THE KOENIG REPORT

[EDITOR'S NOTFE: This menorandum, proposing changes in Israeli policy toward the Arabs in
Israel, was written by Israel Koenig, the Northern District (Galilee) Commissioner of the
Ministryof the Interior, and reportedlysubmitted to Prime Minister Rabin as a secret docu-
ment. Its subsequent publication in Al Hamishmar, September 7, 1976, brought the document
wide, critical attention. In the words of Al Hamishmar, the Koenig report "includes dangerous
evaluations and statements. Were they accepted as an authorized position, theywould cause a
conflict between the Jewishmajority and the Arab minority." Below, theJournal reprintsthe
