 agreed to recommend new requirements for P-Member
participation, as follows:

All P-members shall attend in person at least one meeting every three years, or
o Provide valid comments to all abstention ballots, and
o No more than 50% of abstention ballots may be submitted with the stated reason
that the P-member does not have the technical expertise required.

P-members not meeting the above requirements shall have their membership status
changed to O-members.

All current P-members shall be contacted and their active participation confirmed.

Resolution No.290/2015

The delegates to ISO/TC 96/SC 8 agreed to proceed with the development of a new work project
for a standard for the safe use, inspection and maintenance of forged steel hooks. South Africa
(Pierre Terblanche) is the project leader with U.K. (Steve Cawthorne), U.S. (Ted Blanton), France
(Bruno Depale) and Russia (Stanislav Tikhomirov) participating.

Resolution No.291/2015

The delegates to ISO/TC 96/SC 8 agreed, in the revision of ISO 16625, to support the retention of
the safety factors associated with current M-classifications for multi-layer spooling, and to support
the move from time-based to cycle-based criteria for rope selection for single-layer repetitive
spooling applications.

The delegates to ISO/TC 96/SC 8 also agreed to participate in SC 3/WG 3 that is revising ISO
16625 and to send a technical expert to work with the WG, namely Stephanie Wood.

Resolution No.292/2015

The delegates to ISO/TC 96/SC 8 requested that SC10 supply information (e.g. table from
EN/FEM as discussed by Prof. Golder during the SC3 meeting) regarding the replacement of M-
classification by A-classification for drives and other similar affected components. The purpose of
such information is to support the designers who will have to reclassify drives and other similar
affected components which are classified according to previous standards or previous versions.
This may be in the form of an Informative Annex of the new ISO 4301-1.

The Report by the Secretary has been adopted with changes,
as per attached document.

Resolution 4 Sydney 2015-09-08 – Decision regarding Joint SC's Meeting in Sydney


It is unanimously agreed, that SC 10 asks SC3 to convene a working group comprised of
experts from SC3 and SC10 and other SCs to revise ISO 16625 based on loads and load
combinations of ISO 8686-1 and the new ISO 4301-1. If this new working group is established,
due to the expected amount of work, further meetings prior to next year’s annual meeting
should be scheduled.

Resolution 5 Sydney 2015-09-08 – Time of meeting of SC3 and SC10 in 2016


SC 10 requests that SC10 and SC3 meetings will not be scheduled in the same time frame to
allow experts from SC10 to attend expert’s meeting of SC3 and vice versa.

Resolution 6 Sydney 2015-09-08 – ISO/DIS 4301-1 (Ed 3) "Cranes – Classification – Part 1:


General”
SC10 agreed to have the submitted editorial comments incorporated by the chairman of SC10
prior to the document being submitted to ISO Central Secretariat for ISO/FDIS by end of this
year.

Resolution 7 Sydney 2015-09-08 – ISO/DIS 4302 "Cranes - Wind load assessment"


SC10 requests to have an internal circulation of the document by end of March 2016 latest,
after the approved editorial comments have been incorporated by the secretariat of SC10, and
prior to the document being submitted to ISO Central Secretariat for ISO/FDIS.

Resolution 8 Sydney 2015-09-08 - ISO/DIS 11031 “Cranes – Principles for seismically


resistant design”
SC10 requests to have an internal circulation of the document after the approved comments
and changed figures have been incorporated by the secretariat of SC10, and prior to the
document being submitted to ISO Central Secretariat for ISO/FDIS. Special attention must be
taken by the secretariat to speed up the development of the revised figures because of the
ISO limit date 2015-12-19.

Resolution 9 Sydney 2015-09-08 - ISO/FDIS 20332 “Cranes – Proof of competence of steel


structures”
After receiving the result of voting, chairman of SC10 will incorporate editorial changes and
circulate the revised document to SC10 members, prior to submission for publication.

Resolution 10 Sydney 2015-09-08 – New Work Item “Wheel/rail contact”


SC10 requests SC9 to start a new work item on wheel/rail contact and allow SC10 to do the
initial work.

Resolution 11 Sydney 2015-09-08 - Next Meeting of SC 10 during the Annual ISO/TC 96


Meeting in 2016
With the venue and date of the next year's annual meetings still under discussion, SC 10 has
decided to hold a one day meeting of SC10 and no meeting of SC10 WG1. Scope of ½ day
shall be presentations on possible new work items (e.g. slewing rings, hydraulic cylinders) and
½ day on committee work.

