outside part of the building.
What we can do is just inside
renovation but we can install
fire standard requirement
recommended by BFP even
without major repairs on
City Hall,” Alparaque said.
He added that repairs
on the wooden floors might
also be undertaken because
some parts may give in due
to its antiquity.
“We have to assess the
structural strength of the
building because this City
Hall is made of wood. We
have to check if the struc-
tural component is okay. It
may collapse,” Alparaque

ployed seven additional
road construction and
maintenance equipment
to Region 12 as part of
its continuing refleeting
program.
Ellen Torino, DPWH-
12 public information of-
ficer, said the new equip-
ment include four dump
trucks, two road rollers,
and a lane marker remov-
er that are all worth P16
million.
She said these were
acquired by the DPWH
central office under the
2017 refleeting program
based on the needs of the
region.
“These will be used
for the maintenance of
our roads, especially the
unpaved shoulders,” To-
rino said.
The new equipment
arrived at the DPWH re-
gional office in Koronadal
City on Wednesday and
were immediately de-
ployed to their assigned
district engineering of-
fices.
The Sarangani and
Sultan Kudarat-I district
engineering offices re-
ceived a dump truck each
while Cotabato-I and Sul-
tan Kudarat-II each got
a dump truck and a road
roller.
The lane marker re-
mover was for the shared
use of the eight DPWH
district engineering offic-
es in Region 12.
In 2016, the South
Cotabato I and II district
engineering offices ini-
tially received one units
each of backhoe, loader
and road rollers.
For this year, Tori-
no said the regional of-
fice is slated to receive
eight more maintenance
crew service vehicles,
four road rollers, and two
dump trucks.
Basir Ibrahim, DPWH-
12 regional director, said
the deployment of the
additional equipment will
mainly improve their op-
erations, especially in the
maintenance of national
highways and the im-
plementation of priority
infrastructure projects.
He specifically cited
projects under the flag-
ship “Build, Build, Build”
program of the national
government.
For 2018, Ibrahim said
the agency is implement-
ing a total of 779 projects,
mostly road upgrading,
development and expan-
sion, throughout the re-

AMERICAN Chamber of Com-
merce of the Philippines (Am-
Cham) has welcomed the record-
high foreign direct investment
(FDI) that the country posted in
2017.
In a statement Thursday, Am-
Cham said the Philippines has
attained a level of attracting FDIs
close to its fast-growing member
states of Association of Southeast
Asian Nations (ASEAN) such as
Malaysia, Indonesia, Thailand,
Singapore, and Vietnam.
The Bangko Sentral ng Pilipi-
nas early this week reported that
net FDI in 2017 increased by 21
percent to $10 billion.
“This is great progress from
2010 when we advocated an an-
nual FDI target of $7.5 billion
after the year of 2009 when net
FDI was $2.04 billion,” Am-
Cham said, noting that the last
year’s FDI figure represents a
400-percent growth over 2009.

Zhao Jianhua said Thursday.

It was getting but little support
from the government, as it gave
more emphasis on the produc-
tion of high-value crops such as
coffee, cacao, and coconut.
Delima said farmers in the
city a century ago used more ad-
vanced and mechanized equip-
ment in the production [of abaca]
business last year.
The continued growth of
sales across all its businesses
grew its consolidated revenues
by 20.58 percent to P826 billion
from P685 billion.

P113.3 billion. Volumes reached
260 million cases, up 13 percent
from the previous year, driven
mainly by strong marketing and
integrated sales initiatives.

Multiplication isn’t just math
SO… Because it is that time of year
(again) when I come face to face with
Game On! parents, it got me
to thinking about
parenthood and
progeny. For the
most part, we take
having children for
granted. It is the
expected outcome
of marriage, al-
though these days it

never really ponder on children and why
we have them.
For those in long-term permanent
relationships, it is a foregone conclusion.
When people get married, it isn’t long
before they must parry uncomfortable
questions about when they’re having
children. That is, of course, if pregnancy
is not the reason why they got married
in the first place. So I wonder if couples
ever have that all-important discussion
about whether and when to have chil-
dren. Well, yeah. It is an all-important
discussion because of all the responsibil-

