AT least a dozen orga-
nizations of motorela
owners and drivers over
the weekend sought an
increase in motorela fares
here.
They also asked the
city council to repeal City
Ordinance 11670-2010
that set the motorela fares
here at P6 for the general
public, P5 for students
and senior citizens, and
P3 for children.
The fares, they said,
should be increased by
P1 given the series of
fuel-price increases. But
their demand is based
on the premise that fuel
prices would not shoot up
beyond P50 per liter.
As this developed,
the Kilusang Mayo Uno
in northern Mindanao
slammed the Duterte
administration again as
it complained about the
effects of the Tax Reform
for Acceleration and
Inclusion (Train) Law on
the prices of basic com-
modities.
In a statement, KMU
spokesperson for northern
Mindanao Wildon Barros
said the government
should focus on finding a
way to lower the prices of

SOLDIERS of the 75th
Infantry Battalion have re-
cently uncovered the skel-
etal remains of what they
suspected to be of a New
People’s Army in Road
1K, Barangay Bunawan,
Brooks, Bunawan town in
Agusan del Sur.
The troops under the
4th Infantry Division also
recovered along with the
skeletal remains were an
AK-47 rifle, five magazine,
and assorted bullets.
The 75IB commander,
Lt. Col. Jaime Datuin said
residents in the area led
them to the recovery of
the skeletal remains last
Wednesday.
“t can now be given
decent burial after the NPA
terrorists left him or her not
looking after its members’
welfare,” Datuin said.
Earlier, 4ID spokesper-
son Lt. Tere Ingente said
they recovered two dead
bodies of NPA guerrilas
where along with remains
were three AK-47 rifles
which they believe were
the rebels their soldiers
from the 401st Brigade
encountered in the area on
Feb. 18.
According to 4ID com-
mander Major Gen. Ronald
Villanueva the recovery of
the remains of guerrillas is
not new to them.
“NPA terrorists actu-
ally had time to recover

family. But they did not do

THE public saw something very un-
usual last week: court officials, judges
and empoyees under
them openly calling
for the resignation of
Chief Justice Ma-

during the regular

we didn’t see coming was the response
of court workers and other judges across
the country who found a place in social
media to vent and subsequently, publicly
state their position.
The so-called “Red Monday” back-
fired because it turned out that resigna-
tion is not necessarily the position of all
the people in the judiciary, and there is
much room to doubt that such official
stand reflects their collective sentiments
and thoughts. It looks like officials of
at least five organizations took it upon
themselves to go public with a position
on behalf of their members without even
bothering to ask them if that was what

you can’t catch a glimpse of the sky.
The forest is teeming with wildlife.
The summit is always covered with thick
fog. The lake is 10 times wider than
the Pelaez Sports Center. But that was
before the entry of destructive logging
operations which started in the 1960s
to the early 1980s. Today, the lake has
shrunk almost to the size of a football
field. The wild pigs and big birds are
gone. The Higa-onon hunter has to go

Court people, especially judges, are
known to always hold back in public.
For judges, the courtroom is the place
where they make a stand or give their
opinion but only after all pieces of
evidence are in place. That is part of
their training, and that is a very difficult
discipline.
But last week, they made an excep-
tion because they felt that politics was
already encroaching on judicial indepen-
dence.
A group of judges here put it in a
March 14, 2018 joint statement: “We do
not have the luxury of publicly express-
ing our sentiments, unless prompted
by the situation. But we are living in
uncertain times, and today, we make an
exception.”
“Uncertain times.” That’s loaded.
It was a spontaneous response. The
judges went to Facebook which was the
easiest and fastest way to make known
their stand. They had no time to meet

Four logging companies took turns,
one after another, in bleeding the forest
dry. After the logging operators left, the
locall government started massive refor-
estation projects. The trees are now fully
grown. Every now and then some moun-
taineers continue to plant trees. But the
lake never recovered. In fact, according
to the Higa-onon, it continued to shrink
-- the circumference has become smaller
and smaller.
I believe the problem lies with the
new species of trees. They planted a
foreign species that is fast-growing and
which consumes lots of water. So, as the
trees grew bigger and taller, so did the
lake become smaller and smaller. The
giant foriegn species planted around the
lake is sipping it dry.
The local government need not look
far for seedlings. Along the trail, there
are a lot seedlings of local tree variety,
including medicinal trees. Those should
be uprooted and replanted, not the for-
eign species.

Higa-onon name for Almaciga tree. It
used to be their source of livelihood

Running a public office may be more
intricate and complicated than manag-
ing a private company, especially if the
public office is in the higher rungs of the
governmental structure.
But for what purpose will the one-
page resume be? We take note that the
Namfrel’s recommendation comple-
ments the DILG’s ongoing campaign
dubbed as “Matino, Mahusay and Maaa-
sahang Barangay and SK Officials.”
That being said, will the DILG screen
candidates and disqualify those who do
not possess the three basic qualities?
Maybe the fundamental law has to be
amended along this line. To run a public
office means to govern an entire political
jurisdiction which may be bigger than
any private company in terms of people,
territory and resources.

