PROJECT SITE

1. SITE PRESENTATION
Materials Recovery Facility Siting Criteria
Accessibility, land use, and geology need to be considered when siting MRFs.
a) MRFs need to be located close to existing roads, but traffic resulting from the movement of waste collection
trucks should be considered. These facilities must be near or within urban areas that generate the inputs to be
processed for recyclables.
b) A minimum buffer zone of 100 meters is used for sensitive receptors such as schools, hospitals, parks, and
residential areas. If the area is zoned, MRFs are preferably located in an industrial zone or close to a sanitary landfill
to facilitate efficient movement of waste from various generators and disposal of residual or biodegradable
materials.
c) MRFs should be sited in flat or gently sloping, stable areas to reduce excavation cost and avoid problems of slope
stability.3 Flood-prone areas should be avoided.

Land Use MRF sites shall not be sited in environmentally sensitive areas (parks, nature reserves, areas where
there may be endangered species of plants or animals, wildlife migration corridors, wetlands, etc).
Sites shall be established in accordance with municipal zoning requirements.
Access and Road Restrictions
Access roads shall be accessible year round by the weight and type of vehicles anticipated.
Flood Plain The site shall not be located within a 100 year flood plain or in any area which has greater than
1% chance of flooding in any year. Flood risk mapping shall be consulted if available.
Watersheds A MRF site shall not be located in a protected water supply area or a protected well field.
Hydrogeology Areas where there is a reasonable depth of native soils and no useful groundwater resources are
preferred.
Recommended Separation Distances from the MRF Property Boundary

Unstable Area
Sites are not to be located within 100 metres of an unstable area.
Airports The site shall be located a minimum of 8 km from airports that are used by commercial aircraft.
This distance may be reduced if bird control measures, that are approved by both Transport
Canada and the Department, are implemented or if the potential for birds causing hazard to
aircraft is minimal.

Geographical Background

MIMAROPA, also known as Region IV-B, is a region of the Philippines located in Luzon. The name is an
acronym that stands for the provinces, comprising the region, namely: Occidental Mindoro, Oriental
Mindoro, Marinduque, Romblon, and Palawan. There are only two cities in the entire region: Calapan
City and Puerto Princesa City. The region was created on May 17, 2002, after Region IV (Southern
Tagalog) was further sub-divided.

Geographical configuration.
The island province of Palawan, including Puerto Princesa, is narrow and
elongated and divided longitudinally in the middle by spine-like mountain ranges and
steep hills and is framed on two sides by two water bodies, the West Philippine Sea on
the west and the Sulu Sea on the east. This peculiar geographical configuration poses a
number of development limitations and challenges such as the following.
The potential for groundwater storage and production is limited due to the
relatively small size of watersheds and the short intermittent streams. Furthermore, due
to the closeness of the framing seas the aquifers are highly vulnerable to saltwater
intrusion.

Barangay Profile

Physical status:
The site is located at Brgy. San Jose, Puerto Princesa City and it is away from City proper of about 5 km. It
has a total area of 924.6500 ha. approximately and composed of 13 puroks. It is characterized by plain
terrain, existing grass, trees and shrubs.

Demographic status: It has a population of 17,607 & annually growth rate of 14.3% and the Average
household size is 5 and have a total no. of 4,265 households.

Economic status:
It has four main sources of income which is farming, gardening, employment and casual labor.

Social status:
It has Church, Health center, Cemetery, Private memorial park, Park/Plaza, 2 Playgrounds, Library & Sat.
clinic, 1 Elem. School, 1 Secondary School, 1 Vocational School, 1 terminal, & 1 New Public market.

Infrastructure status:
The primary use for transportation is tricycles, multicab, and jeepney. Road network usually made of
concrete, asphalts, & gravel. Potable water is available through jet matic pumps, electrical pumps &
nawasa. Electrical services are available by National Power Corporation (NAPOCOR). Communication
services are telephone lines, cell sites, postal & telegraphic services, hand help radio systems, internet &
WI-FI, Radio system media services (TV) & print services.

Climate status:
It has 2 climate season which is wet season; from May to Oct. And dry seasons; from Nov to Apr. Apr to
May of 2018 is the maximum heat season in the city.

Exact Location and Boundaries:


The site is located at Barangay San Jose, Puerto Princesa City, Palawan. It has a total area of more or less
35,800 square meters. The site is accessible from National Highway to the north side of the road
(Macapuno st.) or from National highway to the south side of the road (New Market rd.)

The site is rectangular shape, and is facing the Sulu Sea. It is located approximately 576 kilometers from
Manila, 5 kilometer from Palawan Provincial Capitol, and 2 kilometers from Puerto Princesa City Hall.

Section 13. SOLID WASTE MANAGEMENT

Efficient waste management requires the adoption of efficient waste management practices and
use of eco-friendly materials.

13.1 Material Recovery Facility (MRF)


a. General
MRF shall be provided for the collection and segregation of solid waste materials.

b. Applicability
This measure applies to all building occupancies as indicated in Table 1.

c. Requirements
i. Buildings shall be provided with a minimum area for MRF as specified in Table 15.
ii. MRF shall be fully enclosed and easily accessible from within the building and from
the outside for easy collection of waste.
iii. Solid waste containers shall be provided for at least four (4) types of wastes:
- compostable (biodegradable)
- non-recyclable (to be disposed off in the landfill)
- recyclable (paper, cardboard, plastic, metal, wood, etc.)
- special waste
iv. For hospitals, isolated bins for hazardous wastes shall be provided to avoid
contamination.

d. Exceptions
There are no exceptions to this provision.