it is (in the Philippines) a decades-long
commitment. From diapers and formula

the grandchild. In some cases, the com-
mitment is unwittingly lifelong.
Why do we have children? In the
more economically difficult rural areas,
the assumption used to be that more
children meant more hands-on help in
the farming endeavor. Although I doubt
that this still holds true nowadays. Kids
growing up in the rural areas dream
of moving to the urban jungle, dream
of getting an education and hopefully
working abroad. Just like the rest of the
offspring in their generation. However,
I think that the population growth there
still is hinged on the lack of information
and availability of birth control. But if
one goes out into the countryside, it is
undeniable that one sees more children
in homes. Try going to a rural church on
any given Sunday and you will find that
there are more children than adults at the
worship services.

any one of which, the theory of self-de-
fense is futile.
Generally in criminal cases, the bur-
den of proof is upon the prosecution to
prove the accused’s guilt beyond rea-
sonable doubt. Upon invoking self-de-
fense, however, this burden is shifted to
the accused, inasmuch as this defensive
theory is in the nature of a confession.
Henceforth, the accused must rely on
the strength of his own evidence – that
is in establishing all three elements of
self-defense. After confessing to the
crime, the accused could no longer ex-
onerate himself by merely casting doubt
on the prosecution’s case.

Why take
part in local
governance
AS a people who profess to be commit-
ted to democracy, our political record,
especially with respect to elections,
show us to be immature Street Talk
voters. We are easily
manipulated. We are
too readily swayed by
campaign promises.
Too many are sus-
ceptible to election
bribery like vote-buy-
ing or selling. And
too many take the Manny
antics of grandstanding Valdehuesa
trapos without testing
or examining them for credibility.
As if that were not bad enough, we
have not learned the wisdom of ancient
political philosophers who said that “the
penalty for those who do not participate
in politics is to be governed by yout
inferiors.”
This is so true of the more knowl-
edgeable sectors of our community.
Because they do not participate or get
involved in performing their civic duties,
those who are less qualified or badly
motivated (their inferiors) do the gov-
erning.
Rarely does one see in one’s commu-
nity the professionals, even the educa-
tors and faith-based groups, participate
in the affairs of their local government.
They don’t even bother attending their
Barangay Assembly (the supreme gov-
erning body of their community) and so
do not contribute their ideas and insights
to its deliberations and decisions. It is
a great pity, because their participation
is what good governance badly needs.
Otherwise inferior ideas and decisions
prevail in the community.
The law mandates the barangay to be
governed as a direct democracy—mean-
ing, its constituents do the managing
directly and collectively by taking part
in its governing process. This is consis-
tent with the state policy of local autono-
my and in accordance to the principle of
subsidiarity.
But it’s the barangay officials—sup-
posedly the community’s public ser-
vants—who are doing all the governing.
So instead of a direct democracy in op-
eration, it is an oligarchy (a government
run by a few) that governs. The few
arrogate the role of the constituents and
make all decisions. They determine the
policies, do the planning, and handle all
operations by themselves. And they so
without so much as consult the constitu-
ents or seek their approval.
Worse, the constituents (sovereign
citizens!) let them get away with it, let-
ting them take matters into their hands.
Consequently, instead being empowered,
the constituents emasculate their own
powers as the officials manipulate them
and their resources, doing so with little
or no accountability.
When the community, supposedly
the principals of our republic, neglect or
ignore their civic duties and responsibil-
ities, they render their sovereign nature
meaningless in the political life of the
community.
This failure to participate—and the
resultant takeover of the community by
trapos—is trivializing democracy at the
grassroots, the foundational level of our
Republic. It belittles the role of the com-
munity’s supreme governing body—the
Barangay Assembly and its members—
as they are sidelined.
A parliament except in name, this