Meatless Fridays
IT’S back to meatless Fridays for Lent.
Which a Catholic may forget. As he
burps after feasting on burgers, roast-
beef sandwiches, and
steaks, a delayed Ms. Behavin’

it’s Friday.
And so, last Fri-
day, there’s this Cath-
olic who had corned
beef and hot dogs for
dinner. Oops! Netnet
Breakfast for dinner Camomot
is the best of all as you
slowly savor the fats and oils of bacon.
This is not possible for breakfast as
you rush from bedroom to office each
morning. Rush is not exactly the word
to describe cars stuck in morning traffic
but you still have to rush to reach the
office on time. The uptowner in Cagay-
an de Oro, for example, has to leave at
least an hour before his downtown office
opens, especially if he’s not the boss yet.
A biometric attendance system does not
encourage tardiness. Once he’s boss,
though, he can always say, Client call.
A resto that offers an all-day break-
fast menu is the best of all. Imagine hav-
ing bacon, tocino, tapa, chorizo, sausag-
es, ham, corned beef, hot dogs, and eggs
for breakfast, lunch, and dinner. Yum!
Imagine all that processed food in-
vading your veins. Oh. Nah. Not a nice
thought. That may evoke memories of
“The Shimmer” in “Annihilation.”
“The Shimmer” is a place that, well,
shimmers with flowery trees that resem-
ble human beings, deers with flowers
sprouting out of their antlers, and a bear
that says, Help me, using the voice of its
last female victim. If shown in the ‘60s,
it would have inspired some people to

all we could think of was, Aliens. That
may or may not need breakfast.
But at least an early-morning menu is
limited to a few food groups if your idea
of breakfast doesn’t include food usually
served for lunch and dinner. There was

like, What the...? There was fresh fish at
a stall nearby, thus, the tinola.

is bad, and that makes tinolang isda the
better choice compared to bacon which
used to be a target of extremely bad
press until the ketogenic diet arrived and
change the dieter’s health habits.
Billy Crawford, Mae Paner, and Hal-
le Berry are among those who have lost
weight or maintained their ideal weight
through the keto diet.
But Crawford’s diet is not the focus
of breaking news nowadays. Instead,
there’s his prenup photos’ floral suit

Hmmm. I can relate with Crawford.
Once upon a time, the merchandise store

I see judges, forced into
this situation, acting on their
convictions and principles,
and sending a very strong
message. Their message is
crystal clear: they cannot,
should not, and will not take
sides outside the processes
provided for in the Consti-
tution.
What a relief for ordi-
nary mortals like us to be
given the assurance that
the judiciary is still OK, that
there are still many strong
judges out there who won’t
be politicized and would
hold the line, and even push
back, when the situation
calls for it.

like them, we can still sleep
soundly in our beds with the
thought that the judiciary,
as an institution, won’t be
(pardon me for the word)
screwed that easily.

Harry Roque, the pres-
idential spokesman, said
the Philippines’ withdraw-
al from the Rome Statute
is “the beginning of the
end” of the International
Criminal Court because, he
opines, it would set off an
avalanche of withdrawals
by other countries.
Why would anyone want
to get rid of the ICC when
it is there to end impunity
and make those behind
unspeakable crimes against
humanity answerable? Why
would Roque gloat and wish
that?
I am beginning to sus-
pect that the presidential
spokesman is not the real
Harry Roque and that the
man we see on live TV ev-
eryday is either an impostor
or some form of robot with
artificial intelligence that’s
been made to look, smell
and sound like a man. And
so it makes me wonder
where they hid the body of
the real Harry Roque.
My basis for my robot-
ics theory is the 2011 blog
of the “real” Harry Roque
entitled, “ICC: At long last,”
where he hailed the Senate’s
concurrence to the Rome
Statute after 11 years of
lobby work by him and his
group.
Incidentally, here’s one
of the provisions of the
Rome Statute: “A State shall
not be discharged, by reason
of its withdrawal, from the
obligations arising from this
Statute while it was a Party
to the Statute... Its with-
drawal shall not affect any
cooperation with the Court
in connection with criminal
investigations and proceed-
ings in relation to which the
withdrawing State had a
duty to cooperate and which
were commenced prior to
the date on which the with-
drawal became effective,
nor shall it prejudice in any
way the continued consid-
eration of any matter which
was already under consider-
ation by the Court prior to
the date on which the with-
drawal became effective.”
The Harry Roque of
2011 correctly put it in his
blog: “... the task(s) ahead
are still challenging, if not
daunting.” Well, as we can
see, President Duterte is one
of ICC’s daunting tasks and
challenges now.
And then he adds in
the same 2011 blog: “To
be candid, I never thought
that membership in the
ICC was possible, at least
before I become geriatric.
This is because of the many
atrocities under both the
Marcos and Arroyo regimes
that remain unpunished.
Well, it’s always a pleasure
to be proven wrong. Here,
credit should go to both
the Senate and to President
Benigno Aquino III. It was
the latter who reversed the
Arroyo policy of rejecting
the ICC as a means of end-
ing impunity. On behalf of
all victims of impunity, I
express my gratitude to both
the Senate and PNoy for
finally granting the Filipino
people an effective remedy
to impunity.”
Now, I dare this approx-
imately 190-pound piece of
Malacañang robotic device
with an advanced form of
artificial intelligence to
prove to us, beyond reason-
able doubt, that it is who it
claims to be. And it needs
to demonstrate to us why it
thinks now that the ICC is
not “an effective remedy to
impunity.”
If it can prove my ro-
botics theory wrong, and if
it is indeed the same Harry
Roque who authored the
2011 blog, then I challenge
him to a public debate --
with himself, of course
-- and show to us that he
has not, borrowing his own
words, become geriatric.
The ICC is there to pro-
vide safeguards against
tyranny. What Malacañang
did was aimed at protecting
only one man against the
interests of an entire nation
and its future. It wants to
make the present President
immune from being held
accountable before the in-
ternational community and
makes the country sucepti-
ble to tyranny, present and
future. So what happens
if, by chance, a second Idi
Amin-like mayor is elected
president of this country
again long after Duterte is
gone? For crissakes, think.

