Evaluation Methodology for Shortlisting/ Selection of the Project (s)

Stage-1:

Following Methodology shall be adopted for Shortlisting/ Selection of the Project(s)

meeting Broad criteria:

A. Calculation of Levelized Energy Charge for eachProject

TECisLevelizedEnergyCharge(EC)calculated,asperCERCTariffRegulation
2014-19 (enclosed as Appendix-1 to Evaluation Methodology),considering:

a. Total Quantum of coal to be considered based on normative operational

parameters as per CERC Tariff Regulation 2014-19 for 85%PLF.

b. Landed Cost of Coal to be considered asfollows:

 For quantum of coal with linkage/ captive coal mine: Actual
Landed Cost of Coal with Coal source distance within500km
 For quantum of coal with No coallinkage:
Coal Price: Notified price of CIL + 20% + taxes and other
statutorycharges.
Distance: Nearest coal source not exceeding 500km with
coal available for allocation by Ministry of Coal,
Government ofIndia.

B. Shortlisting of projects having Levelized Energy Charge not more than Rs.
2/kWh
C. Detailed due diligence of shortlisted projects: Calculation of cost to
complete(PBAL)forpendingjobsandcostcompensationforoperationflexibility
(POPF) [as per Appendix-2 to Evaluation Methodology], in Rs. Cr/MW, for
the project based on detailed DueDiligence.
D. Intimation of PBAL&POPFto shortlistedApplicants.

Stage-2:

A. Invitation of Price Proposals from Applicants whose Projects have been

shortlisted:

Applicants,whilesubmittingtheirProposals,arerequiredtoquotetheirpricein Rs.
Cr/MW (PQUOTE) for the capacity offered by them while also considering
PBALand POPF. Further, while quoting their PQUOTE, the Applicant is required to
ensure that their levelized capacity charge (TCC), for remaining project life
(considering total project life of 25 years from date of COD), does not exceed
Rs 1.18/kWh calculated in line with extant CERC regulations, else their
proposal shall not be considered for furtherevaluation.

ANNEX-1 to ITA

TCCis calculated based on PPCi.e. Project cost which shall be adjusted as:
PPC(in Rs Cr/MW)= PQUOTE + PBAL+POPF,
B. Opening of Price Proposal and calculation of Levelized Cost of
Generation(TCOG):
TCOG(in Rs/kWh) = TCC + TEC

C. NPV of Commercial loss (CPPA), if any, on account of Tied up PPA shall be

calculated asbelow:
a) YearlyPPAContribution=(TPPA–TACOG–TPOC)xnormativeESO,where
TPPAisyearlyTariffasspecifiedintheexistingPPAoftheproject.
TACOGis yearly COG calculated in line with Stage-2 (B) above.
ESO is the Energy sent out for the particular year at 85%PLF.
TPOCis the transmission/POC charges, as applicable in PPA

b) NPV(inRsCr)ofTotalYearlyPPAContributionforremainingrespective
PPAperiod(consideringprojectlifeof25yearsfromdateofCOD)would be
calculated for all PPAs tied up for the project. Discounting factor of 10%
to be taken for calculating levelized tariff of theproject.

c) CPPA= ∑ NPV of Total Yearly PPA Contribution for allPPAs.

If CPPAis less than zero, the same shall be treated as the Cost of Commercial
Loss for the capacity tied up under PPA(s).

D. Shortlisted project shall be selected based on lowest effective cost of

Generation (TECOG) calculated as:

TECOG(in Rs/kWh)= TCOG– Levelised contribution of ESO from Tied up

PPA(s) spread over total ESO

Based on appetite of NTPC for inorganic growth and outcome of the due diligence
process in Para Stage-1 (C) above, NTPC will complete the acquisition process for
Assets against the Project consideration as below.

Project consideration (in Rs Cr) = PQUOTE x Project Capacity minus NPV of

commercial loss (CPPA)