romantic response I’ve heard
would be “because children
are a symbol of our love.”
Huh? Bringing another entity
into the world as a symbol of
love seems weird. That little
person didn’t have the oppor-
tunity to fill out an application
form, and ends up in a family
situation not of their desire or
choice. And what one does
with the little creature after it’s
born is another conversation
altogether. What? The words
“I love you” weren’t enough?
The decision to have a
child is one that cannot be
made lightly. Parental atti-
tudes these days have certainly
changed and most moms and
dads (mostly moms, though)
treat their kids as an extension
of themselves. Sometimes as
a bulletin board upon which
they hang and display their
precious vicarious accolades.
And yet the decision to have
a child must include the real-
ization that this child is not
ours to keep or to mold to our
liking. This child will grow
to become what he or she
turns out to me, and the best
we parents can do is to give
them advice now and then.
Sadly, the grownups do the
most damage to them as well.
We force our expectations,
our sanctions, our demands,
our dreams upon them, never
even considering the effect
stimuli such as these can have.
Worse, Filipino parents
don’t know when to let go.
Some see their children as
their Social Security check,
expecting them to care for
the old ones when the time
comes. I’m not really sure
that’s part of the contract. And
the kids themselves (even as
adults) don’t know when to let
go either. How many young
people with families do we
know who still live with their
parents simply because it’s
the convenient thing to do? It
would be easy to judge them
and say they are taking advan-
tage of their parents’ generos-
ity. True, to some extent. And
yet the question begs asking:
weren’t these children raised
to be dependent? Where then
does the fault lie?
Worst are those who must
suffer disdain because they
have chosen not to procre-
ate. I find it offensive that if
people don’t have children,
it’s because they can’t and
not because they won’t. Or
to have just one child. Same
thing. “Just one? How come?
What’s wrong?” Or the pres-
sure button, “When are you
having another one?” It’s like
they’re just having puppies.
Why can’t being responsible
as parents be seen as a noble
act? We lack conversations
about progeny. We assign all
the accountability to God,
calling the event a blessing.
Such may be true, but only
until it is inconvenient to care
for them. Go visit the DSWD
nursery and look at all the
infants in there, abandoned
by mothers who felt they
couldn’t care for them or,
worse, didn’t want to care
for them.
Have the conversation,
please. Not just between
spouses but also between par-
ents and children. The rate of
teenage pregnancy in the Phil-
ippines is the highest it’s ever
been. And the archaic attitude
of “That’s okay, our culprit is
male” still persists. Darling, it
takes two to tango. Don’t raise
your son to haphazardly spew
his seed all over the place and
then in a cowardly fashion
run away from his part of
the outcome. There are more
single parents now than ever
before, and even though I am
a single parent, I have through
the years gained the painful
wisdom and understanding
of why a child should ideally
have two parents. But let’s
leave that topic for another
discussion.
No matter how much we
claim that we love our chil-
dren, we must also remember
that they are victims resulting
from choices we make, or
accidents we allow to hap-
pen. Let’s be wholeheartedly
responsible for how they grow
to become worthwhile human
beings, not as we want them to
be but rather as they are meant
to be. They will inherit this
earth. We proclaim this time
and time again. Let’s mean
it. Someone said (and I quote
this again, having done so in
one of my earlier columns)
that we don’t raise children
to survive in a harsh and cruel
world. We raise children who
will make the world less harsh
and less cruel. I think that’s an
admirable parental goal all of
us should aim for. Our job is
to get our kids ready for that
daunting job.
Besides, although I am al-
ways happy to hear that some
couple is expecting a small
arrival, my sick brain can’t
dismiss the picture of what it
took to make it happen. Eww.

portant role. If they tend
to activities that have more
to do with socializing than
with governing, they short-
change the community.
Social clubs like the Rotary
or Jaycees readily come to
mind.
If they’re preoccupied
and distracted by social
activities, especially of the
vain sort, their duty to help
govern or even man the
community’s tasks takes a
back seat.
The larger implication of
this failure to perform citi-
zen duty has been to deprive
Filipinos of the experience
of governing. To this day,
our citizenry has not learned
to exact accountability or
responsibility from their
public servants. Lacking
such experience, it becomes
unrealistic to expect them to
govern a large entity like a
federal state consisting of
hundreds of barangays.
Until Filipinos acquire
the knowledge, ability, ex-
perience, and maturity to
govern their own communi-
ty, can they govern a federal
state properly? It would be
the height of recklessness
to let them. It would only
cause politics and gov-
ernment to be dominated
all the more by ambitious
but incompetent boxers,
entertainers, and traditional
politicians (trapos). Then,
as with today’s barangays,
the new federal states will
also be controlled by the
same pretentious bunch.
Let’s face it: most Fil-
ipinos remain uninformed
or ignorant of their role
and obligations as citizens.
As a result, public officials
take it for granted that—
since their constituents are
uncaring—they can also
be uncaring. Worse, they
can take liberties with their
borrowed powers and the
community’s resources for
their own purposes. Which
is why so many are embold-
ened to use, misuse, abuse,
or manipulate whatever is
placed in their care.
A constituency gov-
erned by its inferiors: this
is the reality in our baran-
gays and local government
units today.