Prof Wagner offered to be re-elected for Chair of ISO/TC 96 SC 10 WG 1 "Expert Panel" for the next 3 years
according to sub-clause 1.12.1 of the ISO/IEC Directives, Part 1: 2016.

ISO/TC 96 SC 10 agrees that Prof. Gerhard Wagner continues the chairmanship.

The decision will be taken by a Committee Internal Balloting (CIB) in SC 10.

Sub-clause 1.12.1 of the ISO/IEC Directives, Part 1: 2016 (Quotation)

Working group convenors shall be appointed by the committee for up to three-year terms ending at
the next plenary session of the parent committee following the term. Such appointments shall be
confirmed by the national body (or liaison organization). The convenor may be reappointed for
additional terms of up to three-years. There is no limit to the number of terms.

However, the three-year term limit must be honoured by that decision.

organized by CMTM magazine. The forum aims to raise the awareness amongst crane

5. GOOD TO KNOW

5.1 Destination information

 Changsha introduction

Changsha, the capital of Hunan province, is a famous ancient city with a history of 3,500 years.
It used to be a place of strategic importance in the Kingdom of Chu, and a famous prefecture
of the Qin Dynasty (221BC-207BC). Now Changsha is an important city with historical and
cultural relics, and an ideal destination of tourists in Hunan province. Though 3,500 years have
elapsed after the founding of Changsha city, people can still feel the past prosperity of the
ancient city from a great number of historical remains in the city.

 Topography and Climate


Changsha is a kind of continental monsoon climate. The annual average temperature and
rainfall in autumn is 14-21.5℃ and 114mm. It is hot and wet in summer, cold and dry in winter.
The average temperature is 21-29℃ in September.

 Transportation

The transportation in Changsha is convenient. One could take subway train, bus, taxi and etc.
It is also convenient to rent cars and bicycles using renting services.

5.2 Electricity

The standard voltage in China is 220 volts AC, 50Hz with a round three-pin or rectangle two-
pin plug. Always check the power supply before using your equipment.

D1.1 Yuelu Mountain

Yuelu Mountain located in the Xiang River in Changsha City in the West Bank, in order to focus on
state-level scenic spots, AAAA-level tourist area, 300.8 m altitude, with a total area of 38 square
kilometers, is the rare type of urban scenic mountain area.

D1.2 Yuelu Academy


As one of the four most prestigious academies over the last 1000 years in China, Yuelu Academy as bee
n a famous institution of higher learning as well as a centre of academic activities and cultures since it w
as formally set up in the ninth year of the Kai Bao Reign of the Northern Song Dynasty (976). Yuelu Aca
demy, surviving the Song, Yuan, Ming and Qing dynasties, was converted into Hunan Institute of Highe
r Learning in 1903, and Hunan Normal College, Hunan Public Polytechnic School in succession, and wa
s finally named Hunan University in 1926. The Academy has witnessed a history of more than one thous
and years without a break, so it is called a “one-thousand-year-old academy”. The historical transformati
on from Yuelu Academy to Hunan University is an epitome of the development of China’s higher educati
on, which mirrors the vicissitudes of China’s education system.

D1.3 Orange Isle
Watched from the Peak of Mount Yuelu, Orange Isle is like a black silk ribbon lying in the middle of the r
iver and like a dark yellowish green barrier while seen in the river bank.
As the world's longest inland river isle, Orange Isle connects the Mount Yuelu in the west and the downt
own in the east, with a length of 5km and a width of 50-200 meters and a total area of 70kms. Orange Isl
e comprises three nearly-connected isles: upper isle, middle isle and lower isle. The upper isle is calle
d Ox-head Isle and middle isle Land-and-water Isle, while the lower isle is called Fujia Isle. Orange Isle r
eferred to at present includes Ox-head Isle and Land-and-water Isle.
The isle has been a popular site for summer vacation for a long time. During his youth, Mao Zedong sp
ent a lot of time walking on the beach, swimming and sunbathing. There is also a grand white marble mo
nument, on which there are two seal cuttings: four Chinese characters Ju Zi Zhou Tou (Orange Isle) an
d a classical Chinese poem QinYuan Chun-Changsha, both of which are Mao Zedong's works.
Orange Isle Park was originally set up in 1960 for entertainment and service and today the island is und
er construction to be a more attractive sightseeing destination, which will integrate gardening, travelin
g, entertainment, sports, culture and commerce. In the plan, the area will be divided into Two Corridors a
nd Seven Garden: Hunan Culture Corridor, On-water Amusement Corridor, Orange Garden, Garden of t
he Nature, Park of Harmonious Guests, Plaza of Shopping and Foods, GYM Center, Relaxation Resor
t and Wildlife Park. And an even more beautiful Orange Isle will surely bring more pleasure to every touri
st.