done to those who want to
sit in a public office?
At least this will be a
good start. Even if no can-
didate may be disqualified
by the Comelec or the DILG
for having no capability to
run a public office based
on the one-page resume,
the Namfrel could aggres-
sively launch a campaign
to inform the electorate of
the qualifications, or lack
of it, of the candidates. But
it has to have the necessary
resources to be able to do so.
Being able to read and
write should not be enough
for one to be elected to
public office. The task is tre-
mendous and the challenges
sometimes insurmountable
that they require more than
just the ability to read and
write.
Don’t get me wrong. I
am for giving equal oppor-
tunities to every citizen to
run for public office. But
as the position gets higher,
there ought to be more strin-
gent qualifications before
one may aspire to be elected
to that office.
While better qualifica-
tions are not a guarantee
that those in power will be
less corrupt or more com-
petent, at least it will be a
good start.

PHILIPPINE monetary officials
are hopeful of the improvement
of the country’s exports this year,
which in turn will positively im-
pact on the country’s balance of
payments (BOP) position.
“Now that our trading partners
are recovering, that will support
exports performance in 2018,”
said Bangko Sentral ng Pilipinas
(BSP) Monetary Stability Sector-
in-Charge Francisco Dakila Jr. in
a briefing Friday.
Last year, exports grew by
12.8 percent to $48.2 billion but
imports posted a higher expan-
sion of 14.2 percent to $89.4 bil-
lion.
Faster imports growth was at-
tributed to stronger needs for raw
materials and intermediate goods
and minerals fuels and lubricant
on higher domestic demand, due
in part to the government’s mas-
sive infrastructure program.
Robust imports growth in re-
cent years have resulted in the
widening of trade-in-goods defi-
cit, which last year inched up by
15.9 percent to $41.2 billion.
This resulted in the doubling
of the country’s current account
(CA) deficit to $2.5 billion, way
higher than the central bank’s $1
million assumption, from year-
ago’s $1.2 billion deficit. (Pna)

molds worth $10 million, or
P500 million.

Authority (PEZA) Director
General Charito Plaza told re-
porters that the agency, the
South Korean government, and
Philippine Die and Mold As-
sociation will be embarking on
this joint project to develop the
country’s die and mold industry.
Plaza said this is an offshoot
from her recent trip to South
Korea last month to promote the

Marilog District, declared as
the “new highland destination
of the city,” in the 2013-2022

DTI partners with DICT for free
online learning in Negosyo centers
DEPARTMENT of Trade and
Industry (DTI) Secretary Ra-
mon M. Lopez and Department
of Information and Commu-
nications Technology (DICT)
Secretary Eliseo M. Rio Jr
signed a Memorandum of
Agreement on 15 March 2018
to provide free wi-fi and learn-
ing modules to DTI’s Negosyo
Centers.
Through the agreement, DICT
will provide selected DTI Nego-
syo Centers with free internet ac-
cess, ICT equipment, and access
to its Tech4ED Project.
DICT’s PipolKonek Project
gives free internet access to pub-
lic places such as public schools,
libraries, and local government
without permission from the City
Council, Alejandre revealed.
“I called them personally and
they confirmed that they are
selling,” he said.
He said the task force would
be composed of officials from
the Business Bureau, City Plan-
ning and Development Office,
City Treasurer’s Office, City
Engineer’s Office, Department
of Environment and Natural
Resources, National Commis-
sion on Indigenous Peoples
(NCIP), and barangay officials.
Alejandre said the illegal
businesses risk facing closure
or demolition. He added he
would like to see results of the
investigation before taking leg-
islative action.

economist Joey Cuyegkeng, in
a research note, expects the lo-
cal unit to be pressured by the
deficit in the country’s currency
account (CA), which is nega-
tively affected by strong rise of
imports on sustained robust do-
mestic growth.
Last year, CA deficit reached
$2.5 billion, more than double
the $1.2 billion deficit in the
previous year.
“The underlying weak cur-
rent account will continue to
pressure the Philippine peso
unless significant foreign direct