del Norte, Davao del Sur,
Davao Oriental, Davao Oc-
cidental and Compostela
Valley.
Eastern Mindanao is
the area where majority of
the NPAs are situated, said
Lt. Col. Emmanuel Garcia,
chief of the Public Affairs
Office of the Armed Forces.
“About 60 percent of the
NPA guerilla fronts and red
fighters are in Mindanao.
Then 80 percent of those
are in Eastern Mindanao,”
he said.
Garcia said the nation-
wide strength of the NPA
as of last year was “3,700
based on revelations of cap-
tured/arrested/surrendered
NPAs themselves.”
“The process is not an
exact science. There might
be a margin of error of
probably plus/minus 200,”
he said.
The armed strength of
the NPA in the North Cen-
tral Mindanao Regional
Committee which covers
portions of Agusan del Sur,
Bukidnon and Misamis
Oriental is “maliit” (small),
Garcia said.
“The biggest number is
in the eastern rather than
northern part. SMRC has
the most number followed
by NEMRC,” he said.
Based on the DOJ list,
the NCMRC, which Garcia
described as “maliit,” has
the most number of alleged
members not only Mind-
anao-wide but nationwide
-- 276 -- which accounts
for 75.82 percent of Mind-
anao’s 364 and 40 percent
of the total 657.
Of the 276 alleged mem-
bers from NCMRC, more
than half -- 151 or 54.71
percent -- are identified only
by their aliases.
Still based on the DOJ
list, the SMRC, supposed-
ly with the most number,
has only 57 alleged mem-
bers, accounting for only
15.66 percent of 364 while
NEMC’s total of 15 alleged
members, accounts for only
4.12 percent.
Combined, the DOJ list
of 72 alleged members from
SMRC and NEMC/NEM-
RC constitute only 19.78
percent of 364.
“Only DOJ can probably
comment on that,” Garcia
said when asked about the
DOJ-listed higher figures
for NCMRC compared with
SMRC and NEMRC.
Garcia said he has not
seen the DOJ list.
“It is now in court, let us
wait for the arguments of
concerned parties and the
ruling of the court,” he said.

masses, and invoke the
Holy Spirit to guide us in

IFI called on the goverment
“to pursue governance that
leads to peace and justice,”
and for it and the NDF to
resume peace negotiations
so they could forge com-
prehensive agreements on
socio-economic reforms,
and on political and consti-
tutional reforms so as to put
an end to the decades-old

Armm opens summer jobs for students, out-of-school youth

Department of Labor and
Employment in the Auton-
omous Region in Muslim
Mindanao (Dole-Armm)
has announced that some
1,411 summer jobs are
currently available for stu-
dents and out-of-school
youth across the region.
Secretary Muslimin
Jakilan of Dole-Armm said
the program is open to all
qualified high school, col-
lege or vocational course
students, and out-of-school
youth living in areas cov-
ered by Health, Educa-
tion, Livelihood, Peace and
Governance, and Synergy
program, a development
convergence initiative of
the regional government
covering 553 recipient
barangays.
“We prioritize those
students who most need
summer jobs,” Jakilan
said adding that the drive
is part of the Dole’s Spe-
cial Program for Employ-
ment of Students (Spes),
a flagship program de-
signed to provide income
opportunities to out-of-
school youth and students
from underprivileged
families during summer,
or Christmas break.
He said Dole-Armm
has earmarked P3.8 million
for the program. Under the
Spes, the labor department
shoulders 40% of the sal-
aries of the beneficiaries,
while the employers – gov-
ernment agencies, such as
local government units,
and private companies
as well as other sponsor
institutions – pay the 60%.
The registration for em-
ployment applicants has
already started and will end
in the last week of March.
Students will work for a