“Liuyang Fireworks” is one of the specialties of Hunan Province, it is also well-known in the world,
“Liuyang Fireworks” is produced with fine manufacturing procedure and the quality is excellent, it once
won the excellent medal on Chicago expositive in USA. Liuyang already has a history of more than 1400
years for producing firecracker, and it is called “Firecracker town” in China.
The government of Changsha holds fireworks show at Orange Isle for citizens and travelers at every
Saturday night from May through November. The Fireworks show displays different topic every time. It is
one of the most popular logical event in Changsha.

D 1.5 Hunan Embroidery Museum of Shaping
Hunan Embroidery Museum of Shaping is located in Changsha City, covering an area of 4000m 2 and
holding over 1200 embroideries, is a professional museum presenting the history and artistry of Hunan
Embroidery. It is consist of three theme exhibition halls which are “The Origin and History of Hunan
Embroidery”, “Rise of Hunan Embroidery” and “Contemporary Hunan Embroidery” and ancestors’
exquisite masterpieces and course of Human Embroidery Development and cotemporary works
exquisite beyond compare are visually displayed.

D2.1 Shaoshan,the hometown of Chairman Mao.
Shaoshan is a small mountain village about 100km southwest of Changsha, the capital of Hunan
province, with some fairly beautiful scenery and a once typically Hunan village atmosphere, Chairman
Mao Zedong was born in this village and spent his childhood and youth there, then grow up to become
China’s Great Helmsman.

Yueyang Tower is an ancient Chinese tower in Yueyang, Hunan Province, on the shore of Lake
Dongting. Alongside the Pavilion of Prince Teng and Yellow Crane Tower, it is one of the Three Great
Towers of Jiangnan.
The history of Yueyang Tower dates from the Three Kingdoms Period, when Lu Su, commander in chief
of the forces of Wu, was sent to the area to fortify it and train the fleet there. To ease the inspection and
command of ships he constructed a tower near the strategic location where Lake Dongting joins the
Yangtze River, from which the whole of Lake Dongting was visible. This inspection tower, then called the
Ba Ling Tower after the nearby city of Ba Ling, was the first incarnation of Yueyang Tower.

D3 Two or three day tour


D3.1 Zhangjiajie National Forest Park
Zhangjiajie National Forest Park was established by the State Council in 1982 as the first National
Forest Park of China. It was listed into the World Heritage Directory by UNESCO in 1992, and in 2004,
Zhangjiajie was listed as a UNESCO Global Geopark. It is among the first scenery spots that were
recognized as the China’s Class AAAAA Scenery Spots in 2007. Two years later, it was awarded as the
National Civilized Scenic Tourism Area.
Zhangjiajie National Forest Park is known for its unique cliff mountains, deep valleys and the greenery
woods. The splendid sceneries crown the park as “three thousand peaks, and eight hundred miles of
clean water”, thus it is praised as the “expanded bonsai, and the shrinked heaven.” It is also famous for
abundant animal and plant resources. Its forest coverage rate reaches to 98%. An extraordinary
biological treasure and natural oxygen bar, it is entitled as the “Nature Museum” and “Nature Botanical
Garden”. Animals and plants breed and grow with the peaks and waters together, forming a perfect
natural ecological system in the park.

D3.2 The ancient city of Phoenix
The beautiful small town in western Hunan, surrounded by mountains, is a very important point that
connects Hunan and Guizhou together, in addition to the Tuo River, houses on stilts and gentle Hmong
girl, and now has become the land of the young artists who encounter love.

D3.3 Lang mountain scenic area


Lang Shan Mountain is a national geologic park as well as a national key scenic area. It is located
in Xining county, southwest part of Hunan province. Legend has it that emperor shun made a stop here
and was astonished at the fantastic natural beauty here, saying “this mountain looks good,
so we may name it Lang Shan mountain”. That’s how the mountain got its name.
Lang Shan Mountain is famous for its unique Danxia landform, composed of red stone forest, peek clust
er and deep gorge .According to scientific research, a few million years ago, here was an inland lake, du
e to the movements of earth’s crust, the land here appeared out of the deep water,
which formed the structure of the red sandy conglomerate Danxia landform.
